9. Alors qu ’il est encore en haute m er, le navire enverra un message radio au fonctionnaire quarantenaire du port de desti­nation. P our ce message, le navire peut sort utiliser le Code inter­national de S ignaux de 1931, so it le rédiger en clair en se servant du tex te des articles d u d it Code.

E n plus du nom du navire, le message p ar radio do it donner les renseignements suivants:

a) tonnage du navire, prem ier p o rt de chargem ent, ports d'escale pendan t le voyage ou pendant les 15 jours précédant l ’arrivée du navire; dates de départ des p o rts ; heure approxim a­tive d 'am v ee au p o rt e t noin d u po rt de destination finale;

b) existence à bord de cas da maladies contagieuses, suspectes d 'ê tre contagieuses ou ordinaires; décès survenus pendant les 15 derniers jours du voyage; présence de ra ts a bord e t m ortalité constatée parm i ces rongeurs;

c) présence d 'u n médecin de bord;d) s 'il y a des m alades a débarquer d a n s le po rt;c) nombre des membres de l'equipage et des passagers débar­

Dès réception, le message par radio est soumis au chef du ser­vice ou au inedeclu de service au x fins de réponse. Celle-ci est envoyée p ar radio a u navire soit p a r l 'agen t soit p a r le service quarantenaire lui-même. Selon la décision prise, la réponse accurde ou refuse la libre pratique Le coût da ce message est a la charge du navire ou de la compagnie a laquelle il appartien t

U y a heu de no ter que l'octroi de la libre pratique est facul­ta tif e t basé sur l ’appréciation d u médecin de la quarantaine que la facilite accordée est conforme aux règlements quaranteinures en vigueur.

Si, au sours d u laps de tem ps s'écoulant entre le prem ier mes­sage ou l'octroi de la libre pratique e t l ’arrivée d u navire, une maladie se m ainfeste à bord, le capitaine du navire doit envoyer un nouveau message è l ’autorité sanitaire du po rt Le message doit fournir des renseignements détaillés sur les cas survenus afin de perm ettre à l 'au to rité quarantenaire d'envoyer une seconde réponse.

In addition to the nam e ol the ship, th e 'wireless message should contain th e following particulars-

On receipt of the said wireless message, i t will he handed to th e head of th e Office o r to th e doctor on du ty for reply. The answer will he sent by wireless to th e slup either through th e Agent o r by th e Q uarantine Office itself, and according to the decision taken, free pratique will bo granted or refused. The cost of th e message will he borne by the slup o r by the Company to which the slup belongs.

I t is to b e noted th a t the granting of free p ratique Is optional and based on th e Judgm ent of th e quarantine officer who is to comply w ith the quarantine regulations in force.

if there is an outbreak of disease on board during the luterval between the first message, or th e granting of the free pratique, and th e arrival of th e ship, th e Captain m ust send a fu rther wireless message to th e port health authority . The message m ust include a detailed report on th e cases to enable the quaran­tine au thority to send another reply.

On the arrival of the ship in port, if free pratique has been granted in the aforesaid m anner, th e ship’s doctor or his repre­sentative will present to th e po rt quarantine onicer on Interro­gation Form (Form 15 Quarantine) filled in according to the parti­culars requested therein, for checking purposes an d approval.

NIGERIA

1 to 13. Though Nigeria has not, as yet, adopted th e system of international quarantine messages by wireless, radio pratique m ay be granted by th e H ealth A uthorities of the P o rt of JLuyos to vessels having regular itineraries and known to these authorities as having satisfactory sanitary sta tus, subject to the following conditions:

(a) th e vessels m ust carry a qualified full tim e ship’s doctor,

(b) questions in th e Maritime D eclaration of H ealth m ust be answered in w riting accurately and completely to th e best of his knowledge and belief by the m aster of th e sh ip ,

(e) the answers m u st clearly indicate the absence' of any dangerous infectious disease on board during th e voyage or on arrival of th e ship and th a t th e ship has no t called a t any infected local area 1 or had direct intercourse during th e voyage w ith any ship from a n infected local area o r having on board any danger­ous infectious disease,

(d) th e m aster m ust be satisfied th a t the g ranting of pratique will n o t be attended by any danger to th e public.

W hen th e above conditions shall have been properly complied w ith, th e m aster of the ship m ay request pratique by radio by- sending th e following wireless message; *My ship is healthy an d I request free pratique ” (In ternational Code MIBDU)

This message m ust be sent through th e agents so as to reach the Sanitary A uthority no t more th a n 12 and n o t less th an 4 hours before th e tim e a t winch, the ship is expected to arrive a t Lagos. On receipt of th is message, the San itary A uthority will indicate its decision and* if free pratique is granted, will send by wireless through th e agents th e following message “ You have pratique " (In ternational Code. MIJMA).
