Chairman’s message

Martin J. Eley, Director General, Civil Aviation, Transport Canada

Martin Eley was appointed Canada’s Director General, Civil Aviation, on May 4, 2009. In this capacity, Martin is account-able for Canada’s civil aviation safety regulatory framework and the safety oversight of the civil aviation system. Since being appointed, he has also overseen the extensive modifications made to Transport Canada’s Civil Aviation Program that proactively ensures Canada remains at the leading edge of aviation safety.

Despite tough economic times and a period of fiscal restraint, Martin has focused on maintaining stability in his directorate and has worked with his team to find efficiencies and to target program resources in high-risk areas that provide the greatest safety benefits for Canadians.

As Director General, Martin puts a priority on soliciting the views of stakeholders and promoting collaboration with the industry in implementing new regulations and procedures. He also encourages the same kind of open, honest and respectful discussion within his own team, which helps to break down communication barriers that inevitably exist in large organizations such as the Civil Aviation directorate.

Martin joined the aerospace industry in 1972, working in both the Civil and Military Divisions of British Aerospace. Since joining Trans-port Canada in 1982, he has worked as a structures specialist, a project manager and in a number of senior management positions.

Martin holds a B.Sc (Hon) in Aeronautical Engineering from the Imperial College of the University of London. He is a Profes-sional Engineer and an Associate Fellow of the Canadian Aeronautics and Space Institute (CASI).
