    1 WhilethesovereignrightofeachStatetoregulateitstelecommunicationsisfullyrecognized,theprovisionsofthepresentInternationalTelecommunicationRegulations

    (hereinafterRegulations)complementtheConstitutionandConventionoftheInternational

    TelecommunicationUnion,withaviewtoattainingthepurposesoftheInternational

    TelecommunicationUnioninpromotingthedevelopmentoftelecommunicationservicesandtheir

    mostefficientoperationwhileharmonizingthedevelopmentoffacilitiesforworld-wide
