MissionTo promote the role of the South

African reconditioning industry in the collection, transportation and recycling of industrial containers in a sustainable, ethical, environmentally compliant and responsible manner

SAICRA Objectives• Act in the best interest of all Members • Ensure a sustainable, environmentally sound, profitable and

organised industry for the collection, transportation and reconditioning of industrial containers

• Promote a code of conduct and good environmental practice • Encourage all participants in the industry to adhere to sound

environmental principles as set out in the Constitution and Statutes• Lobby and engage Government on a national, provincial and local

level to further the general interests of the Association • Actively encourage and advance Black Economic Empowerment in

the Reconditioning Industry. • Co-operate with such other organisations and entities in the overall

interest of the Environment • Promote co-operation and goodwill among Members

• Highlight areas of non-compliance• Provide a management plan and time-frame for

compliance• Provide feed back on legal requirements • Air Emissions Testing on Incinerators• 9 re-conditioners (out of 24) have been issued

waste licenses to date

Some Challenges

• Fraud, theft, mis-representation• Generators to be held accountable for

safe disposal• Little Enforcement by Government• Industry made up of 40% oil drums,

50% chemical and 10% other – not all packaging sent for responsible recond

• Unlicensed sites still commercially active

• The Waste Act adopts the waste hierarchy as a national approach to waste management

Extended Producer Responsibility (EPR)

“Extended producer responsibility measures” mean actions that extend a person’s financial or physical responsibility for a product to the post-consumer stage of the product and includes:

• Waste minimisation programmes• Financial arrangements for any fund that has been established

to promote the reduction, reuse, recycling and recovery of waste

• Awareness programmes to inform the public of the impacts of waste emanating from the product on human health and the environment

• Any other measures to reduce the potential impact of the product on health and the environment

Managing the Value Chain

waste generator - any person whose actions, production processes or activities, including waste management activities, results in waste

waste transporter - any person who conveys or transfers waste—(a) between the waste generator and a waste management facility or(b) between waste management facilities

waste manager - any person that re-uses, recycles, recovers, treats or disposes of waste, including the waste generator

waste manifest system - a system of control documentation containing the information as specified in the Regulations, maintained by the waste generator, waste transporter and waste manager, which accompanies a load of hazardous waste from the point of generation to final management

awareness around safe disposal of packaging• SAICRA membership must be commercially
