Comment la ville est devenue non durable?

• La frontière de ce système et celle entre la ville et ses périphéries. La II° révolution industrielle permet la « mort de la distance » qui n’est plus l’élément structurant de ces écosystèmes territoriaux.

• Conséquence : croissance de la consommation d’énergie et urbanisation dysfonctionnelle – entre les fonctions d’habitation, de travail, d’administration.

• Ce modèle urbain est non-durable en ce qu’il ne peut gérer la réduction des atteintes à l’environnement (consommation de ressources fossiles et production de déchets), les atteintes à son propre capital social et humain et devient un obstacle au développement.

Le coût de la ville inintelligenteLe coût de l’obsolescence des infrastructures aux Etats-Unis :

• 28 milliards de litres d’eau potable perdus par jour du fait des fuites des réseaux.• 40 milliards de litres d’eau usée non traitée rejetés dans les canaux chaque

année• 254 millions de tonnes de déchets solides.• 4 milliards d’heures perdus par an par les automobilistes chaque année, avec

leur coût en temps et en carburant.• Un pont sur quatre est soit structurellement déficient soit fonctionnellement

obsolète.• La demande d’électricité s’est accrue de 25% depuis 1990, pesant sur les réseaux

de transport et de distribution.

Notre approche: une vision évolutionniste de la ville

• Penser de la ville durable à partir de la recherche des synergies entre ses fonctions économiques, politiques et sociales et de leur intégration par l’architecture système

• Intégrer les potentialités nouvelles du numérique

• La ville étant un lieu de vie elle doit permettre l’existence d’une vie civique

• Cette vision suppose le développement d’une culture et de compétences nouvelles, notamment pour la décision publique, pour concevoir les écosystèmes urbains de demain

Ecosystèmes?• Ecosystème: ensemble dynamique de sous-

systèmes en interaction (systèmes de gestion de l’énergie, systèmes de transports, systèmes de gestion de l’eau, systèmes sociaux, écosystèmes climatiques locaux, habitants…) et qui interagit avec son environnement en étant capable de conserver son identité et d’enrichir sa diversité interne.

• Ecosystème urbain: construit par l’homme, ensemble des éléments constitutifs d’une ville qui interagissent de manière naturelle, entre eux et avec leur environnement, dans un état global d’équilibre : prélèvement de ressources, création de richesse et de bien-être, rejet et recyclage de déchet.

• Le caractère « éco » du système signifie que les interactions entre les fonctions du système urbain sont capables de générer des lois de comportements qui lui permettent de conserver son identité et de se reproduire de manière autopoïetique.

Un écosystème évolue dans les valeurs limites que peuvent prendre les variables de chaque paramètre

Qu’est-ce qu’un « moteur numérique »?

• Un tel moteur, en tant que tel, n’existe pas à ce jour.

• Il s’agit plutôt d’un « système des moteurs » comprenant les infrastructures de l’Internet, les réseaux des parties prenantes, les systèmes d’information (organisationnels et logiciels), les moteurs de chaque fonction…

• La performance d’un tel système de moteurs suppose l’existence d’un référentiel d’architecture pour permettre la mise en cohérence et l’interopérabilité de tous les moteurs.

Definitions

• Architecture, system architecture– The design of how basic functions

interact to give birth to a whole that is more than the sum of the parts

• Ecosystem:– A system with autopoeitic properties, that

means being able to reproduce itself

• Entropy, negentropy– Interactions within the system make it losing

its energy and increasing disorder (entropy), life (human life in the case of a city) may import energy (negative entropy or negentropy)

• Emergence:– Many properties of a system do not exist as

a basic function or a physical state, but are the result of the interactions of these functions: eg. “ageing well”, “happy life” is the result of both physical and human systems.

• Resilience:– The property of a system to withstand a

shock and to recover with stronger ability

• Green IT and IT for green– IT is both a solution to coordination

problems that may help saving energy (eg. Smart grids) but fabrication of IT produce a lot of pollutants and its functioning produce a lot of heat and waste that need to be recycled.

The basic asumptions of the programme

• A smart city is not putting lipstick on a bulldog: Greenwashing, digitalwashing… • A smart city is an ecosystem that includes the city and its periphery• A smart city is a city where one may live and work in:

– Economic wealth creation– Social life– Common weal

• A resilient architecture:– A living system based on cooperation between actors: Public authorities, private corp.,

citizens– A properly designed architecture made with off-the-shelves components– Systemic resilience is leveraged using IT

• Approaching different methodologies according to the maturity of the urban fabric• It implies a sea change in firms business models that must be thought regarding their

impact on the ecosystem as a whole, and in the monitoring of the urban policy by public authorities.

What are we talking about?

– We consider an ecocity as a sustainable urban ecosystem: an ecosystem is a system, meaning that the city is more than the sum of its parts, having “eco” properties, meaning internal capabilities to reproduce itself according to the principles of resilient organizations.

– This requires a huge utilization of digital technologies to model the interaction of the functions of the city, but keeping in mind that the effective monitoring of the city is carried about by its inhabitants.

– We adopt a comprehensive approach at three levels• At the macro level: The strategic issues at stake for a country, in both case of a developed and a developing

country• At the meso level: The understanding of the dynamics of a territory, urban sociology, ecosystemic innovation,

institutional dynamics and public management.• At the micro level: Principles of system architecture, functional integration, new business models and new

competencies.

Roadmap• The first session is dedicated to definitions, concepts, problem setting, acquisition

of the basics of complex system design, adjustment of participants frameworks.• Team work on the case of an imaginary towns made of real situations in the three

continents• Each participant defines his expectations, and an initial road map is designed• The two other sessions are designed according to these roadmaps• The program manager and scientific director are in charge of conducting a

knowledge mapping process all along the journey.• Each session respects the 3 tiers :
