WILL ROGERS DOWNS (WRD) SURVEILLANCE

The Surveillance System will capture video at no

less than 20 fps (Frames per Second), and retained

for no less than 15 days, to include but not limited

to the following areas:

• Soft Count Room

• Vault

• Main Cage

• DNI (Drop & Issue)

• POS (Points of Sale)

The Surveillance System will capture all video at

no less than 10 fps (Frames per Second), and

retained for no less than 7 days, to include but not

limited to the following areas:

• Areas commonly open to the public

o Gaming Floor

o Event Areas

Facilities Barn

The Surveillance Room will have 3 wall monitors, capable of various multiplexing views, to view any WRD

cameras. The Surveillance Operations Center will have the capability to view and review video of all cameras

on their monitors. OHRC Law Enforcement Agents have access in their office to all cameras, via a Milestone

workstation. Surveillance Agents will perform reviews utilizing the Milestone video management software.

Upon request OHRC Law Enforcement Agents will view any historical footage in the Surveillance Room.

OHRC Security and Surveillance Minimum Requirements

• Surveillance Employees serve in no other capacity, other than to operate, inspect and service the

surveillance system and its supporting equipment.

• The Surveillance Room is an access controlled location, not accessible to the general public.

• In accordance with Oklahoma Horse Racing Commission regulation, OHRC Law Enforcement Agents

are provided access control cards for unrestricted entry into Surveillance area.

• Upon request, OHRC Law Enforcement Agents will be provided copies of video and images.

• OHRC Law Enforcement has live viewing capability of all Surveillance cameras on the Will Rogers

Downs property, accessible via a workstation provided in their office.

• No less than one Surveillance employee will be onsite at Will Rogers Downs at all times.

• Failure of the Surveillance System will be reported to an onsite OHRC Law Enforcement Agent or their

designee in their absence.

325:90-3-2. Security and Surveillance Logs

• OHRC Law Enforcement Agent have access to iView/iTrak, which serves as the logbook for

Surveillance and Security.

325:90-3-3. Storage and Retrieval of Surveillance Recordings

• Video will be released to OHRC Law Enforcement Agents upon request.

• Onsite OHRC Law Enforcement Agents or their designee will be notified of reported illegal or

suspected illegal activities, recorded on CD’s/DVD’s and will be filed in the Surveillance Room.

325:90-3-4. Maintenance and Testing.

• Once a malfunction is identified it will be reported and the repair process will be initiated. If the

repair cannot be facilitated immediately and deemed a critical/required view, alternate coverage will

be utilized until the malfunction can be repaired.

325:90-3-5. Surveillance System Compliance

• The Surveillance Plan will be reviewed and updated to maintain compliance with OHRC

Surveillance Minimum Requirements.

SUMMARY

The Director of Surveillance is responsible for planning, directing, managing, and coordinating all activities, performed

by each CNE Surveillance department and technology group. Responsible for assigning tasks to Surveillance managers

and/or supervisors for investigations, reviewing, and close watches. Responsible for reports submitted by surveillance

departments.

Responsible for conducting investigations which pertain to internal security problems including workplace violence,

criminal acts, employee misconduct, fraud, waste, abuse, and guest wrongdoing. Serves as liaison between CNE and

outside parties and maintains a good working relationship with management level employees including supervisors in all

facets of the casino operation. Operates to proactively protect all CNE assets and resources. Preserves the integrity of

corporate operations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following (Other duties may be assigned):

• Directs and coordinates all activities and investigations assigned to the Surveillance Department.

• Formulates, implements, and evaluates policies, strategies, priorities and goals for the Surveillance department.

• Provides direction and vision for all Surveillance departments.

• Responsible for the overall surveillance operations of CNE to include both gaming and non-gaming operations.

• Ensure the success of one or more specific programs or projects.

• Serves as the representative of the Vice President of Surveillance and Loss Prevention on all matters involving

surveillance activities, footage, and technology.

GENERAL DESCRIPTION: The Surveillance Agent is responsible for monitoring audio and video surveillance equipment. Dispatch information to security. Provides for the safety and security of customers, employees, visitors and assets of the Casino. Monitors activity to ensure compliance with all Gaming policies and procedures. LIST OF JOB RESPONSIBILITIES: The following represents the majority of the duties performed by the position, but is not meant to be all inclusive nor prevent other duties from being assigned when necessary. 1. Provides surveillance of gaming areas for possible cheating, theft, noncompliance of Gaming Policies, Tribal, State, Federal Regulations and criminal acts. 2. Actively monitors table and card games play for adherence to proper procedures and loss protection. Proficient in game play standards, basic strategy, betting strategy, and dealer procedures. Must also be familiar with cheating and advantage play methods such as card counting, electronic devices, cooler decks, false shuffles, dealer collusion, etc. 13. Assist in security in video reviews, monitoring incidents for officer safety and emergency situations such as bomb threats, fire, robbery, and other type situations. 14. Works closely with Loss Prevention, Internal Audit, CNGC, and other departments and agencies to provide information in investigations of possible loss or theft from CNE properties. 15. Remote Viewing – Addendum

The purpose of this addendum is to establish an approved parameter for accessing the

surveillance video of the Will Rogers Downs (WRD) racing and gaming facility from an

alternate CNE Surveillance Center; while ensuring compliance with the Oklahoma Horse

Racing Commission’s (OHRC) Rules for Racetrack Gaming.

Surveillance Management may approve remote viewing into the WRD racing and gaming

facility surveillance network from an alternate CNE Surveillance Center under the

following circumstances:

• Power outage affecting the WRD Surveillance Room

• Any emergency requiring complete evacuation of the facility

• Public safety issues requiring immediate response and communication

• Any other circumstance deemed appropriate and with written/verbal approval

from the Director of Surveillance and Technology and/or the VP of Surveillance

and Loss Prevention

Understanding the manpower allocated for WRD Surveillance, Surveillance Management

intends to ensure the appropriate amount of focus and resources are applied to all

emergency/safety-related events. Additionally, this addendum should serve to ensure

limited operational interruption in the event of a system malfunction.
