Dominican Republic: Haitian couple accusedof using children for begging in streets

SANTO DOMINGO (Le Floridien) -- A permanent judge of the NationalDistrict ordered last week that GaribJoseph, a Haitian national, be jailedamid a probe into a network thatforced Haitian children to beg in thestreets and avenues of the DominicanRepublic's capital.

Judge José Alejandro Vargas sent theHaitian national to La Victoria Prisonfor a period of three months, until theprosecution completes the investiga-tion into charges of trafficking in per-sons.

Following an investigation of ninemonths, Dominican authorities saidthey have dismantled a large networkspecializing in the exploitation ofHaitian children and adolescentswho, every day, were forced to beg inthe main streets and avenues of theDominican capital.

On Thursday, May 23, a series ofpolice operations in different parts ofthe municipality of Los Alcarrizos,west of the capital, led to the libera-tion of 58 Haitian children who hadbeen forced to beg on behalf of theircaptors. The Public Ministry conduct-ed these operations in coordinationwith the Directorate General ofImmigration, the National Councilfor Childhood and Adolescence, andagents of U.S. Immigration andCustoms Enforcement (ICE). Duringthese operations, police arrested 20people (most were Haitian women)accused of using these children to begin the streets.

The judge also ordered the release ofthe Haitian woman, Roselette Luis,after granting the payment of a finan-cial guarantee of a million dollars, inthe form of contract, impairment andperiodic output, because she wasnursing a child.

The Attorney General of theDominican Republic, FranciscoDominguez Brito, confirmed that thecountry would not allow children andadolescents of any nationality to begon the streets as victims of organizedtrafficking networks while theirexploiters benefit from this crime.

"Not only are there gangs with crimi-nal structures that force these chil-dren to beg for money on the streets,there are parents who do the same,against whom injunctions also will beasked in each case," said DominguezBrito.

The court made the decision afterreceiving a request for coercivemeasures presented by deputy prose-cutor Moisés Cordones against thedefendants, who are accused of bring-ing six children from Haiti to forcethem to beg.

They were arrested at Juan IsidroJimenez, Los Alcarrizos. At the hear-ing, the accused stated that theauthorities had taken an 11-month-old child when he was nursing and hiswhereabouts were unknown. Inresponse, the judge instructed policeand the accuseds' lawyer, a publicdefender, to verify if indeed thewoman was breastfeeding.

Yeni Bérénice Reynoso, SantoDomingo Prosecutor, stated that thechildren were taken to a shelter wherethey are receiving food, medical helpand psychological assistance. Shesaid that the Dominican authoritiesled coordinated activities with theMinistry of Foreign Affairs and other

organizations (UNICEF, IOM) tolocate the parents of young victims tofacilitate their return to their familiesin Haiti.

"For us it's really about quality. So itdoesn't make sense to ship a kid fromone community that's a poor-per-forming school to another communi-ty that's a poor-performing school. Sowe're saying that quality has to beparamount. That has to be the numberone issue that we deal with," Forrytold a Boston local newspaper lastOctober.

Turnout was low. In Boston, with 96percent of precincts reporting, Forryreceived 7,412 votes, enough for amore than 80 percent victory overUreneck.

Dorcena Forry's ascension to theSenate means the body will be at itsfull capacity of 40 members.

For decades, men from South Bostonhave held the First Suffolk seat,which includes South Boston,Mattapan, most of Dorchester, andpart of Hyde Park.

The Senate seat opened up after itwas vacated by Sen. Jack Hart, wholeft for the law firm Nelson Mullinsearlier this year. He had held it since

2002, when he replaced U.S. Rep.Stephen F. Lynch, a South Bostonnative. Before Lynch, the seat washeld for 25 years by Bulger.

Dorcena Forry, 39, who was firstelected to the House in 2005, said shewill continue working on a number ofher priorities in the Senate, includingsmall business development, publiceducation, and public safety.

"I am up for the challenge."

Her Republican opponent, Ureneck,61, said he hopes Dorcena Forry tack-les child custody and support regula-tions and domestic abuse laws.

The Haitian community inMassachusetts welcomed the electionof Forry at the state level. This racewas followed closely by manyHaitian-Americans who have beenvery active during her four-monthcampaign. The Haitian-Americancommunity was mobilized throughthe media, including many of theunderground radio stations, whichwere very useful in the circumstancesdespite their illegal status.

Dorcena Forry will become the high-est ranked elected official of Haitiandescent in the Bay State, and the firstto serve in the state Senate. Eightyears ago, she became only the sec-ond Haitian-American elected offi-cial in the state — after winninganother special election to the 12thSuffolk District seat in the House ofRepresentatives (that replacedThomas Finneran, former speaker ofthe House).

During her tenure, Dorcena Forryrose to House Chair of the JointCommittee on CommunityDevelopment and Small Business,where she was a leading advocate foreconomic development. And after theearthquake, her office fielded thou-sands of calls during the relief efforts,as she championed TemporaryProtected Status (TPS) for Haitiansurvivors and comprehensive immi-gration reform.

Born in Boston to Haitian immigrantparents who came to the U.S. in 1970,she attended St. Kevin GrammarSchool and Monsignor RyanMemorial High School in Dorchesterbefore matriculating to BostonCollege. She graduated from BC'sCarroll School of Management in1997. She is a candidate for a Mastersin Public Administration fromHarvard University's KennedySchool of Government.

Dorcena Forry has represented theCommonwealth's 12th SuffolkDistrict, a cross-section that includesparts of the town of Milton and thecity of Boston, including Dorchester,Hyde Park, and Mattapan, since aspecial election in April 2005. In2009, Dorcena Forry chaired theBlack and Latino Caucus. That sameyear, she was appointed Chairwomanof the Joint Committee onCommunity Development and SmallBusinesses.

She is married to Bill Forry, manag-ing editor of the ReporterNewspapers in Boston. They live inLower Mills, Dorchester, and havefour children: John, Conor, Madeline,and Norah. Three of her childrenhave been born during her tenure inthe House of Representatives.

According to the Local 10Miami TV station, each dayToussaint adds more colorto his subjects.

"I definitely think I am partof the Heat team. Only thing- I don't have a ring yet," hesaid.

The work began two sea-sons ago with only the out-line of an idea.

Toussaint completed hisfirst mural of the teambefore the Heat won the2012 NBA title, so he had tomake some changes. "I feltbad about getting rid ofthem," he said about theplayers no longer with the

team whom he painted over.

Having finished addingthose on the 2012 team afew weeks ago, Toussaintsaid he's debating when toadd players from the 2013edition.

"People keep asking me,'Serge, where's Birdman?Where's Ray Allen?' Wait,wait. It's coming. It's com-ing," he said.

Toussaint now joins manyothers envisioning this sea-son's final moments and thecelebration he hopes fol-lows.

"Once the clock ticks downand they are champions, thenext day, come around andyou'll see me on the wallputting the rest of the play-ers up," he said.

Miami has the largest con-centration of Haitians livingoutside of Haiti. It is whereLittle Haiti is located.

About Serge Toussaint

Serge Toussaint was born andgrew up in Carrefour, Haiti,until the age of 12. He thenmoved to Corona, Queens, NewYork, with his father. There hewent to high school and gradu-ated with his high school diplo-ma. He worked in New York forsome time, working often on hisown artwork and earning awage from jobs such as being abusboy at Sizzler. He and hisfamily took a vacation toFlorida one winter and it wasduring this vacation that hedecided to stay in Miami andwork on his career as an artist.

Serge currently resides (2010)in Miami. He says he is unsurehow many signs and murals hehas done although it is surely inthe hundreds if not the thou-sands. He says he was an artistat age 12 and the only lessons inart he had were during hisrequired art class in high school.Serge has four children. Hismother died in 2009. Sergeacknowledges that he had a pastof doing things wrong; howev-er, he says he is now marriedand enjoys spending his timepainting and doing rara lakay.

Serge has been painting inMiami for decades but the 2008Obama presidential electionbrought atten-tion to his work.Serge paintslarge murals(larger than 5feet in heightand 5 feet inwidth). Duringthe 2008 presi-dential election,Serge paintedseveral murals

of Barack Obama in the LittleHaiti and Liberty City areas ofMiami-Dade. His murals areeasily recognized because hesigns his name to each mural.His signature most often reads"$erge" with the S being a dollarsign. News reports coveredSerge because one of his muralswas commissioned through astate agency. This particularmural was painted underInterstate I-95 and Serge paint-ed Martin Luther King along-side Obama. According toSerge, he was asked to removethe Obama portion of the muralbecause government moniescannot be allocated for politicalendorsement purposes. Serge

complied, and the news outletscovered the story.

Serge still continues to paintnotable figures and make signsfor Miami-Dade neighbor-hoods. Serge says he loves liv-ing in Miami and is grateful tohave a community of Haitiansto whom he easily relates. Sergehas stated that he recognizesmany of the problems of Haiti(pre-2010 earthquake) andstates the government is largelyto blame, but he is not politicaland only wishes for more equal-ity between the very wealthy ofHaiti and the very poor of Haiti.

The immigration inter-view is the last step inthe process for you toget your green card.The process starts withyour US citizen orLawful PermanentResident Spouse filingan I-130 Petition onyour behalf. When thePetition is sent, it is upto you to prove thatyou are legally mar-ried. Make sure to senda copy of your validmarriage license along

with any other supporting documentation askedfor in the instructions.

Once the I-130 is approved, you will be able tosend an I-485 application to adjust status to aLawful Permanent Resident. In this step of theprocess you are asked to send copies of the doc-uments showing that you entered the countrylegally, that you spouse will be able to supportyou financially, and that you qualify to actuallyadjust status. Its important that you send only the

copies of the documents with your applicationand that you bring all of the originals to the inter-view.

Once you've completed your fingerprints andimmigration has processed your criminalrecords, you will get an appointment for an inter-view. You and your spouse will have to show upto be interviewed together. If you or your spouseis not able to attend the interview, make sure togive immigration notice with enough time for theagency to reschedule the appointment or theapplication may be considered abandoned. In theevent you and your spouse are not fluent inEnglish, make sure to bring your own interpreteror translator.

Once the interview begins, the immigration offi-cer will review all of the documents submitted,ask some questions, and ask to see the originalsof the documents submitted. Immigration offi-cers are extremely busy and will try to get rightto the point. Make sure to keep copies all theapplications submitted to immigration. Theimmigration officer may ask you to verify theanswers that you submitted. They will also ask aseries of questions to verify that you and your

spouse are in a legitimate relationship. They willask questions about your history and your dailyroutine as a couple, review any bona fides to sup-port your claim, and review your financial docu-ments.

The most important steps to take in getting readyfor an immigration interview are to review all ofthe documents that you submitted to immigra-tion, bring your original birth certificate and avalid passport, bring your own interpreter, andproof that you are your spouse are in a legitimaterelationship. Lastly, hire an immigration attorneyto help you through the process.

How to get ready for your immigration interview

The 143 workers paid as much as $3,500 each,lured to South Florida from Haiti with falsepromises of steady paying jobs in constructionor on farms, the hope of getting permanentresidency and making a life in the U.S., theysaid.

But when they arrived, they found the jobsdidn't exist, and they were left to fend forthemselves -- the victims of a fraud perpetrat-ed by two Broward women, prosecutors said.

The plot was so audacious that one of thewomen, Jetta McPhee, 59, of Tamarac, evenwent to the U.S. Embassy in Port-au-Prince topush for the temporary work visas, accordingto an indictment issued this month.

McPhee pleaded not guilty to conspiring tocommit visa fraud and two counts of aidingand abetting visa fraud Friday in federal courtin Fort Lauderdale and was released on a$100,000 bond.

Marie Nicole Dorval, 43, of Coral Springs,already has pleaded guilty to her role in thefraud and is expected to turn herself in nextmonth to serve a two-year federal prison sen-tence.

Dorval admitted she used her now-defunctMargate company, Manidor Financial GroupInc., to help recruit workers and convinceauthorities that the job offers were legitimate.

Prosecutors from the U.S. Department ofJustice's Civil Rights Division in Washington,D.C., said the women lied to the federal gov-ernment about the availability of jobs to getguest worker visas for seasonal work and liedto the Haitian citizens so they'd pay for theopportunity to work here.

The year-long conspiracy began in April 2008and involved McPhee and Dorval getting asigned letter from the owner of a South Floridaconstruction company claiming that he wouldhire 150 workers.

Dorval and McPhee offered potential workersa contract that said they'd be paid $8.42 anhour for working on farms or constructionsites in Broward and Miami-Dade counties,that free food and housing would be providedfor some and they could be eligible for greencards that would let them stay permanently.

When several of the recruits were turned downby U.S. Embassy officials in Haiti, McPheeemailed embassy workers, lied about the con-tracts and traveled to the embassy in March2009 to successfully persuade authorities toissue visas for the workers.

When the workers arrived here, they were leftjobless for months and told to fend for them-selves or live in filthy trailers with no beds andno electricity, records show. Some weremoved to farms in Gainesville and SouthCarolina in July 2009 but were never paidwhat they were promised, Dorval admitted.

SAN JUAN, Puerto Rico (AP) -Haitians have been fleeing their trou-bled country for years, trying to reachthe U.S. or other Caribbean islands bysea or by trekking across the island ofHispaniola to scratch out a living inthe Dominican Republic.

But a newly popular route has caughtofficials in the Caribbean by surprise,taking migrants to a piece of the U.S.much closer to home.

Hundreds of Haitian migrants havemade their way to Puerto Rico inrecent months. They've found that ifthey can make it to the U.S. territorywithout getting arrested, they can flyon to U.S. cities such as Miami,Boston or New York without having toshow a passport, although some kindof identification, such as a driver'slicense, is needed.

Immigration authorities checkingtravelers before they leave PuertoRico for the U.S. mainland sometimesfind them carrying fake driver'slicenses or other identification, butcounterfeit documents are not alwaysdetected.

"As soon as you're in Puerto Rico, it'slike you're in the United States," saidLolo Sterne, coordinator for Haiti'sOffice of Migration.

There are no official statistics on howmany Haitians have successfullymade their way illegally to PuertoRico, or how many have traveled on tothe U.S. mainland. But the trend wor-ries officials in the U.S. and theDominican Republic, with both coun-tries reporting a jump in arrests ofPuerto Rico-bound Haitians.

Migrants reportedly are paying smug-glers $1,000-$1,500 for a trip toPuerto Rico, located less than 100miles (160 kilometers) east of theisland of Hispaniola, which is sharedby the Dominican Republic and Haiti.At the same time, Dominican officialshave detained more than 400 Haitiansbound for Puerto Rico in the past fourmonths, compared with just a handfulannually in previous years, said VictorPilier, the Dominican Republic'sdirector of naval intelligence."It's an excessive amount," said Pilier,who oversaw the capture of 78Haitians headed to Puerto Rico in lateApril before sending them back home."It's unusual."

U.S. officials in the past six monthscaptured 352 Haitian migrants whowere bound for Puerto Rico or were

found on or near the island. CoastGuard statistics show that betweenOctober 2010 and September 2011,only 13 such migrants were found,and at most five Puerto Rico-boundHaitians were arrested in the twoyears before that.

"We're seeing another route they'retrying to exploit," said Coast GuardCapt. Drew Pearson, who is based inPuerto Rico. "We hadn't seen thesenumbers of Haitians in my tenurehere."

The odds of reaching the U.S. main-land directly from Haiti have droppedas the U.S. Coast Guard beefs uppatrols by Hamilton class cutters, orwhat Haitian migrants simply refer toas "Amilton." Along with trying to saildirectly to the U.S. mainland, Haitiansin the past attempted to get to theUnited States through long-estab-lished smuggling networks on islandsincluding the Bahamas and Turks andCaicos.

"Miami is no longer easy to reach andthat's why Haitians are looking forother places," said Walky Severian, aboat builder in western Haiti whohimself has taken three voyages,including one in 2008 that ended up inCuba because of stormy weather. Hewas deported.

Pilier, the Dominican naval officer,said migrant smuggling to the U.S.territory has also become commonbecause Dominican authorities have aharder time patrolling the nation'ssoutheast coast, which is closer toPuerto Rico.

"We have a stronger presence in thenorth," he said. "The east is more vul-nerable."On top of that, a thriving undergroundeconomy in Puerto Rico that has longoffered employment to Dominicans isnow attracting Haitians.

For Haitians hoping to get to the U.S.mainland, the island of 3.7 millionpeople has a black market that sup-plies fake passports, driver's licensesand stolen Social Security numbers. Inaddition, the island's governor in earlyMarch endorsed a proposal to allowimmigrants living illegally in the U.S.territory to apply for a provisional dri-ver's license. Pilier said that proposalhas in fact drawn many migrants toPuerto Rico.

In March, U.S. federal officials res-cued 71 Haitian migrants stranded ona cluster of islands just west of PuertoRico, dehydrated and with bruises andscratches. The rescue came a weekafter 67 migrants from Cuba, Haiti

and the Dominican Republic werefound in the same cluster of islands,including a Haitian woman who died.

On the black-sand beach in the fishingvillage of Leogane west of the Haitiancapital, groups of men build woodenmigrant boats, sawing and hackingaway with machetes and picks. The30-foot-long boats, whose framesresemble the rib cage of a smalldinosaur, are purchased by smugglersfor around $12,000 and then taken tonorthern Haiti to find passengers. Oneboat builder said he has four or fiveregular customers who buy the crafts.Many Haitian farmers lost their cropsduring last year's hurricane season,causing food supplies to drop andprices to rise in a country of 10 millionpeople that is still recovering from adevastating 2010 earthquake.The number of Haitians who don'thave enough to eat to maintain ahealthy diet has grown from 1.9 mil-lion at the end of 2009 to 6.7 milliontoday, said Myrta Kaulard, the coun-try's director for the United Nations'World Food Program.

"Migration is a very important copingmechanism," she said.

Nasere Severian, a 48-year-old boatbuilder, himself took three unsuccess-ful trips to Miami in the 1990s whenpolitical instability in Haiti drove out-migration to a peak of 37,618 in 1992,according to U.S. Coast Guard data.

"Sometimes we build two or threeboats a year," Severian said. "At thesame time we can go a year withoutgetting a customer."

Then Severian offered this: "If it wereeasier to reach Miami I would try togo there every day - even if that meansI die."

In another major migration trend,Brazil also has become an increasing-ly common destination for Haitianssince the 2010 quake. The SouthAmerican nation initially opened itsdoors to Haitians seeking asylum, thenlater said it would issue 1,200 visasannually to allow them to work therefor a five-year period. More than4,000 Haitians have moved to Brazil,both legally and illegally, since thedisaster.

Etienne Brutus, a 26-year-old unem-ployed father of three, was among the78 Haitian migrants caught leavingthe Dominican Republic last month,en route to Puerto Rico.

He spoke in Spanish to TheAssociated Press by telephone whilesitting on a bus full of migrants travel-ing from the Dominican Republic'ssoutheast coast to the capital of SantoDomingo for processing before beingdriven back to Haiti. Dominicanauthorities provided an AP reporterwith the cell number of a naval officer,who then passed the phone to Brutus.But the signal was weak, making itimpossible to obtain more than a fewdetails about his situation.Brutus said that when he approachedsmugglers about leaving Haiti, theytold him they weren't traveling north,and that their only destination waseast to Puerto Rico. He agreed tomake the trip, and crossed into theDominican Republic for the sea voy-age.

"I don't have work, I don't have aroom, I'm hungry," he said of his lifein Haiti. "If I can get to Puerto Rico,amen. If I can get a room, a job andpapers, I'm leaving."

Man haunts girl's fatherwith sext messages

HOLLYWOOD, Fla. (WSVN) -- Police arrested aMiramar man after he allegedly had a sexual rela-tionship with a 15-year-old girl and harassed herfather with text messages.

According to police, 28-year-old Tavaris Adamstold the minor he was 20 and the two engaged inconsensual sex for over a year. This allegedly hap-pened between May 2011 and August 2012.

The girl told police they had sex "almost everyday." When police first interviewed the girl, shedenied having sex with him, but admitted to it aweek later. She said, she was trying "to stick up forhim." She also admitted to having told him she was17 when they first met.

When the girl's father confronted Adams about hav-ing sex with his daughter, Adams started sendingthe father naked pictures of his daughter and taunt-ing him via text messages.

Adams was arrested on Wednesday and chargedwith lewd and lascivious acts on a minor, promotionof a sexual performance by a child, transmittingchild pornography, sending threats to kill or injureand violation of probation.

Student allegedly brings gunto school

DORAL, Fla. (WSVN) -- A fifth grade student isbeing accused of bringing a gun to school Fridaymorning.

According to police, an 11-year-old fifth graderallegedly brought a firearm in his backpack to hiselementary school, John I. Smith K-8 Center, inDoral.

According to school officials, it was the last day ofschool for the students and there were many parentson campus for an end-of-the-school-year party.When asked, many of the parents had no idea a gunhad been brought on campus.

A teacher found the gun and notified officials. Theschool was never placed on lockdown.

It remains unknown if the gun was ever pulled outof the backpack, but It is believed the gun was neverfired.No one was injured.

Parking valet attendant stabbedduring robbery

FORT LAUDERDALE, Fla. (WSVN) -- A down-town Fort Lauderdale valet attendant was stabbedwhen he refused to turn over his wallet to robbers.

The incident occurred on Monday, around 5 p.m.According to police, two armed men entered theparking lot next to the Fat Cats Bar in DowntownFort Lauderdale. The men then demanded the valetattendant, 53-year-old Luis Alberto Valdez, handover his wallet. When the valet attendant refused, aphysical altercation broke out, and the suspectsstabbed him and fled the area.

Fort Lauderdale Police Detective Deanna Greenlawsaid, "While he was there, two suspects approachhim. They ask him for his wallet. There's some typeof a scuffle between the victims and the suspect. Atsome point, one suspect tells the other, 'Stab him,stab him.' He takes out a knife. He stabs the victim."

Those that work with the victim said he is every-one's friend. "He's a great guy. He's quiet. He'sharmless. He says, 'Hi' to everybody. He shakeseverybody's hand. Smiles everyday," said Fat Catsemployee Francis Mora.

Police hope surveillance video from that day canhelp them identify the suspects. Just minutes beforethe crime, two men were seen on surveillance videowalking past the alley where the parking lot is locat-ed. The crime itself was not caught on camera.

However, police believe a man who walked by min-utes after may have seen something. "Anyone whomay have been walking nearby when thetwo males, who are seen on the surveil-lance footage, were either walking in thearea or maybe they saw him running fromthe area," said Greenlaw.

The suspects were last seen running southfrom the parking lot near 320 SW 2nd St.in Fort Lauderdale.

The victim was transported to BrowardHealth Medical Center. His conditionremains unknown.

Police investigate armedrobbery at local Winn-DixieMIAMI GARDENS, Fla. (WSVN) --Miami Gardens Police said a pair ofthieves broke into a Winn-Dixie

Supermarket early Wednesday morning and heldseveral employees at gunpoint.

The two subjects drilled a hole in a side wall to gainentry before the supermarket opened around 3:40a.m. Once inside the store, located at 17221 NW27th Avenue, the thieves waited for the managerand employees to arrive before ambushing themand holding them at gunpoint. Miami GardensPolice Sgt. Bill Bamford said, "Just before 6 a.m.,the manager arrived with a couple of employees.They walk in, disarm the alarm, turn on the lights,and as they walk into the store, they're immediatelygreeted by two men brandishing firearms."

Miami Gardens Police said the robbery was cap-tured on store surveillance cameras. Bamforddescribed what happened next. "You see the manag-er be forced into the back office. He complies withtheir demands, he gets on the ground," he said, "andthen, after these thieves take this money and flee,this man appears to get on his knees, and I don'tknow if he is praying and thanking God for his life,but thankfully, no one was hurt in this robbery.Thankfully, these three employees are OK, otherthan the emotional trauma that they've suffered."

The two subjects took off with an undisclosedamount of money, and they remain on the loose.Police call them very dangerous. "If anyone knowswho these robbers are," said Bamford, "it's reallyimportant. Here are two guys who took the time tobreak into a store, took the time to ambush employ-ees as they walked in for a day's work, pointingguns at them, and this could have gone tragicallywrong at any time.

This is what business-man Clifford 'Cliff' Sibilia's 40thbirthday celebration was all about.

The son of legendary Haitiansinger Albert Pascal, of the groupLes Ambassadeurs, hosted a lavish'40th' birthday party on Fridaynight, May 24th and invited a num-ber of close friends and family tomark this special occasion.Dressed in elegant fashion in abeige suit, Cliff seems to haveinherited his father's penchant forstyle, including the location for thiswonderful event: Turnberry IsleMiami, in Aventura.

Cliff recruited some amazing per-formers to entertain the guest forthis birthday celebration, includingthe popular compass band Carimi,singer Albert Pascal (his father),and Cliff's daughter, the incompa-rable Christina. He also had artistsShaba (Djakout #1), Alan Cave andJ-Perry take the stage to performfor the guests.

When guests arrived, they were alltreated to valet service, which waspaid for by Cliff. The party startedpromptly at 10pm and guests werewelcomed at the lobby by beautifulhostesses. The ballroom wasdecked out in white for the specialoccasion and there were two openbars that served a wide range ofwonderful drinks including DonPerignon, Moët (rose, HenessyPrevilege, Johnny Walker (bluelabel), and many more top shelf

ThisNew York based band delivered anexceptional performance, asalways, and were followed byacclaimed singer Alan Cave per-forming his hit 'se Pa pou dat.'Singer J-Perry then delivered a ren-dition of his hit song, 'Dekole,' fea-turing Shabba from Djakout #1.

Guests danced throughout the nightand Cliff couldn't resist getting upon stage to sing with the band. Itwas apparent that Cliff had inherit-ed some of his father's immensemusical talents. He then took to the

dance floor with his daughterChristina, wife Fabiana, and motherJessie.

Cliff finally cut the birthday cake at3am as two professional photogra-phers captured the evening in pic-tures. Cliff posed with many of hisguests. At 4:35 in the morning, asthe party finally wound down, itwas clear on the faces of all theguests that they all had a wonderful-ly glorious time. Happy birthdayCliff. May you be forever young.

Une vingtaine de contrebandiersappréhendés par les forces de l'ordre

Les responsables de la task force de lutte contre la cor-ruption et la contrebande révèlent qu'une vingtaine decontrebandiers avaient attaqué le poste douanier deBelladères vendredi dernier. Les contrebandiers, quise trouvaient à bord d'une douzaine de camions trans-portant des matériaux de construction, ont forcé le

barrage en faisant usage d'arme à feu.

Le directeur de l'unité de Lutte contre la Corruption(ULCC), Antoine Athouriste, annonce que 6 camionsavaient été interceptés par les équipes du task force.Les autres camions qui avaient pu regagner la capitaleont été mis sous séquestres dans les quincailleriesqu'ils approvisionnent.

3 contrebandiers ont été incarcérés révèle M.Athouriste qui déplorent le comportement de certainscommerçants ayant recours à des mercenaires. Il con-sidère comme extrêmement grave la planificationd'une attaque contre la Douane, une institution sym-bole de la souveraineté nationale.

La saison des ouragans pourrait être exceptionnelle-ment intense sur la côte atlantique, préviennent lesexperts de l'agence américaine d'étude de l'océan etde l'atmosphère (NOAA).

Les météorologues prévoient de 13 à 20 tempêtesmajeures dans la région, dont 7 à 11 qui pourraientdevenir des ouragans.

De ce nombre, de 3 à 6 pourraient être des ouragansmajeurs.

La NOAA affirme qu'il y a 70 % de risque que la sai-son des ouragans 2013 soit plus intense que lamoyenne.

En moyenne, une saison des ouragans compte 12tempêtes auxquelles les météorologues attribuent unnom, six ouragans et trois tempêtes majeures.

La saison des ouragans 2012 a été la troisième del'histoire quant à l'intensité, avec 19 tempêtes portant

un nom, dont dix ouragans et deux tempêtesmajeures. Il y a notamment eu Sandy, qui a touchéterre au New Jersey et a causé des dommages éval-ués à plus de 50 milliards de dollars.

Tous les indicateurs laissent à penser que laprochaine saison des ouragans sera active, voireextrêmement active, a indiqué le météorologue GerryBell, du Centre de prédiction du climat.

Les prévisions des météorologues ne permettent pasde savoir à quel endroit les tempêtes pourraienttoucher terre.

À l'instar des experts américains, le Centre canadiende prévision des ouragans (CCPO) prédit lui aussiune saison active cette année, affirmant que les rési-dants des provinces de l'Atlantique devraient com-mencer à se préparer pour y faire face. Selon l'organ-isation, la température inhabituellement plus élevéede l'océan Atlantique est l'un des facteurs expliquantcette prévision.

North Miami-Elections : Un Grand Débat Organisépar Radio Shekinah et Tabernacle de Gloire

NORTH MIAMI -- Radio Shekinahet le Tabernacle de Gloire ont réussile pari d'organiser un grand débatcivique dans la ville de North Miamià l'occasion des élections munici-pales qui s'étaient tenues le 14 maipuis le 4 juin 2013 (2e tour). Undébat historique. Un succès énormeen termes d'organisation et de partic-ipation.

" Ce débat était le seul tenu dans lacommunauté haïtienne et c'était lemieux organisé ", a déclaré la candi-date à la mairie Lucie Tondreau lorsde ce forum tenu le 11 mai dernierdans les locaux de Moca Café, 738Northeast 125th Street, NorthMiami, FL.

Ce jour-là, en dépit d'une menace depluie, plusieurs centaines de person-nes ont répondu à l'invitation desorganisateurs du forum afin demieux connaître les prétendants à lamaire de North Miami, une villeaméricaine à fort pourcentaged'Haïtiens.

Les participants se sont dits édifiés àla fin du débat au sujet des candidatsqui avaient eu le courage de seprésenter devant le public. Ils ontaussi critiqué la veulerie de ceux qui,Haïtiano-Américains pour la plupart,se sont désistés à la dernière minute.

En effet sur les cinq candidatsHaïtiano-Américains, un seul, LucieTondreau, s'était présenté, aux côtésdes deux candidats non Haïtiens,Gwen Boyd et Kevin Burns. " Nousavions appris que quelqu'un avaitappelé tous les candidats pour lesdécourager à prendre part au débat ",a révélé pour sa part le pasteur duTabernacle de Gloire et modérateurdu forum, Gregory Toussaint.

En tout cas, les candidats présentsont fait bonne figure et répondu auxdifférentes questions posées par lePasteur Toussaint.

La plupart des questions étaienttenues secrètes et n'étaient connuesque du modérateur du débat. "Mêmemes plus proches collaborateurs neconnaissent pas la teneur de cesquestions ", a assuré le pasteur duTabernacle de Gloire.

Les questions posées étaient axéessur la qualification personnelle descandidats, leur leadership et leuragenda pour la ville de North Miami.Ces questions étaient envoyées pardes membres de la communautédirectement aux organisateurs, dessimples citoyens aux experts quiconnaissent très bien les problèmesauxquels la ville fait face.

Les candidats ont répondu, parexemple, sur la façon dont ilscomptent gérer, une fois élus, une

ville aussi diversifiée en termes depopulation que North Miami. Sur leplan économique, ils ont évoqué leurplan pour remettre au travail la pop-ulation active par la création d'em-ploi ou l'accompagnement des entre-prises locales.

La question des caméras flashant lesautomobilistes au feu rouge avaitégalement été soulevée à la grandesatisfaction de l'assistance. " Nousavions reçu un flot d'e-mails concer-nant cette question ", a indiqué lepasteur Gregory Toussaint qui ademandé aux candidats LucieTondreau, Gwen Boyd et KevinBurns de fixer leur position sur ceproblème.

Gwendolyn Boyd a déclaré qu'elleest pour le maintien des caméras decirculation qui " sauvent des vies ".Kevin Burns, qui avait introduit cescaméras quand il était maire (2005-2009) avec l'intention de réduire desaccidents, s'est dit engagé à " étein-dre ces caméras qui ne font pas cequ'elles étaient censées faire ". LucieTondreau a déclaré que ce sera sapremière préoccupation en tant quemaire que d'enlever ces caméras desurveillance qui ne réduisent pasvraiment les accidents ni ne sauventdes vies.

Plus de 350 personnes ont assisté àce débat civique, selon les organisa-teurs. Ce forum, diffusé sur plusieursmedias de la Floride (WSRF etShekinah 1580 notamment) et surl'Internet, était l'un des meilleursorganisé dans la ville de NorthMiami depuis longtemps, a admisl'un des candidats du panel.

L'organisation était impressionnante.Depuis la porte d'entrée, dès l'ac-cueil, on se dit qu'il se fait iciquelque chose de sérieux, a opinéFrank, l'un des participants. La pop-ulation de North Miami a égalementmontré un grand intérêt à cette activ-ité vu que les locaux du Moca Caféétaient débordés. Des participantsétaient restés debout afin de suivre ledébat municipal qui s'était déroulédans la plus grande civilité.

Ce fut un véritable défi à releverpour le Tabernacle de Gloire etRadio Shekinah d'organiser un teldébat. Ces deux entités ont réussi làoù d'autres ont échoué, à en croiredes observateurs.

" D'habitude, les débats politiquestenus dans la ville de North Miamine rassemblent pas grand monde.Parfois, il s'y présente 20 ou 50 per-sonnes alors que ce débat a fait sallecomble ", s'est étonné un confrèrejournaliste qui couvrait l'événement.De plus, ajoute-t-il, les débats tenusdans la communauté haïtienne finis-sent souvent en queue de poisson.

" Au cours de l'un des débats, il y aeu des dérapages, des échauffourées,certains participants ont mêmeinsulté des candidats. Cependant,dans ce débat politique organisé parune église, les participants se sontcomportés de manière civilisée".

D'ailleurs, l'une des plus grandescraintes des organisateurs du forummunicipal du 11 mai, c'était que lasituation ne dégénère et ne donneune mauvaise image de la commu-nauté haïtienne et chrétienne. " Nousavions abordé ce débat avec un sen-timent de suspense", a indiqué poursa part le pasteur Toussaint inter-

venant sur Géopolis, l'édition denouvelles de Radio Shekinah, inter-viewé par le journaliste PharèsDuverné.

Le pasteur Toussaint a affirmé quec'est la mission de l'église de Jésus-Christ de donner l'exemple, de tra-vailler dans l'excellence, que ce soitdans le domaine politique ou social." Je crois qu'il est bien qu'une égliseaccomplisse ce que d'autres entitésne peuvent pas faire, c'est en pro-mouvant l'excellence en toute choseque nous contribuerons à établir leRoyaume de Dieu sur terre ", a faitsavoir le prédicateur et auteur de "Jézabel mise à nu ".

Le maire André Pierre, qui quitte lamairie au terme de deux mandats, aconclu le débat. Il a déclaré queNorth Miami est une ville très diver-sifiée avec une majorité haïtienne etqu'il est très important que les futursélus en tiennent compte. " C'est uneobligation morale pour les candidatsde faire en sorte que cette diversitése reflète dans la main d'œuvre etl'administration de la ville ".

Les élections ont eu lieu le 14 maidernier sans un gagnant définitif.Deux des candidats ayant participéau débat, Lucie Tondreau et KevinBurns, vont s'affronter au secondtour le 4 juin prochain.

MIAMI (Le Floridien) -- Dans la plu-part des pays il existe une journéedédiée aux mamans, qui a lieu très sou-vent au mois de mai. En Haïti la fête desmères a lieu le dernier dimanche demai. Pour cette année 2013, elle a étécélébrée le 26 mai.

Le choix du mois de mai pour célébrerles mères n'est pas un hasard, car maiest le mois de la Vierge Marie et doncde la maternité. Dans de nombreuxpays, dont les Etats-Unis où vit uneimportante diaspora haïtienne, notam-ment à Miami (Floride), les Mamanssont fêtées le deuxième dimanche demai. Toujours est-il que les membres decette communauté restent soudés à leurtradition natale pour conserver la datedu dernier dimanche de mai pourcélébrer à leur façon habituelle lesmamans.

À cet effet, de nombreuses festivitéssont organisées à travers la commu-nauté en l'honneur des Mamans. L'undes événements annuels pour marquercette date de façon mémorable, c'est leconcert baptisé " Fête des Mères àl'Haïtienne " organisé depuis 2010 parles productions Mizik Depot et DouxTropic, toujours couronné de succès,rassemblant une pléiade d'artistes bienconnus du milieu.

Pour cette quatrième édition déroulée leweekend écoulé au gigantesque Miami-Dade Auditorium, localisé au centre-ville de Miami, l'événement a connu unsuccès sans précédent. Près de 2700personnes (selon les estimations desorganisateurs) avaient fait le déplace-ment pour y prendre part.

Le menu de la soirée était bien rempliavec de belles têtes d'affiche, dontl'artiste évangélique Toto Nécessité, lechanteur engagé Manno Charlemagne,l'activiste-chanteuse Farah Juste, lescomédiens Papa Pierre, Bos Marcel,Jesifra. AMS Music School étaitreprésentée par la chanteuse YannieForest (16 ans). Les musiciens del'orchestre philharmonique Archivedirigé par le maestro Roselin Antoinedit Trete, servaient de back up à tous lesperformers.

Le Maître de Cérémonie n'était nulautre que le célèbre Ed Lozama, trèsréputé pour son aisance sur scène et saversatilité linguistique, qui lui permet-tent d'officier dans plusieurs sortesd'endroits et à plusieurs types d'événe-ments. Cependant avons-nous constatéamèrement, son rôle a été réduit à uneproportion telle qu'on se demandait sic'était bien lui le MC de la soirée. JoseDavilmar, membre du comité organisa-teur de l'événement, qui jouait le rôled'annonceur, a “envahi” le champs d'ac-tion de M. Lozama, réduisant ainsi savisibilité sur la scène. M. Davilmar a,tout au long du spectacle, empiété surla fonction de Lozama, pour s'illustrerboiteusement.

Prévu en deux parties, le spectacle adémarré vers 6 heures avec un premier"set" de prestations fortement applaud-ies de Jean Herard Richard dit Richie(l'actuel maestro du nouveau groupecompas Klass), et de la troupe de danseMacaya.

Ce fut ensuite l'arrivée sur scène dujeune comédien Donadi Salvant, fils duchanteur capois bien connu TinèsSalvant, lequel avait tout mis en œuvrepour faire crouler de rire l'assistance dela soirée au fil des sketches délirants.

La petite Yannie Forest a aussi fait deson mieux pour maintenir le public enhaleine, interprétant deux belles chan-sons, l'une en créole et l'autre enanglais. Quant à la chanteuse FarahJuste, elle a offert un spectacle moyenqui laisse croire qu'elle entame déjà lapente descendante de sa carrière,auréolée de succès dans le passé.L'activiste chanteuse était loin de saforme des grands jours. L'ancienneministre des Haïtians vivant à l'étrangera passé une bonne partie de sa perform-ance à faire l'éloge de certains politi-ciens haïtien-américains présents dansla salle, notamment son ami Rûlx "Ringo " Cayard et l'actuelle candidateau poste de maire de la ville de NorthMiami, Lucie Tondreau, tout en dis-tribuant des roses à des membres del'assistance, sans manquer de rappelerqu'elles ont été offertes gratuitementpar M. Cayard. Farah Juste est doncrepartie par la petite porte.

Le public a ensuite assisté à une scènede tohu-bohu, au moment où les organ-isateurs tentèrent vainement deprocéder au tirage d'une rafle organiséeen la circonstance, avec une dizaine deprix à gagner, offerts par de généreuxcommanditaires, dont la firme d'avocats"Jean Bernard Chery, P.A". Pas manquede préparation, faisant preuve d'ama-teurisme, ils n'ont pas pu procédercomme voulu au tirage des primes. Question de tenir leurpromesse, les artistes Pap Pyè, BossMasèl et Pè Jòj, ont tour à tour fait unebrève apparition sur la scène.

Comme l'an dernier, la quatrième édi-tion de la " fête des Mères à l'Haïtienne" a connu certes un succès populairesans précédent. Trois morts dans un incendieà Port-au-Prince

Un grave incendie s'est déclaré le jeudi31 mai écoulé dans un marché situé àquelques mètres du port de Port-au-Prince. Selon les premières informa-tions recueillies sur place, cette catas-trophe aurait occasionné la mort detrois personnes et plusieurs autresbrulées. Une explosion dans un maga-sin de chlore et d'engrais, est la princi-pale cause de cet incendie.

D’importants dégâts matériels sontenregistrés. Il a fallu attendre plus dequinze minutes avant l’arrivée des pre-miers sapeurs-pompiers. Malgré desefforts surhumains, ces derniers n’ontpas pu empêcher la propagation du feu

dans plusieurs guérites et tréteaux.Ainsi, nombreux sont les détaillants quiont vu leurs commerces partir enflammes. Ces derniers vendaient desvêtements, des produits alimentaires etdes chaussures. Ils réclament déjà répa-ration.

Une partie de l’immeuble logeant leService maritime et de navigationd’Haïti (SEMANAH) est grandementendommagée. Au moins une dizaine devéhicules sont partis en fumée. Dansles corridors, des brouhahas. LeBoulevard Lassaline était interdit à lacirculation.

Si dans l'ensemble cette édition 2013 a fait preuved'une bien meilleure organisation, en comparaisonaux deux dernières années, cependant on voyait malnotamment l'absence d'un séparateur devant lascène pour permettre aux photojournalistes de sedistinguer des fêtards pour un meilleur environ-nement de travail, l'entonnement des hymnesnationaux américain et haïtien par la jeunechanteuse Ruthselle Guillaume (d'ailleurs pas tropconvaincante dans sa tâche), après qu'un premiergroupe ait performé, et surtout la présence deplusieurs dizaines de groupies (comme c'est tou-jours le cas) massés sur le large podium.

Les festivités ont démarré officiellement vers 6heures 20 du soir avec l'entrée en scène de TPO. Saprestation était visiblement loin de conquérir lepublic déjà présent, resté " imbougeable " sous lesmultiples notes de ce jeune groupe qui joue du RapKreyòl aux USA.

Surnommée à juste titre " La Grande Dame de laChanson Haïtienne ", l'entrée en scène de la divaEmeline Michel, a été fortement ovationnée parl'assistance. Vêtue d'une belle robe rouge et coifféed'un foulard bleu, Emeline a encore une fois prouvéqu'elle mérite bien une place dans le line up de cegrand événement annuel. Le temps de performertrois belles pièces puisées de son riche répertoire,dont la fameuse AKAIKAO, la native desGonaïves, a embarqué avec elle un public très par-ticipatif pour faire la fête à Bayfront Park.

Ce fut ensuite le défilé d'une dizaine de groupes,pour la plupart des habitués du festival. Inutile deles passer en revue l'un après l'autre, tant que dansl'ensemble ces groupes n'ont pas trop conquis lagrande foule de la soirée. Résumons pour dire dansl'ensemble c'était du "déjà vu", rien de nouveausous le soleil de Compafest en termes de prestationscéniques des groupes participants.

dISIP et KLASS ont raté leur prestation

Nombreux sont les groupes qui ont raté leur presta-tion. Dans cette catégorie, classons sans équivoqueles formations dISIP et Klass. Le chanteurGassmann couleur connu pour être une vraie bêtede scène n'était pas convaincant avec son groupedISIP. À la veille de la sortie annoncée du secondalbum studio de son groupe, baptisé " VIKTWA ",Gassman a définitivement loupé cette belle occa-sion pour tenter de refaire un peu la popularité dedISIP. Le professeur Richie, leader du nouveaugroupe KLASS, n'a pas su dispenser un cours dansun domaine où il n'est pas expert (le public dessoirées dansantes est bien différent de celui retrou-vé dans les prestations en plein air). Faut-il dire quele lead vocal du groupe Klass, Ederesse " Pipo "Stanis, qui avait la lourde responsabilité de délivrerla marchandise, a commis l'erreur de passer unebonne partie de son temps à converser avec lesspectateurs qui ne voulaient que de la bonne anima-tion musicale pour danser comme bon leur semble.Vraiment ce fut une performance “sans classe”offerte par les élèves du professeur Richie.

Gabel, J-Perry, Brothers Posse et Zenglen se retrou-vent dans la même catégorie des groupes qui ontfourni une prestation moyenne. Les deux derniersétant victime à la vérité d’un contretemps. Zenglenqui a connu une remontée spectaculaire depuis lasortie de son dernier album studio " Rezilta ", lequelgroupe le grand public attendait avec impatiencecomme plat de résistance à cette quinzième édition,était victime de la mauvaise gestion du temps faitepar le stage manager Rodrigue Alcindor. En clôture,Zenglen a pratiquement performé dans un Bayfront

déjà vidé de ses milliers d'occupants. Il étaitpresque Minuit.

Les vocalistes Katalog et Flav ont déçu le publiccette fois. Si le groupe avait bien démarré sa presta-tion, pourtant pour une raison inconnue, les musi-ciens ont cassé un peu le rythme pour faire place auchanteur Flav, plongé pendant de longues minutesdans des non-sens. Il était trop tard pour euxlorsqu'ils essayaient de se ressaisir avec le tube "Gon Jan Pou Ye " pour tenter de chauffer le public.Très regrettable pour cette formation musicale quien deux occasions dans le passé avait livré une trèsbonne prestation.

L'artiste J-Perry, épaulé par le rappeur bien connuIzolan (Barikad Crew), n'avait pas trop à se défon-cer pour faire bouger un peu la grande foule avecson tube " Dekole ". La formation Anbyans basée dans la deuxième villed'Haïti, s'est nettement distinguée du lot desgroupes participants. En fait, il n'est pas exagéré dedire que ce groupe découvert par le grand public aucarnaval national déroulé en février 2013 au Cap-Haïtien, a fait mieux que les autres dans une cer-taine mesure. Interprétant avec brio la chanson tube" Baissez bas " du légendaire groupe Tabou Combo,et leur meringue carnavalesque " Jere Lari a ", lesmusiciens du groupe Anbyans ont prouvé, en dépitd'un répertoire maigre, pour ne pas dire répertoirequasi inexistant, que leur présence dans le line upde cette édition de Compafest 2013 n'est pas lerésultat d'un certain favoritisme. Les jeunes musi-ciens ont fait preuve d'une discipline scéniquejamais observée auparavant à cet événement. Defaçon méthodique, ils ont livré la marchandise faceà un public très accueillant. Pour une première par-ticipation, Anbyans a évolué sans complexe sur lascène de BayFront Park.

Le match s'est terminé à l'issue dutemps réglementaire par un score deparité vierge 0-0.
