    APPLICATION GUIDELINESJAPANESE GOVERNMENT MONBUKAGAKUSHO:MEXT) SCHOLARSHIP FOR 2015

    UNDERGRADUATE STUDENTS)

    The Ministry of Education, Culture, Sports, Science and Technology MEXT offers scholarships tointernational students who wish to study at Japanese universities as undergraduate students under the JapaneseGovernment (MEXT) Scholarship Program for 2015 as follows.

    1 FIELDS OF STUDYThose who wish to study in Japan as an undergraduate student must choose a field of major

    from 1) or 2) below. Applicants may enter a first, second, and third choice.(1) Social Sciences and Humanities

    Social Sciences and Humanities-A: Laws, Politics, Pedagogy, Sociology, Literature, History, Japaneselanguage, and others.

    Social Sciences and Humanities-B: Economics, and Business Administration.Note 1: Applicants who wish to major in the fields categorized as others may have difficulties in

    finding universities that can accept them.

    Note 2: Major field content related to

    Economics

    and

    Business Administration

    of Humanities B isnot included in others. (2) Natural Sciences

    Natural Sciences-A: Science (Mathematics, Physics, Chemistry), Electric and Electronic Studies(Electronics, Electrical Engineering, Information Engineering), Mechanical Studies(Mechanical Engineering, Naval Architecture), Civil Engineering and Architecture(Civil Engineering, Architecture, Environmental Engineering), Chemical Studies(Applied Chemistry, Chemical Engineering, Industrial Chemistry, TextileEngineering), and other fields (Metallurgical Engineering, Mining Engineering,Maritime Engineering, Biotechnology).

    Natural Sciences-B: Agricultural studies (Agriculture, Agricultural Chemistry, Agricultural Engineering,Animal Science, Veterinary Medicine, Forestry, Food Science, Fisheries),Hygienic studies (Pharmacy, Hygienics, Nursing), and Science (Biology).

    Natural Sciences-C: Medicine, and Dentistry.Note: A student who intends to major in Natural Sciences and would like to choose more than one

    major is required to choose and select first-, second-, and third-choice subjects from thesubjects in brackets from within the same course (i.e. Natural Sciences A, B or C). However, astudent who selects Course C as his/her first choice may choose his/her second-choicesubjects from Course B or C and third-choice subject from Course B because Course C offersonly two subjects.

    2 QUALIFICATIONS AND CONDITIONS(1) Nationality : Applicants must have the nationality of a country which has diplomatic

    relations with the Japanese government. Stateless persons can be applicants,

    too. Applicants who have Japanese nationality at the time of application are noteligible. However, applicants of dual nationality who reside outside of Japan iseligible only if they will expatriate from Japan by the time of ariival in Japan.Applicants screening will be made at the Japanese Embassy/Consulate General(hereinafter, referred to as Japanese diplomatic mission ) in the country ofapplicants nationality.

    (2) Age: Applicants generally must have been born between April 2, 1993 and April 1,1998.

    (3) Academic Background : Applicants must either have completed a 12-year regular course of schooleducation or have graduated from a school equivalent to an upper secondaryschool in Japan. (Applicants who will meet the above qualifications by March,2015 are included.)

    Note: Applicants who satisfy entrance eligibility for a Japanese university are also included.(4) Japanese Language : Applicants must be willing to learn the Japanese language and deepen their

    understanding on Japan. In addition, in general, applicants must be willing toreceive college education in Japanese.

    (5) Health : Applicants must be physically and mentally healthy enough to pursue study ata university in Japan.

    (6) Arrival in Japan : In principle, applicants must be able to arrive in Japan between the 1st and 7thof April 2015. In case where an applicant starts from the fall semester throughdirect placement, he or she must be able to leave for and arrive in Japan by thedate specified by the accepting university.

    (7) Visa Requirement: Selected applicants must acquire College Student ryugaku, visasbefore entering Japan. The visas should be issued at the Japanese diplomaticmission, located in the country of applicants, nationality.

    Note: Applicants who change their resident status to any status other than College Student aftertheir arrival in Japan will immediately lose their status as Japanese government scholarshipstudent.

    (8) Applicants who meet any or all of the following conditions are not eligible. If identified after acceptanceof the scholarship grantees, the applicants will be required to withdraw from the scholarship:

    If applicant is a service member or a civilian employee registered on the active military list at the timeof his/her arrival in Japan;

    Those who cannot arrive in Japan during the period designated by MEXT or the accepting university; If an applicant is a previous recipient of a Japanese government scholarship. Unless more than three

    years have passed since the first day of the month following the final payment of the previousscholarship, as of April 1, 2015 (In case where the student starts from the fall semester, the month of

    entrance.); If Applicant is, in principle, currently enrolled in a Japanese university with the resident status of

    College Student, or will be enrolled in a Japanese university as another source or self-financedinternational student between the time of application for this scholarship in his/her country and thetime the scholarship period is due to begin. This does not apply to current self-financed internationalstudents at Japanese universities who will complete their courses of study and return to theircountries before the end of the current year;

    If an applicant is a grantee of a scholarship from any organization(including any governmentalorganization of his/her own country) other than the Japanese government (MEXT) (Prospectivebeneficiaries are included);

    Applicants who are expected to graduate at the time of application and, cannot satisfy thequalifications and the conditions of academic background by the deadline given; or

    Applicants of dual nationality who cannot prove their expatriation of the Japanese nationality by thetime of arrival.

    3 TERM OF SCHOLARSHIP(1) Scholarship awards will be tenable for five years from April 2015 to March 2020, including one-year

    preparatory education in the Japanese language and other subjects due to be provided upon arrival inJapan. For scholarship grantees majoring in medicine, dentistry, veterinary medicine or a six-year coursein pharmacy, the term of scholarship will be seven years until March 2022.

    (2) The preparatory education requirement can be waived for grantees who have sufficient knowledge ofthe Japanese language to pursue their study or who wish to enter a university which demands noJapanese language ability (via direct placement). In this case, the awards will be tenable for four years(or for six years for those majoring in medicine, dentistry, veterinary medicine or in a six-year course inpharmacy). If a grantee graduates earlier or withdraws from his/her undergraduate course for earlycollege entrance, the awards will be tenable until his/her graduation or withdrawal.

    (3) The term of scholarship in case of direct placement will start from the time of entrance to theuniversity, taking into account the circumstances of the accepting university.

    (4) In regard to six-year majors in Pharmacy, the grantees must undergo the common examinations(CBT= Computer-based Testing, OSCE= Objective Structured Clinical Examination) implemented priorto practical training. In cases when it is impossible for the grantees to fulfill the set standardsnecessary for practical training, the scholarship may be cancelled.

    (5) If a grantee graduates from an undergraduate course and is admitted to a master's course at agraduate school during the term of his/her scholarship, he/she may have the term extended uponsuccessful examination by MEXT provided that he/she has outstanding academic achievement thatmeets certain criteria. The scholarship will be discontinued if approval is not granted.

    4 SCHOLARSHIP BENEFITS(1) Allowance :

    Each grantee will be provided monthly with 117,000 yen. An additional monthly stipend of 2,000 or3,000 yen may be provided to those undertaking study or research in specially designated regions.However, the amount of allowance will be subject to change, depending upon the annual budget foreach year. The scholarship will not be paid to a grantee who takes a leave of absence or is long absentfrom the assigned university or the preparatory Japanese-teaching institution.The scholarship will be cancelled for a grantee in the following cases. Furthermore, if scholarshippayments were made during the period the following cases applied, the grantee may be ordered toreturn scholarship payments received during that period: If any of his/her application documents is found to be falsely stated; If he/she is in breach of his/her pledge made to the Minister of MEXT; If he/she is subjected to disciplinary action such as expulsion or removal from register by his/her

    university or the preparatory Japanese-teaching institution; If it becomes definitive that the grantee will not be able to graduate(or complete his/her course)

    within the standard course term because of his/her poor academic achievement or suspension; If his/her resident status of College Student as provided for in Paragraph 1-4 of Appendix to

    the Immigration Control and Refugee Recognition Act changes to any other status;

    If he/she is provided with another scholarship(except for a scholarship designated for researchexpenses); or

    If he/she proceeds to a higher level of education without receiving approval for an extension ofthe term of the scholarship.

    (2) Traveling Costs Transportation to Japan :

    Each grantee will be supplied generally, according to his/her itinerary and route as designated byMEXT, with an economy-class airplane ticket from the international airport nearest to his/herhome address* to the New Tokyo International Airport or any other international airport that theassigned university usually uses. Expenses such as inland transportation from his/her homeaddress to the international airport, airport tax, airport usage fees, special taxes on travel, orinland transportation within Japan will NOT be supplied. (*The address in the country of the

    recipient

    s nationality stated in the application form is in principle regarded as the recipient

    s home address. ).Note: Those who cannot arrive on the day that is described in "2. QUALIFICATIONS (6) Arrival

    in Japan" shall not be paid the travel expenses coming to Japan. Transportation from Japan :

    The grantee who returns to his/her home country within the fixed period after the expiration ofhis/her scholarship will be supplied generally, upon application, with an economy-class airplaneticket for the travel from the New Tokyo International Airport (or any other international airportthat the appointed university uses as a normal route) to the international airport nearest tohis/her home address.

    Note 1: If a grantee returns home without an extension though having applied for extension ofscholarship period, he/she will not be paid travel expenses to return home in general.

    Note 2: Insurance premiums for travel to/from Japan shall be borne by the grantee.Note 3: If a grantee stays in Japan and gets a job after the scholarship period has ended, he/she will

    not be paid travel expenses to return home as the temporary return.(3) School Fees:

    Fees for the entrance examination, matriculation and tuition at universities will be paid by the JapaneseGovernment.

    5 SELECTION(1) In cooperation with the governments of the applicants countries the Japanese diplomatic mission will

    conduct primary screening of applicants by means of submitted application documents, interviews andacademic examinations.

    For applicants for a major in N atural Sciences :All applicants must sit for mathematics, English, two subjects selected from among physics, chemistryand biology, and Japanese (5 subjects in all). For selecting two from physics, chemistry and biology,applicants must choose

    physics and chemistry when applying for Natural Sciences A; andchemistry and biology when applying for Natural Sciences B or C.

    (2) Results of primary screening will be notified to each applicant on the date designated by the Japanesediplomatic mission.

    (3) Applicants who have been selected by this primary screening will be recommended to MEXT.(4) MEXT will conduct final selection of the recommended applicants and decide scholarship grantees. MEXT

    may select candidates from each field of study.

    6 PREPARATORY EDUCATION PRIOR TO PLACEMENT AT UNIVERSITY(1) Preparatory Education prior to Placement at University :

    Each grantee will be enrolled at a preparatory school (either in Tokyo University of Foreign Studies orOsaka University) designated by MEXT for a one-year intensive course in the Japanese language andother subjects necessary for preparation for proceeding to university. The preparatory course lasts forone year. Its curriculum mainly consists of education in the Japanese language, and includes other

    subjects such as Japanese affairs, mathematics, English, and social studies for those majoring in SocialScience and Humanities, and physics, chemistry and biology for those majoring in Natural Sciences. Agrantee will not be allowed to proceed to university if he/she is determined incapable of completing theprescribed course at the preparatory school. (He/she will be required to return home upon suchdetermination.) This preparatory education requirement can be waived for a grantee who has sufficientknowledge of the Japanese language to pursue his/her study at university or who wishes to enter auniversity without the Japanese language requirement (via direct placement).

    (2) Change of Major Field of Study :A grantee will not be permitted to change his/her major field of study between Social Sciences,Humanities and Natural Sciences, nor between Social Sciences and Humanities A and B, or betweenNatural Sciences A, B, and C.

    (3) Subjects to be Studied :

    A grantee must study compulsory subjects as determined by the preparatory school even if he/she hasalready studied them at a university outside Japan.

    7 UNIVERSITY EDUCATION(1) Entrance into University :

    A grantee who has completed the preparatory education will go on to a university designated by MEXTupon passing its entrance examination. The university whose examination a grantee will take will bedecided by MEXT in consultation with the university and the preparatory school and in comprehensiveconsideration of the results of the academic examination in the primary screening held in his/her homecountry, academic achievement at the preparatory school, the grantee s proposed major subject, andthe receiving capacity of the university. No objection by the grantee against the decision will beallowed.

    (2) Academic Year :The academic year begins on April 1 each year and ends on March 31 the next year.

    (3) Language Used in Education:All classes will be given in the Japanese language (except where a grantee is placed at a universitywhich requires no Japanese language ability).

    (4) Degree of Gakushi ( Bachelor's Degree ) :If a grantee attends the designated university for the prescribed number of years and earns the numberof credits as determined by the university, he/she will be awarded the degree of Gakushi.

    (5) Change of Major Field of Study and Subjects to be Studied : 6 (2) and 6 (3) above will apply.Note: For direct placement of a grantee at a university, MEXT will decide the recipient university upon

    discussion with prospective universities. An applicant desirous of direct placement must enter auniversity without preparatory education, and if the desired university does not accept the

    applicant, his/her application will be rejected by MEXT. If you want to apply for direct placement,be careful in selecting the university, faculty and school and their capacity to accept directplacement. For further information on universities capable of receiving students via directplacement, please inquire at the Japanese diplomatic mission.

    Note 3: For items (6) and (7) above, a photocopy of the graduation certificate and/or the qualification certificate isacceptable, provided that the copy is attested by the relevant school or examining organization.

    Note 4: An application will not be examined unless all the documents mentioned above are fully and correctly completed.For applicants with (7) Certificate of passage of university entrance qualification examination, this documentmay be submitted in place of documents (4), (5) and (6).

    9 NOTES(1) All grantees are advised to learn the Japanese language and have basic knowledge about the weather,

    climate, customs, and university education in Japan as well as about the differences between the Japaneselegal system and that of his/her home country before they leave for Japan.(2) Grantees should bring the approximate equivalent of US $2,000 to cover immediate needs after their

    arrival in Japan since the scholarship allowance will be paid a while later.(3) Accommodations :During the period of preparatory education grantees can reside in the residential accommodations of

    Tokyo University of Foreign Studies or Osaka University where they are enrolled Residence halls for international students established by national universities

    At present, the national universities have residence halls available for international students.Grantees enrolled at national universities where such facilities are available may reside, if they sodesire, at these residence halls under prescribed conditions. However, these facilities may not be ableto accommodate all the students who wish to live there.

    Private boarding houses or apartments:Those who are not able to find accommodation in the aforementioned facilities may

    live in regular dormitories of the university or in a private boardinghouse/apartment.

    It is very difficult for grantees with dependents to find appropriate housing inJapan. The grantee is advised to arrive in Japan alone first to secure housing beforehaving his/her spouse and/or family come over to Japan.

    (4) The English texts attached to the Application Guideline and the Application Form arefor convenience only. English expressions do not change the Japanese content, so if youhave any questions about the content of the written text, you should inquire at theJapanese diplomatic mission.

    SPECIALIZED TRAINING COLLEGE STUDENTS)

    The Ministry of Education, Culture, Sports, Science and Technology (MEXT) offers scholarships to

    international students who wish to study at a Japanese specialized training college under the JapaneseGovernment (MEXT) Scholarship Program for 2015 as follows.

    1 FIELDS OF STUDYThose who wish to study in Japan as a student at a specialized training college should choose afield of study to major in from 1) to 7) below.

    (1) Technology (2) Personal Care and Nutrition(3) Education and Welfare (4) Business(5) Fashion and Home Economics (6) Culture and General Education(7) Other Fields

    Note 1: Select a field of study from (1)-(7) above, and enter it in Prefered field of study in Japan onthe application form. Applicants may also refer to a separate sheet titled Majors and relatedsubjects for field of study , and enter a first and second choice of subjects from the same fieldof study.

    Note 2: Applicants who choose (7) Other Fields are required to specify what kind of field they wantin Chosen field of study and subjects in Japan (Field of study) on the application form.

    Note 3: Applicants who wish to major in (7) Other Fields (Agriculture, Medical Care, etc.) mayhave difficulties in finding a specialized training college that can accept them.

    Note 4: In regard to other fields of study, keep in mind that in some cases the application can not beaccepted because the period for completing the course of study will be more than the term ofdisbursement of the scholarship.

    Note 5: Applicants who select Other Subjects for a field of study should specify their chosen subjectin Chosen field of study and subjects in Japan (First choice of subjects, Second choice ofsubjects) on the application form.

    2 QUALIFICATIONS(1) Nationality : Applicants must have the nationality of a country which has diplomatic

    relations with the Japanese government. Stateless persons can be applicants,too. Applicants who have Japanese nationality at the time of application willnot be eligible. Applicants screening will be made at the JapaneseEmbassy/Consulate General (hereinafter referred to as Japanese diplomaticmission ) in the country of the applicants nationality.

    (2) Age: Applicants must have been born between April 2, 1993 and April 1, 1998.(3) Academic Background : Applicants generally must have completed a 12-year school curriculum or

    graduated from a school equivalent to an upper secondary school in Japan.(Included is any Applicant who will satisfy the above qualifications by March2015.)

    (4) Japanese Language : Applicants must be willing to learn the Japanese language and receiveeducation at a specialized training college in the Japanese language.

    (5) Health : Applicants must be mentally and physically healthy enough to pursue study ata specialized training college in Japan.

    (6) Arrival in Japan : In principle, the selected applicants must be able to leave for and arrive inJapan between the 1st and 7th of April 2015.

    (7) Visa Requirement Selected A pplicants must acquire College Student ryugaku, visasbefore entering Japan. It should be issued at the Japanese diplomatic mission,located in the country of applicants nationality.

    Note: Applicants who change their resident status to any status other than College Student aftertheir arrival in Japan will immediately lose their status as Japanese government scholarshipstudent.

    (8) Applicants who meet any or all of the following conditions are not eligible. If identified after acceptanceof the scholarship grantees, the applicants will be required to withdraw from the scholarship:

    If applicant is a service member or a civilian employee registered on the active military list at thetime of his/her arrival in Japan;

    Those who cannot arrive in Japan during the period designated by MEXT or the preparatoryschool;

    If an applicant is a previous recipient of a Japanese government scholarship. Unless more thanthree years have passed since the first day of the month following the final payment of theprevious scholarship, as of April 1, 2015 (In case where the student starts from the fall semester,the month of entrance.);

    If Applicant is, in principle, currently enrolled in a Japanese university with the resident status ofCollege Student, or will be enrolled in a Japanese university as another source or self-financedinternational student between the time of application for this scholarship in his/her country andthe time the scholarship period is due to begin. This does not apply to current self-financedinternational students at Japanese universities who will complete their courses of study and returnto their countries before the end of the current year;

    If an applicant is a grantee of a scholarship from any organization (including any governmentalorganization of his/her own country) other than the Japanese government (MEXT) (Prospective

    beneficiaries are included); or Applicants who are expected to graduate at the time of application and, cannot satisfy thequalifications and the conditions of academic background by the deadline given.

    Applicants of dual nationality who cannot prove their expatriation of the Japanese nationality bythe time of arrival.

    3 TERM OF SCHOLARSHIPScholarship awards will be tenable for three years from April 2015 to March 2018 including one-year

    preparatory education in the Japanese language and other subjects due to be provided upon arrival in Japan.If a scholarship grantee graduates from a specialized training college and is admitted to a Japanese

    university as a junior transferee, he/she may have the term of his/her scholarship extended upon successfulexamination by MEXT provided that he/she has outstanding academic achievement that meets certaincriteria.

    4 SCHOLARSHIP BENEFITS(1) Allowance :

    Each grantee will be provided monthly with 117,000 yen. (A n additional monthly stipend of 2,000 or 3,000 yenmay be provided to those undertaking study or research in specially designated regions). However, the amount ofallowance will be subject to change, depending upon the annual budget of each year. The scholarshipwill not be paid to a grantee who takes a leave of absence or is long absent from his/her specializedtraining college or the preparatory Japanese-teaching institution.Scholarship will be cancelled for a grantee in the following cases. Furthermore, if scholarship paymentswere made during the period the following cases applied, the grantee may be ordered to return

    scholarship payments received during that period. If any of his/her application documents is found to be falsely stated; If he/she is in breach of his/her pledge made to the Minister of MEXT; If he/she is subjected to disciplinary action such as expulsion or removal from register by his/her

    specialized training college or the preparatory Japanese-teaching institution; If it becomes definitive that the grantee will not be able to graduate (or complete his/her course)

    within the standard course term because of his/her poor academic achievement or suspension; If his/her resident status of College Student as provided for in Paragraph 1-4 of Appendix to

    the Immigration Control and Refugee Recognition Act changes to any other status; If he/she is provided with another scholarship (except for a scholarship designated for research

    expenses); or If he/she proceeds to a higher level of education without receiving approval for an extension of

    the term of the scholarship.

    (2) Traveling Costs Transportation to Japan :

    The recipient will be supplied generally, according to his/her itinerary and route as designated byMEXT, with an economy-class airplane ticket from the international airport nearest to his/herhome address* to the New Tokyo International Airport (or any other international airport that thepreparatory school usually uses.) Expenses such as inland transportation from his/her home

    address to the international airport, airport tax, airport usage fees, special taxes on travel, orinland transportation within Japan will NOT be supplied. (*The address in the country of therecipient s nationality stated in the application form is in principle regarded as the recipient s home address. ).

    Note: Those who cannot arrive on the day that is described in "2. QUALIFICATIONS (6) Arrivalin Japan" will not be paid the travel expenses coming to Japan.

    Transportation from Japan :The recipient who returns to his/her home country within the fixed period after the expiration ofhis/her scholarship will be supplied generally, upon application, with an economy-class airplaneticket for the travel from the New Tokyo International Airport (or any other international airportthat the appointed specialized training college uses as a normal route) to the international airportnearest to his/her home address.

    Note 1: If a grantee returns home without an extension though having applied for extension ofscholarship period, he/she will not be paid travel expenses to return home in general.Note 2: Insurance premiums for travel to/from Japan shall be borne by the grantee.Note 3: If a grantee stays in Japan and gets a job after the scholarship period has ended, he/she will

    not be paid travel expenses to return home as the temporary return.

    (3) School Fees:Fees for entrance examinations, matriculation, and tuition at a specialized training college will be paidby the Japanese government.

    5 SELECTION(1) In cooperation with the governments of the applicants countries the Japanese diplomatic mission will

    perform primary screening of applicants by means of submitted application documents, interviews andacademic examinations.

    [Examination subjects]All applicants must sit examinations in Japanese, English, and mathematics.

    (2) Results of the primary screening will be notified to applicants on the date designated by the Japanesediplomatic mission.

    (3) Applicants who have been selected by this primary screening will be recommended to MEXT.(4) MEXT will perform final selection of the recommended applicants and select scholarship grantees.

    6 EDUCATION AT SPECIALIZED TRAINING COLLEGE(1) Preparatory Education prior to Placement at specialized Training College:

    Each grantee will be enrolled at a preparatory school designated by MEXT where for a one-yearintensive course in the Japanese language and other subjects necessary for preparation for proceedingto specialized training colleges. The preparatory course lasts for one year mainly consisting ofeducation in Japanese Affairs with a focus on Japanese-language teaching. A grantee will not beallowed to proceed to specialized training college if he/she is determined incapable of completing theprescribed course at the preparatory school. (He/she will be required to return home upon suchdetermination.)

    (2) Entrance into Specialized Training College:A grantee who has completed the prescribed course at the preparatory school will go on to aspecialized training college designated by MEXT. His/her college will be decided by MEXT uponconsultation with the college concerned. No objection by the grantee against the decision will beallowed.

    (3) Graduation:A grantee of this scholarship will be enrolled into a postsecondary course of a specialized trainingcollege that requires upper secondary school education for entrance eligibility and receive professionaleducation for two years prior to graduation. A graduated grantee will be awarded a diploma.

    (4) Language used in Education: All classes will be given in the Japanese language.(5) Change of Major Field: A grantee will not be permitted in principle to change his/her major field of study.

    8 NOTES(1) All grantees are advised to learn the Japanese language and have basic knowledge about the weather,

    (3) Boarding house In principle, a grantee will be able to live in a dormitory during the preparatory education. After entering a specialized training college a grantee will be able to continue to live in the

    RESEARCH STUDENTS)

    The Ministry of Education, Culture, Sports, Science, and Technology (MEXT) offers scholarships to international students who wish to studyin graduate courses at Japanese universities either as (non-degree) student or regular student for a degree under the Japanese Government(MEXT) Scholarship Program for 2015 as follows.

    1. FIELDS OF STUDYApplicants should apply for the field of study they majored in at university or its related field. And fields of study must be subjects which

    applicants will be able to study and research in graduate courses at Japanese universities.The fields of study may be restricted to particular fields by the Japanese Embassy/Consulate General (hereinafter referred to as the Japanese

    diplomatic mission).A student who majors in medicine, dentistry or welfare science will not be allowed to engage in clinical training such as medical care and

    operative surgery until he/she obtains a permit from the Minister of Health, Labor and Welfare under applicable Japanese laws. Majors intraditional entertainment such as Kabuki and classical Japanese dances, or in subjects that seek practical training in specific technologies ortechniques at factories or companies are excluded.

    2. QUALIFICATIONS AND CONDITION(1) Nationality :

    Applicants must have the nationality of a country which has diplomatic relations with the Japanese government. Stateless persons can beapplicants, too. Applicants who have Japanese nationality at the time of application are not eligible. However, applicants of dualnationality who reside outside of Japan is eligible only if they will expatriate from Japan by the time of arrival in Japan. Screening ofapplicants will be made at the Japanese diplomatic mission in the country of applicants nationality.

    (2) Age : Applicants must have been born on or after April 2, 1980.(3) Academic Background:

    Applicants must be a graduate from a Japanese university or have academic ability equal or superior to that of a Japanese universitygraduate. A person will be deemed to have academic ability equal or superior to that of a university graduate, if he/she has completed or will complete a 16-year school curriculum in a foreign country (or an 18-year school curriculum if he/she desires to

    enroll in a doctoral course in the field of medicine, dentistry or veterinary science, or pharmacy which is founded on a 6-yeardepartment or faculty); or

    is or will be aged 22 or older and has taken an individual entrance qualification examination and has been judged by a Japanesegraduate school as being equal or superior in academic ability to a university graduate (or 24 or older if he/she desires to enroll in adoctoral course in the field of medicine, dentistry or veterinary science, or pharmacy which is founded on a 6-year department orfaculty).

    Note: Eligible applicants include those who otherwise satisfy or will satisfy qualification requirements for admission to a Japanese graduateschool. As a general rule, a person who has completed a doctoral course may not apply unless he/she seeks to obtain a degree.

    (4) Japanese Language:Applicants must be willing to learn the Japanese language, interested in Japan and enthusiastic about deepening their understanding ofJapan after arriving, and capable of engaging in study and research while adapting themselves to life in Japan.

    (5) Health: Applicants must be physically and mentally healthy enough to take graduate studies at universities in Japan.(6) Arrival in Japan:

    In principle, applicants must be able to arrive in Japan between the 1st and 7th of April 2015, or within two weeks of the date set by thereceiving university for the beginning of the semester (in principle, in September or October).

    (7) Visa Requirement:In principle, selected applicants must acquire College Student ryugaku, visas before entering Japan. The visas should be issuedat the Japanese legation, located in the country of applicants nationality.Applicants who change their resident status to any status other than College Student after their arrival in Japan will immediately lose

    their status as Japanese government scholarship student.

    (8) Applicants who meet any or all of the following conditions are not eligible.     If an applicant is, in principle, currently enrolled in a Japanese university or other type of school with the resident status of CollegeStudent, or will be enrolled in a Japanese university, etc. as another source or self-financed international student between the time ofapplication for this scholarship in his/her country and the time the scholarship period is due to begin. This does not apply to currentself-financed international students at Japanese universities who will complete their courses of study and return to their countriesbefore the end of the current fiscal year;

    If an applicant is a grantee of a scholarship from other organization(including any governmental organization of his/her own country)than the Japanese government (MEXT) (Prospective beneficiaries are included);

    Applicants who wish, from the time of application, to conduct fieldwork or internship outside of Japan, since this scholarship program isintended for overseas students who wish to enroll in a Japanese university and do graduate research in Japan.

    3. TERM OF SCHOLARSHIPThe term of scholarship will differ as follows depending on the types of students as accepted in Japanese universities.(1) In a case where a grantee will enroll as a research student, part-time non-degree student, or auditor, etc. (hereinafter referred to as

    Research Student (no-regular student) after coming to Japan: If a grantee comes to Japan in April 2015, his/her scholarship will be payable for 24 months from April 2015 through March 2017; If a grantee comes to Japan in October 2015, his/her scholarship will be payable for 18 months from October 2015 through March

    2017.(In either case, the above-mentioned term of scholarship includes a 6-month Japanese language training period for grantees who requiresuch training)

    (2) If a grantee enrolls as regular student in a master's course, doctoral course, or professional graduate course for a degree after coming toJapan, regardless of the time of his/her arrival in Japan the scholarship will be payable for a period necessary for him/her to completehis/her regular course (standard course term). (Plus a 6-month Japanese language training period for the grantees who need suchtraining.)

    (3) The extension of scholarship period: If a grantee desires to proceed to a regular graduate course for a degree from a Research Student(non-degree) course, or to a doctoral course from a masters course or a professional graduate course, he/she may have the term ofhis/her scholarship extended upon successful examination by MEXT provided that he/she has outstanding academic achievement thatmeets certain criteria.

    Note1: A grantee cannot have the term of his/her scholarship extended as Research Student (no-regular student).Note2: If a grantee proceeds to a higher level of education without receiving approval for an extension of the term of the scholarship,

    the scholarship will be cancelled. He/she may, however, proceed to a higher level of education or continue with his/her studyas a privately-financed student.

    Note3: A Research Student (no-regular student) is not able to apply for extension of scholarship period if he/she cannot proceed tomasters or doctoral course by the end of the term of Research Students scholarship. Entree in to higher courses in April2017does not mean entrance by the end of the scholarship period.

    Note4: If a grantee returns home without an extension though having applied for extension of scholarship period (when a granteefails his/her examination to proceed to masters or doctoral course for a degree), the travel expenses to return home will not bepaid in general.

    4. SCHOLARSHIP BENEFITS(1) Allowance : Each grantee will be provided monthly with 143,000 yen (Research Students (non-regular students), 144,000 yen (regular

    students in Masters courses or professional graduate courses), or 145,000 yen (regular students in doctoral courses). An additionalmonthly stipend of 2,000 or 3,000 yen may be provided to those undertaking study or research in specially designated regions.However, the amount of allowance will be subject to change, depending upon the annual budget of the Japanese government for eachfiscal year. The scholarship will not be paid to a grantee who takes a leave of absence or is long absent from the assigned universityor the preparatory Japanese-teaching institution.The scholarship will be cancelled for a grantee in the following cases. Furthermore, if scholarship payments were made during theperiod the following cases applied, the grantee may be ordered to return scholarship payments received during that period:

    If any of his/her application documents is found to be falsely stated; If he/she is in breach of his/her pledge made to the Minister of MEXT; If he/she is subjected to disciplinary action such as expulsion or removal from register by his/her university or the

    preparatory Japanese-teaching institution; If it becomes definitive that the grantee will not be able to graduate(or complete his/her course) within the standard

    course term because of his/her poor academic achievement or suspension; If his/her resident status of College Student as provided for in Paragraph 1-4 of Appendix to the Immigration Control

    and Refugee Recognition Act changes to any other status; If he/she is provided with another scholarship(except for a scholarship designated for research expenses); or If he/she proceeds to a higher level of education without receiving approval for an extension of the term of the

    scholarship.(2) Traveling Costs

    Transportation to Japan:Each grantee will be supplied in general, according to his/her itinerary and route as designated by MEXT, with aneconomy-class airplane ticket from the international airport nearest to his/her home address* to the New TokyoInternational Airport or any other international airport that the assigned university usually uses. Expenses such asdomestic transportation from his/her home address to the international airport, airport tax, airport usage fees, specialtaxes on travel, or inland transportation within Japan will NOT be supplied. *The address in the country of the grantees

    nationality stated in the application form is in principle regarded as the recipients home address.Note: Those who cannot arrive on the day that is described in "2. QUALIFICATIONS (6) Arrival in Japan" shall not be paid

    the travel expenses coming to Japan.

    Transportation from Japan:The grantee who returns to his/her home country within the fixed period after the expiration of his/her scholarship will besupplied, in general, upon application, with an economy-class airplane ticket for the travel from the New TokyoInternational Airport (or any other international airport that the assigned university uses as a normal route) to theinternational airport nearest to his/her home address.

    Note 1: If a grantee returns home without an extension though having applied for extension of scholarship period, he/she will

    not be paid travel expenses to return home in general.Note 2: Insurance premiums for travel to/from Japan shall be borne by the grantee.Note 3: If a grantee continues to stay in Japan after the scholarship period has ended, he/she will not be paid travel expenses

    to return home as the temporary return.(3) School Fees:

    Fees for matriculation, tuition and entrance examinations at a university will be paid by the Japanese government. If the granteemoves on to higher education as a non-degree student or fails the entrance examinations, he/she will pay for entrance examinations.

    5. SELECTION AND NOTIFICATION(1) In cooperation with the governments of the applicants countries the Japanese diplomatic mission will conduct primary screening of

    applicants by means of submitted application documents, written examinations (language) and interviews.(2) Written examinations will be English and Japanese tests. The Japanese examination must be taken by all applicants, and the English by

    those who wish.Note1: The result of the Japanese examination will be used as reference data for placement of university and Japanese-language education

    to be provided upon applicants arrival in Japan.Note2: In particular, if an applicant with limited proficiency in Japanese desires to pursue fields of study such as Japanese linguistics,

    Japanese literature, Japanese history, or Japanese laws fields that require sufficient knowledge of the Japanese language he/she will not be selected as a grantee unless there are exceptional circumstances.

    (3) The following policy will apply to each screening: Application documents: Must show that the applicant obtained academic achievement higher than a certain level at the university

    he/she last graduated from, and state the applicants desired research program in a detailed and concrete manner. Written examination: Must show that the applicant obtained scores better than a certain level either in Japanese or English. Interview: Must reveal that the applicant has a clear sense of purpose relating to his/her study in Japan and has gathered information

    about Japanese universities. Interview must also reveal that the applicant has sufficient Japanese or English language ability tocommunicate with his/her adviser in Japan. If the applicant desires to study a subject that requires higher Japanese languageproficiency, interview must reveal that the applicant has a considerable degree of Japanese language proficiency.

    (4) Results of the primary screening will be notified on the date separately designated by the Japanese diplomatic mission.(5) Each person who has passed this primary screening is required to contact directly the Japanese university of his/her choice in order to

    obtain admission as regular s tudent for a degree or Research Student(non-regular student) in graduate courses, or a letter of provisionalacceptance as a research student (hereinafter referred to as Admission) by the 29th of August. In order to obtain Admission, candidatescan gain information on contact office for international students of each university, websites to search universities and researchers, etc.from the Japanese diplomatic mission.

    Note: Candidates are not allowed to contact Japanese universities after the 30th of August.(6) Each candidate must submit to the university of his/her choice a set of the documents that are submitted to and returned by the Japanese

    diplomatic mission (application, academic transcript of the university attended, research program plan, etc.) all with a confirmation seal ofthe Japanese diplomatic mission affixed, and a certificate of the primary selection issued by the Japanese diplomatic mission. Additionaldocuments may have to be submitted upon request of the university.

    (7) MEXT will conduct a secondary screening based on the results of the primary screening conducted by the Japanese diplomatic mission,and select applicants as MEXT scholarship grantees whose placement of universities was made.Note1: Applicants who have passed the primary screening at a Japanese diplomatic mission are not necessarily accepted as MEXTscholarship grantees.

    Note 2: Applicants who were not accepted by any universities which the applicants named in their Placement Preference Form, will not beselected as MEXT scholarship grantees

    6. PLACEMENT AND RESEARCH GUIDANCE AT UNIVERSITY(1) Placement of a grantee at a university will be made following a relevant request which was made to the university by the applicant who has

    passed the primary screening and obtained Admission. MEXT will request the universities named in the Placement Preference Form toaccept the grantee, and place him/her there upon its approval in principal (candidate who has received admission to a regular course for adegree will be placed directly in such course without needing to pass through a Research Student (non-degree) period).

    If a candidate wants to enter either a public or a private university other than national university, the grantees preference specified inthe Placement Preference Form may not be met due to budgetary reasons concerning school fees, etc. Moreover, any objection by acandidate to the decision will not be allowed.

    In case a candidate is not able to request Admission to any universities due to bad communication circumstances, MEXT will discuss withthe universities which a candidate named in the Placement Preference Form. However the candidate may not be accepted nor may he/sheselected by the universities and them by MEXT if his/her research program plan is vague, unclear, or insufficient in content , or his/herdesired major field presents difficulty from the perspective of research guidance in Japan. In this case, any objection by a candidate to thedecision will not be allowed.

    (2) Research guidance such as lectures, experiments and practical training at universities is basically conducted in Japanese.

    (3) If a grantee is judged to be insufficient in Japanese language proficiencies by the receiving university, usually he/she will be placed in aJapanese- language training institution designated by the university of placement or MEXT for the first six-month period after his/herarrival in Japan. Upon completion of the language training the grantee will be placed at a university for advanced education. If a granteehas poor achievement in the language training course and is considered unfit for advanced education at the university, scholarshippayment will stop. (See 4.(1).)

    (4) If a grantee is deemed by his/her recipient university to be sufficient in Japanese language proficiency for conducting his/her research inJapan, he/she may be placed in the university as Research Student (non-degree) or a graduate student for a degree without going through

    Japanese-language training.(5) If a grantee desires to move on to a regular course for a degree from a Research Student (non-degree) course, or to a doctoral coursefrom a masters course or a professional graduate course, he/she needs to take an entrance examination provided by the relevantuniversity and pass it. To continue receiving the MEXT scholarship after advancing to a higher level, the grantee must undergo anotherscreening examination and be awarded an extension of the scholarship. (See 3.(2).)

    A grantee cannot apply for an extension of scholarship term while being enrolled in a Research Student (non-degree) course.(6) If a grantee desires to step up to a regular course for a degree from a Research Student non-degree course, in principle, he/she must

    move on to the graduate school of the university at which he/she is studying as Research Student. If proceeding to the graduate school isdeemed to be inappropriate given the grantees major field or ability, he/she may be allowed to transfer to another graduate schoolprovided that he/she is admitted to enroll in.

    Note 1: Under the educational system of Japan, a typical master's course lasts for two years subsequent to graduation from a university (i.e.after completion of a 16-year school curriculum), and a typical doctoral course lasts for three years after completion of a master'scourse. If a student has completed such two-, or three-year course, obtained necessary credits, and passed the final examinationafter submitting his/her graduation thesis, he/she will be given relevant degrees.

    Note 2: In the fields of medicine, dentistry and veterinary science, and pharmacy which is founded on a 6-year department or faculty, most of

    the universities offer only 4-year doctoral courses. For admission to such doctoral course an applicant is required to have completedan 18-year school curriculum. If an applicant completed a 16-year school curriculum, he/she is required to have engaged for two ormore years in research activities at universities or research institutions subsequent to completion of the 16-year curriculum, and tobe deemed by a graduate school in Japan as being academically equal to an applicant who completed an 18-year curriculum.

    Note 3: Professional graduate schools were implemented in 2003 designed to develop profound learning and outstanding ability that supportprofessions that require sophisticated expertise. The standard required duration of study is two years. In some fields of study, theduration is less than two years but more than one year. Upon completion of the course a masters degree (specialized occupation)will be conferred.

    Among the professional graduate schools are graduates schools of law. This school requires the standard duration of study ofthree years. Upon completion of the course a student will be granted the degree of Doctor of Law (specialized occupation).

    Note 4: Entrance examinations given by a graduate school vary from one university to another. In general, applicants have to takeexaminations in two foreign languages, his/her major subject, and an essay test.

    Note 6: For abstracts of the theses, abstracts of the graduation thesis and presented papers will suffice. Please note that theseabstracts will be used as basic data for evaluation of the applicants academic ability.

    8. NOTES

    (1) Each recipient is advised to learn the Japanese language and to acquire basic information on Japanese climate, geography, customs,university education, and social conditions in Japan, as well as about the differences between the Japanese legal system and that of his/herhome country before departing for Japan.

    (2) The recipient should bring approximately US $2,000 or the equivalent to cover immediate needs after arrival in Japan since the scholarshipwill be paid a while later.

    (3) Accommodations : Residence halls for i nternational students provided by universities.

    Some universities have residence halls for i nternational students. The grantees enrolled at national universities where such facilitiesare available may reside, in these residence halls under certain conditions. However, because of the limited number of rooms, someof these facilities may not be able to accommodate all the students who wish to live in them.

    Private boarding houses or apartments.Those who are not able to find accommodation in the aforementioned facilities may live in regular dormitories of the university or ina private boarding house/apartment. It is very difficult for grantees with dependents to find appropriate housing in Japan. Thegrantee is advised to arrive in Japan alone first to secure housing before having his/her spouse and/or family come over to Japan.
