Dear Stakeholders, Please be advised that the Ministry of Community Safety and Correctional Services (MCSCS) is introducing changes to Ontario Regulation 26/10, Training and Testing under the Private Security and Investigative Services Act, 2005 (PSISA). These changes come into effect on October 1st, 2015.

1. Change from “Curriculum” to “Syllabus” The Training Curriculum for Security Guards and the Training Curriculum for Private Investigators is now called the Training Syllabus for Security Guards and the Training Syllabus for Private Investigators. For updated syllabi, please visit our website at http://www.mcscs.jus.gov.on.ca/english/PSIS/Training/AboutBasicTraining/PSIS_training.html.

2. First Aid/CPR Training Currently, all students wishing to complete security guard training must complete Emergency First Aid training as a part of the 40-hour Training Curriculum for Security Guards. Emergency First Aid training must be completed with a St. John Ambulance certified instructor or with a Workplace Safety and Insurance Board of Ontario approved first aid trainer. Effective October 1st, 2015, should a student already hold a current (non-expired), valid, original and complete St. John Ambulance Emergency First Aid certificate or an equivalent certificate as issued by a Workplace Safety and Insurance Board of Ontario approved first aid trainer, they are not required to repeat the training as part of the security guard training course. Students must provide the training entity with the first aid/CPR certificate. Training entities are required to upload the St. John Ambulance Emergency First Aid certificate or an equivalent certificate as issued by a Workplace Safety and Insurance Board of Ontario approved first aid trainer at the same time that training results and Consent and Release of Liability Forms are uploaded to the Training Registration Venue (TRV).

Section 12 of the Training Syllabus for Security Guards allocates a minimum of 6.5 hours for the provision of first aid training. The syllabus for security guard training can be found on the ministry’s website at http://www.mcscs.jus.gov.on.ca/english/PSIS/Training/SecurityGuardCurriculum/PSIS_sec_grd_curr.html.

Please refer to section 12 of the syllabus for the Emergency Level First Aid certification minimum. The training syllabus states the following topics must be covered:

Emergency Scene Management; Shock, Unconsciousness and Fainting; Choking – Adult; Severe Bleeding; and One Rescuer CPR – Adult.

Emergency Level First Aid training must be delivered by:

A St. John Ambulance certified instructor; or A Workplace Safety and Insurance Board of Ontario approved first aid trainer.

This means that training for those students who have valid first aid/CPR certification will be 33.5 hours in duration. Training entities are still required to provide first aid/CPR certification for those students who do not have valid first aid/CPR certification.

3. Clarification of Online Training Requirements The following clarification with regard to “online training,” is contained in the Training Syllabus for Security Guards and the Training Syllabus for Private Investigators:

Security guard and/or private investigator training can be delivered through either a classroom-based course or a web-based course. Web-based courses must include some real-time interaction with an instructor, should the student require it.

Security guard and/or private investigator training obtained through web-based, instructor-led distance learning qualify to meet the ministry’s requirement for training. Courses delivered live through a video conference are acceptable. Only students who have completed a training course in full qualify to take the test(s).

4. Training Certificates

Training entities that are licensed agencies are now required to provide students with a training certificate once the student successfully completes the training for security guards and/or the training for private investigators. Training certificates must include the following information:

Student name; Training entity name; Type of training completed (i.e., security guard and/or private investigator); Date training completed; and Signature of training entity representative.

Training entities that are not licensed agencies are strongly encouraged to provide students with training certificates as these may be collected by the ministry as proof of training.
