序言

國際實驗室認證聯盟(ILAC)與國際認證論壇(IAF) 兩大國際認證組織為推

動全球性之認證，每年會訂定世界認證日主題，從 2008 年「Trust-信賴」、2009

年「Competence-能力」到 2010 年「Global Acceptance-全球接受」，2011 年

「Supporting the needs of regulators-支援權責機關需求」，2012 年 6 月 9 日第五屆

世界認證日的主題為「認證 - 支持安全食品與乾淨飲水」為共同推廣主題，突

顯出全球認證規則與程序已趨於一致，但對於符合消費者要求、衛生安全法規和

民眾利益的全球產品與服務，以及安全食品及乾淨飲水的重視，提高社會大眾對

於認證在安全飲食供應中所具價值的認知，認證機構須進一步成為權責單位的後

盾，並獲得國內外各界的支持、信賴與接受，方能達成全球貿易自由化的目標，

這亦是各國認可、認證機構與政府權責機關未來共同努力創造的認證環境。

TAF 建置與國際同步之認證系統，並與國際實驗室認證聯盟(ILAC)及國際認

證論壇(IAF) 簽署相互承認協議（MRA/MLA），建構符合國際認證規範之環境，

使我國認證體系出具之所認證之符合性評鑑機構的驗證報告、檢測報告及檢驗報

告，亦分別為 IAF MLA (49 個經濟體/53 個認證機構)與 ILAC MRA (61 個經濟體

/74 個認證機構)之相互承認機制所接受，大幅減少貿易技術障礙，有效提升產業

競爭力，對於我國經貿發展產生莫大之助益及影響。

目前 TAF 持續維持國際間相互承認協議機制，為國際接軌提供完整之認證

平台，同時 TAF 認證亦獲得多個國內主管權責機關及業界運用及採認；並與政

府機關與專業團體簽署合作備忘錄。至 2011 年 12 月底止，TAF 認證之驗證機

構達 98 家、實驗室 1,483 家、受聘僱外國人健檢醫院 61 家及檢驗機構 23 家，

提供國內經過認證之驗證/檢測/檢驗技術服務；此外，OECD GLP 符合性試驗單

位登錄 10 家，認可之能力試驗執行機構 9 家。總計本年度認可家數累積已達

1,684 家。

截至 2011 年底， TAF 提供的各項認證服務，認證家數現況總計有 1,684 家，如上圖各類認證數據顯示，TAF 服務量已可滿足目前國內市場的需求，未來將朝更優質的服務及管理水準邁進。

二、國際和國內合作與推廣

(一)國際合作與推廣

TAF 一向積極參與國際事務，並與其他認證機構密切往來與合作，並藉由參與國

際認證聯盟及區域認證聯盟，達成相互承認協議(multilateral/mutual recognition

arrangement；MLA/MRA)或協定(agreement)或合作備忘錄(memorandum of

understanding；MoU)，以促進國內經 TAF 認證之實驗室、驗證機構或檢驗機構所出

具之報告或驗證證書，獲得國際承認。

1. ILAC MRA 簽署會員：至 2011 年底，ILAC 共有 74 個正會員(Full members) (來自61 個經濟體)， 2011 年 ILAC MRA 簽署會員增加 3 個經濟體及 3 個認證機構，

如塞普路斯(CYSAB)、盧森堡(OLAS)及厄瓜多爾(OAE)。MRA 會員相關資訊詳

見附錄 1。

2. IAF MLA 簽署會員：至 2011 年底，IAF 共有 53 個會員(來自 49 個經濟體)。2011

年 IAF MLA 簽署會員增加 2 國經濟體及 2 個認證機構，如盧森堡(OLAS)和烏拉

圭(OUA) 。MLA 會員相關資訊詳見附錄 2。

3. APLAC MRA 簽署會員：至 2011 年底，為 25 個經濟體、37 個認證機構，MRA 簽

署會員詳見附錄 3。

4. PAC MLA 簽署會員：至 2011 年底，為 16 個經濟體及 18 個認證機構，MLA 簽署

會員詳見附錄 4。

5. 2011 年 4 月 18 日 TAF 與無線通訊協會 CTIA – The Wireless Association® (CTIA)

於完成簽署合作備忘錄。

6. 2011 年 12 月 30 日 TAF 接獲小型風力機驗證協會(Small Wind Certification Council, SWCC)通知，透過國際實驗室認證聯盟(ILAC)相互承認協議(MRA)簽署會員資

格，TAF 成為 SWCC 授權(authorized)之認證機構。

(二)國內合作與推廣

道，結合座談會、研討會與教育訓練來推廣認證，100 年度網站瀏覽人數 23,687

人次，歷年瀏覽人數累計達 94,625 人次。

3. 透過與大陸相關單位的諮商與認證驗證專業，針對大陸強制性產品驗證制度(簡稱

3C 產品驗證制度)建置查詢系統 http://www.china3c-search.tw，對國內不熟悉但有

意輸出產品至大陸的廠商、初次輸出產品至大陸的廠商、想要了解大陸對進口產

品強制性驗證要求的廠商、與產品驗證相關的驗證機構和實驗室、以及政府相關

部門等提供強制性產品驗證相關資訊的便利查詢功能，100 年度網站瀏覽人數

三、精研認證技術---研究發展

TAF 為滿足政府與產業各階層於產品發展、品質與管理之需求，積極投入各種不同領

域認證服務之研究發展，並與權責機關、學術機關或產業協會合作，藉以推動國家認證

制度、提升技術與管理、啟發認證意識，冀能提升社會生活品質、產業競爭力與經濟貿

四、財務概況 TAF 歷年之年度決算書表，均經會計師查核簽證及董監事審議通過，報經濟部核備。

2011 年總收入 161,196 千元，較 2010 年總收入 165,389 千元，減少 4,193 千元。主要為政府補助及委辦收入由 2010 年度 27,708 千元至 2011 年度 20,239 千元，減少 7,469 千元，而辦理認證、訓練等服務收入由 2010 年 136,706 千元成長至 2011 年 139,786 千元，成長2.25%。截至 2011 年底止淨值 190,076 千元，財務結構健全，並專注於業務範疇且精進。財務報表狀況如下：
