Drawing on its assets and raw materials and driven by the will of the President of the Republic, Head of State, Gabon has engaged in a phase of acceleration of the transformation of its economy through the imple-mentation of the Strategic Plan for an Emerging Gabon (PSGE, in French) which rests on three pil-lars among which the “Industrial Gabon”. Through the National

Strategy of Industrialisation (SNI in French), this compo-nent acts as the catalyst for the diversification of the national and regional economy constituted by a market of 44 million consumers(ECCAS) which could go up to 145 million consumers (ECCAS - WAEMU) using the same currency (FCFA).

With many opportunities for growth in various sectors, Gabon boasts a growth rate of 6%. Number one in Central Africa in the ranking of the World Bank 2015 Doing Business report, the government has been implementing effective regulations with the aim of facilitating foreign direct investments and securing their protection. For the 4th consecutive year, the Index of Economic Freedom of the Wall Street Journal ranked Gabon as the most liberal economy in the ECCAS.The great monetary stability of Gabon derives from its fixed exchanged rate currency (FCFA) which is pegged to the Euro.

Doté depuis 2013 de la meilleure évaluation risque-pays de la zone CEMAC du groupe COFACE et se classant ainsi dans le même groupe que l’Espagne ou l’Italie, le Gabon occupe aussi la première place en Afrique Centrale en matière de bonne gouvernance selon le rapport 2013 de la Fondation Mo Ibrahim. Le Gabon reste aujourd’hui en tête du développement sur le continent avec un PIB par habitant de 11 400 USD et occupe la seconde place en Afrique Subsaharienne dans le classement de l’Indice du Développement Humain (IDH) 2014 du PNUD.

With the best COFACE country risk rating in the ECCAS since 2013 and therefore being in the same group as Spain or Italy, Gabon is also ranked first in Central Africa as regards good governance according to the Mo Ibrahim Foundation’s 2013 report. Gabon is still taking the lead of the development in the continent with a GDP per capita of USD11,400 and ranked second in Sub-Saharan Africa in the 2014 ranking of the Human Development Index of the UNDP.

Avec 3,7 milliards de réserves exploitables de barils de pétrole, plus de 30 milliards de m3 de réserves prouvés en gaz naturel, 900 indices miniers dont plus d’un (1) milliard de tonne de réserves de fer et 250 millions de tonnes de manganèse, le Gabon regorge assurément de richesses en hydrocarbures et en minerais. Ses 12,5 millions d’hectares de forêts exploitables, ses 800 km de côte et ses 5,2 millions hectares de terres arables le positionnent comme un pays à fort potentiel forestier, halieutique et agricole.

With 3.7 billion barrels of oil of recoverable reserves, more than 30 billion m3 cubic meters of natural gas proven reserves, 900 mining occurrences of which more than one billion tons of iron reserves and 250 million tons of manganese, Gabon is certainly endowed with hydrocarbons and mineral resources. 12.5 million hectares of mature forests, 800 km of coasts and 5.2 million hectares of arable land position Gabon as a country having a forestry, fishery and agricultural potential.

Certifiée ISO 14001: 2004, la Zone Economique à Régime Privilégié (ZERP) de Nkok qui s’étend sur 1126 hectares représente la concrétisation de la politique de diversification économique du Gabon, à travers l’implantation en son sein de diverses industries de transformation des ressources naturelles et autres matières pre-mières dont jouit le Gabon, sous un modèle de développement durable.

La ZERP de Nkok est issue d’un partenariat Public-Privé entre l’Etat gabonais et la Société singapourienne OLAM

International à travers la constitution d’une entreprise privée à économie mixte de droit gabonais, Gabon Special Economic Zone (GSEZ), en charge de l’aménagement et du marketing du site.

La zone est entrée dans sa phase opérationnelle, avec les premières exportations de produits transfor-més au courant de l’année 2014. Elle connaît un engouement im-portant au regard des investisse-ments directs étrangers sans cesse croissants depuis le lancement de l’implantation des premières entreprises.

Standardised ISO 14001:2004, Nkok Special Economic Zone (SEZ), which spreads over 1,126 hectares, is the materialization of the policy for the economic diversification of Gabon through the establishment within such zone of various industries for the processing of the natural resources and other raw materials Gabon is endowed with, in a sustainable manner.

Nkok SEZ is a result of a public-private partnership between the State and the Singaporean company, OlAM International, in the form of the establishment of Gabon Special

Economic Zone (GSEZ), a semi-public company incorporated in Gabon responsible for the development and marketing of the site.

The zone started operations in the course of 2014 with the ex-ports of manufactured products. It arouses a keen interest in comparison with the continuous influx of foreign direct invest-ments since the first companies set up.

Une centrale électrique thermique à gaz dédiée ralliée par une ligne à haute tension de 90 KVA à une station principale de réception électrique sur site qui diffuse à 5 sous-stations de relais l’énergie distribuée sous un réseau souterrain et aérien de 24 km sous une tension de 20 KV HT. Un éclairage des routes principales par le réseau classique et des voies secondaires par énergie solaire assure à la zone un fonctionnement continu 24h/24.

A dedicated gas-fired power plant connected by 90 KvA high tension line towers to a main electrical receiving station on site which supplies 5 relay stations with energy through an underground and overhead network of 24 km with a tension of 20 Kv HT.The lighting of the main and secondary roads, which is provided by the classical network by means of solar power, ensures a 24/7 functioning of the zone.

Directement accessible par la route nationale 1 (2x2 voies), la ZERP de Nkok assure une évacuation multimodale grâce à trois embranchements sur la voie ferrée traversant la zone et une route dédiée de Nkok vers le port d’Owendo, principal port d’exportation du pays située à 40 km de Nkok, qui sont en cours de construction, ainsi qu’un quai de 230 m de long et 3,5 m de profondeur pouvant accueillir des barges d’une capacité de 1000 tonnes pour l’acheminement des productions vers le port d’Owendo.

Abutting the national road 1 (2x2 lane), the Nkok SEZ ensures a multimodal evacuation with three branch lines on the railway that crosses the zone as well as a dedicated road from Nkok to Owendo, the main port of export of the country located 40 km from Nkok, which are being constructed as well as a dock 230 m long and 3.5 m deep which can accommodate barges with a capacity of 1,000 tons for the hauling of the productions towards the port of Owendo.

Une zone d’entrepôt de 120 000 m2 , un terminal à conteneurs d’une capacité de 1500 EVP avec une extension prévue à 3500 EVP ainsi qu’un parc à bois assurent le stockage sous douanes aux conditions privilégiées de la zone des matières premières et des produits fabriqués avant évacuation.

ADMINISTRATIvE AUTHORITY OF NKOK SEZ

Créée par décret le 18 juillet 2011, l’Autorité Administrative de la Zone Economique à Régime Privilégié de Nkok (en abrégé AAN) a pour mission principale de coordonner, superviser et assurer la tutelle opérationnelle du fonctionnement de toutes les administrations et services de l’Etat installés au sein de la ZERP de Nkok.

Son rôle est centré sur l’appui personnalisé aux sociétés installées dans la ZERP de Nkok ou celles souhaitant y opérer en facilitant leurs formalités administratives tout en s’assurant du respect des textes en vigueur en République Gabonaise et au sein de la ZERP de Nkok.

Son service s’articule essentiel-lement autour de 17 adminis-trations représentées au sein du Guichet Unique. Elle accélère l’accomplissement des formalités suivantes :•Création d’entreprise; •Enregistrement d’entreprise et immatriculation des employés à la Caisse Nationale de Sécurité Sociale; •Octroi des permis de travail; •Octroi des titres de séjour (visas, autorisations d’entrée, carte de résident économique, etc.)• Empotage et scellé de contai-ners de produits à exporter; • validation de la dispense de la Taxe sur la valeur Ajoutée (TvA).

Created on July 18, 2011, by means of a presidential decree, the Administrative Authority of Nkok SEZ (AAN, in French) is mainly assigned with the coordination, overlook and operational supervision of the functioning of all the State administrations and depart-ments based in Nkok SEZ.

AAN’s role is focused on a customised support to the companies established or those willing to operate in Nkok SEZ by facilitating their administra-tive formalities under the laws and legislation in force in the Republic of Gabon and in Nkok SEZ.

Its service is mainly in relation with the 17 administrations represented within the One Stop Shop facility. AAN speeds up the completion of the following formalities :• Creation of business;•Registration of company and employees with the National Social Security Fund;•Granting of work permits;• Granting of residence permits (visas, entry authorisations, resi-dence permit for business pur-poses, etc.);• Stuffing and sealing of con-tainers with goods for exports;• Validation of the exemption of the value added tax (vAT).

Agrément: L’Autorité Administra-tive et la GSEZ vous délivre un agrément qui vous confère les droits d’exercer au sein de la ZERP.

Construction: Le bureau de l’Agence Nationale de l’Urba-nisme, des Travaux Topographique et du Cadastre (ANUTTC) au Guichet Unique vous octroie un permis de construire.

Impact environnemental: vous réaliser une étude d’impact environnementale pour la construction de votre bâtiment avec l’appui du bureau de la Di-rection Générale de l’Environne-ment et de la Protection de la Na-ture au sein du Guichet Unique.

Exonération: L’AAN, à travers ses bureaux des Impôts et des Douanes, vous octroie des attes-tations de dispense de TvA et d’exonération de frais de douanes pour l’achat de biens et ser-vices au Gabon et l’importation d’équipements.
