LEITER TO THE MINISTRY OF FISHERIESThe following is a letter sent to Honorable Romeo Leblanc, Ministry ofFisheries on September 13 by J. P. Julien.

Honorable Minister,On behalf of the C.LF.S.T. I express deep regret and concern follow

ing the proposed cuts in research budgets in your Department. The Halifax, Winnipeg and Vancouver laboratories, besides being

excellent research and development centers, provide technical assistanceindispensable to our fisheries industry. If those functions are left to private companies exclusively it will be to the detriment of our whole economy.

You have, as a responsible Minister, carried on an excellent fight toextend our limits to 200 miles. If, with more raw material, we neglect research and development in the secondary sector, we will, eventually, and

once again, sell a raw material at a rock bottom price and then buy fin.ished products at prohibitive prices.

Applied research in Canada is in a pitiful state and for decades oureconomy will suffer from this situation if serious efforts are not made nowto straighten the situation.

On behalf of the Institute I represent, I request an increase in research budgets instead of a cut if you are looking for the development ofthis sector of our economy.

Please accept my best regards and the assurance of our entire colla.boration.
