ANNOTATIONS TO THE AGENDA
12:30 – 13:30 LUNCH 1. 13:30 – 13:45 Welcome and opening remarks A representative of the European Commission will open the meeting and welcome delegates
Delegates will be invited to take note of the opening remarks.
2. 13:45 – 14:00 Adoption of the Draft Agenda of the Meeting ENV/EPOC/EAP/A(2013)3 The OECD Secretariat will introduce the draft agenda and documentation for the meeting.
Delegates will be invited to adopt the Draft Agenda.
3. 14:00 – 15:00 The main programme objectives, components and governance arrangements

The programme was prepared by the European Commission in close cooperation with beneficiary and EU member countries, as well as the four implementing partners (OECD, UNECE, UNEP, and UNIDO) in the course of 2011-12. The programme focuses in areas where the implementing partners have a comparative advantage.
A representative of the European Commission will briefly introduce the main objectives and the components of the EaP GREEN, as well as the role of the EaP GREEN Steering Committee and National Focal Points. This will be followed by short interventions of the four implementing partners. Most of the time, however, will be dedicated to a round-table discussion involving the EaP countries. Delegates will be invited:
to discuss the overall balance and structure of the programme; to discuss the Steering Committee composition, chairmanship, and the
organisation of annual meetings; to signal any challenges that National Focal Points may face and how the
programme could enable their effective work.
4. 15:00 – 16:00 The EaP GREEN draft work plan for 2013 ENV/EPOC/EAP(2013)2 The Draft work plan for 2013 was prepared by the OECD and the UN partners based on the
long-term programme of work. This document presents regional and national-level activities under each of the three programme components: (1) governance and financing; (2) Strategic Environmental Assessment and Environmental Impact Assessment, and (3) demonstration projects. A roundtable discussion will be organised on the draft document that will be disseminated among participants two-three weeks prior to the meeting. Delegates will be invited:
to discuss the planned regional work; to provide an indication of the activities they would like to actively participate in
at regional level, and national-level projects that they would like to host; and to discuss criteria for the final selection of national-level activities taking account
of the need to maintain a good geographic balance and the need to implement projects that have a positive impact.

. 16:00 – 16:30 Key elements of the EaP GREEN communication strategy Room document 5 The OECD Secretariat will introduce the main elements of the EaP GREEN communication
strategy. The delegates will be invited
to provide feedback on the proposed strategy and to discuss how the EaP governments could contribute to the its development and
implementation.
6. 16:30 –16:45 Dates and location of the next meeting It is proposed to hold the next meeting of the EaP GREEN on [16-17] September 2013 in
[Tbilisi, Georgia]. The delegates will be invited to agree on the dates and venue of the next meeting.
7. 16:45 – 17:00 Other business and feedback Under this agenda item, delegates will be invited to raise any other issues. To evaluate the
quality and effectiveness of this meeting, the OECD secretariat invites delegates to fill in the evaluation questionnaire and to return it to the secretariat by the end of the meeting.
