    after Dual HS activation, whereas other

    RNCs still maintain the similar trend.

    Application Scenario: Among multiple carriers, the carrier bearing HSPA service can

    dynamically share the unused power resource of another carrier. This function

    increases the utilization of the power amplifier as well as the HSPA service rate of
