INTRODUCTION

In August 1979! the NhG released a preliminary Jraft: of a list of personnel contacts in the Canadian and u.s. justice systems. It was prepared to facilitate corrununication among members of the justice colTU1lunity, and to promote a general up-to-date awareness of the personnel fulfilling key functions within the justi.ce system.

Responses to the original release were positive and included many useful suggestions.

In light of theffi responffis, this second release has been more clearly defined tn serve those personnel involved with and responsible for justice information and statistics.

At the Federal-Provincial conference of Deputy Ministers responsible for criminal justice, held in Ottavva on June 23, 1980, the report and recorrmendations of the National Project on Resource Coordination for Justice Statistics and Information (NPRC)* were discussed. Several inportant decisions with respect to the future of national justice statistics and information were Hlade at that time.

The Deputy !>1inisters approved in principle the major organizational recorruuendation of the NPRC that a IISatellite ll of Statistics Canada should be created to act as the central national justice statistics agency. As of its proposed starting date of April 1, 1981 it will incorporate the functions now carried out by the Justice Division of Statistics Canada, the National Work Group, and the National Task Force.

The organizational framework for the direction of efforts to produce national justice statistics was also revised as a result of the Deputy Minister's conference. A Justice Information Council has been constituted, comprised of all Deputy Ministers responsible for criminal justice, as well as the Chief Statistician of Canada. An Executive Corrmittee of this Council has been formed to more actively direct future development. As well, an Implementation v~rk Group now exists to prepare the groundwork for the transition on behalf of the Executive Comuittee of Deputies. Finally, first-order liaison cont.acts have been appointed to coordinate Provincial/Territorial contributions to National statistical efforts.

Les sous-ministres responsables de la justice criminelle ont examine le rapport et les recomnandations du groupe charge du projet national de coordination des res sources pour la statistique et l'information judiciaires (PNCR)* au cours de la conference federale-provinciale tenue a Ottawa le 23 juin 1980. Ils ont alors pris plusieurs decisions illlportantes concernant l' avenir de la statistique et de l' information judiciaires a 1 'echelle nationale.

Les sous-lllinistres ont approuve en princir;:e la principale recoITUnanaation du groupe du PNCR, a savoir la creation d'un organisme . IIsatellite ll de Statistique Canada faisant office de centre de la statistique judiciaire nationale. Des le ler avril 1981, date proposee pour son entree en fonction, le centre remplira les fonctions qu'assurnent actuellement la Division de la statistique judiciaire, le Groupe national de travail et le Groupe de travail national.

Par suite de la conference des sous-ministres I le cadre organisationnel servant a produire des statistiques jUdiciaires nationales a egalement fait l'objet d'un examen. Un Conseil sur l' information judiciaire compose de tous les sous-ministres responsables de la justice crilllinelle et du statisticien en chef du Canada a ete constitue. Un sous-colllite de ce Conseil a ete charge de diriger plus activernent les travaux futurs. En outre, un groupe charge de la mise en oeuvre de la statistique judiciaire a ete cree dent le mandat est d'effectuer, au nom du sous-comit& de sous-ministres, le travail de base en vue de la transition.

The NWG corrunenced operations in April 1978. It's primary mandate is to assist in the development of provincial information systems which could serve to meet specific operational needs as well as improve outputs for national statistical purposes. The NHG acted as the Secretariat to the National Project on Resource Coordination and is now acting in the same capacity on behalf of the Implementation hbrk Group. It will be directed by Federal/Provincial Steering Corrunittee until its mandate expires March 31, 1981.

The Federal/Provincial Steering Conmittee (FPSC) of the National Work Group was e st.abli shed subsequent to the January 1979 Federal Provincial Advisory Conmittee (FPAC) Meeting. The FPSC is responsible among other things, for reviewing and assessing priorities of the NHG, reviewing project proposals, assisting the Senior Coordinator of the NWG in evaluating the cost-effectiveness of projects, and evaluating the performance of NWG in relation to it.s objectives.

Le Comite de direction federal-provincial (CDFP) du Groupe national de travail a ete etabli a la suite de la reunion qu'a tenue le Comite consultatif federal-provincial (CDFP) en janvier 1979. Le CDFP est charge, entre autres choses t d'examiner et d'evaluer les priorites du GNT, d'examiner les avant-projets, d' aider le coordonnateur principal du GNT a evaluer le rapport coGt-efficacite des projets et d' apprecier le rendement du GNT par rapport a ses objectifs.
