Founded in 1972, the Council on Safe Transportation of Hazardous Articles (COSTHA), is one of the largest not-for-profit trade associations dedicated to promoting regulatory compliance and safety in the hazardous materials transportation industry.

COSTHA is a member-responsive organization that incorporates and promotes education, growth and development.

I am pleased to invite you to attend the 2010 COSTHA Annual Forum being held in St. Petersburg, FL, April 25th-28th, 2010. Despite the difficult economic climate and travel restrictions that many of us faced this year, our 2009 Forum attracted 200 attendees, including

128 members and 72 non-members. Of these attendees, 67 were attending their first Forum and we are looking forward to seeing them again in 2010. More importantly, the feedback we received from the Forum evaluations was overwhelmingly positive. The Board of Directors, staff and committee volunteers have worked tirelessly to build on our past successes, incorporate feedback, and provide an even better Forum in 2010.

Our theme for this year is “Beyond the Basics of DG Compliance” and I believe that captures what COSTHA and this Forum are all about. Ensuring compliance is a given for most of us in our jobs, but the key to our success as professionals and success for our companies is our ability to anticipate and prepare for changes in the DG transportation arena so we can implement best practices and make effective use of resources to ensure safety and efficiency in DG transportation beyond basic compliance.

tDG canada transborder complianceThe trade relationship between Canada and the US is the largest in the world. Cross-border trade in goods and services between Canada and the United States has been estimated at approximately C$700 billion annually. Of Canada’s 2006 imports, 74 percent came from the U.S., while 86 percent of Canada’s total exports were shipped to the United States.

The volume of Canada-U.S. trade last year was far greater than the total amount of Canada’s trade with all of its other trading partners combined. Much of this trade involved products classified as dangerous goods/hazardous materials.

The Canadian Transportation of Dangerous Goods Regulations (TDG) and US Hazardous Materials Regulations of Title 49, Code of Federal Regulations (49 CFR) are similar, but not identical; most variations, but not all of them, are dealt with by a Reciprocal Agreement that establishes procedures for crossborder shipments. This half-day program will help you comply with both regulations for transborder shipments, and identify areas where reciprocity does and does not apply. In particular, recent updates to reciprocity for areas such as tank standards, hazard communication and small quantity exceptions will be discussed. Any amendments issued dur-ing this period will be reviewed.

Safe & compliant transportation of BatteriesThe regulations concerning battery transport have been discussed and modified significantly during the past 24 months. While lithium batteries have garnered much of the attention, nickel metal hydride batteries, non-spillable batteries, and even alkali 1.5V and 9V batteries are on the minds of the regulating and regulated communities. This course will explore the recent and pending changes in battery transport. International transport by the IATA, DGR and the IMDG will be reviewed, as well as specific additional requirements for domestic US transport per 49 CFR. The course will cover Lithium Metal and Lithium Ion, non-spillable acid/alkali, and nickel metal hydride batteries. We will also review the requirements for the transport of batteries for recycling. Appropriate packaging procedures will be demonstrated.

aDr european road regulationsThis function specific course is entitled “ADR European Road Regulations” and is designed for those requiring knowledge of the regulations for the transportation of dangerous goods by road throughout Europe. The training will cover the most fundamental and important aspects of the European regulations, including exemptions and limited quantities, multilateral agreements, classification, use of Table A & B in Part 3, packing instructions, mixed packing, marking, labeling, and documentation. Participants will also get an inside overview on the changes of the 2011 edition.

In our global economy this contributes to an unsafe transportation system, frustrated shipments and unnecessary penalty actions. Economic forces have led to restricted budgets across the board which further exacerbates this situation. Special permits and Competent Authority Approvals

Historically PHMSA operations have been underfunded. Today as technology evolves at an accelerated rate and industry requires more approvals and special permits this lack of resources has reached a critical point. Since November of 2008, COSTHA has been working with the US DOT Pipeline and Hazardous Materials Safety Administration to ensure that their computer system is upgraded, and more technically qualified personnel added in order to process an increasing level of applications especially those concerning new technology. We continue to work with PHMSA and encourage the modal partners to identify concerns and stipulate timeframes to ensure that the process is transparent and efficient. Join us for an informal brain storming discussion during the Wednesday lunch to evaluate the latest changes to the system and ideas for further improvement.
