Directorate Performance Officer, Health and Social Care. I am required to ensure that the reporting requirements of the Housing and Adult Social Care services within Midlothian Council are fully met and meet management requirements. This involves taking a lead role in the development and implementation of new reporting requirements, either internal or external. This ranges from operational reports which may be required on an ad-hoc basis or scheduled to suit the requirements of the service, to the corporate strategic level reported updates on the progress of service plans and the public-facing Single Midlothian Plan, which is produced on behalf of the Community Planning Partnership. In order to do this I am required to identify and develop relationships with partner organisations which work with Midlothian Council and contribute to the success of their strategic goals. Supporting managers also includes gathering data to benchmark performance against national, corporate and directorate standards, for example through Scotland’s Housing Network, previously the Scottish Housing Best Value Network. In addition to internal reporting requirements, I am required to ensure that annual statutory returns are submitted to organisations including the Scottish Government, Scottish Social Services Council, and Scottish Consortium for Learning Disabilities. I am also required to provide informational support at times of inspection by the Care Inspectorate.

As part of the Health & Social Care agenda, I am currently responsible for developing reporting requirements that cross Local Authority and Health disciplines, and presenting to the Midlothian Joint Management Team and Integrated Joint Board. This includes cross-referencing information to the National Health and Wellbeing

Outcomes, and the Adult Social Care Outcomes Framework. In order to facilitate this workstream, I have an NHS user account, have attended training in TRAK Business Objects XI and will attend Tableau training as a super-user in February. These skills will facilitate my responsibility in submitting data returns to support the Health and Social Care Data Integration and Intelligence Project.

I am also the lead officer for Health and Social Care in relation to data protection and information security. In this capacity I advise on the legislative implications of the Freedom of Information (Scotland) Act 2002 (FOISA), and the Data Protection Act 1998 (DPA). I represent the Directorate at corporate level and assist in rolling out training and policy changes across the directorate. I am also required to co-ordinate and respond to all requests for information made under FOISA, and subject access requests made under DPA. These requests have a statutory response time of 20 working days and 40 calendar days respectively.

In order to complete these tasks I have responsibility for line managing one Performance Officer and two Information Analysts. This is done through monthly supervision meetings and team meetings. I use these sessions to monitor workload and identify training requirements. I am also required to provide an annual appraisal on all staff members, and these sessions are used to identify annual work related objectives that my staff will work towards over the forthcoming 12 months. These work related objectives also inform the more regular supervision sessions.

October 2012 – October 2015

Acting Performance & Information Systems Manager, managing the Research and Information Team. This is done through monthly supervision sessions and team meetings, which are used to monitor workload and progress towards the achievement of work related objectives.

My main duties are to facilitate and co-ordinate the internal and external reporting requirements at an operational and strategic level. This includes reporting made to the Community Planning Partnership, Scottish Government, and addressing the reporting implications of the Health and Social Care Integration Agenda. I have been required to liaise with NHS Lothian information management staff to identify reporting requirements and training needs to ensure multi-agency working.

I am required to advise senior managers on the implications of legislation such as the Freedom of Information (Scotland) Act 2002 and the Data Protection Act 1998. Accordingly, I co-ordinate and respond to freedom of information requests, and subject access requests, requests for copies of personal information, made under the Data Protection Act.

March 2003 – October 2012 Research and Information Officer, Principal duties involve providing statistical support to planning officers to inform decision making when they devise new social work service provision within the community; completion of statutory performance indicators and Scottish Executive quarterly and annual returns; completion of various internal statistical key performance monitoring reports to be presented to senior managers and the Chief Executive; designing and maintaining monitoring systems for the development of statutory performance and management information; working with social workers to document and improve current procedures; completing requests for information in accordance with the Freedom of Information Act; represent Social Work and the Performance and Information Systems Manager at approved meetings

Invoice Verification Clerk at Scottish Courage. In this role I verified and processed outstanding invoices, using the software programme SAP R3. Any invoices which do not match the purchase orders assigned were queried by e-mail using the Query Management system in Lotus Notes, and ownership was taken for resolution by the verification clerk. If queries could not be clarified from within Scottish Courage, it was necessary to contact suppliers to reach a satisfactory outcome. I was involved in a project to clear outstanding problematic invoices in preparation for a new team structure which was coming into operation

November 2001 – May 2002 Scottish & Newcastle Pub Enterprises, Edinburgh

During my time at Scottish & Newcastle, I worked in the tenancy area of the finance department, reporting directly to the Financial Accountant. Initially I worked as her assistant, helping to compile various financial reports and balance sheets. This would often involve prioritising a number of tasks to ensure deadlines were met, and the information could be presented to the various audiences in a timely manner. I undertook a major project to bring a report which had been neglected for some time up to date. This involved sourcing historical financial information which, if not available on site, had to be located from source. This would often involve developing contacts at different branches or departments, or contacting suppliers to obtain invoices. I also worked on developing and creating Excel spreadsheets for use within the department. During my time here, I developed skills in using the Microsoft PeopleSoft database.

1989-2000 Various full and part time sales advisor experience.

Whilst still at school and during university I undertook a number of roles in retail, in sales assistant and supervisory roles, including a six month placement whilst studying for my degree. Details of this experience are available on request.

Transferable Skills

My commitment to any ventures I undertake ensures that I am a reliable member of any workforce, resulting in promotions to supervisory and management positions during my career. Consequently, the staff working for me finds me trustworthy, interested in their wellbeing and sympathetic to any difficulties they may experience but are also aware that I set high standards. It is also important to me that I know exactly what is expected of me so that I know how best to complete any project to the best of my abilities. I have also had experience using Microsoft Office, Frameworki, Covalent, Jadu, People Soft, SAP R3, Hummingbird BI Query, and the Internet and hold a full driver's licence.

Volunteer Experience

In the past I have volunteered on a number of occasions to help out at various centres for adults with learning disabilities in Livingston, Edinburgh and Bonnyrigg as a casual worker and a temporary day care officer. In my capacity as a day care officer I was required to provide stimulating learning environments for people with often very challenging behaviour.
