Pourquoi la qualité à l’INSU et quelle qualité ?

• Les processus qualité ont été initiés par le biais de la construction d’instruments scientifiques spatiaux et plus rarement de grands instruments sol.

• C’est essentiellement sous la pression des agences que les laboratoires qui participent à la construction des instruments ont intégré une démarche qualité.

• Cette démarche qualité a été tournée, au moins au départ, évidemment vers l’assurance-produit.

Assurance-produit appliquée aux programmes instrumentaux (projets)

Définition :

Discipline consistant à étudier, planifier et mettre en œuvre des activités destinées à garantir que la conception, la maîtrise, les méthodes et les techniques d’un projet aboutissent à un produit de niveau de qualité satisfaisant.

C’est, plus simplement, la mise en place d’un système visant à assurer un niveau de qualité prédéfini au produit fini.

L’AP devenue obligatoire …

• Jusqu’en 2005 l’assurance-produit était menée par le support apporté par les agences ou, plus rarement en interne laboratoire par, le plus souvent, le chef de projet instrument.

• A partir de 2006 pour les projets spatiaux le CNES a du prendre la responsabilité des instruments livrés par la France.En remarque: le CNES est pour l’INSU une ressource propre affectée de 25 à 45 M€/an.

■Product Assurance function in the French space labs previously deeply dependant on the project context and scheme:

• PA role inside laboratory project team (sometimes covered by project manager himself!)

• Laboratory / project size and complexity (granularity between « big » or « little » contribution)

• CNES positioning versus global project leadership

• « Customers » PA scheme complexity (different standards)

• Disparate CNES Quality resources level through direct PA project support , and Quality expertise means. CNES was sometimes involved in a double role as « supplier (delegated role) » / « customer » in PA process .

■This induced some disparity in projects quality application:

• Heterogeneity on CNES PA Specification applicability (case by case big variability of the tailored applicable requirements)

• PA Plan documented, but difficult to put in concrete form (internal mean not sufficient)

• Heterogeneity on CNES Quality experts means and implication

• Punctual Interventions pending on experts availability, focused on corrective anomalies resolution (late discovery!).

To optimize the realization and delivery of their instrumental contributions, INSU authorities consider now labs Quality function as a profitable added value, which has to be endorsed at laboratories local management level :

definition and installation of a « Quality Referent » function as:

Link/network « entrance point » with other INSU quality laboratories representatives

• Global practices and Quality policy harmonization

• Generic quality manual development to initialize and standardize the process

« Laboratory Quality Manual » elaboration driver, as an internal quality handbook for good reflexes and practices promotion reference

Active interfacing with the project managers and PA associated supports :• Capitalization of the « good practices » and lessons learned inside the laboratory

• Responses and exchanges optimization with customers, inside a global PA management process, well visible and known.

Current status:

Panel (6 up to now, and 7 short term targeted) of young engineers in temporary and permanent position in labs.

Industrial contract (INSU management under CNES funding) in place to: Deliver to the new referents a strong specific and detailed formation on

Quality (CNES also involved in) Propose a « Generic Quality manual », as a guide and an entry point for

each Laboratory referent (Standards, Formats pattern, Tools, …to be set up in each lab, and formalized in a specific lab Quality Manual )

Advise and support this new and young engineers facing each kind of practical difficulty,

Real improvement, but still to be consolidated (Cf. « continuous teaching », permanent position recruiting…)

CNES is in a PA « customer positioning » (except for the scientific mission need, remaining under PI responsibility), whereas laboratories shall endorse a « supplier part » for their space contributions. :

■This allows to assume the final responsibility of the French contributions delivery conformity (for projects under its funding perimeter!...).

Close to/in front of the partner agencies, development of the global quality management, i.e.:definition (PA requirement perimeter) and application (PA Plan) of a

global PA organization based on a « CNES customer - Laboratory supplier » relationship

Promotion, inside the laboratories « suppliers », for an uniform, efficient and homogeneous Quality structure and organization.

Conclusion

New structure for PA activities in French labs allows to : Promote Quality operations in laboratories Enforce PA resources improvement inside lab teams Facilitate CNES overall responsibility regarding deliveries to

others agencies

New policy started in 2007, is fully shared by CNES, INSU and labs. First concrete results already encouraging (BEPICOLOMBO,

EXOMARS and now COSMIC VISION...)

Effort has to be maintained, up to the “routine mode”. Financial and human dedicated assigned resources, Sharing of the added value benefits through all the actors (i.e. up

to the first elementary projects actors and as well in laboratories as CNES project managers environment)

Stratégie INSU• L’INSU a ainsi mis en place une stratégie sur

deux axes:– Assurer la pérennité du soutien en AP des projets

spatiaux et potentiellement de TOUS ses projets par un marché national.

– Mettre en place dans les laboratoires spatiaux et potentiellement d’autres laboratoires instrumentaux un système qualité qui englobe l’AP aux projets mais vise aussi à faire adhérer le laboratoire aux normes ISO relevant de l’organisation : c’est l’assurance qualité système (AQS).

Stratégie INSU: AP projets• Assurance-produit sur projets:

– Marché national avec Nexaya : ~ 11 ingénieurs sur projets.

• Essentiellement sur projets spatiaux.

• Mais aussi sur grands projets sol : RESIF-CLB

– Suivi mensuel par réception des CRA (compte-rendu d’activité)

– Suivi trimestriel trilatéral CNES/Nexeya/INSU

– Evaluation semestrielle par les chefs de projets

– Marché renouvelé pour 4 ans en 2011 après un premier marché de 3 ans.

Stratégie INSU: AQ laboratoire (1)• Assurance-qualité laboratoire:

– Aujourd’hui 9 ingénieurs qualité dans 9 laboratoires animent la mise en place d’un système qualité laboratoire.

• Un manuel générique INSU a été livré en 2010

• Chaque laboratoire élabore la partie qui lui est spécifique en vue d’élaborer le manuel qualité spécifique à leur laboratoire

• Les Ingénieurs qualité sont incités à agir régionalement (OSU) et hors de leur domaine scientifique

• Une action a été engagée en 2012 pour renforcer cette partie Assurance-qualité laboratoire.

– Tenu en avril entre les Ingénieurs qualité et les administrateurs des laboratoire

– Objectif : travailler sur les activités laboratoires connexes aux projets et qui prennent part à sa construction : finances, logistique, …

• Basé sur l’application des normes – ISO 9001 ou norme EN 9100

BILAN• Aujourd’hui l’action Qualité est cohérente avec le

besoin d’assurance-produit sur les projets et l’action de mise en place d’un système qualité dans les laboratoires.– Les intervenants Nexeya sont au contact des ingénieurs

qualité des laboratoires

– Les ingénieurs qualité ont tous maintenant un volet AP sur un grand projet international

– La mise en place d’un manuel qualité spécifique doit évoluer favorablement en 2012 et ensuite

– La culture « des bonnes pratiques » évolue dans les laboratoires

Conclusion• L’avènement d’un système qualité n’est pas évident -

d’autant plus qu’il s’applique à un volet d’activités du domaine de la recherche - et doit être soutenu par la hiérarchie qui doit y mettre des moyens.

• L’effort fait à l’INSU semble porteur de promesses. L’assurance-produit est au bon niveau depuis plusieurs années, la qualité laboratoire s’impose lentement.
