    For the very rst time, ministerial athorities in charge o secrity, pblic or

    private law enorcement agencies, exectives o small and large technically

    innovative companies, and academic experts will all come together in the city

    o Lyon. They will discss the sbjects they are most concerned abot; ask

    the essential qestions; and propose gidelines on sch important topics

    as the development o technology and the protection o civil liberties, the

    protection o identity, and the saety o pblic spaces and ows across borders.

    There are no easy answers to any o these isses, bt we do know that or

    discssions need to be orward-thinking and global, and mst gide or

    actions.

    Forward-thinking becase we mst be prepared to overcome the

    challenges posed by both globalisation and spectaclar technical

    advances: we are now able to see, hear, identiy, and condct srveillanceon a global level with more precision and processing eciency than ever

    beore - or better or worse. We all know that it is in or best interest to plan

    ahead or the legal or social qestions that will arise in response to major

    problems posed by the se o these technologies, both now and in the tre.

    Since the problems are global, or responses mst be based on discssions

    between the world's governments.

    Forward thinking becase pblic athorities mst express their demands more

    clearly to indstry since we are asking them to nd and initiate long-term

    research and development or new prodcts. Companies want s to assre

    them that their prodcts do indeed meet the needs o pblic athorities

    as well as the constraints. This is a legitimate reqest. And it is or dty to

    answer them and to help strctre the secrity indstry.

    Global becase in most o areas o interest to the eld o secrity, risk

    analysis and prevention are condcted at that level. First o all, becase

    the threats - both serios crime and terrorism - are becoming more and

    more global. Secondly, becase the natre o or work reqires reglations

    that are accepted by all nations, whether it's air or maritime transport, the

    se o the Internet, the protection o privacy and civil liberties, or secrity

    dring major events.

    Lastly, or discssions have no meaning nless they are able to gide long-

    term action. This is why this meeting is bt the rst in a long series o sch

    events, so that we may deepen worldwide deliberations or a saer world,

    to se INTERPOL's motto.

    In act, no one cold provide better spport or sch an initiative than IN-

    TERPOL. I n doing so, the international polic e organisation with 190 member

    states is staying tre to its original mission to enhance cooperation between

    governments and law enorcement in order to ght crime more efectively.

    And Lyon is the ideal place to hold sch an event. As the site o INTERPOL's

    world headqarters it is the city o secrity par excellence, and it is known

    or its economic dynamism and qality o lie.

    This is why I am pleased and prod to have worked with the Mayor o Lyon

    to create this orm, which will now be held in Lyon every two years, in close

    proximity to and with the spport o INTERPOL. On the eve o INTERPOL's

    centennial celebration next year, I wold like to commend the organisation

    once again or its dynamism and efectiveness.

    Welcome to Lyon!

    Lyon is very prod to be hosting the inagral Form on Technologies or a

    Saer World, a niqe opportnity or proessional meetings and high-level

    debates between pblic and private secrity stakeholders.

    Lyon's selection as the orm's vene nderscores the city's international

    recognition in this area. Greater Lyon is home to a nmber o major insti-

    ttions committed to ghting crime, inclding INTERPOL, ENSP (France's

    national police training college) and the national scientic police laboratory.

    The EDEN clster is based in Lyon, as is a network o dynamic, innovative

    enterprises specialised in secrity technology.

    Throgh the range o topics covered, the Form on Technologies or a Saer

    World aims to address citizens' monting secrity concerns, which i ncldethe protection o reedom, identity, pblic spaces and transport, to name

    bt a ew.

    The event, which is to be held every two years, is designed to become the

    cornerstone o a national and international centre o excellence in secrity

    matters.

    In todays world, police orces mst harness technological innovation to

    boost their investigative and operational capabilities.

    Yet we have learned how qick criminals can also be to exploit new techno-

    logies or their own gain. In order to stay one step ahead o todays criminals,

    it is clear that we mst orge strategic partnerships with the private sector

    to ensre that vlnerabilities are identied, and the latest innovations are

    applied to serving hmankind, as opposed to preying on it.

    All or o INTERPOL's strategic priorities rely on technology in one orm

    or another. From rnning a secre, global police commnications system;

    providing in-the-eld operational spport; delivering innovative training;

    and, in particlar, nding new ways to identiy crime and criminals.

    This latter priority reqires the best technology, research and developmentin areas ranging rom cybercrime orensics to biometric identication.

    From pioneering the latest advances in cyber orensics to developing ct-

    ting-edge soltions to identiy illicit goods, we mst collaborate and rise to

    meet the challenges o international policing.

    The Technology Against Crime conerence is an important step in or ongoing

    eforts, as law enorcement proessionals, the private sector and academia.

    It provides an opportnity to gain an insight into the tre o technology

    and or the private sector to better nderstand, anticipate and meet the

    changing needs o global policing.

    I encorage yo all to take ll advantage o this orm by opening a lasting

    dialoge, so we can translate the technological innovations o the tre into

    the cornerstone o tomorrows international peace and secrity.
