Procedure “Planning and operating of power importing from

China by 220kV OVL”

Yearly, monthly basic grid diagram

Responsible for : NLDC

Time: before the 15th every month

Monthly power and capacity registration

Responsible for : EPTC

Time :

before 17th every month, submit to EVN

before 20th every month, send to YNIC

before 25th every month, inform NLDC, EVNNPC, NPT

18

Procedure “Planning and operating of power importing from

China by 220kV OVL”

Registration of grid maintenance plan

Responsible for : EVNNPC and NPT

Time:

before the 10th every month, send to NLDC the

maintenance plan for the next 3 months

19

Dispatching aggreement

Co-operation units :

- Vietnam side : NRLDC

- China side: YNDC (YNPG)

Equipment management:

- Line management right differentiated by territory

Operation mode :

- Isolated from Vietnamese grid

- Isolated from other Chinese grid

Build specific forms and procedures for

maintenance registration and outage handling

20

Advantages and Disadvantages in operation of grid

supplied from China

Advantages :

- Power supply from China is quite stable

- Outage probability low

- Closely and frequent collaboration between two

dispatching units

21

Advantages and Disadvantages in operation of grid

supplied from China

Disadvantages:

- Supply by tie-line with long distance

- Low voltage at downstream at high load

- Destabilize easily when the 220kV connection line

tripped

- Difficult to control the output registered by the strong

development of small and medium hydro power plant.

Especially at the period between the dry and rainy

seasons

- Industrial load at downstream may cause voltage

fluctuations
