Chapter I

GENERAL INTRODUCTION

1 Introduction and project scope

1.1 Project objectives

The project on renovating medium voltage power lines is camed out in the two districts of Yen Hung and Dong Trieu in Quang Ninh Province including 16 communes and towns. The project objectives are as follows:

- Renovation of medium voltage power lines which has been being severely overloaded in the two districts aims at meeting demand of power consumption and socio- economic development from 2006 to 2025.

- Reduction of electric power loss on the grid from 32% and 40% to less than 10%

- Increase the quality of power supply service for the two provinces in general and communes in the project areas in particular.

- Increase in the reliability of power supply for households and minimization of unexpected power cut off.

- Satisfaction of power consumption demand of economic sectors, creating favorable conditions for socio-economic development in the period from 2006 to 2025.

4 Overview of environmental impact

4.1 Specification of the project's potential impacts The project objectives include the renovation of rural medium voltage power linesof the two districts of Yen Hung and Dong Trieu including sixteen communes in Quang Ninh Province. The implementation of the project will help create more job opportunities, improve life of local people, narrow the gap between the rich and the poor, and strengthen economic development.

Beside the very positive impacts, the Project may also cause potential negative impacts on the local socio-economic environment. Environmental Screening Data Checklist recommended in the Rural Distribution Project Environmental Framework is used to assess the Project's potential environmental impacts and described in Table 4.1.

The investor's long distance transport from the harbor to the warehouse will be camed out by specialized tnicks appropriate to the goods and equipment packaging. The transportation of goods, equipment and materials from the investor's warehouse to the spot is carried out by trucks from 5 to 7.5 tons in capacity. The distance of transportation of centrifuge concrete poles from Quang Ninh to the highway is short and insignificant. As the proposed power lines would go close to roads, manual transportation will be applied from the warehouse to construction sites. Two districts in the project area have flat topography, which is suitable to the transportation of materials to execution areas. It is a very short distance between these areas to inter-communal and inter-village routes, therefore, the

During the preparation period for the project, following activities shall be carried out:

Activity 1 : Supplying project information to the local Authority and discussing with them on the direction of .the electric line.

Activity 2: Investigating and reckoning up the effects.

Activity 3: Working with affected households. After completing the investigation, the project management unit should (coordinate with the leaders of the communes) work with the affected households who have land in project areas and representatives of the affected villages. During working with them, the construction consultancy units should inform briefly them of the project, draft RP (resettlement plan) and draft EMP, design drawing, display board, pictures and other documents. The project management unit who informs the local participants of the purpose of the project should detail effects on land and crop, the regulations and policy on compensation and advise them not to construct anything in the project area. The affected households will be consulted on compensation policy and compensated money package. All questions by affected households must be answered and proposals by them shall be noted.

Activity 4: Continuing to receive feedbacks from affected households.

Activity 5 : Announcing information (after the final draft EMP considered and approved by WB personnel).

The project will be granted the investment license soon after realizing reasonable adjustment of location, design drawing, progress and technology of the project in order to satisfy the requirements of environmental protection and resettlement.
