The Chamber of Commerce meeting at Pythian Castle, presided over by Mayor Steinmau, resolved that a chamber la needed here and should be formed. It therefore erected a committee of lifieon to lbrnmlate a plan and report the samo with a codo of by-lawa. Tbat committee met promptly and or- ganized with Judge Hinkson as Chair- man and James I. Feltor aa It at once ontered upon the work of formu- lating a plan and approving an outline of a code oi by-laws, but at a lute hour found its work not one-third done. A Bab-committee of five was then raised, with Captain T. J5. Hall aa Chair- man, to go on with the planning and the by-laws and to report this Tuesday even- ing. The sub-committee at once pro- ceeded to work and got along finely upon a scheme similar to that upon which the Chamber oi Commerce of Los Angeles has been builded. Bat at last night's Bession it struck legal snags; one of these is that the Aot under which they were proceeding has been repealed, in tho opinion of Hevor.il attorneys, and that if the Los Angeles people proceeded under that Act tUeir organization is illegal. Another is the desire of tho committee to set up a sys- tem of the membership and stockholder- ship, one within the other, with a large directory board, and eleven committees with the Chairmen oi the committees selected from among tho directors, l-'ive of these are, however, to represent the stockholders, other than members. Bat on these points the sub-committee is In grave doubt aa the legality of the plan. They have resolved to advise with lawyers on tho subject and cannot there- fore report back to. the General Commit- tee to-night, which will therefore not meet as originally ordered but will await tha readiness of the sub-commit- tee to report. Chairman Hall says his committee is giving patient and much labor to the work, and proposes to go right from the start, being fully impressed with the great importance of its task. It had completed, he says, tlio outline of its plan, which is an admirable one. when tho questions of legality arose auu threw the committee into ;i mazo of doubt from which it is hoped tlie lawyers can extri- cate it. PETTY CASES. Somo That "Wero Brfore the Pollco Court Yestenlay. John O'ilanlon was fined •?"> in the Polico Court yosterciiiy for lighting iv the streets. The case of A. THE CHAMBER OF COMMERCE.

A Sub-Committee strikes I*esral Snajrs

and asljs for More Time. The Chamber of Commerce meeting at

Pythian Castle, presided over by MayorSteinmau, resolved that a chamber laneeded here and should be formed. Ittherefore erected a committee of lifieonto lbrnmlate a plan and report the samo

with a codo of by-lawa.Tbat committee met promptly and or-

ganized with Judge Hinkson as Chair-man and James I. Feltor aa Itat once ontered upon the work of formu-lating a plan and approving an outline ofa code oi by-laws, but at a lute hourfound its work not one-third done.

A Bab-committee of five was thenraised, with Captain T. J5. Hall aa Chair-man, to go on with the planning and theby-laws and to report this Tuesday even-ing. The sub-committee at once pro-ceeded to work and gotalong finely upona scheme similar to that upon which theChamber oi Commerce of Los Angeleshas been builded.

Bat at last night's Bession it strucklegal snags; one of these is that the Aotunder which they were proceeding hasbeen repealed, in tho opinion of Hevor.ilattorneys, and that if the Los Angelespeople proceeded under that Act tUeirorganization is illegal. Another is thedesire of tho committee to set up a sys-tem of the membership and stockholder-ship, one within the other, with a largedirectory board, and eleven committeeswith the Chairmen oi the committeesselected from among tho directors, l-'iveof these are, however, to represent thestockholders, other than members.

Bat on these points the sub-committeeis In grave doubt aa the legality of theplan. They have resolved to advise withlawyers on tho subject and cannot there-fore report back to. the General Commit-tee to-night, which will therefore notmeet as originally ordered but willawait tha readiness of the sub-commit-tee to report.

Chairman Hall says his committee is

giving patient and much labor to thework, and proposes to go right from the

start, being fully impressed with thegreat importance of its task. It hadcompleted, he says, tlio outline of its plan, which is an admirable one. when tho

questions of legality arose auu threw thecommittee into ;i mazo of doubt fromwhich it is hoped tlie lawyers can extri-cate it.
