General developments

In 2001, Cedefop made good progressin achieving the goals set in the medium-term priorities 2000–03 (see Annex). Theprofile of the Centre rose as the Euro-pean reference centre for vocationaltraining. In addition to a full and ambi-tious workload, major efforts went intoconsidering how better to increaseCedefop’s efficiency and visibility in theMember States.

Cedefop also underwent an externalevaluation. In 1996, the European Commis-sion decided that every Community actionshould be evaluated at least every sixyears. This also applies to its decen-tralised agencies, such as Cedefop. Thelast evaluation of Cedefop took placebefore it moved from Berlin to Thessa-loniki in 1995. Therefore, in the autumnof 2000, the Commission initiated a tenderprocedure for an external evaluation ofCedefop. PLS Ramboll Management wasassigned to carry out the evaluation.

The general assessment made by theevaluators was that ‘the Centre has under-gone a very positive development sincethe move to Thessaloniki and that theCentre is responding well to the newdemands in many ways.’ The report notedthat some 75% of Cedefop’s stakeholdersconsidered the services and productsprovided to be either very good or excel-lent. It concluded that Cedefop in rela-tion to its external users and partners wasdoing important work to promote anddevelop vocational education and trainingin a European context. Directorate-GeneralEducation and Culture, in its positionpaper on the results of the evaluationconsidered Cedefop had demonstratedits ability to make a valuable contributionto the Community’s vocational trainingpolicy. It also cited several areas requiringmore attention, in particular improvinginternal efficiency and increasing the visi-bility of Cedefop’s products and servicesthroughout the Community.

The European Parliament, in itsdischarge of Cedefop for 1999 called forthe presentation of an action plan in thelight of the external evaluation before theend of 2001. In view of the recommen-dations contained in the external evalu-ation report, the Management Board inMarch 2000 installed a working group todraw up an action plan to initiate improve-ment measures. This group finally submitteda draft action plan to the ManagementBoard which approved it at its Novemberplenary meeting.

The Management Board drafted itsaction plan considering the Commission’sposition paper and assessed the validityof all conclusions and recommendationsformulated in the evaluation report. Theaction plan provides reactions and/orfollow-up action, where relevant, withmilestones and a timetable. In the comingmonths Cedefop will carry out severalimportant changes regarding its internalorganisational structure and spearheadlong-term initiatives to expand and informour target groups.

Cedefop is preparing for the future andwill address the challenges of the newpolitical agenda set by Community educa-tion and training policy within the frame-work of lifelong learning and implemen-tation of the objectives of education andtraining systems. There is, however, aclear need for actions to enhance theinternal efficiency of the Centre after theinnovation and consolidation periodfollowing the successful move from Berlinto Thessaloniki.

Improving the Centre’s visibility, withthe support of Management Boardmembers in Member States and imple-menting a more effective disseminationstrategy are part of future action.

There is an urgent need to devise newoperating modes for the ManagementBoard, taking full advantage of the addedvalue afforded by the present composi-tion of the Board. The Management Boardconsiders its quadripartite nature an essen-tial requirement, which should remain inthe future.

The impact of enlargement on the sizeand composition of the ManagementBoard as well as the implications for theCentre’s priorities and activities will beaddressed.

The Management Board held two meet-ings, in March and in November. In March,the term of office of the chairman, Mr.Oliver Lübke finished and on 1 April, 2001,Mr Alfons de Vadder was elected chairmanof the Management Board.

A major highlight in the 2001 calendarfor Cedefop was the visit of CommissionPresident, Romano Prodi, to the Thes-saloniki headquarters on 31 March. Accom-panied by the Greek Alternate ForeignMinister, Ms Papazoi and the Minister forThrace and Macedonia, Mr Paschalidis,the President met Cedefop staff and wasupdated on the Centre’s current activi-ties. His address stressed the expecta-tion the European Commission had ofCedefop in contributing to a Europe-wideaction plan for lifelong learning. He stressedthe role the Centre could play in assistingthe Commission in implementing the e-learning action plan and using informa-tion and communication technologies topromote social inclusion.

During 2001, Cedefop reinforced itsefforts to support, in close cooperationwith the ETF, the familiarisation of candi-date countries in the field of VET. Thisfocused on issues related to lifelonglearning, teacher training, quality andtransparency.

An additional highlight in the Cedefopcalendar in 2001 was a visit from theEuropean Parliament’s Committee onBudgetary Control on 11 July. The dele-gation, led by the committee’s chairperson,Mrs Diemut Theato, met Cedefop staffand discussed the Centre’s current activ-ities. The delegation stated in their pressrelease that following the visit they wereassured that Cedefop had settled success-fully in Thessaloniki and that the locationhad been a wise choice. A few days laterthe Centre was honoured by the visit ofMr Jean-Luc Mélenchon, French Ministerfor Vocational Training, who toured thebuilding and met staff for discussions,especially on questions related to trans-parency and the project on ‘sustainableprofessional development’.

The following report reflects the majorachievements of the activities undertakenby Cedefop in the course of 2001 anddraws a balance of efforts to achieve theaims laid down in the work programme (1).

Reportingsystem on lifelonglearning

1.1. Results reached

1.1.1. LLL site on the Europeantraining village (ETV)

As the required software developmentsand templates were not available untillate in the year, progress on adding datawas slow to begin. However, the maindata for the reporting system were exploitedin a joint Cedefop/Eurydice report, whichis available in the ETV bookshop, througha link to the Eurydice website. In March,the LLL (lifelong learning) profile of researchwas added.

Data related to over 100 websites oforganisations, and initiatives relevant toLLL were identified and added to the docu-mentation service’s database of webresources. Ready access according tothe key messages of the memorandumis provided in the LLL pages of the ETV.

An assessment was carried out of themain results of the projects of the formerAdapt and Employment Community initia-tives. The database of projects commencedwith the inclusion of 60 Adapt projectsconsidered to have successfully promotedLLL. A similar selection of Employmentprojects was being formatted in December.Two reports analysing the projects fromeach Community initiative were delivered,describing their successes, good prac-tices, products and the lessons to belearned. The documentation networkcollected information on the specific themeof paid educational leave.

Proposed outcomes 2001To implement the reporting system onlifelong learning in the Member Statesto monitor new initiatives and identifyinnovative developments and strate-gies across the EU in order to identifyinnovative training techniques andmethods.

The team working in the area of life-long learning has been reinforced by aSpanish expert since April 2001 who willbe addressing in particular the issue ofvocational guidance and counselling. Anexternal expert was contracted to shapeCedefop’s contribution to following throughthe Commission’s memorandum and toenhance the quality and visibility of existingwork. A lifelong learning group was formedin May involving colleagues providinginput from other projects.

A major effort was made in 2001 tosupport the debate and consultationprocess initiated through the Commis-sion memorandum on LLL. The groupworked together with an external contractorto analyse the reports coming from theMember States, social partners, civilsociety and ancillary documents, receivedin response to the memorandum. Thiswork fed into the preparation of the follow-up communication. The group followedthe process of drafting the follow-upcommunication, supplying regularcomments and feedback to the Commis-sion. A synthesis report, Memorandumon lifelong learning consultation process:a review of Member State and EEA countryreports, was presented at the EducationCouncil meeting in November.

At the request of the Commission,Cedefop and Eurydice delivered back-ground material to help stimulate thedebate on the LLL memorandum in theMember States. As a contribution to thedebate and follow-up to the LLL memo-randum, fruitful collaboration with Eury-dice culminated in the production of ajoint document describing actions under-taken in the Member States which contributeto implementing a strategy for LLL. A draftof this report was presented at the DGVTmeeting in Växjö and at the EducationCouncil in Brussels. This joint report drawson the work of several other projects.

An analysis of Guideline 15 of thenational action plans - social partners andcontinuing education - was provided tothe Commission.

1.1.2. Conferences, seminarsA major European conference, 1 and 2October, Tallinn, was organised jointly byCedefop and the European Training Foun-dation (ETF), in cooperation with theEstonian Ministry of Education.

More than 70 participants from 20 Euro-pean countries discussed the outcomes,usability and potential follow-up of thejoint Cedefop/ETF survey, which waslaunched in early 1999, implemented intwo phases in 1999/2000 and 2001. Thefinal conclusions and recommendationswere presented at the conference. FiveEU countries and five central and easternEuropean countries participated in thiswork in assisting policy-makers and prac-titioners in education and training to definebetter medium- and longer-term strate-gies for education policies in a 10-yearperspective. More than 60 major trendsfor three contexts (economic, social andtraining) were analysed by stakeholdersin these countries. Country specific andEuropean level scenarios and strategieswere proposed and are documented inreports. In addition to the conclusion onthe overall value of this project, concreteproposals have been formulated on howto make best use of this.

Cedefop also contributed to the debateon LLL beyond EU borders, by trying tocombine the outcomes and conclusionsbetween Member States and candidatecountries. The annual advisory committeemeeting of the ETF provided the platformwhere convergence and divergence withinthe broader framework of 25 countrieswas identified.

On request from the Secretary-Generalfor Adult Education in Greece, Cedefopcontributed actively to different events onthe national debate: (a) at an internationalconference organised in Athens on 14March on new basic skills; (b) at a seminarorganised in Komotini/Thrace on 2 Juneon learning regions; (c) and a similarcontribution to a seminar in Lavrio/Atticaon 23 June.

Input and active participation wasprovided for the OECD thematic reviewof adult education in Finland; from 1 to 9February 2001; the Swedish Presidencyconference in Eskilstuna, from 21 to 23March; the 14th CEIES seminar ‘Measuringlifelong learning’, organised in coopera-tion with Eurostat, Parma, 25 and 26 June2001. In addition, input was made for theEuropean Commission conference involvingNGOs and civil society, ‘Making lifelonglearning a reality’, Brussels, 9 and 10September and the symposium on life-long learning: the challenges for infor-mation management and information tech-nology, Frankfurt, 25 September, to markthe 50th anniversary of the DeutschesInstitut für Pädagogische Forschung(DIPF).

In the final phase the mate-rial was reworked to include an analysison the more recent debates on ‘new basicskills’ (within the follow-up of the LisbonSummit 2000) or ‘basic skills’ (within thefollow-up of the memorandum on lifelonglearning) into the general picture. Thebook will be published in 2002 with thetitle Transformation of learning in educa-tion and training - Key qualifications revis-ited.

In the debate on ‘new basic skills’ ananalysis of the basic options has beenproduced to promote dialogue andexchanges between the different mainapproaches. This basic analysis hascontributed via different discussion docu-ments to the Greek debate on the life-long learning memorandum (March), tothe DG VT meeting (April) and to work ofthe high level task force on skills andmobility (June).

The preparation of an instrument forcapitalising case studies (‘case base’)has been integrated with other measuresto promote thematic knowledge devel-opment in the Cedra context. Work withthe Cedra themes ‘ICT and learning’ and‘work-related learning’ has been devel-oped towards knowledge-sharing networks.On the basis of these studies a new web-tool has been initiated to link thematicknowledge development and analysis ofcase studies.

The groundwork phase of the projectkey qualifications has been completedand the conclusions of the related net-working have been summarised. The keyqualifications framework provides a basisfor analysing proactive, connective andtransformative approaches in curriculumdevelopment.

CHAPTER 3

Training of trainersnetwork (TTnet)

Project manager: Mara Brugia.

TTnet is a network of approximately 500members, bringing together key players anddecision-makers in vocational education andtraining from the various Member States tofoster teachers’ and trainers’ skills as a keyfactor in the quality of vocational trainingsystems. The network analyses anddisseminates innovative practices andcontributes to creating a common referenceframework for the competences andqualifications of teachers and trainers.

3.1. Main activities and results achieved in 2001

3.1.1. E-learningMindful that ICTs are causing profoundchanges in the role of teachers and trainersby imposing new skill profiles, TTnet chose‘e-learning and the professionalisation ofteachers and trainers’ as its priority themefor 2001. At the same time, the trainingof teachers and trainers in the use of ICTsbecame a central aim of Community VETpolicy under the Commission’s e-learninginitiative. The following activities werelaunched by TTnet:(a) TTnet e-learning project groups.

After discussion with the Commis-sion, TTnet launched a specificmeasure to support the implemen-tation of the e-learning action plan,strand teachers and trainers (point3.2.2). This measure comprises threeproject groups:(i) dissemination of innovative prac-

tices in the area of professional-isation of teachers and trainers;

(ii) fostering competences and qual-ifications of teachers and trainers;

(iii) guide to online resources.

It wasdevoted to analysing the findings ofthe three TTnet project-groups on e-learning over the period July toDecember 2001.

(d) ‘E-TTnet’ project.The TTnet network responded to theCommission’s call for proposals on‘Preparatory and innovatory actions- e-learning action plan. Strand teachersand trainers’. The project ‘e-TTnet’will be coordinated and managedjointly by ISFOL and Cedefop, in closecooperation with the TTnet nationalnetworks and associated partners.The selection process at the Commis-sion is still going on.

(e) Transnational thematic workshops.A workshop on ‘Professionalisationof VET teachers for the future’ washeld in Helsinki on 5 and 6 April 2001.The synthesis report of the workshopis available on the TTnet section ofthe ETV;A workshop on ‘Innovative practicesand e-learning resources for trainingteachers and trainers’ was held inBrussels on 8 November 2001.

3.1.2. StudiesThe study on producing a grid to analyseinnovative practices in training of teachersand trainers has been completed. Thegrid produced is being used by the nationalTTnet networks to identify ‘innovativepractices’ in e-learning and the profes-sionalisation of teachers and trainers’.The practices identified by the networkshave been analysed by the project-groups,with a view to comparing national contexts,sharing experience and building commonknowledge.

The synthesis report of the study onthe evolution of the competences of thetrainer or trainers in open and distancetraining schemes’ is complete. The nationalreport of the French partner has been pub-lished on the Internet (http://www.oravep.asso.fr/synergie/ pourtous/kiosque/ cd_publ.htm). The national report of the Por-tuguese partner will be published by Ino-for in early 2002, in a new reference seriesfor training of trainers.

The study on training of trainers inLeonardo projects’ (1995-99) has beencompleted. The paper version of the finalreport is available and will be publishedin the TTnet section of the ETV in early2002.

The study on ‘trainers’ qualificationstandards: a comparative approach’ hasbeen finalised. The final report is avail-able and will be published in 2002. In theframework of this study a CD-ROM hasbeen produced. The ETV team is currentlytesting the possibility of including it in theTTnet section of the ETV.

3.1.3. PublicationsTTnet Dossier No 4 Open and distancelearning and the professionalisation oftrainers has been finalised in English andFrench. The French version has beenpublished (ISBN 92-896-0056-X). TheEnglish version will be published at thebeginning of 2002.

TTnet Dossier No 5 Validation of compe-tences and professionalisation of trainershas been revised and translated. BothEnglish and French versions have beensent to the publication department.

(c) Cedefop has been taking part in aworking group named ‘Improving trainingin order to upgrade skills in the tourismindustry’ set up by DG Enterprise. Theworking group has reported togetherwith four other groups to the Council.This work might lead to a Cedefopproject on a handbook for learningareas/regions in tourism. The Commis-sion has approved a communication‘Working together for the future ofEuropean tourism’ (http://europa. eu.int/comm/enterprise/services/tourism/tourismeu.htm#future).

5.1.2. European forum on thetransparency of vocationalqualifications

Two meetings of the European forumhave been held. A main task of the forumhas been to follow up the implementa-tion of the 2000 action plan on trans-parency of qualifications:(a) introduction of the certificate supple-

ment in all EU/EEA languages, devel-opment of the European CV, estab-lishment of a network of nationalreference points, design and devel-opment of a website on transparency,hosted by the ETV;

(b) From March 2001, increasing atten-tion has been given to non-formallearning, aiming at more systematicexchange of experiences and mutuallearning. Initiatives have been takento develop a European inventory ofapproaches in this field, to providean extensive and updated overviewof developments. Preliminary resultswill be reported and discussed at theforum meeting in January 2002. Thework of the forum has been used tosupport Commission initiatives onlifelong learning, and especially tocontribute to the Commission commu-nication in November 2001, (see alsothe first priority for action, valuinglearning). A progress report was deliv-ered to Cedefop Management Boardin March. Work on the transparencyissue at sector level has started.Representatives from several branchesare invited to a hearing/discussion inconnection with the January meeting.The advice given by the forum willsteer further work, including partici-pating at a conference during theDanish presidency in the autumn of2002. The new communication onlifelong learning underlines that thework of the transparency forum mustcontinue and be strengthened espe-cially in the field of valuing learning.

6.1. Results reached

(a) Following internal meetings it wasdecided to change the original planand to prioritise the monographs ofoncoming presidency countries. Thefollowing monographs were published:Belgium (in FR and EN), Denmark(in DA) and Spain (in FR). Spain inDE was sent to the printer, while theEN version is in the final proof-readingstage. In addition the monograph onIceland was published in EN (orig-inal language). A number of languageversions of previously published mono-graphs came out: for example UnitedKingdom (in FR), Italy (in DE, FR andEN). Work has progressed on severalothers: the Netherlands, Luxembourgand Denmark in EN are in pre-publi-cation preparation.Some additional changes were madeto the original plan following internalmeetings in June and at the begin-ning of October. The number oflanguage versions envisaged at theoutset of the project has been reduced.New ways to proceed, particularlyupdating and improving the existingmanuscripts were decided on for themonographs on Germany, Greeceand Ireland. Since then, work onGermany and Greece has progressed.

(b) Short descriptions, translations, various:greater emphasis has been placedon preparing short, but up-to-datedescriptions of systems. It was decidedto try to increase their consistencyand comparability and to harmonisestyle and content (in particular quan-titative data, using as far as possibleexisting harmonised data at Euro-pean level). With this in view authorswere provided with a clear indicationof what should be included. While allthe short descriptions will be trans-lated into EN, FR and DE and placedon the ETV, it was also decided thatat least the short descriptions of coun-tries which hold, or are about to hold,the presidency would be publishedin a new hard copy format within theCedefop Panorama series. They maybecome the main hard copy publi-cation to support the database whichis being prepared (see (c) below).

In addition to the short descriptions ofthe Swedish system placed on theETV in three languages in early January,a short description of the Belgiansystem was finalised in late May andplaced on the ETV in June in Frenchand in English and Dutch in September.Since then, it has also been publishedin hard copy form in these threelanguages, while the German versionis presently in the printing process.Short descriptions of the systems inthe Netherlands, Spain and Denmarkwere commissioned. That on Spainin the original language has beenplaced on the ETV and is presently inthe printing process. It is also beingtranslated into English, French andGerman and should be available inelectronic form in January and in hardcopy shortly afterwards. The texts ofthose on the Netherlands and Denmarkhave been finalised and are now beingprepared for translation and publica-tion. A draft report on Iceland has beenprepared in house.

The way ahead: A great deal of efforthas been invested in launching a study(Ecotec) with a view to reorganisationof the present arrangements for reportingon VET systems. This is likely to involvegreater use of electronic processingand searching of documents with aview to assisting transnational compar-ative work, but questions relating towhat type of material should be collectedand who should be responsible withinMember States are amongst thosestil l open for discussion. A jointCedefop/Ecotec discussion report isbeing prepared. Work is being care-fully coordinated with other servicesin house, particularly the ETV, thelibrary and documentation service andnetwork and reporting arrangementson lifelong learning.

The financingreports for Belgium, Luxembourg andPortugal (PT) are at various stagesof pre-publication preparation. Thefinancing report for Greece in Englishis in its last drafting stages. The dossieron financing policies to support contin-uing training in SMEs is awaiting publi-cation. Work on the synthesis reportwill be resumed when final reportsare all available.Contributions were also produced forthe joint Eurydice/Cedefop publica-tion on lifelong learning as were papersfor the DGVT meeting in Växjö, andcontributions to the Commission’swork on lifelong learning.Dissemination of a report publishedin 2000 on the use of vouchers tofund post-compulsory education andtraining has also been undertakenthrough membership of the Europeanlearning account project, a meetingin Italy and a conference to be heldby OECD in 2002.

(d) Final report: A working group meetingwith contractors and experts was heldin January to discuss outcomes ofnational reports on phase 2, to estab-lish the structure for the final (Euro-pean level) report and to verify therobustness and credibility of scenariosand strategies retained in phase 2 sofar. Another working group meetingwith the partner institutes is envis-aged for the end of June to discussmain outcomes and a first draft finalreport.Dissemination: A final conference, tobe organised jointly with ETF, wasorganised in Tallinn on 1 and 2 October.Cedefop nominated some 20 partic-ipants from or via its ManagementBoard in addition to about 30 expertsinvited to attend without costs to eitherCedefop or ETF.Other dissemination tools include asummary article for the EuropeanJournal on the methodology and mainintermediate outcomes and a discus-sion paper on the results and thepolicy impact of the scenario project.

The list and a usermanual will be developed by February2002. Project activities also includedfollow-up to developing the ad hoc moduleLFS-LLL and the OECD CET module andparticipating at the ‘Measuring LLL’ seminarin Parma in June 2001.

Arrangements were made for a secondpolicy report to be prepared during 2002.In the light of issues raised by the firstpolicy report – An age of learning – andtaking into full account the views of theManagement Board, the central themeof the report will be learning and employ-ment across the EU.

A revised structure was presented tothe Management Board in March 2001.Following discussion in the ManagementBoard and the Bureau, a small workinggroup was set up to support the prepa-ration of the report. Members nominatedrepresentatives from each group to takepart, to continue the active process ofconsultation. The group held its firstmeeting on 6 September 2001. At thatmeeting, the contractors who arecontributing to the content and data analysisrequirements, gave a presentation on thework they had undertaken to date on theimpact of vocational education and training(VET) on the European employmentstrategy as revealed by the NAPS. Thecontractors have since delivered theirfinal report to the Centre and this workwill form an important contribution to thereport.

A first draft will be ready for the end ofFebruary 2002 and will be sent to theworking group members for comment. Itis also an item for orientation on the draftagenda of the March Management Boardmeeting.

7.3.1.2. Third research reportBased on internal and external discus-sions and own research the provisionalcontent and structure of the third researchreport was defined. Theme of the thirdresearch report is: ‘Evaluation and impactresearch’ (working title). 17 contracts havebeen concluded to gather contributionson several subjects to be included in thebackground report which will be publishedin 2003-04 (both electronically and ashardcopy). Main themes of the contribu-tions are:(a) approaches, types, methods and stan-

dards of evaluation;(b) evaluation and measurement of compe-

tences and learning results;(c) impact of policies and measures on

integration and reintegration on thelabour market and in social life;

A partner in policyformulation anddevelopment

8.1. Results reached

(a) Support for the EU Presidency:Cedefop supported the Swedish pres-idency of the EU very actively andwas invited to contribute to manyconferences and seminars organisedin Sweden. Several initiatives to seehow Cedefop might support the Belgianpresidency were taken and meetingswere held in May and June with awide range of Belgian partners (seealso project 11 - Brussels office).

(b) Meetings of the Directors-General forVocational Training (DGVT): for theApril (Sweden) and October (Belgium)meetings, Cedefop, as usual providedbackground material on developmentsin VET systems. These included anoverview summarising developmentsin the EU/EEA countries during theperiods September 2000 to February2001, and March to September 2001,a full description of VET systems inSweden and Belgium and a short andupdated description of the Swedishand Belgian systems. For the Aprilmeeting some more theme-specificpapers were also provided.

ObjectivesTo assist the European Commission onthe basis of a renewed memorandumof cooperation and to support:(a) the social partners,(b) researchers and practitioners,(c) the candidate countries of central

and eastern Europe.

(c) Advisory Committee on VocationalTraining: both the May and Octobermeetings discussed several themeson which Cedefop had made a majorcontribution (e.g. transparency of qual-ifications, an EU curriculum vitae, theVET quality forum). The Commissioncirculated the paper on recent VETdevelopments, which Cedefop preparedfor the DGVT meeting (see above)to ACVT members. Cedefop alsomade available documents on e-learning distributed earlier at the e-learning summit.

(d) Assisting the Commission: Cedefopcontributed to discussion leading toand building on the Commission’s e-learning action plan; in particular, itparticipated in and contributed docu-ments to the e-learning summit heldin La Hulpe on 10 and 11 May. Cedefopcontributed also to the EmploymentWeek 2001 in the training forums one-learning as well as on future trendsand scenarios for European VET.

(e) Leonardo da Vinci programme: aswell as participating in meetings ofthe LdV committee (January, July andNovember) and of the national agen-cies (March, May), Cedefop, duringthe first half of the year, made anintensive contribution to the Commis-sion’s working group preparing areport on the valorisation of the resultsof the LdV 1 programme, throughactive participation in many meetingsand preparing thematic sections ofthe report dealing with transparencyof qualifications, mobility, training oftrainers and the recognition of non-formal learning. Cedefop also partic-ipated in meetings, under the title‘Development strategy for the future’in September and December,concerning future valorisation activ-ities relating to both LdV programmes.

(f) Forum on Quality in VET: in March2001, the Management Board adopteda decision on the contribution theCentre would make to the forum onquality in vocational education andtraining. Following this, Cedefop estab-lished the technical group experts,which provide scientific and technicalassistance to the forum on quality.The first forum on quality took placeon 29 and 30 May, 2001. A secondmeeting took place on 26 and 27November, 2001 where the prototypewebsite for the quality forum waspresented for comments and discus-sion.Additional work involved drawing upcontracts, conducting meetings andmaintaining permanent contacts withDirectorate B of DG EAC. Meetingswith the technical group were organ-ised and reports and reflection mate-rial prepared.

(g) Eurydice: Cedefop continued its closecooperation with the European unitof Eurydice. This focused on the prepa-ration of the report on lifelong learningand in other areas such as informa-tion and communication (see proj-ects 1 above and 11 below). Meet-ings of the joint Cedefop/Eurydice/DGEAC working group were held and adraft report on the work of this group,prepared by Cedefop, was agreedand sent to the Director General ofDG EAC in June.

(h) Agriculture: publication of the Cedefopstudy on ‘Quality of agricultural prod-ucts and protection of the environ-ment: training, knowledge dissemi-nation and certification’, elaboratedwith the active involvement of theEFA and the GEOPA/COPA.

(i) Support for candidate countries ofcentral and eastern Europe: partici-pation in the annual meeting of nationalobservatories (NOs) in candidate coun-tries in Turin, which was combinedwith the evaluation of NOs in Turinfrom 5 to 7 April. Participation in andcontribution to a Phare evaluationconcluding seminar in Skopje on 31May at the request of ETF. Since June,efforts to intensify cooperation withthe ETF and Eurydice have been initi-ated by DG EAC and a working docu-ment was drafted and submitted tothe Director General of the DG forEducation and Culture. This documentwas approved by the ManagementBoard which agreed in March on anew memorandum of cooperationbetween ETF and Cedefop. Cedefopalso participated in the ETF’s annualadvisory committee meeting in Cyprusin September 2001 (main issue: thelifelong learning debate) and in thefirst international conference on voca-tional education and training in Slovakiain October 2001.

(j) Support for the social partners: tourism- Cedefop has taken part in a workinggroup named ‘Improving training inorder to upgrade skills in the tourismindustry’ set up by DG Enterprise. Apresentation at a conference in Valenciain March was given, and Cedefop tookpart in the final meeting held in June.This work might lead to a Cedefopproject on learning areas/regions intourism. The Commission approvedon 13 November 2001 the Commis-sion communication ‘Working togetherfor the future of European tourism’,available at the following address:http://europa.eu.int/comm/enterprise/services/tourism/policyCedefop was not able to start a sectorallevel study on social dialogue in 2001.National studies on social partners’involvement in forming and runningVET systems will be ensured by thedocumentary network early in 2002.

Study visitsprogramme

9.1. Results reached

(a) Visits: 65 visits in 21 countries andone synthesis seminar in Spain (twostudy visits were held for the first timein Estonia and Slovenia). Places weregiven to 714 participants (608 grantswere paid for participants of EU coun-tries, amounting to a total of EUR 665650,60 grants for participants ofPHARE countries, amounting to atotal of EUR 65 560, and 46 placesfor participants of other associatedcountries, Cyprus, Liechtenstein,Iceland, Malta, Norway). 48% werefemale, 52% were male.Cedefop study visits programme -Themes 2001 (Annex 5).The theme ‘vocational training ofyoung people and vocational trainingof adults’ represents half of the studyvisits.A synthesis seminar on the irreversi-bility of initial training was held inBarcelona. It concluded with a pres-entation of VET systems and exam-ined the relationship of cause andeffect between the content of initialtraining and access to continuingtraining. The final report on this seminarwill be available on our website. Partic-ipants at this seminar were selectedas representatives of groups whowrote the more qualitative end of visitreports regarding results of the debateduring their study visit on VET systemThe theme ‘quality of the VET system’

attracted an important number of partic-ipants. Specific attention was paid tothe theme SMEs, ICT and trainingneeds.

Proposed activities 2001(a) organise 65 visits in roughly 22

countries involving 650 partici-pants;

(b) improve the general administra-tion of the programme (revisionof procedure, preparation of newpresentational documents, prepa-ration of study visits’ documen-tation in collaboration with NLOs);

(c) improve the coordination of theprogramme with the 31 membercountries (in consultation with acommittee of choice of themes,training of new NLOs and TSAs,developing candidate countriesparticipation);

(d) carry out specific projects by fourworking groups (development ofnew technologies, a qualityapproach for the improvement ofthe end of visit reports and theirdissemination, and implementa-tion of the new call for applica-tions process).

(b) Administration: (i) selection of thecompany European Dynamics on thebasis of a feasibility study for rede-signing the study visits call for appli-cations process; (ii) production anddispatch of 698 documentary dossiers(320 during the first semester and378 during the second semester, inEN, FR, and DE depending on thegroups).

(c) Coordination: the annual meeting washeld in Thessaloniki from 12 to 14February, an extraordinary meetingwas held in Stockholm on 28 and 29June, and two training sessions fornew NLOs and TSAs where held inThessaloniki (nine participants fromEstonia, Ireland, Italy, Malta, Poland,and Slovenia in April, and seven partic-ipants from Bulgaria, Liechtenstein,Hungary, Latvia, the Netherlands andthe United Kingdom in July).

(d) Specific projects: during the NLOsextraordinary meeting in Stockholm,it was decided to create a workinggroup of NLOs and TSA for improvingthe dissemination of results of studyvisits. This group complemented thework of the group focusing on thequality of the end-of-visit reports. Bothgroups met in December with thefollowing results:(i) the working group on dissemi-

nation of results conducted ananalysis of existing dissemina-tion activities: synthesis seminars,publication of reports/articles onstudy visits in national newslet-ters, general articles on studyvisits and success stories, collec-tion of end-of-visit reports on thesame topic, bibliographical refer-

ences on national websites, meet-ings between former and poten-tial participants, meetings betweenparticipants and policy-makers,presentation of the key themesof the study visits programme ata conference and debate organ-ised with Mr J. Delors in Athenson key challenges for the futureof the EU;

(ii) the working group on redesigningthe end-of-visit report and otherassessment tools drafted thefollowing three forms: a pilot formfor the end-of-visit reports (it willbe tested in 2002 ), a follow-upquestionnaire (to be sent to eachparticipant nine months after thestudy visit) and a new informa-tion sheet to be completed by hostcountries (its aim is to give thehost country the opportunity toexpress its own point of view onthe group) .

(e) Strengthening the link to otherCedefop activities: (i) project manageracting as interface with the ‘mono-graph’ team participated in two studyvisits to Denmark (March); (ii) liaisingwith the lifelong learning group. Projectmanager participation in study visitson language learning in VET to preparefollow-up activities and synthesisseminar in 2002.

(f) Other: participation in the study travelorganised by Le Monde in the Balticcountries (May).

10.1.1. Results reached andactivities in preparation

10.1.1.1. Agora XI(15 and 16 March 2001)

‘The learning region’. Have education andtraining institutions a major role to playin promoting innovation at local level?The number of participants was reducedin comparison to earlier Agoras. Never-theless, the quality of input and conclu-sions drawn has not been adverselyaffected by fewer participants. The Euro-pean Commission was well representedby both DG EAC and DG Enterprise.

The meeting was a success and demon-strated the importance of the local aspectof developing initial and continuing trainingin striving towards lifelong learning.

10.1.1.2. Agora XII(5 and 6 July 2001)

‘Training for mentally handicapped andtheir trainers: giving the mentally handi-capped their due rights’. The conference,preparation of which was entrusted toARFIE (Association for Research andTraining on Insertion in Europe) wasmarked by the differing perspectives ofthe English, Italian and Portuguese partic-ipants who regarded social integration asthe prerequisite for creating employmentopportunities for the mentally handicappedand the German, Belgian, Spanish, Frenchand Luxembourg participants who wereof the opinion that integration in the labourmarket was a precursor of integration insociety as a whole.

While discussion did not culminate inconsensus there was agreement thatattaining autonomy and independencewas the common goal of policy. Asummaryof the conclusions of the debate has beenpublished in Cedefop Info No 3.

10.1.1.3. Agora XIII(29 and 30 October 2001)

‘Mobility as a didactic tool’. The intro-ductory note was prepared by Søren Kris-tensen, responsible for the mobility projectwithin Cedefop. It was submitted andaccepted for publication in the EuropeanJournal. Following the new rules estab-lished by the Directorate, participants notinvited as speakers were required to paytheir own travel and subsistence expenses.Only a limited number of people wereinvited at Cedefop’s expense (12). Someparticipants accepted to come at theirown expense (9). There was broad crit-icism of the hypothesis that any form ofmobility is automatically beneficial to theindividual. With hindsight, the conferencefocused too much on the mobility aspectsof the Leonardo da Vinci programme anddid not deal sufficiently with examiningmobility as an educational tool.

10.1.2. Materials and documents ofprevious Agoras

The document relating to Agora VI hasbeen completed and will be published inspring 2002. The documents relating toAgora V and Agora IX are ready for publi-cation although some translation workawaits completion. Work on the docu-ments of Agoras VII and X is progressingwell although there remains considerableediting work to be completed. Agora VIIis delayed as some participants did notsubmit their contributions in written form.The summary of Agora X has beencompleted but all the texts have not beenreceived. For Agoras XI and XII, work isnow commencing on producing the docu-ments. The Agora site on the ETV (http://www2.trainingvillage.gr/etv/agora/default.asp) has been operational sinceSeptember. This is an excellent meansof publishing the Agora documents asand when they become available in thevarious language versions and to keepparticipants up to date on preparation offorthcoming Agoras.

10.2.1.1. Research resource materialsproduced in ‘knowledge-sharing networks’

‘Research resource materials’ entitled‘Organisational innovation and learning– European perspectives on the learningorganisation’ which comprise 16 papers,capitalising on different European HRDresearch projects, have been publishedon the Cedra web pages. In addition, asecond companion volume which synthe-sises the main messages arising fromthe 16 papers is being prepared and willalso be published in 2002. A paper onEuropean trends in HRD entitled ‘Humanresource development in Europe – at thecrossroads’ was published in the 2001Cedefop second research report.

Links have been strengthened withEuropean networks on HRD such asUniversity Forum for HRD, Euresform ,and the Academy of HRD . A paper hasbeen accepted for the 2002 EuropeanHRD conference which is organised jointlyon an annual basis by these three networks.

‘Research resource materials’ dealingwith the topic ‘Work-process knowledge’have been submitted to Cedefop inNovember. These materials were producedby a Cedra-supported network of 15authors drawn from different Europeanprojects. The network is coordinated bythe University of Bremen where a seminarwas organised.

‘Research resource materials’ dealingwith ‘Work Experience in an initial educa-tion context’ were submitted to Cedefopin November. These materials, drawnfrom different European research proj-ects, have been produced by a Cedranetwork team led by the Institute of Educa-tion (University of London.) In this project,Cedefop contributed to a major Europeanconference organised by the Institute ofEducation in London in January 2001,and a seminar at the ‘European confer-ence for educational research’ in Lille(September 2001).

Resource materials arising from a jointlyorganised ‘Agora-Cedra’ conference on‘Regional cooperation for learning’ (‘learningregion’) in Thessaloniki in March 2001are available on the Cedra web pages.

10.2.1.2. Knowledge development forsocial innovation

To consolidate the Cedra ICT researchnetwork established in March 2001, aColloquium took place in Brussels inNovember focusing on information andcommunication technologies as a supportfor knowledge development in VET. Thecolloquium also discussed how networkmembers might carry out European proj-ects related to the EU e-learning actionplan and the Leonardo programme.

The Cedra ICT Research Network aimsto evaluate policies and practices relatedto the use of ICT in support of learningand research in VET. A special ‘ICT portal’exclusive to members of the network hasalso been set up. Actions taking placeare dovetailing with other Cedefop activ-ities. Papers are being presented for publi-cation in the Cedefop European Journaland will also provide background mate-rial for the second policy report. In addi-tion, the network is working on estab-lishing an experimental webpage containingvarious research resource materials devel-oped by Cedra.

A series of Cedra papers under theheading of ‘Taking steps towards theknowledge society – reflections on theprocess of knowledge development’ havebeen finalised and published on the Cedraweb pages.

A review of current literature on ‘knowl-edge management’ and ‘knowledge devel-opment’ is also being prepared for elec-tronic publication.

10.2.1.3. ‘European research overview’(ERO)

The main features of the ERO websitecontinue to be developed/updated. Theseare – ‘reviews of European research proj-ects’; ‘directory of experts’; ‘informationon education resources’ (research insti-tutes, websites, upcoming events andconferences);and the ‘ERO mailing list’(ERO-Call).

The necessary preparatory work hasbeen undertaken in 2001 so that ERObecomes fully integrated in the new ‘refer-ence and expertise network’ to be launchedin 2002.

Work continues on developing soft-ware to allow national members of thenew ‘reference and expertise network’ toinput information on research directly intheir countries. This will begin when thenew ‘reference and expertise network’ islaunched in 2002.

10.2.1.4. International researchdialogue

In collaboration with the board of the voca-tional education and training network(VETNET) of the European EducationalResearch Association (EERA), Cedefopis contributing to the strengthening of theEU research community in VET. Cedefopwas active in planning and organising the2001 Lille conference which took placein September and in preparing the 2002conference to take place in Lisbon.

Two Cedefop-supported events dealingwith ‘work-related learning’ and ‘ICT andvocational education and training’ tookplace at the EERA conference on educa-tional research (ECER) in Lille.

A series of papers on ‘collaborativeresearch and strategic knowledge devel-opment’ have been produced examiningthe development work emerging fromcurrent European projects (such as EVAL,STERN, Covoseco) and national ‘accom-panying research’ projects. Two workingdocuments, ‘Shaping the European VETresearch area’ and ‘Towards a commonEuropean VET research area’ have beenpresented at different international confer-ences organised under the auspices ofECER and IVETA.

10.2.1.5. Contributions to other projects

Close collaboration with the ‘key qualifi-cations project’ has continued in 2001.Electronic publishing of the material ofthe ‘key qualifications’ book has beenintegrated into developing the web-basedtools of Cedra. The initiative to utilisecase-based material as a support forthematic knowledge development havebeen integrated into developing the Cedranetworks.

Collaboration with the Lifelong learning(LLL) project has also continued on countryresponses to the European Commissiondocument (July 2001) and producing theCedefop report on LLL submitted to theEuropean Council in November 2001.

Work has also been undertaken on theanalysis of the National Action Plans(NAPs) for employment.

Technical specifications for the tenderaiming at selecting national coordinatorsof the consortia of the new network ofreference and expertise have been sentout by mail and e-mail to ManagementBoard members, the organisations whichapplied to VET-AMI and to organisationsfrom the Leonardo programme database.The deadline was 21 December 2001.Proposals will be evaluated at the begin-ning of 2002 and the new contracts willstart on 1 April 2002.

The preparatory stage for creating anextended and enriched reference anddocumentation network has beencompleted, namely:(a) drawing up each aim and specifica-

tion;(b) launching a restricted call for tender

(deadline for submission of bids: 21December 2001);

(c) organising, on request, explanatorymeetings with different interestedparties at national level:(i) in Belgium in June with the

Director, Mr A. De Vadder andMr M. Willem;

(ii) in Austria on 24 September 2001with the Deputy Director;

(iii) in Spain on 19 December 2001with the Director and Mr F.Company, the Cedefop experton vocational guidance;

(iv) consultation with ManagementBoard members in most coun-tries, especially in Denmark,France, Greece, Portugal,Sweden, UK.

Updating the European training the-saurus has been completed: the Frenchand English versions are ready to beprinted and the electronic version will beuploaded to the bibliographical database,which will be totally reindexed by thebeginning of January 2002.

The bibliographical tool developed andmade available to all members of thedocumentary information network, to facil-itate the cataloguing and indexing of VETdocuments (VET-DET), has been updatedconsidering US-MARC/MARC21, DublinCore and AACR2.

A revised version of the cataloguingand indexing manual has been finalisedand distributed to the documentary infor-mation network. Specifications for updatingthe VET-Instit database have been preparedfor ETV colleagues (the full developmentis expected for the beginning of 2002).

The library and documentation servicealso focused on providing more infor-mation services from reference serviceon Cedefop Intranet, especially the query/answer service. A new statistical data-base has been created to generate reportsautomatically.

Cedefop current and intermediaryarchives have been included in the moregeneral record management system(ACIC). Classification schemes have beendeveloped in a common structure foralmost all services. Management Boardand Bureau meeting documents from1994 to 1999 and all contracts from 1993to 1997 have been microfilmed and puton CD-ROM.

11.2.1. Results reachedThe European training village (ETV) con-tinued to extend its services to clients.The migration to new technology wascompleted by the end of May. While devel-opment work had to be suspended attimes during the migration period, thenew site facilitates decentralised inputand updating of the site by project man-agers. Work was completed on openingthe transparency and quality forums onthe ETV by the beginning of December.TTnet resources were extended sub-stantially for the annual conference inDecember. The database of lifelong learn-ing is now operational.

The Cedefop site, online in 11 languageswas revamped completely to ensure itremains current and topical. Work continuedon enhancing the TTnet site, on makingnational descriptions available in bothEnglish and French. The ETV also hosteda major electronic forum on the challengestechnologies present to trainers in providinglearning. Work was completed on a new‘Agora’ site giving access to the discus-sions and papers on current and pastconferences.

The survey initiative has become afixed monthly activity and preparationsare being made to publish their findingsin hard-copy form. Surveys in 2001 included:(a) e-learning and adult basic skills;(b) European trade unions and e-learning;(c) e-learning for people with disabilities.

On the e-learning site, work has focusedon collecting case studies of good prac-tice in implementing e-learning and inpreparing a database on e-learning prod-ucts as support for the DG EAC initiativeon a database on learning opportunities.Acontract has been signed with an externalcontractor and the database should beoperational by end of January 2002.

The ETV played a major role in theconference in London at the beginningof February and organised a pre-confer-ence ‘e-learning in the EU’ day with inputof good practice from Community-fundedprogrammes. All conference proceedingswere made available on the ETV e-learningsite. Preparations are underway for partic-ipation in two major e-learning confer-ences in February 2002.

Cedefop continued to monitor andparticipate in initiatives aiming to promoteopen standards in the implementation ofe-learning (CED/ISSS). Cedefop drovethis issue at the e-learning summit heldin Brussels in May and open standardshas become an important issue on thelist of recommendations coming from thesummit.

11.4. Translation service

The translation service carries out thetranslation work required for the day-to-day running of the Centre and for theCentre’s projects as determined in theannual work programme. Besides trans-lating and revising documents, the trans-lators ensure consistency in terminologyin documents translated by the freelancenetwork and advise internally on languageissues. A considerable amount of editingwork in all languages was carried out bythe service. Throughout 2001, the Centrecooperated with the Translation Centrein Luxembourg.

An electronic press and media website(trainingsnews-online) has been createdand tested throughout the first half of theyear. About 50 articles were edited (writ-ten and designed for the web) and launched.Some internal meetings have taken placewith colleagues from different areas tomake up an editorial team and to outlinethe future editorial and production process.Extremely active presswork has takenplace throughout the year. Almost all theCentre’s activities (conferences, semi-nars, exhibitions, visits, etc.) have beenaccompanied by launching appropriatepresswork that has led to huge press cov-erage at national level including TV.

A new project has been launched:developing a network of EU journalistsspecialised in VET matters and writingregularly for the (daily) press. Membersof the Cedefop documentation networkhave participated in selecting and compilingappropriate (personalised) data. A firstlist of journalists from some Member Stateswas established.

Different information visits to Cedefop,for individual experts in VET or groupscoming from the EU and various (candi-date) countries have been organised.

A call for tender for the production ofa Cedefop video programme has beenlaunched. A British TV producer, coop-erating closely with the BBC, was entrustedwith the task of producing a 20-minutevideo explaining the Centre’s work. Filminghas taken place in Copenhagen, London,Oxford and Thessaloniki.

Three exhibitions have been organ-ised (including the production of cata-logues). The President of the EU Commis-sion, Mr Romano Prodi, inaugurated oneof them, a photo exhibition on child work.Openings of exhibitions have attractedmany people (sometimes more than 250)from Thessaloniki to visit the Centre andjoin the event. Contacts have been madeto obtain additional financing throughsponsorship for upcoming exhibitions.The Centre’s first exhibition, which wasrepeated in Brussels, will also be presentedin Bonn (BIBB) in 2002.

Further to the jubilee concert, organ-ised in 2000 on the occasion of the Centre’s25th anniversary, a musical CD wasproduced. Copies were handed over tothe Thessaloniki State symphony orchestra.The orchestra expressed its thanks byorganising a little ‘night music’ on Cedefop’spremises.

Preparatory work for remodelling theCedefop brochure has been done and anew layout concept is under discussion.Initiatives were taken to market andpromote the Centre’s conference facili-ties. Acall for tender for support by externalprofessional congress organisers waslaunched. An attractive promotional leafletfor conference services is being prepared,including a conference website.

Organisation of two Agora conferencesnext year has commenced. A new initia-tive on quality standards in e-learning,jointly organised by Cedefop and theGerman Federal Institute of VocationalTraining, was prepared and launched.

The office participated in a number ofmeetings organised by the EuropeanCommission. These included thosementioned under project 8 (above) andalso those on the follow-up to the memo-randum on lifelong learning (January, Apriland October) and on lifelong learning indi-cators (January, April, May and November).A video-conference facility was installedin the office and has been used on anexperimental basis, particularly for partic-ipation by Brussels office staff in meet-ings in Thessaloniki.

The office coorganised, and partici-pated in, three meetings (April, May andJune) related to the preparation of theBelgian presidency and the improvementof Cedefop’s links with Belgian partners,particularly in the framework of the renewalof the documentary information network,see project 11 above. 31 Cedefop meet-ings (involving 47 ‘meeting days’) includingtwo of the Bureau and of the enlargedBureau of the Management Board wereheld in the office.

Development of animplementationstrategy fornew servicesand productsincluding an e-commercefacility

Project on new services for training organisations and professionals.

Following internal debate in Cedefop acontract was issued externally to deliveran implementation strategy to improveand deliver Cedefop products and serv-ices more effectively using new commu-nication technologies. Particular atten-tion was devoted to the feasibility of ane-commerce strategy for Cedefop.

An interim report was presented bymid-May and a final report was deliveredin the autumn with the aim of improvingthe organisation of the production, publi-cation, dissemination and quality assur-ance in using new ICTs and further devel-oping the potential of the ETV andCedefop’s website, in close cooperationwith EUR-OP in Luxembourg. A proposalto set up a team to test the feasibility ofestablishing an online news service willbe sent to the directorate.

As a public body and an organisationcommitted to the dissemination of infor-mation, Cedefop is bound to examine allopportunities to increase the reach of itsinformation. New products and servicesdelivered at a higher speed and with asustainable quality would substantiallyimprove its corporate identity.

As a publicly-funded body, it has existingcommitments to a set of stakeholderswho represent a significant proportion ofthe ‘market’. An e-commerce facility could,however, facilitate speed and reach ofexisting and future products without neces-sarily increasing the cost burden. It shouldbe regarded as a means to expand andimprove Cedefop’s services and theirdissemination in parallel to the more tradi-tional way of distributing hard copies viaEUR-OP, for which a rather symbolicpayment is accepted. It would thus putthe electronic or soft products on the samelevel as hard copies.

Any demand for a paid service will needto be cultivated – the ‘market’ is likely tobe a long-term one requiring seriousinvestment to develop it. A facility to enableonline payment for existing and futurepaid products would be helpful and mayincrease the use of the ETV and Cedefopsites. It would also give Cedefop controlover the quality of service they offer tousers and the chance to capture userdata and get reliable feedback.

Human resources

Staff situation at 31 December 2001

There is a staff complement of 81 posts.As of 31 December 2001 the Centreemploys 81 staff on the basis of the tableof posts:(a) 36 A category staff;(b) 16 B category staff;(c) 26 C category staff;(d) 3 D category staff.

Out of a total of 48 temporary staff, 25are employed on indefinite and 23 onfixed-term contracts.

Among the 33 officials, 17 were partof the Centre’s staff in Berlin and 16 havebeen recruited in Thessaloniki (formerofficials of various EU institutions).

In addition, there are 8 auxiliary staff,16 local staff, 8 national seconded expertsand 1 special advisor.

The Centre maintains 13 servicecontracts: medical officer (one personpresent two afternoons/week), computerdepartment-help desk and support (threepersons), electronic media (two persons),publications (one person), study visits(one person), administration (four persons),translation service (one person).

A specific service contract provides forone or two security guard(s) accordingto needs, at the disposal of the Centre24 hours per day, in three shifts.

Below are indications on the compo-sition of the staff working in the Centreat 31 December 2001, which was a totalof 114 persons. Adding to this numberthe external service providers as indi-cated above, there are 127 persons intotal active in the Centre.
