En place depuis 62 ans après son adoption par référendum en 1958, la Constitution de la Ve République française et les institutions qui garantissent son respect ont longtemps été rattachées à l’image d’une ère de progrès, d’une France forte et dynamique.« Un des caractères essentiels de la Constitution de la Ve République, c’est qu’elle donne une tête à l’État », disait Charles de Gaulle à propos du texte dont il avait confié la rédaction à son futur Premier ministre Michel Debré. Pourtant, en France, on sait ce que l’on fit subir par le passé aux têtes de l’État…Aujourd’hui, la Ve semble au bord de l’asphyxie. La crise économique persistante, le sentiment d’une société à deux vitesses voire multi-fracturée, la concentration du pouvoir, les attaques terroristes, la montée du populisme, la crise des gilets jaunes mettent à mal ses fondements. Et la pandémie de Covid-19 n’a fait qu’aggraver les maux de la Ve.

À travers les soubresauts de la vie politique et sociale, ce travail interroge la représentation de la République française aujourd’hui.Le quinquennat d’Emmanuel Macron, bien souvent marqué par le centralisme et le caractère « jupitérien » du chef de l’État, arrive bientôt à son terme. La question de notre mode de gouvernance, passée au second plan pendant la crise sanitaire, risque de se poser à nouveau en 2022, avec d’autant plus de force que les institutions ne semblent plus en mesure d’apporter des solutions aux crises que nous traversons.

The Constitution of the new French Republic, adopted by referendum in 1958, and the institutions established to serve it were, for decades, associated with ideas of progress and a strong, dynamic French nation.“One of the essential features of the Constitution of the Fifth Republic is that it endows the State with a head,” observed Charles de Gaulle when speaking of the text which had been drafted, at his request, by Michel Debré, the man subsequently to become his Prime Minister. There is a touch of irony, as France is well known for the fate reserved for certain heads of State in the past.Today, more than sixty years later, the Fifth Republic is struggling, under pressure from the ongoing financial crisis, an increasingly divided society, the concentration of power in the hands of an elite, terrorism, demagogy, and the social unrest of the “gilets jaunes” protest movement. All of this has shaken the Republic to its foundations, and now it has been hard hit by the Covid-19 pandemic. The photographic report covers the ups and downs of politics and society under the Fifth Republic, exploring the way it operates and is seen today.

The five-year term of President Emmanuel Macron has featured centralized power and the Jupiter-like character or role of the president, but he will soon be reaching the end of his current term of office. During the crisis of the pandemic, the question of the type of governance needed for the country became a matter of secondary importance, but it could well come up again in 2022, the election year, particularly as the institutions of the Fifth Republic do not seem to have solutions to deal with the current crises.

BioGuillaume Herbaut vit et travaille à Paris. Parallèlement à des commandes pour la presse, son travail documentaire le conduit dans des lieux chargés d’histoire dont il interroge les symboles et la mémoire afin d’en révéler les drames invisibles : Tchernobyl, Auschwitz, Nagasaki et plus récemment le conflit en Ukraine. Ses photographies ont été exposées au Jeu de Paume, à la Maison rouge, à l’Arche du photojournalisme ou encore dans de nombreux festivals. Il a reçu plusieurs récompenses, dont deux World Press, un Visa d’or, le prix Niépce 2011 et, en 2016, le prix Bayeux-Calvados des correspondants de guerre, catégorie web journalisme, pour son carnet de route en Ukraine produit par Arte Info.
