Latortue avec la Grande Croix de lOrdre du Mrite du Chili confre par la
Prsidente Michelle Bachelet.
Les Hatiens parlent toujours de lingrence trangre. Lingrence qui a conduit ma
nominationparce que cest la communaut internationale qui a cr un Comit Tripartite
pour dsigner par appel doffres un Premier Ministre, chercher un peu partout dans la
diaspora hatienne. Cette dcision est prise aprs que lOEA eut envoy vingt trois 23
missions en Hati pour essayer de rapprocher ce quon appelait lpoque la Convergence
Dmocratique et puis les Lavalassiens. Ils narrivent pas sentendre. Et finalement, on est
venu avec cette formule, je suis devenu Premier Ministre.Gerard Latortue, le 6 novembre

Querido amigo Gerard Latortue, Ex Primer Ministro de Haiti.

Permettez-moi de commencer ce bref discours en franais. Je
voudrais tout dabord saluer la prsence de Madame Marlene
Zphirin Latortue et de ses filles Alexia, Stphanie et Jolle et ses
familles. Soyez les bienvenues dans cette maison pas seulement
voisine mais amie dHati.
Cest vraiment un grand honneur de dcorer Son Excellence M.
lancien Premier Ministre dHati Grard Latortue avec la Grande
Croix de lordre du mrite de mon pays qui lui a t confre parnotre Prsidente Michelle Bachelet. Je ne cache pas dans cette
occasion les sentiments personnels damiti qui me lient
Grard Latortue avec qui jai eu la chance de travailler la main
dans la main pendant deux annes passionnantes et difficiles.

Vivre directement cette transition hatienne, tre un tmoin
engag, quelques fois mme un participant a des dcisions
difficiles, ma permis non seulement apprcier la grande qualit
humaine du Premier Ministre, mais aussi sa vision politique, sa
rsilience en face de ladversit, son esprit ouvert toutes les
ides a seule condition quelles rejettent la violence est la
division entre les Hatiens.
Dear friends,
La Gran Cruz de la Orden Al Mrito de Chile is a distinction
conceded to illustrious foreigners who have rendered important
services to Chile. It was founded by Bernardo OHiggins our
national hero to show appreciation to our Latin American
brothers, and our friends in the world, who had helped us in our
process of independence from Spain.
Today, with this medal, our government wants to express its
gratitude to Prime Minister Grard Latortue for his support and
that of his government to MINUSTAH, the United Nations Mission
during its initial and most difficult phase in the country. In 2004,
five hundred Chileans and more than 2000 Latin Americans wentto the island to help Haitians overcome a historic moment of
great division and polarization. The UN Security Council gave
MINUSTAH the task to defeat violence, to guarantee security and
stability and assist the Transitional Government in the
organization of free elections that could guarantee a recuperation
of Constitutional rule. Without the support of the Prime Minister
and the transitional government our effort would have been
impossible and our task even more difficult than it was.
We Chileans know well what transition to democracy is. We know
that even when it begins, like ours, with a plebiscite; it is a very
tough and tricky exercise. Let me say that much more difficult
was a transition that started, like that of Haiti, within a context of

crisis, chaos and violence. Much more complex was a transition
which had to lead in two years time towards elections organized
in such a way as to be respected by everybody. If one considers
that this political process was taking place in a society with
tremendous political and social divisions, penalized by a long
history of authoritarianism, poverty and conspiratorial politics,
one can figure out the dimension of the task Prime Minister
Latortue had to complete.
The transitional government followed this dangerous path
towards peace with great courage and dedication. The Prime
Minister defined in a very clear way what its spirit was in: Le
livre Blanc du gouvernement de transition en Haiti.
Rien ne nous paraissait plus important que de donner lachance au peuple hatien de choisir librement etdmocratiquement ses futurs dirigeants. Le gouvernementintrimaire sest mis au service de tous les Hatiens sansdistinction de classes sociales ou daffiliation politique. Ilny avait pour nous ni tontons macoutes, ni kamoken, nichimres. Il ny avait que des Hatiens.
In formal meetings each Tuesday in the Primature, or informalgatherings in the Prime Minister Residence, the chief of theUnited Nations Mission was always allowed direct access to thePrime Minister or to his direct collaborators, like my dear friendthe Interior Minister General Herald Abraham. Our concerns werelistened, our viewpoints considered. The mission military leaders,Generals Heleno, Bacellar and Elito from Brazil; General Luganifrom Argentina; and General Aldunate from Chile, were alsoreceived permanently by the Prime Minister. In fact his doorswere open to any member of our Mission that needed directcontact.
Prime Minister Latortue had a clear vision of his role as leader oftransition, as a peacemaker among Haitians but also as a partnerof the international community in confronting a national situation

which had come to agenda of the Security Council of the UnitedNations. We did not always agree, but there was always respectfor the functions each had to perform.
The basis of this united effort was the respect the Transitionalgovernment showed towards the Haitian process. Thegovernment leaded by Prime Minister Latortue did not intervenein the process leading to the elections. It maintained itsimpartiality Vis a Vis the competing parties while reaffirming atthe same time that nothing, no act of violence or conspiracygroup, would alter its decision to carry out an open and freeelectoral process.
Chers amis, comme participant de cette histoire, je me sens
quelques fois dcourag quand je dcouvre une manque dereconnaissance vers ce gouvernement qui na cd a aucunetentation de conserver le pouvoir, de se voir projete par desamis ou associs, dutiliser la magouille pour changer lhistoire.Quelques-uns entre vous me direz peut tre que cette manquede reconnaissance est trs hatienne, moi je peux vous assurerquelle est trs latino-amricaine, peut tre, trs humaine. Mais ily aura un moment je vous assure dans lequel l histoire de Hatireconnaitra comment les standards de dignit et desprit
rpublicain du bref gouvernement du Premier Ministre Latortuesont essentiels pour conserver ce pays dans une ligneinstitutionnelle et dmocratique.
Que ce geste de reconnaissance que nous Chiliens faisonsaujourdhui puisse servir le souligner.
