The North Shore Wastewater Treatment Plant (NSWWTP, formally known as Lions Gate Secondary Wastewater Treatment Plant) will replace the existing Lions Gate Wastewater Treatment Plant (LGWWTP), which was commissioned in 1961 and provides primary treatment to the 200,000 residents in the North Shore municipalities of West Vancouver, the City of North Vancouver and the District of North Vancouver as well as the Squamish Nation and the Tsleil-Waututh Nation. The NSWWTP Program comprises design and construction of the new secondary wastewater treatment plant, design and construction of interconnection works between the LGWWTP and NSWWTP (the conveyance system), and decommissioning of the existing LGWWTP. The enclosed draft application submission will address the Project Environmental Review (PER) for the elements of the conveyance system on the Fraser Vancouver Port Authority (the port authority) property. The conveyance system includes the following: a new wastewater pump station, a new forcemain from the new pump station to the NSWWTP, a new effluent pipe from the NSWWTP to the existing LGWWTP outfall, an extension of trunk sewer system from the LGWWTP to the new wastewater pump station, and various other sewer connections and trunk sewer extensions to facilitate the conveyance of wastewater from the District of North Vancouver and Squamish Nation to the NSWWTP. The work will be procured using Design-Build methodology. The GVS&DD will engage in a competitive selection process in order to retain a single entity (Project Co) to design, build, and commission the work. To meet the secondary effluent date of December 31, 2020, the Design-Build schedule is expected to be aggressive. The purpose of the two stage PER application is to reduce the schedule risk required by the application process. The draft PER application will provide the baseline for the project, and Project Co will submit the final PER application prior to construction. The Design-Build procurement has the following schedule milestones:

• issuance of RFQ in June of 2017 - completed

• issuance of RFP in September of 2017 - completed

• award of the RFP in May of 2018

• construction start in summer of 2018

• construction completion in fall of 2020
