THE ENVIRONMENT IS AN ESSENTIAL FACTOR IN SUSTAINABLE DEVELOPMENT; THIS IS WHY ASECAP AND ITS MEMBERSARE STRONGLY COMMITTED TO THE SUBJECT. T HIS LEAFLET HIGHLIGHTS SOME OF THE EFFORTSTHAT THE OPERATORS OF THE EUROPEAN TOLL INFRASTRUCTURES DEVOTE TO ENVIRONMENTAL ISSUES.A MAJOR PART OF THE EXISTING EUROPEAN TOLLED NETWORK IS OF RECENT DEVELOPMENT,CONSEQUENTLY TAKING ADVANTAGE OF THE MOST STATE-OF-THE-ART ENVIRONMENTAL PROTECTIVE SOLUTIONS,OFTEN EVEN MORE ADVANCED THAN EXISTING LEGISLATIVE PROVISIONS.FURTHERMORE, THE ENVIRONMENT IS THE SUBJECT OF A NUMBER OF STUDIES AND ACTIONS AIMED TO OPTIMIZETHE ADDED VALUE THAT THE INFRASTRUCTURE BRINGS TO DRIVERS, THE TERRITORY AND ITS INHABITANTS,WHILST MITIGATING NEGATIVE IMPACTS, IF ANY.RESPECTFUL OF NATURE AND CULTURAL VALUES, THE TOLL INFRASTRUCTURES SET NEW AND HIGHER REFERENCE STANDARDS ,IN TERMS OF ACCESSIBILITY, SAFETY AND ENVIRONMENT, IMPROVING THE QUALITY OF LIFE FOR USERS AND THE COMMUNITY.THE EUROPEAN TOLL INFRASTRUCTURES SYSTEM IS CONSTANTLY IMPROVED AND PROGRESSIVELY EXTENDEDAND ALL SUCH IMPROVEMENTS ARE CARRIED OUT WITH CAREFUL RESPECT TO THE ENVIRONMENT

IN ORDER TO MINIMIZE THE IMPACT ON THE HUMAN ENVIRONMENT.WHILST PRESERVING NATURAL RESOURCES, ENVIRONMENTAL SUSTAINABILITY PLAYS A MAJOR ROLEIN ALL PHASES OF TOLL INFRASTRUCTURES DEVELOPMENT AND OPERATION.THIS LEAFLET SHOWS THROUGH SMALL SKETCHES AND EXAMPLES,HOW ASECAP MEMBERS DEAL WITH THIS IMPORTANT SUBJECT.

    ASECAPMission j

ASECAPis the EuropeanprofessionalAssociationof Operators of TolledRoad Infrastructures.

It gathers and represents 121 organisations that managea tollnetwork of over 23,000 km in16 countries.

ASECAP's missionis to promote tollas the most efficient toolto financethe construction, operationandmaintenance of motorways

    andother major road infrastructures.

    ASECAPandits members are committedto:

exchanginginformationandexperience, participatingin researchprogrammesandfurther developingandenhancingthe direct user payer tollsystem

    as aninstrument of a sustainable,safe andenvironmentallyfriendlytransport policy;

strengtheningthe efficiencyof their networks andpermanentlyimprovingthe levelof service providedto the Europeancitizens,

bykeepingup withthe latest technologydevelopments andthe best operationalpractises.

On theaver age, building onekilometreof motorwayoccupies an areaslightlyover 10 hectares. This areacan bebroken downschematicallyas follows: paved areas (carriageways, hard

shoulders, access roads, toll plazas, parking zones and buildings):about3 hectares,

technical zones (including highlyartificiallandscapedareas):a littleunder3 hectares,

    secondary landscapedareas (verges,embankments,banked ditches,e xtrawideverges,unused strips,centralreservations,and planted zones atserviceorrestareas and toll plazas):a l ittleover4 hectares. Accordingly,the motorwaynetworkencompasses nearlyover40%of green areas.

    f Green Belts

To enablewild animals to crossthe carriageways and thus reducethebiological cut-off effect, thetoll motorwayoperating companies introducefacilitiessuch as dedicated bridges ortunnels. Thus, ofal l road managers, thetollmotorways companies appearparticularlyconcerned to meetthe requirementsof wild fauna.

Thesmallest animals also gets pecialattention.Similar crossing facilities arebuiltforot ters, reptiles, amphibians, and so on.Replacementponds havebeen speciallycreated to replacethose to whichamphibians no longerhave access.

    f Territorial Links

When something is built in aparticularlandscape, whether this is ordinaryorparticularlyattractive, thescenechangesand anewvisual environmentis created.Roads areno exception to this ruleand,in orderto ensurethebest result,3Dcomputer modelling is usedfromtheearl iestdesign stage.Butthereis also a special factorwhich should always best ressed:anewroad frequentlyenablesits countless users to approach

and discover thespecial featuresofthe territory, such as archaeologicalsites orspecificplaces ofcultura l interest.Tollmotorways concessionairesareproudtore-discoversitesoncesegregatedbecauseof changesinitinerariesandhelplinkthemagain,as wellasadapttheirmotorwaysto archaeologicalsites, madeavailabletothepublicthankstotheirefforts.

    Landscape, Archeology, Culture j

Although in terms ofair qualityand greenhouseeff ectmost attentionis usuallyfocused on theurbanenvironment, the interurban motorwaysand specificlinks arealso involved, attheirown level.Becauseoftheirspecialcharacteristics, motorways orbridges haveadefiniteadvantageoverconventionalroads or,as for somewaterways crossing, energyconsuming boats.Theroutegeometryhas a decisiveeffecton vehiclef uel consumptionand henceon atmosphericpollution

    and,in waterways crossing,theenergybalanceis verypositive.Theparticular configurationofmotorways(separatecarriageways,slip roadsforacceleration anddeceleration,theabsence ofintersections,gentleand regulargradients,and bendswithalargeradiusof curvature)al lfavourthesteady movementof vehiclesandfree-flowingtraffic; allthese factorsleadtobetter energyefficiency andthereforetolower emissions,assumingof coursethataveragespeedsarenotexcessive.

AS FAR AS THE TOLL INFRASTRUCTURES OPERATORS ARE CONCERNED,

THE ENVIRONMENT IS THE SUBJECT OF A MULTIPLICITY OF STUDIES

AND ACTIONS AIMED TO MAXIMIZE THE ADDED VALUE THAT THE INFRASTRUCTURE

GIVES TO THE TERRITORY AND ITS INHABITANTS, WHILE MINIMIZING ALL THE NEGATIVE IMPACTS.
