DENYSE DE SAIVRE, La Conference de Berlin (1884-1885): vers le partage de l'Afrique au nom de la liberte. Abidjan, Dakar et Lome: Les Nouvelles Editions Africaines, 1985, 135 pp., ISBN 2 7236 07 59 3.

There may have been as many as twelve international symposia to mark the centen- ary of Bismarck's Berlin African Conference of 1884-85, and as a pendant Denyse de Saivre, former editor of Recherches, Pedago- gie et Culture, has edited a collection of short articles by European and African authors. Since the conference was a European affair, controversies centre of European intentions (to partition Africa or to perpetuate a regime which permitted foreign penetration without the costs of colonial empire?). Most Euro- pean contributions review familiar aspects of the imperial story, some adding new details from the contemporary press; African scho- lars, here as in the symposia, usually prefer to address more general aspects of the parti- tion. Myths about Berlin have a vitality independent of the historical evidence, but the centenary may have helped lay some of these to rest.

This report presents the findings of a short social ecological field study of the (primarily) pastoral economy of the seasonally inun- dated grassy plains (yaere in Fulfulde) bordering the Logone River in Northern Cameroun. Substantially affected both by the creation of the Waza National Park and by the construction of several barrages linked with the development of wet rice cultivation downstream, local pastoralists have also had to struggle with the droughts of recent years. This study provides a useful overview of this distinctive environmental niche and proposes a series of steps to lessen the negative impact of river basin 'develop- ment' on local pastoral communities.
