Some major sub assembly products for the Commercial Aircraft Group's (CAG) are sub contracted for manufacture by CAG's suppliers. (Sub-contractors or risk sharing partners).

1.1

It is the supplier's responsibility to deliver such products in full compliance to an Outside Production Planning Specification (OPPS). Before delivery of the subcontracted product, the supplier may request that tasks that cannot be completed, due to justifiable reasons, be transferred to the CAG's production facility. All such task transfers must be approved by the CAG and the transfer documented and accomplished as defined herein.

Additionally, after delivery of the subcontracted product to the CAG, it is the responsibility of the supplier to track and transfer all additional engineering, planning and OPPS requirements released subsequent to product delivery, that are affective on the delivered product, to the CAG for accomplishment in the CAG.

Incomplete Task Log (ITL) – A form initiated to record, process and transfer unaccomplished tasks effective on a specific product, based on released engineering, planning or OPPS, at the time of product delivery to the CAG. (See Appendix A).

ITL Serial Number – The serial number required on each and every ITL form, both basic and supplemental. The serial number format is made up of: Aircraft Effectivity Model (E.g. 30P; 25W; 4AS etc.) - Major Component code number - Aircraft Serial number - ITL Sequence Number. E.g.: 30P-1-2005-00 for the Basic Delivery ITL.

30P-1-2005-01 for the 1st Supplemental

30P-1-2005-02 for the 2nd Supplemental etc.

Note: The Major component code numbers are as follows:

1 = Forward Fuselage;

2 = Wing;

3 = Center Fuselage;

4 = Aft Fuselage;

5 = Empennage;

6 = Pax Door;

Additional codes for other components should be defined by the CAG Supplier Manager.

Outside Production Planning Specification (OPPS) – A specification document released and maintained by the CAG to define the product Configuration and the production installation /assembly/test operation requirements to produce a major component at a supplier's facility. The OPPS is the baseline document used by the supplier for control and audit of the component configuration at the time of component delivery.

Unaccomplished Task – That portion of a task, called out on planning, which is incomplete when a product (an end item covered by an OPPS) is delivered. This includes incomplete Quality Assurance Non Conformance Reports (NCR’s) that require task accomplishment on the item delivered. These become ITL tasks.

ITL Excel File – A file containing the ITL data in digital format. The supplier is responsible to supply an ITL Excel file with each ITL form, there must be no inconsistencies between the data contained in the ITL Excel file and the respective data on the ITL form. The format and required data fields for the ITL Excel file are defined in Appendix E below.

Procedure 214.42.39 – "Supplier/Subcontractor Configuration Management Requirements" requires positive configuration control of products manufactured by formal installation planning, and if approved by IAI, the transfer of unaccomplished planning tasks to IAI as defined in this procedure.

5.1.1

A screening function (incl. IAI representation) will be established at each supplier location to review all open tasks by model/unit number to determine potential tasks to be off-loaded. New and/or added tasks (planned) will be reviewed to identify those items that cannot be accomplished before delivery. The time to begin this screening process will not exceed four weeks before scheduled factory completion of a deliverable end-item.

The supplier will establish a cut-off no more than two weeks before scheduled delivery after which no planned tasks should be logged against the component. All planned tasks available before the cut-off date will be logged against each affected unit for accomplishment before delivery.

Supplemental ITLs must be submitted within two weeks after issuance of any engineering or OPPS changes subsequent to component delivery. Concurrence by the IAI representative and supplier are required to alter this time span. ITL reviews should be conducted weekly to determine supplemental ITLs that should be generated as soon as possible due to degree of difficulty, safety of flight, and/or line position of aircraft. Arrangements for supply of parts, tools or personnel, etc., required to accomplish the tasks are the responsibility of the ITL originator via the IAI representative.

APPENDIX PURPOSE WHEN USED

(A) Blank ITL Form and description of ITL fields.

To document the transfer of tasks from supplier to IAI in order to maintain engineering configuration of aircraft.

With every delivery of an OPPS-built component

(B) Example of Completed Basic Delivery (00) ITL.

To transfer incomplete tasks from supplier to IAI on latest released engineering as of cut-off date.

When a component is being delivered to IAI

(C) Example of "No Open Task" ITL

To document that the component has been manufactured in accordance to the latest released engineering and that there are no open tasks to transfer.

When a component is being delivered to IAI

(D) Example of "Supplemental" ITL

To document the transfer of tasks after the shipment of a component to IAI. These forms show only supplementary additional tasks, they do not show the original basic 00 ITL tasks.

Upon release of engineering after shipment of component to IAI.

(E) ITL Excel file format To define the official ITL requirement. An ITL Excel file must be sent with each and every ITL (both Basic and Supplementary)

(F) Request letter To notify IAI of intention to transfer open tasks, to define the proposed task content for the purpose of receiving IAI approval.

Before each and every ITL transmission. (both Basic and Supplementary)

(G) Cover Letter Sent in each ITL digital package to accompany the ITL Data.
