ELECTRICITY AND LIGHT IN EMERGENCY SITUATIONS: FOR FASTER AND SUSTAINABLE RELIEF
> SUPPORT TO HUMANITARIAN ACTORS AND CIVIL SOCIETY
We take action in humanitarian crises to enable other international aid providers to intervene in the best possible conditions. We work alongside other NGOs and civil society actors to provide electrical power for hospitals, lighting for survivor search areas and for refugee camps. We also work to provide electrical power to water pumping stations. Over the years we have worked alongside international actors such as the Red Cross, The Red Crescent, Doctors without borders and the IOM as well as many local NGOs and governmental actors.

We also provide direct help to disaster victims, contributing to their safety and enabling them to maintain social contact throughout the night, especially by providing lighting in refugee camps, public spaces, collective buildings (town halls, hospitals, schools, etc.).

Who is Electriciens sans frontières?
Electriciens sans frontières (Electricians without borders) is a French NGO carrying out electricity and water access projects in developing countries.
Our driving force is built on 1000 volunteers who conduct projects in favor of populations isolated from electricity grids and who suffer from energy poverty.
But most of all, we act with them, taking their needs into careful consideration and working with them to find the most affordable, efficient and sustainable energy and water solution.

Our involvement continues during the reconstruction phase. We work alongside other actors to help rebuild towns and villages. In the Maldives, we have worked with the French Red Cross on a reconstruction project after the 2004 tsunami. We partnered up again with the Red Cross after typhoon Yolanda in the Philippines and are currently working on a common reconstruction project in the Cebu area.

We also contribute directly to reconstruction. For example, in Haiti, following the earthquake in 2010, we set up solar lamp posts in the areas under reconstruction and today we have started a program of solar electrification for 1,000 schools.
ELECTRICITY FOR SAFER AND BETTER RECONSTRUCTION
All our projects include training sessions for the beneficiaries and are carried out in coordination with local authorities. This guarantees a safe use of the equipment, its durability and the autonomy of the populations we help. We raise their awareness of electrical hazards, energy savings, and provide training to maintain the installations. Involving the beneficiaries and local authorities in such a way and passing on those competences ensures the sustainability of our projects.

SYRIAN CRISIS AND IRAQ
In late 2012, the Crisis Centre of the French Ministry of Foreign Affairs requested that Electriciens sans frontières took action in the Za’atari refugee camp, in Northern Jordan. 100 solar lamp posts were installed and contributed to improving the safety conditions of 120,000 Syrian refugees. In August 2014, Electriciens sans frontières also sent out a ton of electrical equipment to Iraqi Kurdistan, aboard a plane chartered by the Crisis Centre of the French Ministry of Foreign Affairs, to contribute to the electrification of the refugee camps managed by the IOM.
HAITI
After the 2010 earthquake we facilitated the search for survivors by lighting the search areas and we worked alongside the IOM in the Santos 17 refugee camp. We also electrified Doctors without borders’ hospital in Leogane. We installed 800 solar lamp posts over the year and we are currently working with the Haiti Futur association on a solar electrification project for 1,000 schools, designed for the deployment of interactive whiteboards, a project supported by the French Embassy and the World Bank.
PHILIPPINES
In 2013 we put our experience and know-how at the service of the Philippines after typhoon Yolanda struck the archipelago. 21 volunteers responded to the electrical needs of various organizations such as the Mayor of Guiuan, MSF Belgium, the IOM and OCHA to provide electricity for hospitals, drinking water pumping stations, and tent camps (for displaced families) and isolated villages. To ensure safety and help life resume its normal course, 650 lighting points, 96 power generators and 28 km of cable were installed between November 2013 and February 2014.

HORN OF AFRICA
In 2011, we helped humanitarian relief organizations WAHA (Women and Health Alliance International), Somali Red Crescent, MSF and Médecins du Monde in Dadaab (Kenya), Mogadiscio (Somalia) and Dolo Ado (Ethiopia). We set up the lighting and provided electrical material in camps and medical facilities to help the refugees and relief workers. We also provided training to Somali technicians.

In October 2014, Electriciens sans frontières provided its expertise to the teams of the French Red Cross in the Macenta ebola treatment center (Guinea). The project consisted in setting up electrical installations for the medical facilities, the Institut Pasteur’s laboratory and staff accommodation. In January 2015, another volunteer flew to Guinea to better the Conakry blood transfusion center’s installations.

Fondé en 1991, le Secours Islamique France (SIF) est une
Organisation Non Gouvernementale de solidarité
internationale à vocation sociale et humanitaire agissant
dans les domaines de l’assistance humanitaire et de
l’aide au développement, en France et dans le monde.
Le SIF c’est 23 ans d’actions sur le terrain, guidées par
les valeurs de l’islam, de solidarité et de respect de la
dignité humaine, et par les principes humanitaires de
neutralité, d’indépendance et d’impartialité. Chacun de
ces principes garantit aux populations une aide, dans le
respect de la diversité – culturelle, religieuse, sociale –
et sans rien attendre en retour.
Le SIF c’est 16 missions opérationnelles en Asie du Sud
Est, au Moyen Orient, en Afrique et en Haïti, plus de 350
salariés dans le monde, plus de 20 millions d’euros de
budget annuel, des dizaines de partenariats
institutionnels et opérationnels comme le Ministère des
Affaires Etrangères ou encore Unicef.
Le Secours Islamique France mène des actions
d’urgence, de développement et de plaidoyer dans
quatre domaines principaux : l’eau et l’assainissement,
la sécurité alimentaire, la protection de l’enfance, la
lutte contre la précarité via des missions sociales envers
les plus démunis en France.

whether cultural, religious or social and without
expecting anything in return.
SIF runs field missions in 16 countries throughout South-
East Asia, the Middle East, Africa and Haiti employs
more than 350 people worldwide, with a budget of 20
million Euros each year and dozens of institutional and
operational partnerships such as the Ministry of Foreign
Affairs or Unicef.
SIF runs emergency aid projects, development
programmes and advocacy initiatives in four main fields:
Water and Sanitation, Childhood Protection, Food
Security and Social action to the most vulnerable in

PROTECTION DE L’ENFANCE
Le SIF accorde aux enfants une attention particulière à
travers des programmes de protection spécifiques :
nutrition, accès aux soins, éducation et prise en charge
psycho-sociale. Cette priorité s’accompagne d’une mise
en œuvre du programme de parrainage : scolarisés et
encadrés, les enfants sont à l’abri des nombreux risques

Children are granted special attention through specific
protection programmes: nutrition, access to health care,
education and psycho-social support. These
programmes are combined, in some countries, with
orphans’ sponsorship programmes: thanks to education
and counselling, children are protected from many risks
of exploitation.

LE SECOURS POPULAIRE FRANÇAIS
Depuis 1945, se référant à la Déclaration des Droits de l’Homme, le Secours populaire français (SPF) rassemble des hommes et des femmes dans une pluralité d’opinions, de croyances et de provenances et développe, en toute indépendance, des actions de solidarité en France, en Europe et dans le monde. Il est porteur des valeurs humanistes et s’inscrit dans une démarche d’éducation populaire. Respectueux de la dignité des personnes en difficulté, il instaure une relation dans laquelle la personne aidée devient un acteur à part entière de son propre devenir. Avocat des pauvres, il se donne pour mission d’être un aiguillon des pouvoirs publics. Sous le haut patronage de l’UNESCO, le SPF va fêter ses 70 ans en 2015 avec deux évènements majeurs : La construction d’un grand mouvement d’enfants solidaires en France
et dans le monde avec l’accueil de 1000 enfants venant de 70 pays, accueillis par les fédérations du SPF pour un séjour de vacances en août prochain. Ce séjour sera ponctué par un grand rendez-vous mondial aux pieds de la Tour Eiffel le 19 août où sont attendus 70 000 personnes.
Les Assises Nationales, Européennes et mondiales, qui auront lieu à Marseille en novembre, pour « construire les solidarités du 21ème Siècle », en présence de 1200 délégués, dont nos partenaires étrangers.
EN FRANCE Le SPF apporte un soutien aux personnes et aux familles en situation de pauvreté et de précarité pour leur permettre de se nourrir, de se loger, se vêtir, se chauffer, accéder aux soins, obtenir un soutien juridique, partir en vacances, pratiquer un sport, aller au cinéma ou au théâtre. Avec une grande détermination le SPF agit également avec et pour les jeunes et les enfants, publics particulièrement vulnérables.
EN EUROPE Le SPF travaille en partenariat avec un réseau d’associations ou fondations européennes qui partagent les mêmes valeurs, la même démarche. Avec elles, il agit non seulement pour faire reculer la pauvreté et la précarité en Europe et dans le monde mais aussi pour renforcer les liens d’amitié et solidaires entre Européens et promouvoir le bénévolat en particulier avec les jeunes et les enfants
DANS LE MONDE Privilégiant le partenariat avec des associations locales, le SPF intervient dans les situations d’urgences (catastrophes, conflits, crises…) et accompagne sur le plus long terme des projets relevant du développement durable (autosuffisance et sécurité alimentaire, accès à l’eau et à l’énergie, éducation, activités génératrices de revenus, accès aux soins…). Le réseau euro-méditerranéen pour la solidarité rassemble 23 associations du nord et du sud de la méditerranée, au sein duquel le SPF et ses partenaires mutualisent leurs efforts pour agir plus efficacement ensemble dans l’urgence et pour des actions durables.

QUELQUES EXEMPLES DE PROGRAMMES
Festival des solidarités euro-méditerranéennes de la jeunesse Tous les deux ans, le Secours populaire organise une grande rencontre de la jeunesse solidaire. En 2014, elle a eu un rayonnement tout à fait exceptionnel, en prenant la forme d’un festival des solidarités euro-méditerranéennes. Il a rassemblé du 24 au 26 octobre quelques 300 jeunes de 18 nationalités. Au cœur des discussions, des conférences et des ateliers : faire reculer la précarité et l’exclusion en mutualisant les connaissances, les expériences et les pratiques. Le festival avait aussi pour objectif de renforcer les passerelles entre les associations euro-méditerranéennes afin d’engager des projets communs.
Programme auprès des réfugiés Syriens et Irakiens Début des actions et du partenariat: années 1970 Depuis 2011, le SPF et son partenaire libanais, Development for People and Nature Association ont apporté un soutien alimentaire et une aide d’urgence à plus de 12.000 réfugiés syriens. Des actions de soutien scolaire et d’accompagnement psycho-social sont mises en place. Des formations professionnelles sont dispensées en faveur des jeunes et des programmes d’échanges de pratiques autour d’actions citoyennes sont en cours. En Jordanie, avec l’association Dar Al Yasmin, deux classes supplémentaires ont été aménagées dans l'école de Qurtuba, à proximité du camp de Zaatari. 60 enfants réfugiés syriens ont ainsi repris le chemin de l'école en 2014. Des vêtements chauds ont également été distribués à 1000 enfants syriens lors de l'hiver 2014/2015. En Irak, le SPF et son partenaire non confessionnel irakien Iraqi Al-Amal ont remis une aide alimentaire et des produits de première nécessité à plus de 700 familles déplacées au cours de l’été 2014 dans les camps d’Ankawa et de Barhrka, à proximité d’Erbil. L’hopital d’Erbil construit il y a près de vingt ans avec le soutien du SPF et de l’Union européenne accueille et soigne des centaines de déplacés.
Encourager la citoyenneté des jeunes à Jérusalem-Est Début des actions et du partenariat: années 1976 Avec le soutien de l’Agence française de Développement, le Secours populaire accompagne l’association Medical Relief Society sur un programme de trois ans destiné à mobiliser les jeunes de Jérusalem-Est autour d’actions d’entre-aide, en leur donnant les moyens d’agir au sein de leurs quartiers. Les 15 650 jeunes ciblés par le projet sont incités à mener des projets citoyens et solidaires, à affronter les difficultés quotidiennes de façon constructive. Une délégation de jeunes a participé au Festival des solidarités en octobre 2014.
Aide humanitaire en faveur des populations de Gaza Début des actions et du partenariat: années 1976 Le SPF a répondu à l’appel des médecins palestiniens et israéliens des associations Palestinian Medical relief society (PMRS) et Physicians for human rights (PHR). Les médecins de PMRS ont prodigué des soins d'urgence aux déplacés via leurs quatre centres de santé et leurs neuf cliniques mobiles. Grâce au SPF, les équipes médicales ont assuré des soins post-opératoires et de santé primaire, des traitements aux patients souffrant de maladies chroniques et un soutien psychosocial. Chaque équipe mobile a examiné en moyenne 250 personnes par jour, parfois jusqu'à 400.

SECOURS POPULAIRE FRANÇAIS
Since 1945, in accordance with the Declaration of Human Rights, the Secours populaire français (SPF) has been bringing together men and women from various political persuasions, beliefs and origins, to develop completely independent actions to help people in France, in Europe and around the world. It upholds humanist values and strives to achieve its goals through widespread education. It respects the dignity of people in difficulty, and fosters relationships in which the person receiving help becomes a player in his or her own future, in his or her own right. As an advocate of the poor, its mission is to be a goad to public authorities. Under the distinguished patronage of UNESCO, the SPF is celebrating its 70-year anniversary in 2015 with two major events: The establishment of a major movement of united children in France
and throughout the world, with the hosting of 1,000 children from 70 countries, invited by SPF federations for a holiday in August this year. This holiday will be centred around the huge worldwide meeting at the foot of the Eiffel Tower on 19 August, that 70,000 people are expected to attend.
The national, European and global meetings, which will take place in Marseille in November, to “build unity for the 21st century”, with the presence of 1,200 delegates, including our international partners.
IN FRANCE The SPF provides support to people and families suffering from poverty and instability and helps them feed themselves, find accommodation, clothing, heat and healthcare, obtain legal support, take a holiday, practice sport, and go to the cinema or theatre. The SPF also acts with great determination with and for young people and children, who are particularly vulnerable.
IN EUROPE The SPF works in partnership with a network of European organisations and foundations who share the same values and the same approach. In coordination with these organisations, it acts not only to push back poverty and instability in Europe and around the world, but also to reinforce the ties of friendship and unity among Europeans and promote volunteering especially in children and young people.
IN THE WORLD In focusing on its partnership with local organisations, the SPF is involved in disaster situations (catastrophes, conflict, crises, etc.) and provides long-term support for projects relating to sustainable development (self-sufficiency and food safety, access to water, energy, education, income-generating activities, access to healthcare, etc.). The Euro-Mediterranean network for unity brings together 23 organisations from the north and south of the Mediterranean, through which the SPF and its partners combine their efforts to act together more efficiently in emergency situations, to ensure sustainable actions.

A FEW EXAMPLES OF PROGRAMMES
Festival for young people’s Euro-Mediterranean unity Every two years, the Secours populaire organises a mass meeting for young people’s unity. In 2014, it had an exceptionally huge impact, taking the form of a Euro-Mediterranean unity festival. From 24 to 26 October, it brought together some 300 young people of 18 nationalities. The discussions, conferences and workshops were focused on pushing back instability and exclusion by sharing knowledge, experience and practices. The festival also aimed to strengthen the bridges among Euro-Mediterranean organisations in order to commit to shared projects.
Programme for Syrian and Iraqi refugees Start of actions and partnership: 1970s Since 2011, the SPF and its Lebanese partner, the Development for People and Nature Association, have provided food support and emergency relief to over 12,000 Syrian refugees. Academic support and psychosocial assistance have also been implemented. Professional training is offered to young people as a priority and practice exchange programmes based on public assistance projects are on-going. In Jordan, with the Dar Al Yasmin organisation, two additional classes have been equipped in the Qurtuba school near the Zaatari camp. Sixty Syrian refugee children were able to return to school in 2014. Warm clothing was also distributed to 1,000 Syrian children during winter 2014/2015. In Iraq, the SPF and its non-religious Iraqi partner Iraqi Al-Amal provided food support and vital products to over 700 displaced families during summer 2014 in the Ankawa and Barhrka camps, near to Erbil. Erbil hospital, built almost 20 years ago with the support of the SPF and the European Union, can accommodate and treat hundreds of displaced people.
Encouraging citizenship among young people in East Jerusalem Start of actions and partnership: 1976 With the support of the French Development Agency, the Secours populaire is working with the Medical Relief Society on a three-year programme designed to motivate young people from East Jerusalem into helping each other, by providing them with the means to take action within their own neighbourhoods. The 15,650 young people targeted by the project are encouraged to take part in schemes to benefit and unify their local area, to tackle the daily challenges in a constructive manner. A delegation of young people took part in the unity festival in October 2014.
Humanitarian aid for the people of Gaza Start of actions and partnership: 1976 The SPF answered the call from Palestinian and Israeli doctors from the Palestinian Medical Relief Society (PMRS) and Physicians for Human Rights. Doctors from PMRS delivered emergency care to displaced people through their four health centres and their nine mobile clinics. HumaniTerra International (HTI) est une organisation non gouvernementale d’aide chirurgicale aux pays en développement. Elle a pour objectif d’aider les pays et les populations en proie à de graves crises politiques, économiques et humaines à améliorer l’offre chirurgicale. Depuis sa création en 1998, plus de 300 professionnels se sont engagés bénévolement pour mener à bien cette mission partout dans le monde. HumaniTerra International, avec ses équipes de spécialistes volontaires, intervient et apporte ses compétences dans trois domaines essentiels : 1. Soigner: Son réseau de professionnels de santé bénévoles permet à HumaniTerra d'intervenir directement dans les pays concernés en envoyant des missions de soins d’une durée comprise entre deux et six semaines, dans des domaines chirurgicaux spécialisés.
2. Enseigner : HumaniTerra a pour vocation de valoriser les ressources humaines locales et de rendre autonomes les structures de soins d’accueil. Une action essentielle est donc la formation des professionnels de santé locaux avec notamment du compagnonnage chirurgical sur place et des programmes de formation de haut niveau dans les structures hospitalières françaises. HTI a ainsi formé plus de 50 médecins et agents de santé en France, à des spécialités chirurgicales, médicales et à la gestion hospitalière.
3. Reconstruire : Pour parachever leur autonomie, les services de santé locaux
doivent disposer de structures hospitalières adéquates. Pour cela, HumaniTerra apporte une expertise dans la construction des infrastructures hospitalières, procède à la réhabilitation des bâtiments existants et de leurs outils (bloc opératoire, anesthésie réanimation, radiologie) avec des équipements adaptés à l’environnement local. Elle s’occupe également d’acheminer du matériel médical et des médicaments, en partenariat avec les acteurs locaux, en respectant un code éthique et une charte qualité stricts.
HumaniTerra s’engage dans ces missions avec l’objectif de rendre les acteurs locaux indépendants et opérationnels, et ce dans tous ses domaines de compétence. C’est par exemple le cas de l’Afghanistan : après un engagement d’HumaniTerra de plus de 12 ans sur des projets de chirurgie réparatrice, la création d’un centre de brûlés, des campagnes de prévention et la rénovation d’un hôpital, la mission de clôture, donnant aux partenaires locaux tous les outils nécessaires pour poursuivre les actions, a eu lieu en 2014. Actuellement HumaniTerra s’engage pour développer la prise en charge chirurgicale des pieds bots au Bangladesh, des brûlés syriens en Jordanie, des femmes enceintes d’Haïti, des nouveaux-nés en Tunisie ou des femmes fistuleuses en Guinée. Et cela grâce à la formation de personnel médical spécialisé ainsi qu’à la rénovation de blocs opératoires et de service chirurgicaux de Kankan, Kasserine, Cap Haïtien et d’Irbid, de la maternité de Kasserine et des bateaux- hôpitaux du Bangladesh. Ces activités nécessitent une rigueur, une éthique et une continuité que chaque jour les adhérents développent dans un esprit de solidarité exemplaire.
HumaniTerra International (HTI) is a humanitarian surgical NGO. Its purpose is to help countries and people in serious political, economic and human crisis to improve surgical care. Since its creation in 1998, over 300 professionals got involved voluntarily to complete successfully this mission worldwide. HumaniTerra International, with its volunteer teams, is involved and brings its skills in three key areas:
1. Care: Its network of medical professional volunteers allows HumaniTerra to intervene directly in those countries by care missions lasting between two and six weeks, in specialized surgical fields.
2. Train and teach: HumaniTerra aims to develop local human resources and help surgical teams to become autonomous. A key action is the training locally of health professionals including surgical companionship, and also high-level training programs for foreign doctors in French hospitals. HTI has trained more than 50 surgeons and anaesthesiologists in France, and a lot of health workers for surgery, anesthesiology, nursing and hospital management.
3. Rebuild: To insure the self-sufficiency, the local medical services need to have adequate hospital structures. To do that, HumaniTerra brings its expertise in hospital infrastructure building, rehabilitates current buildings and theirs equipments (operation rooms, anesthesia, radiology…), adapted to the local environment. HTI also brings medicals supplies and medicine.
HumaniTerra’s goal in its missions is to make local players independent and functional in every field HumaniTerra approaches. For example, it was the case in Afghanistan: After a commitment of 12 years on reconstructive surgery, awareness projects and the rehabilitation of an hospital, HumaniTerra’s final mission was in 2014 to give local partners all the tools necessary to maintain the actions. Currently, HumaniTerra is committed to develop surgical care of clubfoot in Bangladesh, of Syrian burn victims in Jordan, of pregnant women on Haiti, of newborns in Tunisia and of gynecology problems in Guinea. All of this was possible with the training of specialized medical and surgical staff and the rehabilitation of surgical units of Kankan, Kasserine, Cap Haitian and Irbid, and renovation of the maternity ward of Bangui and Kasserine and the boat hospitals of Bangladesh. Theses missions require rigor, ethics and a continuity that every day our members develop in spirit of exemplary solidarity.
Created in 2007, Libraries Without Borders (LWB) is one of the leading international organizations working in culture-and knowledge-based development around the world. In both development and humanitarian contexts, LWB’s aim is to provide access to information and culture for all by providing support to libraries in all their forms, in France and in 20 countries worldwide.
LWB supports local initiatives by creating and reinforcing libraries, training librarians, distributing books, supporting local publishing, designing library networks, promoting cultural heritage, and reducing the digital divide. By helping computerize and provide equipment to cultural and documentation centers, donating books, training librarians and promoting networking among libraries, Libraries Without Borders works daily to promote access to knowledge in the world.
Since 2012, LWB has been developing several digital content projects in both educational sectors (MOOCs, collaborative learning, etc.) and professional fields (specialized digital libraries, etc.). Based in Paris, France, the LWB global network has expanded to include branches in the United States and Switzerland, in order to put access to information and knowledge in international development at the center of the international political agenda.

LWB has developed a major innovation for access to education, culture and information for vulnerable populations: the Ideas Box, a portable media center. It provides tools for teachers, education, professional development, artistic creativity and access to critical information. It empowers children, adults, and communities to pave foundations for a self-reliant future.
Designed by creator Philippe Starck and created in partnership with the UN Refugee Agency, the Ideas Box is a comprehensive toolkit for populations worldwide. The Box itself protects the contents from rain, heat, and dust, and can be packed and unpacked within minutes
Following the successful pilot implementation in camps for Congolese refugees in Burundi, LWB is now preparing to bring the Ideas Box to Jordan and Lebanon. Two portable multi-media toolkits will be implemented as part of this program aimed at both Syrian refugees and local populations, laying the groundwork for future, more extensive regional coverage in 2015.

Today this innovative hospital is recognized worldwide by all the NGOs, the Samaritan's Purse in the United States has placed an order for the same hospital design.
MSF has deployed this hospital in the following countries: Haiti (2010 ), Pakistan ( 2013) and the Philippines ( 2014).

Due to Ebola outbreak, Losberger RDS has been contacted by the Department of Peacekeeping Operations to develop a turn-key solution for «Ebola Treatment Unit» of 10 and 20 beds ( Freetown, Conakry and Monrovia), with WHO standard. The Corporate Foundation programme ACCESS TO ENERGY FOR ALL, is part of the GDF SUEZ RASSEMBLEURS D’ENERGIES (ENERGY GATHERERS) Initiative.

Entrepreneurship through Energy Efficient and Renewable Energy (EERE) technologies EnerGcare / South Africa: This project was launched in 2011 to reduce energy poverty, unemployment and pollutant gas emissions. • In December 2014, the GDF SUEZ Founda-tion awarded Sarah Matlodi Soloane the Re-newable Energy prize at the International Mi-cro-finance Awards for the EnerGcare projectChina: providing farmers with access to renewable energy produced from biomass.

Chaired by Dr Eric Cheysson and created by Pr Alain Deloche and a team of surgeons in 1994, Chain of Hope acts in more than 30 countries to provide high-quality healthcare to children from disadvantaged countries.Every year, more than 100 000 children are cured of which 5 000 are operated on.
