Earley Town Council is your local communitybased council. The Council Offices are situatedin Radstock Lane. Most meetings of the TownCouncil and its committees are held onWednesday evenings, (Planning meetings areheld on Tuesdays), full details including allagendas and minutes being displayed on theregularly updated Council Website.

Wokingham Borough Council is theUnitary Authority for this area, providing thegreat majority of services including schools,social services, council housing, refusecollection and management of sports centres.The Town has eight schools, one of which,Maiden Erlegh School, is a secondary school.Contact numbers are provided in the generalinformation section.

The Town Council provides a wide varietyof local services. Parks are provided at Sol Joelsituated in Church Road (which has footballand cricket pitches, sports courts, a skate parkand children’s play equipment), Meadow Park(a more traditional park with open space, playareas, formal flower beds and a wild flowermeadow), Marefield Pond and Bulmershe Parkwhich is jointly managed with Woodley TownCouncil. The Council owns and maintains aLocal Nature Reserve at Instow Road. TheReserve is some 12 hectares in extent andwithin its boundaries is a very attractive lake,

ancient woodlands, wildflower and butterflyareas and the Interpretation Centre.

Other facilities include the secluded LawnCemetery at Mays Lane which is some 12acres in extent and is a very peaceful haven inthe middle of local residential development,and enhanced with the provision of theGarden of Remembrance. There is a large andwell maintained allotment site at Culver Lanethat backs on to Milton Road, which benefitsfrom a resident Horticultural Society. Anyresidents interested in a plot should contactthe Council Offices. Last but not least, thereare two large Community Centres bothavailable for private hire. One is at RadstockLane and the other at Maiden Place. Bothhave resident Social Clubs with their owncomfortable bar/lounge areas.

Town Council responsibilities also includestreet furniture, the construction of linkingfootpaths, the provision and maintenance ofsome of Earley’s street lighting andconsultation on highways and all local planningapplications.

Although the Town Council is an entirelyseparate entity, the "local councils working inpartnership" initiative means that there aredirect links to most of the services providedby the Unitary Authority. There are currently25 Town Councillors representing eight Wards.

About EarleyEarley is situated in the historic Royal Countyof Berkshire, on the outskirts of Reading, andhas tended to become integrated into itsurban sprawl, a common happening with com-munities on the boundaries of most towns. Infact, however, Earley is within the WokinghamBorough area, and not Reading. It has an elon-gated shape which stretches from the RiverThames in the north to the M4 in the south. Inthe southern part there has been extensivedevelopment.

The private housing project has provided inexcess of six thousand dwellings together withleisure, recreational and shopping facilities.There have been challenges in integrating thenew development with the older, more established parts of the Town, but there areencouraging signs that a community spirit isbeing forged. The population of the Town iscurrently estimated to be in excess of 33,000.

Geographically Earley is almost divided intothree parts. It is also quite interesting to notethe variations of the name of Earley present inthe area, Erleigh, Erlegh and Earley. In thenorth, from the River Thames to the railwayline we have North Earley and part of CentralEarley and Maiden Erlegh (so called because it

is built on the site of a large estate of thatname). Stretching southwards to the M4motorway is South Earley where the greenfields area has now almost entirely given wayto the new roads and houses constructed aspart of the Lower Earley development.

The main shopping area, which includes anAsda Superstore, can be found at the DistrictCentre by Chalfont Way. There are also smallershopping parades at Silverdale Road, MaidenPlace and in Wokingham Road near to theThree Tuns crossroads.

Earley’s long history dates back to Romantimes. In the 11th Century, the area wasknown as Herlei when the population wasthought to be in the region of some 100 residents. There was a gradual increase overthe centuries, but the first large increaseoccurred during the housing boom of the1930s and 1940s by which time the populationhad grown to in excess of 5,000.

The origin of the name of the Town is opento interpretation. There are many place nameswhich have either ley or leigh within them. Thisis an Anglo Saxon word for a wood or clearing. This could apply to any of the severalspellings of the name Earley which includeErlegh, Erleigh and Earley. Er or Ear could referto either eagles or gravel pits. Both are possible, but birds of prey were a commonsight.

Earley Town Council was the successor tothe previous Parish Council and came intobeing in 1974. The logo was conceived anddrawn originally by Paul Devonald (one ofEarley’s Town Councillors in the 1980s). It is arepresentative depiction of the sun rising overthe Earley skyline. The tower of the Earley StPeter’s Church is prominent.

Maiden Erlegh Park

The Park is some twelve hectares in extent,and has been classified as a Local NatureReserve. It is managed on the Town Council’sbehalf by its Park Ranger Service with the helpof the Head Water Bailiff and up to tenseasonally appointed Water Bailiffs.

The Park is in several "parcels" which aredescribed on the Interpretation Boards aroundthe site. The Lake area, between Instow Roadand Lakeside is managed under the ReservoirsAct and is inspected by a Consultant Engineereach year. Records have to be kept on waterlevels, and the condition of the Weir, etc.,aspects which are inspected by the Engineer.

The Lake is bounded by ancient woodlandand again the Council has had a hard balancingact to reconcile the needs of the populationliving all around the Park, many of whom usethe main pathway as a thoroughfare, and theneed to conserve a valuable habitat.

There have been many improvementsundertaken in recent years including desilting,bankworks, pathworks and water/fish qualitycontrols. These initiatives are ongoing, andanyone interested in becoming involved in theconservation work would be welcome to joinone of the local volunteer groups. Details ofaspects of the park management can be

More of its area is within Woodley and,historically, Woodley Town Council hasundertaken routine grass cutting and othermaintenance, with our Council meeting aproportion of the costs each year. We nowhave a greater degree of responsibility sincethe development of our Park Ranger Service,but largely the old arrangement remains inplace and works well.

Marefield Pond

The Pond is one of the few surviving examplesof the farm ponds of which there were oncequite a few in Earley. Earley Town Councilacquired it under licence from the thenWokingham Borough Council with theintention to save and preserve the facilitysome years ago. It is situated at the end of thelittle lane to the left of the end of Beech Laneas you approach the junction with Rushey Wayand was previously known as Rushey WayPond. It is managed by the Park RangerService, with help from local conservationgroups, as a conservation and educationalfeature and is an interesting wildlife habitat,supporting creatures such as dragonflies, newtsand frogs.

Sol Joel Park

The 18 acre Sol Joel Park is entirely withinthe Earley Town Council area, but for historicalreasons, it was conveyed to Reading Borough

Council by Sol Joel. The Town Council leasedthe Park with the intention of improving thefacilities. It has four football pitches, minisoccer pitches, a cricket square and a pavilion.The first of the many proposed improvementswas the provision of a Sports and Skate Park.It includes two sports courts. One is availablefor both netball and skater hockey, and it canalso be used for five-a-side football. The othercourt is specifically for five-a-side footballand/or basketball.

In addition, several skate ramps have beenprovided which are suitable for rollerblading,skateboarding and BMX bikes. The equipmentis in the process of being upgraded and it ishoped the project will be completed by thetime this Guide is published. The next phase ofimprovements includes providing more playequipment for children and a major project torebuild the pavilion to modern standards.

The Interpretation Centre at Instow Roadprovides a base for managing the Reserve anda well appointed field study centre for localstudents and school children. It was erected asa Millennium project.

Meadow Park

The Park is some four acres plus in extent andsituated between Roman Way and MeadowRoad, with pathways leading in from bothroads. There are extensive cultivated beds,mainly with shrubs, a wildflower meadowsection, a central grassed area, an aromaticgarden and two areas of children’s playequipment. The Park was acquired fromWoodley Town Council, and has beenextensively upgraded in an attempt to try tomeet local needs.

Bulmershe Park

The Park is situated off Woodlands Avenue onthe boundary between Woodley and Earley

Radstock Lane Community Centre

The Centre is provided on a site adjacent toRadstock Primary School and immediatelyopposite the Town Council Offices. Itcomprises a main hall and a meeting room.There is a thriving Club, the Earley RadstockSocial Club, which manages the bar/lounge. Onweekdays the popular Wendyhouse Pre SchoolGroup operates from the Centre.

The main hall is particularly well appointedand has a friendly atmosphere, which has madeit an extremely popular venue for functionssuch as weddings, birthday and anniversaryparties. It is also a favourite meeting point forseveral local organisations. Information aboutbookings can be obtained from the TownCouncil Offices.

Maiden Place Community Centre

In 1989 the Town Council rebuilt and extendedthe Centre, and provided a bar/lounge which isthe home of Maiden Place Social Club. Like itssister hall, the Community Centre is a verypopular venue for parties and meetings andagain benefits from the presence of a nurserygroup, Kilnsea Pre School which providesplaces for the under fives. In addition to themain hall and meeting room, the Centre alsohas a second medium size hall, the FunctionRoom which is extremely popular with hirers.Again, bookings can be made at the CouncilOffices. The Centre has been much improvedrecently with the installation of an airconditioning system.

CResCent Community Resource Centre

The Community Resource Centre is now 5-years old. The building was designed to allowfor flexible use to respond to therequirements of the community and tosupport its development. The success of thecentre has grown through many partnershipsand now provides a focal point for thecommunity.

If you have not yet visited the Centreplease do call in, its volunteers and staff willgive you a warm welcome. As well as theHelpdesk, where you will find a wealth ofinformation, there is wide range of resourcesavailable including two public accesscomputers, a photocopier and fax machine.

Training is a key activity at the centre with adiverse programme of courses includingforeign languages, IT, crafts and art. These areopen to all local residents. Courses tosupport voluntary & community groups suchas: first aid, food hygiene & disability & diversityare available.

Regular weekly groups are hosted by theCResCent, ranging from line dancing and yogato blood-donation and quilting. CResCent alsoprovides much needed accommodation for avariety of voluntary and community groupssuch as Earley Bus, Wokingham Resource &Opportunity Centre and the Church of Christ.

Radstock Lane Community Centre

The Centre is fortunate to have anoutreach service operating from its building.The Mobile Information Centre (MICE) takes avast amount of community information aroundthe Wokingham District using a purpose builtvehicle.

The CResCent Moon Café is open from9:00-5:00pm weekdays and on Wednesdayslunches are served between 12:30-1:30pm.

Public Houses

Earley has a number of very popular publichouses. The Earley Retreat and the TobyCarvery are in the District Centre area. TheMaiden Over in Silverdale Road, not far fromThe Parade, is well established and in one ofthe older parts of the Town. There are twoPublic Houses, well frequented and verypopular at lunchtimes, both on the eastern sideof Town at The George in Loddon Bridge Roadand The Poachers at Sindlesham Mill. A morerecent facility is the Seven Red Roses at theMaiden Place Shopping Centre.

Laurel Park

Adjacent to the Local Nature Reserve is LaurelPark, which is owned and managed byWokingham Borough Council. Access is gainedfrom Rushey Way via Marefield. The entranceroad leads to a pavilion with several footballpitches beyond. The Park also has a well

designed and maintained children’s play areaand a large general recreational area.

Chalfont Park

The second of the two Unitary Authorityowned parks within the Earley area is oppositethe District Centre at Chalfont Way. The neatand well appointed park has a modern pavilion,floodlit sports courts, football pitches and avariety of play equipment.

Waterside Centre

Many visitors to the Town do not realise thatpart of Earley fronts the Thames. Beyond theA3290, is Thames Valley Park, and an excellentwater facility has been provided by WokinghamBorough Council overlooking the Thamesprimarily for rowing and canoeing. It is alreadywell used both for local and national events.Below is a cavernous area for the storage ofboats and upstairs are meeting rooms,

conference facilities and a medical/first aidroom which was equipped by the TownCouncil. On the opposite bank of the Thames,easily viewed from the balcony is a lovelysanctuary for birds, which is very popular withornithologists.

Maiden Erlegh Visual Arts Centre

Based at Maiden Erlegh School, this is a new,adaptable space with facilities for learning and

teaching Visual Arts, with sculpture andexhibition options. It also houses a dedicatedexhibition area including a virtual realityexhibition kiosk funded by Earley TownCouncil.

The aim of this Centre is to increaseparticipation in the Visual Arts within the localcommunity through access to courses andworkshops during twilight and evening hours,weekends and school holidays.

Courses are published, with applicationforms, on the school’s website and are alsoavailable at local libraries and other publicoutlets.

Being at the School, this Arts Centre iscentral and accessible. A number of people andgroups in the community are alreadybenefiting. Adult life drawing classes areproving very successful and enjoyable, as arejewellery classes. Summer Schools are held forYear 6 and 7 school pupils.

Artists who would like to use the space torun classes or workshops work with theschool or exhibit work either in the exhibitionarea or on the virtual reality exhibition kioskmay contact the School.

A briefhistory ofEarleyPrehistoric Earley

It is very likely that humans from thePalaeolithic period – the Old Stone Age – upto 400,000 years BC were foraging in Earleyfor edible vegetation and grubs and huntingwild cattle, deer and elephant. Traces of flimsyshelters made from brushwood have beenfound in North Earley on the site of the oldPower Station at the Thames Valley BusinessPark. Tools from this era have been foundwithin the Town. These early residents wouldhave depended on the surrounding woodlandfor hunting and gathering of edible plants suchas nuts, berries and roots. It is thought that theclearing of woodland for agriculture and thekeeping of domesticated animals started inaround 4000 BC, the Neolithic or New StoneAge, with the arrival of people from theContinent. Small areas of wildwood wouldhave been cleared using stone tools. There isarchaeological evidence for continued humanpresence during the Bronze Age and Iron Ageon the site of the Thames Valley Business Parkin North Earley.

The Romans and Beyond

The Romans invading England in AD 43, cameto a land with fully developed agriculture andRoman artefacts have been found at a numberof sites in Earley. A Saxon settlement has beendiscovered in Reading at the confluence of theKennet and the Thames dating from about 600AD.

During the Reign of Edward the Confessorthe Manors at Earley were held by the Crown.

The Great Survey of AD 1086 reveals that onlyabout 20 per cent of Berkshire was wooded,and by 1200 much of the modern landscapewas already recognisable. The NormanConquest had the positive effect of increasingwoodland cover to provide hunting forestswith Windsor Forest extending to the Loddon.

The Middle Ages

Domesday records two manors, Erlegh StBartholomew and Erlegh St Nicholas. The deErlegh family held the manors c.1160 – 1362.John de Erlegh, 1292, was known as the WhiteKnight – thus the manor of St Nicholas wasrenamed. The other Manor also had a namechange to Erlegh Court. Margaret Gellingrecords that the Manor of Maiden Erlegh, ErleyMaydens, is attested from 1502 and that it wasformed out of Earley Whiteknights in the 14thCentury.

The estate passed through several ownersover the Centuries eventually being acquiredby Viscount Sidmouth who died in 1844. TheManor remained in the Sidmouth family untilthe 1930’s after which the estate was sold forbuilding development.

Erlegh St Nicholas, Whiteknights, wasbought by Henry de Aldryngton in around1361. After his death it passed down the familyline to the Beke family until the death ofHenry Beke in 1580. By marriage to Beke’s

daughter Hugh Speke gained the estate. In1606the Spekes sold the manor of ErleghWhiteknights for £7,500 to Francis Englefield.His nephew, also known by the same namebecame the owner in the beginning of the 17thCentury. The Englefields were devout RomanCatholics and thus faced persecution andheavy taxes. The estate remained in the familyuntil the late 1700’s, when they were forced tosell due to the ongoing prejudice of theirneighbours.

The Marquis of Blandford, who became theDuke of Marlborough, had the parklandextensively landscaped during his ownershipbetween 1798 and 1819. However, he ran upmassive debts and his possessions were seizedand sold including many of the landscapefeatures. The impressive Manor House wasdemolished in 1840-41. The WhiteknightsEstate of today is the home of the Universityof Reading which took over the site in 1947.

Much of the material contained in this briefhistory derives from, and is contained withinthe local history book "Earley Days" which wasproduced by the local History Group with helpfrom the Town Council. This first book isavailable on loan from local libraries. Twofurther books have been published, namely

‘Earley Memories’ and ‘Suttons Seeds’, availableto purchase from the Town Council Offices,local bookshops and the Lower Earley library.

About Solly Joel

Solomon Barnato Joel purchased the MaidenErlegh Estate in 1903. His generosity and lavishlifestyle has been written into the folklore ofEarley. Even the current spelling of MaidenErlegh is attributed to him. He is also believedby some to have had the Lake created,although, again, maps of the 1700’s show it tobe already in existence. However, the largeisland within the Lake can probably beattributed to him. He invested heavily in theEstate commissioning a wonderful marbleswimming pool complete with fresco. Thegrounds were well laid out, complete with amagnificent rose garden and terracing. TheEstate boasted an aviary, polo ground, cricketfield and tennis courts. He also established afamous race horse stud at New Farm, whichwas re-named Home Stud Farm, and wassituated near what is now Marefield, off RusheyWay.

Silverdale Road and Crawford Close. To get tothe Mansion you would have travelled fromWokingham Road along Maiden Erlegh Drive,most of which still exists today, complete withsections of Victorian fencing and the Lodge.

When millionaire Solomon Joel died on22nd May 1931, the final chapter in the largeestate of Maiden Erlegh was near tocompletion. His death and the subsequentdividing up of the 750-acre estate marked thestart of the building of the town we knowtoday. However, it was not until the Manor wasdemolished in 1960 that the real growth of theparish started; the area, including aroundSilverdale Road to Lakeside, being of this era.

After his death in 1931, the luxuriouscontents of the Mansion were sold at auction.The Mansion itself became Maiden ErleghSchool for Boys which flourished until 1942. In1945 the building was sold on to the ChurchArmy, which used it as a Training College until1952. ICI then bought the Manor and used itas a Conference Centre and offices until 1954,when Cooper Estates Limited purchased thesite. Hungarian refugees were housed there,following the Soviet invasion of their countryin 1956. They were its last residents – thebulldozers starting their destruction in March1960.

Maiden Erlegh Estate and Manor

Maiden Erlegh was formed out of the Manorof Erlegh St Nicholas, as a gift of land by Johnde Erlegh to Robert de Erlegh in 1362. Later itwas transferred to a Charles Hide of

Abingdon. In 1673 the estate was sold toValentine Crome, and it then passed throughseveral hands and at the end of the 18thCentury it belonged to William Matthew Birtwho was Governor General of the LeewardIslands.

In 1818 the property passed to the Rt. HonEdward Golding, MP for Downton, Wiltshire.The Manor was purchased by John Hargreavesin 1878, Master of the South Berks Hunt, whofounded a course where hunt and yeomanryraces, similar to the modern hunter chaseswere run. The course extended over an areanow covered by Hillside Road, Sutcliffe Avenueand Mill Lane. The grandstand stood on an areawhich is to the back of the houses in HillsideRoad, opposite Loddon Junior School. Solly Joelcontinued to allow racing until the First WorldWar, when the Maiden Erlegh Racecourse wasdemolished, the grandstand being re-erected atNewbury racecourse.

Maiden Erlegh Park

In response to the demands of local residents,Cooper Estates agreed to sell Maiden ErleghLake and the surrounding woodland to EarleyParish Council in return for being allowed tobuild on another greenfield site. As it wasrealised the purchase would lead to anincrease in the rates, the Council held a publicmeeting and a referendum. With the backing ofthe people of Earley, the Council purchasedthe site for £8,500 in 1965. More recently OldLane Wood, at the rear of Sellafield Way, wasacquired from the then Wokingham DistrictCouncil, giving the Park a total area of some

24 acres. The woodlands within the Park are ofgreat historical and ecological importance, withOak wood dating from at least the 16thCentury and containing some 18 indicatorspecies associated with old woodlands.Charcoal and pollen deposits from sedimentindicate that the Lake area was once wetwoodland, almost certainly created by buildinga dam, flooding the valley bottom. This practicewas commonplace from the Middle Ages tothe 18th Century to create fish ponds, toprovide ice and a landscape feature.

From Hamlet to Town

The population of Earley stands today at justover 33,000 in contrast to the Herlei of 1086where the Great Survey records a populationof 21 people, although it is thought likely atruer figure would be around 100. Thepopulation remained fairly constant during thisperiod up until the time of the Black Death in1348, which it is estimated would have reducedthe population by more than half. The taxrecords for the 17th Century reveal only some17 persons paying tax and thus the populationseems to have remained low. In 1841 thepopulation stood at 471 and this had grown by1931 to 847 and to over 5,000 by 1948,because of a housing boom prior to theSecond World War. The increased size ofpopulation in the 19th Century led to theChurch of England making Earley a Parish in itsown right, rather than being part of the oldParish of Sonning. Earley St Peter’s Church wasconsecrated in 1844. The boundaries of Earleyhave changed considerably over the years asthe population has increased. In the 1890’s theCorporation of Reading expanded itsboundary to include the area betweenCemetery Junction and Church Road, whilst inthe 1920’s the boundaries were adjustedbetween Shinfield and Woodley.

The railway came to the Parish in 1863 whenthe London and South Western Railwayopened Earley Station. The Great WesternRailway had passed to the north of the villagenear Shepherds Hill, part of the infamousSonning Cutting which claimed many workers’lives.

Local Government in Earley

Although Earley has been a civil parish sincethe middle of the last century, perhaps thereally significant date in local governmentterms has been quite recent, when in 1974,there was extensive reorganisation of localgovernment in Britain. Primarily, principalauthorities were affected and the previousWokingham Rural District Council becameWokingham District Council. At the sametime, the Town Council as we know it todaywas formed. Little is known of the early yearsof the predecessor Parish Council. ParishClerks worked from their homes and althoughrecords were kept in the parish chest, its con-tinual movement from home to home led toits eventual loss. In those early years the TownCouncil was organised on a much smallerscale than the present day. There was noCouncil Office as such and indeed theCouncil’s records, such as they were, werekept at an address in All Hallows Road,Caversham. One particularly interesting feature of the firstCouncil meeting in 1976 was that the newlyelected Councillor, Adrian Paddick, attendinghis first meeting and in the absence of anyoneelse willing to accept the post, was thrust intothe role of Chairman of Council. He was tocontinue in this role for some years, and bythe time of his death in 1997, had become theelder statesman of the Town Council, highlyrespected by his colleagues and by the local

residents for his wisdom and calming effect onproceedings.

At the time of its formation the TownCouncil looked after an area with some 12,000inhabitants. At this stage, the development ofLower Earley had yet to commence. Earlymeetings of the newly formed Earley TownCouncil were held in St Peter’s Church Hall onChurch Road. In 1978, the Town Councilstruck a deal with Maiden Erlegh School, andbegan to hold meetings in the staff dining roomand set up an office in a converted storeroom.The Council took on its first full time TownClerk in January 1979 when Mr Leslie Nortonbecame Clerk to the Council.

Despite its comparatively small size, theTown Council responded positively to the chal-lenges with which it was being faced with theimpending Lower Earley development. TheRadstock Lane Community Centre was openedin 1983 and included a small suite of officeswhich became the Council’s administrativehome until its final move to Radstock House,on the opposite side of the road, in 1987. 1986saw the building of the Maiden PlaceCommunity Centre by Pye Development.Initially it included a small room plus in 1987 itwas decided to add a main hall, bar and upstairsroom. The improvements were completedaround 1989.

The two Community Centres proved to bemuch needed facilities. With over 6,000 housesbeing built on the Lower Earley developmentand a population expansion from c.11,000 in1974 to some 28,500 in 1990 and an estimatein excess of 32,500 in 2002, the new facilitieswere essential additions to the Town’s infra-

structure. There was also significant activity bythe Town Council during this period to try toimprove facilities at Maiden Erlegh Reserve.

At the same time, the structure of theCouncil was gradually changing to meet thenew demands. In the days of the ParishCouncil and immediately after 1974, the TownCouncil had members who were not politicallylabelled. Gradually their numbers had dwindledand by the mid-1980s, all elected representa-tives were members of one of the three mainpolitical parties.

The 1998 Local Government re-organisationsignificantly affected Earley in that the first tierauthority, Berkshire County Council, becamedefunct as a new system of Unitary Authorities,based on the areas of the old district councils,was put into place. The changes themselveshad little impact on the Town Council’s work,but local government in this area has only twotiers instead of three as previously.

As the responsibilities of the Town Councilincreased, so the respective roles of council-lors and their staff similarly changed. Mr LeslieNorton had steered the Town Council throughthe difficult period during the development ofLower Earley. By the time of his retirement in1991, the Town Council recognised the needfor improved administrative systems to consol-idate its earlier achievements.

Leslie Norton was succeeded as TownClerk by Mr Richard Raymond who movedhere from his previous post with a largeBorough Council in Essex. He retired in 2003,to be replaced by Mr Philip Truppin, who hadserved as Clerk to two Local Councils inHertfordshire previously.

The Town Council is re-elected every fouryears and has an efficient administrative struc-ture in place with the capability to deal with alladditional facilities now provided by theCouncil and to meet the increasing demandsof Central Government. For many functions,Town Councils of the size of Earley, Woodleyand Wokingham are now regarded as principalauthorities, and have to bear the cost andresponsibility of the greater CentralGovernment scrutiny now required. It hasbeen during this period that the role of theTown Council as it is today has evolved.

That the various improvements mentionedin this Guide have been attained and also thatmany other innovations achieved gives someindication as to the extent of the efforts ofboth councillors and staff in the relativelyshort life of Earley Town Council since 1974, allof which was achieved without leaving any current debt.

In 2006 the Council resolved that, hence-forth, its Chairman would have the title ofTown Mayor, adding status to its civic presenceand representative profile in the community.
