The obelisk's height is

Zurab Konstantines dze Tsereteli (born 1934) is a Georgian-Russian painter, sculptor and architect known for large-scale and at times controversial monuments 

Tsereteli has served as the President of the Russian Academy of Arts since 1997

The statue of St. George on a granite podium at the foot of 141.8 meter (465 feet) obelisk, which stands on the main square of the Victory Park on Poklonnaya Hill and symbolizes the 1418 days and nights of the Great Patriotic War. For a long time George has been seen as the protector of Orthodox warriors in Russia.

In addition, St. George is the symbol of the city of Moscow.

Moscow Church of Saint George in Poklonnaya HillTo mark the 50th anniversary of the Victory the temple of Saint George the Victorious on Poklonnaya Hill was installed.
