ceux qui, face la pression dmis-
sionnent intrieurement et qui donnent
dans le prsentisme, il y a ceux qui
en rajoutent et augmentent la charge
qui pse sur eux par souci de se
rendre indispensable, il y a ceux qui
collabent et qui partent en arrt detravail prolong, il y a ceux qui font
passer la pression sur les autres tout
en se balanant eux-mme au bord
du prcipice et il y a ceux qui rlent
longueur de journe, snervent sur
tout et tout le monde et qui deviennent
une part du problme!
Heureusement il y a ceux aussi qui
continuent leur petit bonhomme de
chemin, restent zen et attendent quela charge arrivesi elle arrive. Ceux l,
videmment ne consultent pas!
Nous nous sommes donc tracasss
pour la sant et le bien-tre de tous
les autres et nous essayons de tout
mettre en oeuvre pour assurer le
maintien dans lemploi. Actuellement
nous prconisons une dmarche
pro-active face au stress dans les
entreprises. Nous incitons nos entre-prises-membres tre encore plus
lcoute de la souffrance des salaris
et les guider vers notre service. L
nous proposons un suivi au salari qui
consiste le guider vers une aide
professionnelle adapte ses besoins
(mdecin traitant, coach, psychologue
ou psychiatre) mais qui consiste aussi
en un suivi en entreprise. Y a-t-il des
con
its? Peut-on changer lorganisa-tion du travail? Y-a-t-il des malenten-
dus? Quen est-il de la communica-
tion? Quelles sont les ressources de l
a personne mettre en oeuvre pour
amliorer sa situation de travail? La
personne est-elle consciente de ses
limites et sait-elle les faire respecter?
Notre approche est multi-facettaire.

DITORIAL
Wind of change
Le vent du changement soufe sur le
Luxembourg. Aussi bien le devant de
la scne politique que le cadre cono-
mique du pays sont en train de se
transformer. Pour un pays qui sest
mis sur son drapeau Mir wlle
bleiwen wat mir sin cela constitue
un vritable d
.
Dans le service de mdecine du travail
nous ressentons les rpercussions de
ce vent du changement sur le vcu
des salaris. Nombreux sont ceux qui
se posent des questions sur leur
avenir professionnel dans le climat de
travail qui rgne actuellement. Inscu-
rit de lemploi, restructuration, fusion,
dlocalisation sont autant de fantmes
qui hantent le sommeil des employsdu secteur bancaireet le perturbent!
Les facteurs de risque psychosociaux
sont largement discuts dans les
mdias, mais le plus grand facteur de
risque psychosocial ne demeure-t-il
pas la perte de lemploi?
Actuellement ce qui stresse le plus les
salaris nest pas le travail en tant que
tel, mais cest la peur de le perdre.Cela mne naturellement vers des
changements de comportements

4PRSENTATION
Lquipe pluridisciplinaire de lASTF
conseille et accompagne les em-
ployeurs dans la mise en uvre de la
prvention des risques professionnels
et assure le suivi de la sant au travail
de leurs salaris.
Cette quipe se compose dune
direction mdicale et administrative,
de mdecins du travail, dinrmires,
dassistantes mdicales et administra-
tives, mais le service compte gale-
ment une architecte dintrieur, une
opticienne ainsi que des psychologues
dont le nombre sest accru au l des
ans, devant limportance des facteurs
de risque psychosociaux.
Lobjectif de la pratique en sant autravail est de protger et de promou-
voir la sant des travailleurs, dassurer
le maintien son meilleur niveau de
leur capacit de travail et de leurs
aptitudes, de contribuer crer et
assurer un environnement de travail
sain et sans danger pour tous, de
promouvoir ladaptation du travail aux
possibilits des travailleurs en tenant
compte de leur tat de sant.
Pour cela lactivit quotidienne de
lquipe mdicale se compose de
tches varies rpondant aux obli-
gations lgales ou entrant dans une
politique de prvention mdicale
adapte aux facteurs de risque sp-
ciques du secteur tertiaire.
An de rpondre aux obligations
lgales, un examen mdical des
salaris est effectu lembauche et
la reprise du travail aprs un arrt
maladie de plus de 6 semaines. Les
salaris prsentant une incapacit
de travail sont galement rencontrs
par le mdecin du travail.
La plupart des fonctions du secteur
correspondant des postes de travailinformatiss, des contrles oculaires
et des analyses ergonomiques au sein
mme de lentreprise sont proposs
dans un souci de prvention.
LASTF est une ASBL (association
sans but lucratif) dont la cration
date de 1995, elle fait suite la pro-
mulgation de la loi du 17 juin 1994
concernant la scurit et la sant des
travailleurs au travail ainsi que celle
concernant les services de sant au
travail.
La Division de la Sant au Travail,
dpendant du ministre de la sant
luxembourgeois est charge par le
lgislateur du contrle et de la co-
ordination du fonctionnement et de
lorganisation des diffrents services
de sant au travail.
LASTF est dirige par un conseil
dadministration compos de hautsresponsables de la place nancire et
la prsidence est actuellement assu-
re par Monsieur Etienne Planchard
(Banque de Luxembourg).
LAssociation pour la Sant au Travail du secteur Financier (ASTF) est un service interentreprise demdecine du travail qui regroupe les diffrents tablissements et succursales bancaires prsents sur
le territoire luxembourgeois ainsi quun grand nombre dentreprises appartenant au secteur des assuranceset des services financiers.

Les risques professionnels prsents
dans ce secteur sont fortement
corrls aux aspects psychosociaux
et au stress. Ainsi des entretiens avec
lquipe mdicale et psychologique
sont proposs en cas de problme de
harclement, de risque de burn-out
Des formations "stress management"en entreprise contribuent une prise
de conscience plus gnrale et aide
amliorer la prise en charge des
patients.
Les formateurs de lASTF interviennent
galement en terme de nutrition,
dactivit physique, de troubles du
sommeil, dergonomie, de premiers
secours, de communication
Des check-up mdicaux (bilan san-
guins, tests visuels, auditifs, pulmo-
naires, cardiologiques ) sont gale-
ment raliss par lquipe mdicale
au sein de lhpital du Kirchberg. Ils
permettent trs souvent de mettre
en vidence des facteurs de risques
hygino-dittiques trs frquents
dans ce secteur dactivit.

En 2013, le nombre dexamens mdi-
caux li une embauche raliss est
en lgre augmentation par rapport
2012 (5000 en 2013 contre 4569 en2012), ceci tient certainement du fait
quen parallle le nombre de nouveaux
embauchs enregistrs a lui aussi
augment (4.880 en 2013 contre 4451
en 2012).
Les chiffres montrent un lger ralentis-
sement du nombre de visites mdi-
cales spciales (reclassement profes-
sionnel, arrt de travail prolong, visitesur demande de lemployeur ou de
lemploy pour des soucis de sant)
puisquen 2013 il y a eu 903 visites
spciales contre 1.057 en 2012. A
linverse le nombre de consultations
assures par les intervenants psycho-
sociaux est en augmentation : 507
consultations contre 335 en 2012.

2013. La baisse amorce en 2012 ne
sest donc pas conrme, la tendanceest plutt une stabilisation en 2013
mme si le chiffre de cette anne reste
infrieur celui de 2011 (5.753 en
2011 et seulement 4.451 en 2012).
Lvolution du nombre de nouvelles
embauches au cours des mois reste
comparable aux annes antrieures
avec un pic en janvier, un creux durant
la priode estivale, et un maximum
pour le mois de septembre qui corres-
pond lentre en fonction des
nouveaux diplms des universits.

CONCLUSIONTout comme lors des annes prc-
dentes, la rpartition homme/femme
reste identique. Il a toujours un peu
plus dhommes que de femmesembauchs dans le secteur nancier
(56% vs 44%).

CONCLUSIONLe pourcentage de personnes vues en
embauche de nationalit luxembour-
geoise continue sa lente progression
amorce depuis 2011 (8,7 % en 2013)
ce qui le ramne un taux compa-
rable 2005.
La baisse amorce en 2012 ne se
conrme pas en 2013 pour les salaris
franais (38% vs 35% en 2012) et ilreste de ce fait en tte du classement
des embauches par nationalit.
Pour les ressortissants allemands, la
baisse dbute depuis 2008 se
poursuit (13,4% en 2013) et il perdent
cette anne leur 2me place au prot
des employs des salaris classs
dans la catgories autres nationalits
(16,6%) et qui reprennent notamment
les ressortissants dEurope de lEst ou
de Grce par exemple.
Lanne 2013, marque aussi la n de
la baisse du nombre de ressortissants
belges embauchs qui avait commen-
c depuis 2007 puisque lon note une
hausse de 1,7% par rapport 2012
(15,7%), ce qui le repositionne dans le
trio de tte.
Les pourcentages des salaris anglais,
italiens et portugais restent stables.

CONCLUSIONLe nombre de salaris nouvellement
embauchs et examins par lASTF
rsidant au Luxembourg poursuit sa
lente augmentation puisquil repr-
sente 51% des salaris, soit une
augmentation de 1% par rapport
2012. En consquence 49% des
personnes embauches sont des
frontaliers qui effectuent chaque jourle trajet jusque Luxembourg pour se
rendre leur lieu de travail.
La rpartition du lieu dhabitation des
travailleurs frontaliers est quasiment
superposable celle se basant sur
la nationalit. En effet, les salaris
venant de France sont les plus
nombreux (23%), suivis par les
employs venant dAllemagne (13%)
et de Belgique (12%).

CONCLUSIONEn 2013 comme en 2012, la majorit
des salaris vus (50,5%) dans le
cadre dun examen dembauche
travaille dans un secteur dactivit
regroupant les assurances, cabinets
davocats, rviseurs dentreprises
mme si ce pourcentage est moindre
quen 2012 (53%). Cette perte de 3%
est au prot des salaris travaillant
dans un tablissement bancaire
(36% vs 33% en 2012). Le nombre
dembauche dans le secteur des PSF
(Professionnel du Secteur Financier)
dautres catgories ou de support est
quasiment stable (9,5% contre 10%
en 2012) tout comme le nombre de
salaris employs dans une entre-
prise dinvestissement (4%). Ces 3
catgories (banques, entreprises
dinvestissement et autres PSF)
reprsentent 49,5% des personnes
examines en visite dembauche par
lquipe mdicale de lASTF.

CONCLUSION2013 voit le retour la 1replace, des
embauches concernant les salaris
travaillant pour une entreprise ayant
des activits dans le service nancier
(38% soit une hausse de 3% par
rapport 2012). Place gagne au
dtriment du secteur de lactivit
juridique et comptable qui voit son
nombre de nouveaux salaris baissde 5% (32% contre 37% en 2012).
Le secteur de lassurance poursuit sa
progression en 2013 (8% contre 7%
en 2012).
Laugmentation impactant les activits
du secteur nancier se ressent gale-
ment dans le domaine des activits
auxiliaires du secteur nancier avec
une hausse de 2% (13% en 2013contre 11% en 2012).
A linverse, lactivit de conseil en
gestion marque le pas avec une
baisse de 3% (6% en 2013 vs 9%
en 2012).
Les autres domaines dactivits
embauchent toujours trs peu comme
lors des annes prcdentes.

CONCLUSIONComme lors des annes prc-
dentes, les personnes vues en
embauche (un quart environ : 24%)
travaillaient dj dans le secteur
nancier luxembourgeois.
En 2meposition se trouvent les per-
sonnes sortant des tudes et dont
cest le 1er
emploi (23%), noter quece pourcentage est en augmentation
constante et quil se rapproche de
plus en plus du nombre de personnes
travaillant dj dans le secteur nan-
cier au Luxembourg.
Le nombre de salaris vus travaillant
dj dans le secteur nancier, mais
ltranger reste stable : 13% (12% en
2012).
En rsum plus du tiers des personnes
embauches (36%) travaillaient dj
prcdemment dans le secteur nan-
cier que ce soit luxembourgeois ou
tranger.
La rpartition des salaris en 2013 en
fonction de leur activit professionnelle
antrieure est comparable celle des
annes passes et le turn-over du
secteur nancier luxembourgeois reste
toujours lev.

LAXE FORMATIONUne srie de formations sont dispo-
nibles la demande, mais nous
cherchons galement trouver et
innover celles existantes.
Ces formations restent en adquation
avec les attentes du terrain, mais aussi
avec les spcicits du contexte
nancier.
Les journes de formations sont
proposes pour les employs, mais
aussi les managers et tout acteur
social au sein de lorganisation.
Nous pouvons galement construire,
la demande, des formations qui
rpondent aux besoins spciques de
lentreprise.
Les principaux thmes que nous
abordons sont :
le stress management, le burn out,
le harclement moral ou sexuel.
LAXE INFORMATIONIl sagit dinformer, le plus correcte-
ment possible, les employs se
trouvant dans des situations particu-
lires. Cette information va demander
de la part de lintervenant la matrise
des diffrentes lgislations de la zone
des trois frontires (lgislations spci-
ques des soins de sant, du droit du
travail et de la lgislation sociale des
pays respectifs.)
LAXE ACCOMPAGNEMENTVu la complexit des situations vcues
sur le terrain par les salaris, et vu
laugmentation des thmatiques
(puisement professionnel, harcle-
ment moral et/ou sexuel, les conits, la
dmotivation, la perte destime de soi)
il est ncessaire pour lquipe de
professionnels de la mdecine sociale,
de proposer un accompagnement detype coaching aux entreprises.
Le secteur nancier traverse actuelle-
ment une priode dinscurit, ce qui
se rpercute sur le type de consulta-
tions que nous rencontrons.
Ces situations spciques engendrent
des approches et des accompagne-
ments des plus adapts.
Cest pourquoi nous travaillons sur
diffrents axes, an de pouvoir au
mieux rpondre la demande et
trouver une rponse aux besoins de
la personne.
Nous diffrencions plusieurs axes de
travail dans nos interventions : laxe
formation, laxe information, laxe
consultation, tout en tenant compte
de laspect prventif et curatif.

Selon la problmatique rencontre par
la personne, il peut y avoir des varia-
tions dans laccompagnement au
niveau du temps, de la dure et desoutils utiliss.
Notre objectif est de permettre la
personne de retrouver un tat optimal
dquilibre, an quelle reprenne sa
place dans le monde du travail, que ce
soit dans son ancien poste, comme
dans un nouveau, dni par laccom-
pagnement.
Notre intervention va permettre
galement de mesurer laptitude de
la personne exercer son poste de
travail et, en loccurrence, si cela estncessaire, de re-dnir un poste en
adquation avec les possibilits et les
besoins de la personne.
Dans de nombreux cas, il est nces-
saire dagir en rseaux, et de mettre
en place une collaboration troite en
interne dans lentreprise ou, en ex-
terne, avec un panel de professionnels
extrieurs pouvant rpondre au mieux
notre demande.
Ces dernires annes, les organisa-
tions de travail ont chang et confron-
tent les salaris une nouvelle ma-
nire de travailler.
Dans ce contexte, la mdecine sociale

physique, les tudes actuelles tendent
dmontrer des bnces pour la
population.
Mme si les patients sont bien sou-
vent dj informs dun grand nombre
de choses, limpact des conseils que
nous lui donnons durant son check-up
sera diffrent car en tant que profes-
sionnel de la sant nous bncions
auprs deux dun know-how, dune
grande crdibilit et de la conance.

Le bilan de sant reprsente un
moment de dialogue privilgi entre le
salari et le mdecin du travail. Si le
but de cet examen est de dpister des
pathologies il nen demeure pas moins
vrai quil permet aussi trs souvent de
pointer un mal-tre plus profond. Bien
videmment, nous ne nous conten-tons pas de relever ce mal-tre, mais
nous en protons pour parler plus
longuement avec le patient, laider
mettre en place des actions et parfois
franchir le pas de prendre rendez-
vous avec un spcialiste qui pourra
laider. Grce cette intervention,
nous pouvons intervenir avant quune
situation ne se dgrade ou nempire
(dpression profonde, burn-out.).

examen pour la sant physique et psy-
chique du patient et par ricochet de

give up mentally and just turn up for
work automatically while others take
on extra tasks and increase their
workload through a desire to make
themselves indispensable. There are
those who collapse and take extended
leave of absence. There are those whopass the pressure on to others while
themselves standing uneasily on the
edge of the precipice and there are
some who complain all day long, are
irritated with everything and everyone
and become part of the problem
themselves!
Fortunately, there are also some who
continue with their daily routine,
remain Zen and wait for the onslaughtto arrive if it ever does! They of
course do not need to consult a
doctor!
We have therefore focussed our
attention on the health and wellbeing
of all the others and we are doing our
level best to make sure that they keep
their jobs. We currently advise a
proactive response to stress in the
enterprise. We encourage our membercompanies to listen still more closely to
the suffering of their employees and
point them in the direction of our
service. We then offer follow-up for
employees by guiding them towards
professional help, adapted to their
specic needs (general practitioner,
coach, psychologist or psychiatrist),
while also providing ongoing assist-
ance in the enterprise environment.Are there any conicts? Can we
change the work organisation? Are
there misunderstandings? What about
communication? What personal
resources can be deployed to improve
the situation at work? Is the individual
aware of his or her limits and does he
or she know how to make sure that
they are respected? Our approach is
multi-faceted. Consult our Internet

Wind of change
The wind of change is blowing through
Luxembourg. Both the political scene
and the countrys economic back-
ground are being transformed. For a
country whose ag proudly boasts Mir
wlle bleiwen wat mir sin (We will stay
what we are) this is a real challenge.
In the occupational health service, we
are keenly aware of the repercussions
of this wind of change on the daily
experience of employees. Many of
them are asking questions about their
professional future in the employment
climate which prevails today. Job
insecurity, restructuring, mergers
and relocation are so many spectres
haunting the sleep of employees in the
banking sectorand disturbing theirslumbers.
The psychosocial risk factors are the
subject of extensive discussion in the
media, but the greatest risk factor of
that kind must surely be redundancy.
At present, employees are stressed
out not so much by the work they
have to do as by the fear of losing their
job. This quite naturally leads tochanges of behaviour which depend

nations upon recruitment was slightly
higher than in 2012 (5,000 in 2013
against 4,569 in 2012); this is evidentlyexplained by the fact that the number
of new recruitments also rose (4,880 in
2013 against 4,451 in 2012).
The gures show slightly fewer spe-
cial health examinations (professional
reassignment, extended absence from
work, examination at the request of the
employer or employee for health

CONCLUSIONThe ASTF received 5,000 requests for
medical examinations following
recruitments in the year 2013. The
downturn which began in 2012 was
therefore not conrmed. The situationtended to stabilize in 2013, even if the
gure for that year was lower than
in 2011 (5,753 in 2011 and just 4,451
in 2012).
The trend in the number of new recruit-
ments over the months remained
comparable to that of previous years
with a peak in January, a trough during
the summer season and a maximum
for the month of September when new
university graduates take up their rst
jobs.

CONCLUSIONThe distribution of persons recruited
by age group is comparable to that of
previous years. However, it is impor-
tant to note that the proportion of
persons under the age of 40 was
lower than in 2012 (83% against 86%
in 2012). As was the case in 2011 and
2012, over half the employees seen by
the ASTF team during medical exami-
nations upon recruitment were below
the age of 30: 53% of the persons
examined. Recruitment of persons
over the age of 50 was higher than in
2012 (3% versus 2%) as was that of
persons over the age of 40 which
showed an increase of 2% (14%
against 12%).

CONCLUSIONThe percentage of persons of Luxem-
bourg nationality seen upon recruit-
ment continued to increase slowly as it
has since 2011 (8.7% in 2013),
bringing the level back up to that
reported in 2005.
The reduction noted in 2012 was not
conrmed in 2013 for French em-
ployees (38% versus 35% in 2012);that country therefore continues to
head the ranking of recruitments by
nationality.
In the case of German citizens, the fall
which began in 2008 continued
(13.4% in 2013) and they lost their
second place this year to employees
classied in the category of other
nationalities (16.6%), which includes
for example nationals of EasternEurope and of Greece.
The year 2013 also saw an end to the
decline in the number of Belgian
nationals recruited; the gure is similar
to that of 2007 since there has been
an increase of just 1.7% over 2012
(15.7%), placing this group back in the
leading trio.
The percentages of English, Italian and
Portuguese employees remainedunchanged.

employees examined by the ASTF
who reside in Luxembourg continued
to increase slowly; it stood at 51% of
all employees, i.e. a 1% increase on
2012. Consequently, 49% of new
recruits are frontier workers who
travel every day to Luxembourg to
reach their workplace.
The distribution of the place of resi-
dence of frontier workers is practically
identical to that based on nationality.
Employees coming from France are
the most numerous (23%), followed
by employees from Germany (13%)
and Belgium (12%).

41BREAKDOWN OF RECRUITMENTSBY SECTOR OF ACTIVITY
CONCLUSIONIn 2013 as in 2012, a majority of the
employees who were seen (50.5%)
for a recruitment examination work in
an activity sector which comprises
insurance, law ofces, company
auditors etc. even though that per-
centage was lower than in 2012
(53%). This 3% reduction has ben-
eted employees working in a bank-
ing establishment (36% against 33%
in 2012). The number of recruitments
in the FSP sector (Financial Sector
Professionals), in the supporting and
other categories remained practically
stable (9.5% against 10% in 2012), as
did the number of employees working
in an investment company (4%).
These three categories (banks,
investment companies and other
FSPs) represent 49.5% of the per-
sons who underwent a medical
examination upon recruitment by
the ASTF medical team.

CONCLUSIONAs had been the case in previous
years, persons seen for a recruitment
examination (around one-quarter:
24%) already worked in the Luxem-
bourg nancial sector.
In 2nd place we nd persons who
have just completed their studies and
are taking up their
rst job (23%). Thispercentage is constantly growing and
moving increasingly close to the
number of persons already working in
the Luxembourg nancial sector.
The number of employees seen who
are already working in the nancial
sector, but in another country, re-
mained stable at 13% (12% in 2012).
In brief, more than one-third of the
persons recruited (36%) had already
been employed previously in the
nancial sector either in Luxembourg
or in a different country.
The distribution of employees in 2013
as a function of their previous profes-
sional activity was comparable to that
of previous years and turnover in the
Luxembourg
nancial sector re-mained high.

introduce new courses and make
innovations to those which already
exist.
These trainings remain in line with
expectations in the eld and also with
the specic features of the nancial
environment.
Training days are provided for employ-
ees, but also for managers and any
social player within the organisation.
We are likewise able to set up training
courses on request, which meet the
specic needs of the enterprise.
The main themes with which we deal
are:

moral or sexual harassment
INFORMATIONHere, the aim is to make sure that
employees confronted with special
situations benet from the most
accurate possible information. This
information will call for familiarity on the
part of the intervening professional
with the different legislations of the
three frontiers zone (specic legisla-
tion on healthcare, employment law
and social legislation of the respective
countries).
ACCOMPANIMENTIn view of the complexity of the situa-
tions experienced in the eld by
employees and the increasing number
of relevant issues (professional ex-
haustion, moral and/or sexual harass-
ment, conicts, demotivation, loss of
self-esteem) the team of social health-
care professionals must providecoaching follow-up for companies.
The nancial sector is currently experi-
encing a period of insecurity. This is
reected in the type of consultations
which we encounter.
These specic situations create a need
for the most appropriate treatment
and accompanying services.
That is why we are working in several
different areas in order to respond as
effectively as possible to the demand
and nd a response to personal
needs.
We differentiate between several
different lines of work in our interven-
tions: training, information, consulta-
tion, while also making due allowance
for the preventive and curative aspects.

In the course of the year 2013, 1,119
employees from the nancial sector

While one of the aims of health exami-nations is undoubtedly to detect
pathological conditions which often go
unnoticed, such as high cholesterol or
diabetes, to name just two, the useful-
ness of the follow-up action which
enables patients to be made aware
of the impact of their life hygiene on
present or future health must not be
minimised.
The key activity of the preventive
medicine proposed by the ASTF
naturally consists of the check-ups
performed on our premises located at
the Kirchberg Hospital. 2013 marked
the tenth anniversary of the introduc-
tion of these check-ups.

In brief, during this part of the exami-
nation, we perform what is known as
counselling. This method consists in:
evaluating the patients motivation
and knowledge
giving information; we do this during
the discussion and also by handing
over information brochures to the
patient
advising on changes to inadequate
behaviour
strengthening the desirable behav-
iour patterns
American and Canadian experts have
shown that anti-tobacco counselling is
one of the most pertinent, effective
and benecial forms of medical inter-vention.
Even if the data concerning the effects
of counselling on nutrition and physical
activity are less convincing, present
studies do tend to show the benets
to the population.
While patients often already know a
great deal, the impact of the advice
which we give them during the check-
ups will be different because as
healthcare professionals we benet
from know-how, great credibility and
the trust which patients place in us.
For all these reasons, the discussion
with the patient is just as important as
the clinical examination and we accord
its rightful place to this conversation.
Finally, the medical team takes advan-
tage of this privileged time with the
patient to deal with issues of stress,
both personal and professional, and
also to discuss the work-life balance
or if we see that the patient is in a
state of advanced burnout exhaustion.

Appropriate medical andergonomic advice on thisproblem
The ASTF offers a complete analysis
of the work system by its multidiscipli-
nary team:
Specialists in ergonomics visit the
company to analyse the present
workstation and identify problems
which may have a bearing on the
prescribing doctors diagnosis.
Immediate and individual advice can
then be given to the employee
concerned on the spot.
The person will be heard at a medi-
cal consultation by the occupationalhealth practitioner who will analyse
the medical aspect of the situation.
In conclusion, a medical opinion
accompanied by advice on the ergo-
nomic conduct to be followed will be
drawn up in the form of a report. The
ergonomic report is then made avai-
lable to the company.
In this case, replacing one ergono-
mic chair by a different model which
is also badly adjusted cannot bring
about any real improvement.
Some specic cases require the
provision of an adjustable height
desk, while others simply call for an
adjustment of the height of the
worktop.
Company managers nd it hard to
distinguish between what is neces-
sary and what is not.
Specific reasonedrequests for the purchase
of ergonomic chairsIn recent years, we have seen a
substantial increase in the number of
applications accompanied by a
medical certicate for ergonomic
chairs and/or variable height desks.
This phenomenon confronts us with a
number of difculties:
Since the prescribing doctor doesnot visit the company premises, he
cannot make a specic analysis of
the layout and use of the working
tools of the person concerned.
These prescriptions do not take
account of the settings of the work
system and are therefore of little use
when deciding on the choice of
more appropriate equipment.
An ergonomic workplace chairwhose different settings are not
appropriate to the needs of the user
can generate health difculties.
Backed by long experience, we can
safely say that 80% of the chairs
which are classed as ergonomic are
badly adjusted and/or their users are
not aware of their different functions.

The health review is an occasion for
a privileged dialogue between the
employee and the occupational health
practitioner. If the aim of this examina-
tion is to track down pathological
conditions, the fact remains that it also
very often enables a deeper problem
to be identi
ed. Of course, we are notcontent simply to call attention to this
problem; we take the opportunity to
talk at greater length with the patient
to help him or her put in place actions
and sometimes decide to make an
appointment with a specialist who will
be able to give assistance. Thanks to
this intervention, we can act before a
situation deteriorates further or be-
comes serious (deep depression,
burnout).
Aware of the positive impact of this
examination on the patients physical
and psychological health and by
ricochet on that of the company, we
keenly encourage you to take part in

In Luxemburg weht ein neuer Wind.
Sowohl die obersten Rnge der politi-
schen Szene als auch die wirtschaftli-
chen Rahmenbedingungen des Landes
sind in einem tiefgreifenden Wandel
begriffen. Fr ein Land, das sich den
Spruch Mir wlle bleiwe wat mer sinn
auf die Fahne geschrieben hat, bedeutetdies eine schwierige Herausforderung.
Im Bereich der Arbeitsmedizin bekom-
men wir die Auswirkungen dieser
Vernderungen im Umgang mit den
Arbeitnehmern tagtglich zu spren.
Viele von ihnen stellen sich Fragen ber
ihre beruiche Zukunft. Unsichere
Arbeitspltze, Umstrukturierung, Zu-
sammenschluss, Auslagerung all diese
Gespenster verfolgen die im Finanzsek-tor Beschftigten bis in den Schlaf hinein

In den Medien wird viel ber die psycho-
sozialen Risikofaktoren diskutiert, wobei
der grte dieser Risikofaktoren sicher-
lich der Verlust des Arbeitsplatzes ist.
Was die Arbeitnehmer derzeit am
meisten stresst, ist nicht unbedingt die
Arbeit an sich, sondern die Angst davor,den Arbeitsplatz zu verlieren. Diese
Angst ruft Verhaltensvernderungen
hervor, die sich je nach Persnlichkeit

Das Team umfasst einen medizini-
schen und einen Verwaltungsdirektor,
Arbeitsmediziner, Krankenpegerinnen,
medizinische und verwaltungstechni-
sche Assistentinnen aber auch eine
Innenarchitektin, eine Augenoptikerin
sowie Psychologen, wobei sich deren
Zahl, angesichts der wachsenden Men-ge an psychosozialen Risikofaktoren,
im Laufe der Jahre vergrert hat.
Die Praxis der Gesundheit am Arbeits-
platz ist darauf ausgerichtet, die
Gesundheit der Arbeitnehmer zu
frdern, ihre Leistungsfhigkeit auf
dem hchstmglichen Stand zu
halten, zur Schaffung und Gewhrleis-
tung eines gesunden und fr alle
gefahrlosen Arbeitsumfelds beizutra-gen, die Anpassung der Arbeit an die
Mglichkeiten der Arbeitnehmer, unter
Bercksichtigung ihres Gesundheits-
zustands, zu frdern.
Die tglichen Aktivitten des rzte-
teams bestehen aus vielfltigen
Aufgaben, die sich entweder aus
gesetzlichen Verpichtungen ergeben
oder Bestandteil einer medizinischen
Vorsorgepolitik sind, die an die spezi-schen Gegebenheiten des Dienstleis-
tungssektors angepasst ist.
Um die gesetzlichen Verpichtungen
zu erfllen, wird bei einer Neueinstel-
lung und bei Wiederaufnahme der
Arbeitsttigkeit nach einem Arbeits-
stopp von mehr als sechs Wochen
eine rztliche Untersuchung durchge-
fhrt. Der Arbeitsmediziner befasst
sich ebenfalls mit Arbeitnehmern, diemit einer Arbeitsunfhigkeit konfron-
tiert sind.
Da in unserem Sektor die Mehrzahl
der Arbeitspltze Bildschirmarbeits-
pltze sind, werden prventiv Augen-
untersuchungen und ergonomische
Untersuchungen des Arbeitsplatzes
innerhalb der Betriebe angeboten.
Die Berufsrisiken in diesem Sektorsind vornehmlich mit psychosozialen
Aspekten und Stress verbunden. Bei
Mobbing- und Burn-out-Problemen
usw. werden Gesprche mit dem
rzte- und Psychologenteam angebo-
ten. Innerbetriebliche Schulungen zum
Thema Stress Management tragen
dazu bei, ein greres Problembe-
wusstsein zu schaffen und die Betreu-
ung der Patienten zu verbessern.
Die Schulungsleiter der ASTF knnen
ebenfalls Schulungen in den Berei-
Die ASTF hat die Rechtsform einer
asbl (association sans but lucratif- Ver-
einigung ohne Gewinnzweck). Ge-
grndet wurde sie im Jahr 1995, nach
der Verabschiedung des Gesetzes
vom 17. Juni 1994 ber die Sicherheit
und Gesundheit am Arbeitsplatz sowie
des Gesetzes ber die arbeitsmedizi-nischen Dienste.
Die dem luxemburgischen Gesund-
heitsministerium unterstellte Abteilung
Gesundheit am Arbeitsplatz wurde vom
Gesetzgeber mit der berwachung
und Koordination der Funktionsweise
und der Organisation der einzelnen
Gesundheitsdienste beauftragt.
Geleitet wird die ASTF von einemVerwaltungsrat, der sich aus leitenden
Geschftsfhrern des Finanzplatzes
zusammensetzt. Den Vorsitz fhrt
derzeit Herr Etienne Planchard
(Banque de Luxembourg).
Das interdisziplinre Team der ASTF
bert und begleitet die Arbeitgeber bei
der Umsetzung von Manahmen zur
Prvention von Berufsrisiken und
berwacht die Gesundheit ihrer Arbeit-nehmer am Arbeitsplatz.
Die Association pour la Sant au Travail du Secteur Financier (Vereinigung fr Gesundheit am Arbeitsplatzdes Finanzsektors - ASTF) ist ein betriebsbergreifender arbeitsmedizinischer Dienst, in dem die einzelnen
Bankinstitute und niederlassungen des Finanzplatzes Luxemburg sowie eine groe Anzahl an Unternehmenaus dem Versicherungs- und Finanzdienstleistungsbereich zusammengeschlossen sind.

2013 ist die Zahl der bei Neueinstellun-
gen durchgefhrten medizinischen
Untersuchungen im Vergleich zum
Vorjahr leicht gestiegen (5.000 im Jahr2013 gegen 4.569 im Jahr 2012). Dies
liegt mit Sicherheit daran, dass parallel
dazu auch die Zahl der Neueingestellen
angestiegen ist (4.880 im Jahr 2013
gegen 4.451 im Vorjahr).
Bei den medizinischen Sonderunter-
suchungen (beruiche Neueinstufung,
lngere Abwesenheit vom Arbeitsplatz,
Untersuchung aufgrund gesundheitli-cher Probleme auf Antrag des Arbeit-
gebers oder des Arbeitnehmers) war
ein leichter Rckgang zu verzeichnen,
insgesamt wurden 2013 903 derartige
Untersuchungen durchgefhrt, wh-
rend es 2012 noch 1.057 waren. Einen
Anstieg gab es dagegen bei den von
den psychosozialen Beratern der ASTF
wahrgenommenen Beratungsgespr-
chen, die von 335 im Jahr 2012 auf
nunmehr 507 angestiegen sind.

von Neueinstellungen ein. Die 2012
beobachtete rckluge Tendenz hatsich demnach nicht besttigt, 2013 hat
sich die Lage eher stabilisiert, auch

Stand von 2011 nicht erreichen konn-
ten (5.753 im Jahr 2011 und nur 4.451

einstellungen mit den Vorjahren ver-
gleichbar mit einer Spitze im Januar,

SCHLUSSFOLGERUNGDer Anteil der Neueingestellten, die die
luxemburgische Staatsbrgerschaft
besitzen, wchst seit 2011 langsam
aber stetig und hat sich mit einer
Quote von 8,7 % im Jahr 2013 beim
Stand von 2005 eingependelt.
Der 2012 verzeichnete Rckgang bei
den franzsischen Arbeitnehmern hat
sich 2013 nicht besttigt (38% gegen-ber 35% in 2012). Damit fhren die
Franzosen weiterhin die Rangliste der
auslndischen Arbeitnehmer an.
Bei den deutschen Staatsangehrigen
setzte sich der 2008 eingeleitete
Abwrtstrend weiterhin fort (13,4% im
Jahr 2013), und so mussten sie dieses
Jahr ihren zweiten Platz an die Katego-
rie der Arbeitnehmer aus anderen
Lndern abgeben, die mit 16,6 % vorallem Arbeitnehmer aus Lndern wie
Osteuropa oder Griechenland umfasst.
2013 setzt auch dem seit 2007
beobachteten Rckgang der Zahl der
belgischen Neueingestellten ein Ende,
da dieses Jahr ein Anstieg von 1,7%
im Vergleich zu 2012 zu verzeichnen
ist und die Belgier damit wieder unter
den drei Rangersten zu nden sind.
Der prozentuale Anteil der englischen,
italienischen und portugiesischenAngestellten blieb stabil.

2013 die Mehrheit der im Rahmen
von Einstellungsuntersuchungen
untersuchten Personen (50,5%) im
Bereich der Versicherungen, Rechts-
anwaltskanzleien oder Wirtschafts-
prfer usw. beschftigt, auch wenn
diese Zahl im Vergleich zu 2012 leicht
rcklug ist (53%). Die Differenz von
3% schlgt zugunsten der Bankange-
stellten zu Buche (36% gegen 33%
im Jahr 2012). Im Bereich der PSF
(Dienstleister des Finanzsektors), die
anderen Kategorien zugeordnet sind
oder Support-Dienste anbieten, bleibt
die Zahl der Neueinstellungen nahezu
unverndert (9,5% gegen 10% im
Jahr 2012). Dies gilt auch fr die Zahl
der Arbeitnehmer, die bei Investment-
unternehmen angestellt werden (4%).
Diese 3 Kategorien (Banken, Invest-
mentunternehmen und andere PSF)
stellen zusammen 49 % der Ange-
stellten, die vom rzteteam der ASTF
untersucht werden, dar.

SCHLUSSFOLGERUNG2013 stehen Unternehmen aus dem
Finanzbereich erneut an der Spitze der
Neueinstellungen (38%, das entspricht
einem Anstieg um 3% im Vergleich zu
2012). Das Nachsehen haben Unter-
nehmen, die im Rechts- oder Buch-
haltungsbereich ttig sind und die mit
einem Rckgang von 5% bei den Neu-
einstellungen (32% gegen 37% in2012) nunmehr den zweiten Platz
belegen.
Die Versicherungsbranche setzt ihren
Aufwrtstrend auch im Jahr 2013 fort
(8% gegen 7% im Jahr 2012).
Die Entwicklung bei den Aktivitten im
Finanzsektor wirkt sich ebenfalls auf
die Unternehmen, die mit Finanz-
dienstleistungen verbundene Ttigkei-
ten ausben, aus (+ 2%: 13% imJahre 2013 gegenber 11% im Jahr
2012).
Die Vermgensverwaltungsgesell-
schaften mssen dagegen eine
Einbue von 3% hinnehmen (6% im
Jahr 2013 gegenber 9% im Jahr
2012).
Wie in den vergangenen Jahren
wurden in den anderen Aktivittsberei-
chen weiterhin nur sehr wenigeEinstellungen vorgenommen.

Viertel (24%) der im Rahmen der
Einstellungsuntersuchungen unter-
suchten Personen bereits vorher im
luxemburgischen Finanzsektor
beschftigt.
An 2. Stelle kommen Personen, die ihre
Studien abgeschlossen haben und ihreerste Arbeitsstelle antreten (23%).
Dieser Prozentsatz stieg brigens in
den vergangenen Jahren stetig an und
nhert sich immer mehr dem Anteil der
bereits im luxemburgischen Finanzsek-
tor beschftigten Personen.
Die Zahl der untersuchten Personen,
die bereits im Finanzsektor ttig
waren, jedoch im Ausland, bleibt mit
13% stabil (12% im Jahr 2012).
Insgesamt bte demnach mehr als
ein Drittel der Neueingestellten (36 %)
bereits vorher einen Beruf im Finanz-
sektor aus, sei es in Luxemburg oder
im Ausland.
Die Staffelung der Angestellten nach
ihrer vorherigen Arbeitsttigkeit ist
2013 vergleichbar mit den Vorjahren
und der Turn over im luxemburgi-
schen Finanzsektor bleibt unvern-dert hoch.
