LE CITOYEN DE DEMAIN comme acteur et porteur d’expertises.

Richard Florida, dans les diverses éditions de son fameux ouvrage sur le développement des classes créatives, a ainsi souligné le rôle des 4 T, les quatre facteurs de créativité des Territoires de Demain: le talent (avec toujours une “classe créative” fortement représentée) la technologie (haute évidemment, avec ses nouveaux horizons de

connectivité) la tolérance (au travers du multilinguisme et de la sécurité) le territoire (porteur notamment de son identité).

Aujourd’hui, une vraie unanimité dans la recherche économique souligne la

place des 4 C:

la créativité donc, mais aussi et surtout: la connaissance la coopération les compétences.

UNE DYNAMIQUE INNOVATRICE

1. Le Living Lab des Territoires de Demain s’étend sur plusieurs régions et a permis l'association de Living Labs partenaires.

2. Le développement d’autres Living Labs et espaces de l’innovation a fait en même temps l’objet d’actions d’accompagnement sur tous les continents.

3. La Fondation des Territoires de Demain a créé:

en 2009 notre Communauté internationale d’Innovation et de Connaissances à

l’Institut Français de Budapest

en 2010 le Réseau européen et international des nouveaux emplois et des nouvelles formations au Ministère des affaires Etrangères et Européennes à Paris

en 2011 le Réseau français des Living Labs et espaces de l’innovation (ReLaI) au Conseil Economique et Social et Environnemental à Paris

en 2012 le Réseau des Living Labs et espaces de l’innovation d’Amérique latine et des Caraïbes (LEILAC) au pôle NUMERICA de Franche- Comté à Montbéliard.

Il s’agit d’un espace d’innovation sociétale ouverte où:

les usagers, la société civile et les acteurs territoriaux

les entreprises et les décideurs économiques

les laboratoires de recherche et les universités:

apprennent et échangent des connaissances

développent de nouvelles formes de travail

créent de nouveaux emplois et formations

travaillent ensemble pour le développement de leur territoire, en référence et en liaison avec d’autres territoires.

Au travers de la création, de l'accompagnement et de l’animation des espaces d’innovation, nous nous sommes posé la question de ce en quoi ces espaces illustrent le développement d'une nouvelle économie de la connaissance en tenant compte de:

3. leur impact sur un territoire,

4. la création d'entreprises et d'emplois qu'ils peuvent permettre.

Une vision prospective comme conséquence des analyses effectuées de potentialités existantes à partir des enquêtes avec les acteurs de la ville, dans les sciences sociales, de la vie, planification urbaine, gestion des entreprisse… pour créer les champs d’attractivité de la ville

Une identification des activités essentielles capables de mener à bien une vision prospective à travers de projets forts de développement du territoire

Un choix des indicateurs pour chaque activité et chaque compétence essentielle

Une assignation de ces indicateurs à chaque grande catégorie intellectuelle: Capital humain, capital des structures -capital marchand -, capital de rénovation et développement et enfin capital de l’ensemble de gestion des entreprises.

This workshop presents two main pillars related to child online protection in the Arab region, namely studies and legislations. In this context, the workshop will be divided into two parts after an introduction about the risks facing children online. The first part will present the results of a regional Arabic study about patterns children’s use of mobile phones, in Egypt, Algeria, Iraq and Saudi Arabia. The study was done by GSMA. The second will present the Arab efforts of the ITU working group for The Legal Aspects of Child Online Protection in the Arab Region to reach model legislation for Arab countries to protect children online. This working group was formed by an initiative of the Arab Regional Office of the International Telecommunication Union.

IG challenges and opportunities for LEAs Workshop title:

Cybercrime represents a major challenge for law enforcement agencies (LEAs) due to the following reasons:

Cybercriminals are not limited by national boundaries, while law enforcement agencies' efforts are limited to local jurisdictions.

With IPv4 global run out and the huge IPv6 assignments that are handed to Internet Providers, the need to convince them of proper address assignment registration and recording in the WHOIS database must be kept up-to-date increased, to enable law enforcement agencies to trace an IPv6 address back to the offender.

The introduction of new technologies and services such as IDNs, new gTLDs are also an issue if there was no accurate record keeping, such as WHOIS.

Community’s Networks for education, research and health sectors. Workshop title: Ministry of Post and ICT

Algerian Research and Education Network Arab States Research and Education Network – ASREN

Organizers:

The National Research and Education Networks (NRENs) exist in some Arab countries as Jordan, Algeria, Tunisia, Morocco, Egypt… , but some countries have not yet set their own network. In addition, there is lacking of cross-border linkages between Arab countries. This workshop will cover the importance of Research and Education (R&E) networks and the impact of having dedicated networks to provide researchers, academics and students with services, applications and collaboration tools together with access to resources, repositories and contents. This can only be done through dedicated R&E networks such as the GEANT2 network in Europe, Internet2 in USA, CANARIE in Canada and CLARA in Latin America. This workshop will address the status of R&E networking in the Arab world at both National and regional levels. This workshop will also discover and discuss the role of the Arab States Research and Education Network (ASREN) in developing a Pan-Arab-e-Infrastructure to serve the R&E communities in the Arab World.
