The two exiensive confagnraions of Debuy's & Tutrner'enaw mill, in the lower fanhoutne, and of MrG Pritchard's warehousea, in St Charls street,, were evidently the work of incendiaries. Both properties were fired inseveral places, and blnzed forlth with extreme violence, notwithstandinlg they were pIerfecly saturated by the very heavy showers oftheprevious evening. The Ioan on pr.perty is not very great, perhaps about $50,00 ; but the loss of the mill, in time alone, to Messrs Dehuys & Ttrnet isvery great as they had extensive orders on hand. It will also prove a serious inconveni- ence to those engaged, orabout to be engaged in building. On Saturday evening, we had a tremendous thinder shower, thie weather cleared up fne during the night, and the wind blew almost a gale at the Lake towards morning, from the North Went. Woollen pants and over coats quite comfortable in the early part of the morning. Our cold nights and mornings have now set in, and people should be careful about their dress. f'lThe "Prerie 'Cott ag e'; on the Lake shore was opened nod thronred on Sunday last. From the storm of the previnous night but few visitors were expercted, imetead of which the care were all day rrowdetd to exelre. The entertainments were necessrily of the rough-rnd.turnhle order hbutev. cry day will make them better. The fine cool weather tempted all abroad. Tihe ferries were crowded as well as the lake, while Carrmion was overlowed with visirere. The In- dies in particular find this a delightful place of recreation, rtr the gardens are laid rnt with excel. lent taste, andsuppled wilh a bountiful hand. Tie war- rants were granted to bring the 2, Benoit Marcend slrd - Remoad, before the magistrates for exa- mination, inesend of which they were arresrtd ao Fort Hlamilton where they were awairing the "iStar,"Capt. (;lover, in which shrip they had taken pasange to this port, and placed on board the French frigate Dide, which forthwith proceeded with them to ean. This contempt for our laws in thus kidnappatg two individuals who lived un, dertheir prutectint deserves the serious attentron of our governmnel, and we doubt not, will receive ir. It apleears tihatthese two men were really the Captain and Mate of thie Alexandre, and the true charge against them was 'piracy", but fearing that so serious an orflnnce would cause ton great vrgilance the Vice Cronsnl tried the, iaesse of "de- sertion"and succeeded in eluding the officers of justice. Commodore Hall is said to have declined the command of the"Consitutlion," and the Medi. terranean squadron that was tendered to him. John Neals the author, is a candidate for atote senatorin Maine. Opium -It is not pI rsps -geslhjaly known that the trade in opium has b forbi'dllen by the Chinese goverrmen. t as desT rnsoien tdl enhjeets andthe meet vrgiloan prevenlilp maure have hbee rOsrrted ti fTtas oth-te iippreltsion. Formerltrhis trade eQtbindd only to folr or flee thoueagll chesalhot the prfi t sprovi so. greet the English emerehnnts in Calcutts, under the er. couragement it is aeid of the Government which derives the lion's share, has been pushed to forty thoesand chests. Finding the measures of the Chinese too active to be evaded, is to eoutempla. lion to carry the ctntrabunp aricl tiprn the gusrt, in armed vessels, many of which are now..ftting out in the ports of British India. It waseong thought that the Chinese povernmest connivedsat this trade, but it is now evident they are resolved on its suppression. Should these armed veseels, knows tobe too strong for the Chisnes preventive serrice, determineon carryitng the opium into port under protection of their town guns retaliatory me.sures are inevitable. The Chinese are not likely to draw the delicate line of distinction which marks thie responsibilities of what they deem the barbarian cabinets. The act of a British vessel under British colours willbe considered by three unsophitricated logitiano ss an aet of the British government, and the inevitable consequences will be the stoppage of the toe trade. Now though opium.asnuggling may be 'very profitable to tlie local Indian Government the Tea trade is far mo'e important to theEnchequer o(the mother country, and it is therefore evident that snperior orders from home will stop the otnloxioua traffic. It forms a furious pictrre tocontemplate, thus to see the morals empir• oa v mp li ei' China saved from d.e- struction by the British love of slip-e!op. The salvation of Rnors hy the cackling of a goose was nothing to it. The Chitrese devolion to orpium will thus be made tobow to the Ethtli;hl love of Tea: a propenstly s sstrong 'thlt the celeltil efmueror will find it far more potent in guarding from pollhttien his sen prts tnrd proclamations than all the *. pungl" in his domninions even though ,enlrned with all his many millions. Ste-ln order to plane the contruverey respeeting the late memorial to the Councoil of the Secand Municipality for the erection ol a Market House, in its true light, I will thank you ta publish the inclosed copy of my letter to Dr Barton; and also to republish the proceeding of theb council on the same subject. Your. obedl servant, H W PALFREY. New Orleans, lst Sept, 1838. Extract from the proceedings of the Council ast their sitting of 15th August, 1838. The following memorial was read and ordered to be published. To the honorable the recorder and council of Municipality No. 2. The indersigned, proprieters and residents of the vicinity of St. Mary's Market, respectfully reproe sent; that they have perceived with pleasure that your honorable body have purchased the triangular lot at the junction of Annunciation and Tahoupi. toulas streets for the purpose of erecting thereon a vegetable market, which the rapidly increasing wants of the population will soon require; and believing that no time should be lost in erecting said nmarket, and that it will immediately when finished, produce a revenue much more than sufficient to defray the interest on the outlay:-they respectfully request the council to cause tile same to be cotm. menced forthwith, so that it may be finished by the first of January next. The undersigned having understood that doubts existed whether the revenue from the proposed matrkt would be sufficient to sanction its immediate constrtuotion, hereby bitd and obligate themselves to the cou.cill that said market will rent for at least tihe sum of fire thtousand dollars per annum, if con. structed on a plan similar to the Poydras market and provided the same be finished by the first of January next. The council will perceive that this sum after paying the interest on the bonds given for the land, will leave $•,600, or about 18 per cent on the estimated cost of the market house per annum, or nine per cent on the whole cost of land and building. Relying on the enlightened seal which guides your honorable body in all matters connected with tihe public good,--the undersigned indulge the hope that their. proposition ;vill be acceded to, and will ever pray, &c. &.c. The two exiensive confagnraions of Debuy's &

MrG Pritchard's warehousea, in St Charls street,,were evidently the work of incendiaries. Both

properties were fired in several places, and blnzed

were pIerfecly saturated by the very heavy showersof the previous evening. The Ioan on pr.perty is

not very great, perhaps about $50,00 ; but the loss

of the mill, in time alone, to Messrs Dehuys &

on hand. It will also prove a serious inconveni-
