IFAS ExtensionFranklin County

Franklin County Extension Activities August 15 - August 28, 2014

UF/IFAS Extension Faculty have been involved in the following Extension activities during this period.

General Extension Activities:

Extension staff has assisted County residents by providing information and expertise in the areas of fruit tree plant identification, and injured wildlife.

Extension staff has been developing materials for the Franklin County booth at the North Florida Fair in

November.

Extension staff has been developing plans for participating in the Estuaries Day event in September and theFlorida Seafood Festival in November with educational booths.

Extension Director attended annual Extension Professional Associations of Florida meeting in Panama City tnetwork with other agents from around the state of Florida.

Extension office staff participated in a webinar with a Horticulture team regarding upcoming Fall Gardening

seminar series that will take place on September 9, 16, and 23 at the Extension office.

Sea Grant Extension

Extension Director participated in interview process with Nikki Millender regarding hiring the sea turtlelighting specialist for the grant that Franklin County has. Also met with Bay County Sea Grant agent to disc

grant deliverables and plan for the education and communication plan on the grant.

Presentation has been created on the topic of invasive exotic species of the Florida Panhandle to be deliveredSeptember 18 to SGI Civic Club.

4-H Youth and Volunteer Development:

Extension Director participated in 4-H and North Florida Fair meeting at the Leon County Extension Officein preparation for various upcoming events and to learn about organizational structure of the NW FL 4-H program.

Agriculture:

Presentation has been created on the topic of backyard beekeeping to be delivered at the Carrabelle andEastpoint branches of the Franklin County Public Library during September.

Extension Director participated in annual Northwest FL Agriculture Innovator Luncheon in Monticello tolearn about this recognition program for potential involvement with Franklin County agricultural producers.

The meeting was called to order at 9:15am. Bachrach confirmed that the meeting had been posted publicly. Minutes for

the special called meetings held on 6/6/2014, 6/13/2014, and 7/17/2014, as well as the regular 6/26/2014 meeting were

emailed prior to the meeting for review. Approval was tabled as a quorum was not met.

County Report

TMH Report

No report from the county.

Faison emphasized that TMH was there to support the hospital. At Faison’s recommendation, Harrison stated he would

make contact Warren Jones with TMH Public Relations.

Bachrach reminded the Board that ratification by the BOCC will be requested on Tuesday, August 5 t for CEO candidate

Mike Cooper. He requested Board members contact their commissioners for support.

Griner reported that Commissioner Massey would recommend a new Board member soon.

Marketing was discussed. Watson and Bachrach recommended seeking an outside marketing source. A request for

proposals was suggested. The issue will be added to the August agenda.

Watson mentioned working with the Foundation in a fundraising effort. Bachrach confirmed that the Foundation had

discussed seeking memorials/ dedications for the new facility rooms.

Clerk’s Report to the Board 9-2-14:

1. Board action is requested relative to the Value Adjustment Board (VAB):

a. Two county commissioners must be appointed;

b. A citizen member who owns homestead property within the county must be appointed. The citizen

member can’t be a member or employee of any taxing authority. Mr. Walter Armistead has

graciously served in the past and has expressed a willingness to serve again;

Board action to appoint two commissioners and to appoint Mr. Walter Armistead as the citizenmember to the VAB. For the commissioners appointed, the VAB organizational meeting is set for

Monday, September 15th

at 4 P.M.

2. As a reminder, the first public hearing on the budget is scheduled for tomorrow, Wednesday,

September 3rd

Report to the Board of County CommissionersAugust 27, 2014

1- Board action to approve the annual recertification of the county’s participation in thefederal community rating system. Because of the county’s efforts, residents get a 15%

reduction in their flood insurance premiums.

2- At the August 5 meeting, the Board adopted an Equal Employment policy required bythe US Dept. of Justice, and now the Florida Dept. of Transportation has asked the Boardto adopt an updated Non-Discrimination Policy and Plan. The Board needs to adopt the policy and plan in order to continue to be eligible for LAP projects. The policy and planare probably going to be necessary components when the county begins to apply forRESTORE Funds. Board action to adopt Non-Discrimination Policy and Plan.

3- While I was on vacation the Board discussed an allocation of TDC funds forrenovations at the Carrabelle bathroom and the St. George Island bathroom. The

Carrabelle project will include renovating the 50 year old bathrooms, and replacing the picnic roof-overs. The concrete picnic tables will remain. The St. George Island projectwill include renovating the bathrooms. The estimated total budget is $150,000.

Board action to request the TDC find the funds for this project and to direct me tomove forward with implementation once funds are identified.

4- In the summer of 2013, the Board replaced the lights at Vrooman Park with newenergy efficient lights. The old lights were removed and have been stored at the airport.I have discussed the future of the lights with Nikki Millender and she has no future plansto use them. While the fixtures are working, they are old style lights that are not the kindshe would expect to use on any new recreation field. We have inquired with anelectrician familiar with outdoor lighting what he would recommend be done with thelights and he could think of no current use. The fixtures are similar to what the City ofApalachicola has at their tennis courts and the City has an expressed an interest in someof the lights in the event they need to replace some at the city courts. The fixtures have a junk value of $6 per fixture so they are not even worth hauling to a junk center. Does theBoard want to see if the City of Apalachicola or Carrabelle want these lights? There areapproximately 50 fixtures. We only have the fixtures, and in order to be installed thecross arms, poles, and wiring would have to be obtained.

5- I recently met with representatives from the Dept. of Economic Opportunity inresponse to the Board’s request for additional state assistance in expanding the county’seconomic base. While the state of Florida will not promote one county over anothercounty, it does provide tools to help an interested county compete in the marketplace.One of the tools that is available to Franklin County is a grant to hire an economicdevelopment specialist who would target and promote those industries the county believes has the best potential. The grant is called a Regional Rural Development Grant,and funds are available now. There are two conditions the grant application has to meet:the proposed project must have a regional component- meaning it must cover at least 2counties, and there is a local match requirement. The DEO representatives recommended

that Franklin and Gulf Counties make a joint application. The two counties could applyfor $50K from the state, and then each county would have to put up $25K, for a totalfunding amount of $100K. Gulf County has their port and Franklin County has theairport, both of which are in need of professional marketing. Board direction.

6- The Planning and Zoning Commission Chairman John Murphy has requested theBoard consider changing the structure of the Commission since it has been a while sinceall the Commission seats have been filled. Chairman Murphy would like the Board toreduce the number of P and Z seats to 5, and have one filled by each county commissiondistrict. In order to do this the Board would have to amend the Ordinance which createdthe Planning and Zoning Commission. This would make the Planning and Zoning havethe same structure as the Board of Adjustment. Board discussion.

7- At a previous Board meeting, the Board directed that a design be completed for alighted soccer field and a basketball court at DW Wilson Park. While the Board hasdiscussed the scope and cost of the project, when the lights were brought in Preble-Rish

estimated the cost of construction as between $200,000 and $250,000. The Board hasnever allocated that range of local dollars to build a facility. Facilities on this scale havealways been created by applying for state FRDAP grants. I have directed Preble-Rish tostop the design on this project until the Board votes that it will spend that amount of localdollars, as there is no point is spending $10-15,000 in design and permitting for a facilitythe Board is not going to fund.

If FRDAP is applied for, then all those costs can be paid for with state funds.Last year the Legislature did fund FRDAP, but only at the small scale level, which was$50,000 or less projects. Board direction.

8- At a previous meeting the Board had approved the submission of a TRIP(Transportation Regional Incentive Program) grant application for improvements at theairport to solve the lighting problems and to make runway improvements. Several yearsago the county had created a regional partnership with Liberty County for the purposes ofqualifying for TRIP funds for the airport since Liberty County does not have an airport.In this current application I failed to have the Board appoint Chairman Sanders as theTRIP Committee Chairman so I need Board action authorizing the Chairman to be theTRIP Committee Chairman and to re-sign the TRIP applications. Board action.

9- Board consideration of Crystal Air email request to re-consider reducing Crystal Airlease. The email is part of the Board packet.

10- Inform the Board that several departments have some unusable pieces of oldequipment that need to be removed from inventory. The current list of items that could be sent to auction include: 2000 Kamatsu Loader from Solid Waster; 2001 ChevySilverado from Animal Control; 1995 International truck from Road Dept.; Black Dodgefrom Road Dept.;, and a roller packer and a Box drag from the Road Dept. Parks andRec. might have an old John Deere tractor. A representative with Midway Machinery hasvisited the county departments and offers the following auction service: Midwayregularly holds advertised auctions in Midway, Florida that are well attended. The next

auction is Oct. 3. If the Board is interested Midway will come and pick up the equipment

to be bid and sell the equipment at the Oct. 3 auction. Midway charges a fee of 5% of the

sales price of the item. In order to participate Midway has a one year contract that we

sign which has no great meaning to the county as we would most likely not be participating in another auction within 12 months. Wakulla and Leon counties use

Midway and sent in letters of recommendation. Board direction.
