Présentation de la structure
Company profile
Bachy Fondaco filiale de Soletanche Bachy
France exerce son activité sur la zone des
petites antilles et de la Guyane. Ses équipes
constituées par un groupe de 35 personnes
se doivent de maitriser l’ensemble des
techniques des fondations spéciales.
De sa naissance en 1961 en Guadeloupe avec
les travaux de sondages du barrage de VIEUX
HABITANTS, elle est passée en 2010 d’agence
à filiale son siège étant basé depuis 1981 en
Martinique.
Bachy Fondaco is a subsidiary of Soletanche Bachy France. It executes its activity in the French
West Indies and French Guyana. Their team structured in a group of 35 people have to master the
whole of the special foundation techniques.
From its creation in 1961 in Guadeloupe with the flood barrier drilling work in VIEUX
HABITANTS, it moved from agency to subsidiary in 2010; Its headquarter is based in Martinique since
1981.

The indicators ‐ Frequency & Gravity rate
En 2014, le taux de fréquence et le taux de gravité sont restés à 0 malgré notre surcroit
d’activité. Ces indicateurs traduisent les efforts entrepris ces deux dernières années en termes de
sécurité à l’attention de l’ensemble des acteurs évoluant sur les projets placés sous notre
responsabilité.
Ces résultats encourageants que nous souhaitons maintenir sur le long terme restent fragiles.
Notre implication ne doit pas faiblir mais se renforcer.
In 2014, the rate of frequency and gravity remained at 0 in spite of increasing our activity.
Those indicators show the efforts undertaken over the last two years in terms of security for the
majority of the stakeholders participating on projects we are responsible for.
Those encouraging results that we hope to maintain in the long run remain fragile
Our involvement should not diminish quite the reverse it should strengthen.

Le plan de progrès prévoit de suivre nominativement la tenue des audits de nos activités par
le directeur de la filiale, de l’antenne, de l’exploitation, du matériel, des travaux ou le responsable du
service sondages à raison pour 2014 d’un compte rendu tous les 2 mois pour le premier semestre et
de deux par mois pour le dernier semestre. Pour 2015 l’objectif reste fixé à 1 audit par personne et
par mois sous la forme de VOP ou de SAR.
L’ensemble des non conformités relevées lors de ces audits fait l’objet d’une communication
en temps réelle puis d’une analyse et d’une présentation en fin d’année par le directeur de filiale à
l’ensemble du personnel réuni alors en petit groupe de discussion.

The progress outline envisage to follow by name the upkeep of our activities’ audits by the
subsidiary, the branch, the operations, the equipment, the task director or the survey department
manager by means of a report for 2014 every two months for the first semester and two per month
for the last semester. For 2015, the goal remains set on 1 audit per person and per month by means
of a VOP or a SAR.
The entire non‐compliances noticed from the audits becomes the subject of a communication
in real‐time then of an analysis and a presentation at the end of the year by the subsidiary director for
the whole staff gathered in small discussion groups.
A notre demande, le service QSE d’Eurofrance nous accompagne dans notre démarche de
suivi et de progrès. Deux interventions sont ainsi programmées sur l’ensemble des sites en activité
complétée par une troisième inopinée destinée plus particulièrement à établir un bilan de l’ensemble
de nos actions à stade. 10 audits complets ont été réalisés par le service QSE Eurofrance ; ils
viennent compléter avec un regard d’expert externe à la production notre démarche plus intimiste
conduite par les acteurs de la filiale.
Un état des lieux et un plan d’action est mis en place en coordination avec l’agence après
chaque intervention.
Cette collaboration étroite avec le service QSE nous permet de profiter pleinement des
actions menées par le groupe sur les thématiques préventions et environnements.
Pour faciliter cette démarche un interlocuteur privilégié au sein de l’agence, constitué par le
conducteur travaux a été désigné.

Further to our request, the Eurofrance’s QSE department assists us in our follow up and
progress approach. Two interventions are already planned on the entire activity sites, trailed by a
third unforeseen intervention that is intended more to create an assessment of our whole actions to
this stage. 10 complete audits have been gathered by the Eurofrance’s QSE department; they come to
supplement with an external expert vision on production of our approach more intimist driven by the
subsidiary stakeholders.
An assessment and a plan of actions are put in place in coordination with the agency after
each intervention.
This close collaboration with the Eurofrance’s QSE department allows us to make the most of
the actions led by the group on the themes of preventions and environments.
To facilitate this approach one privileged interlocutor within the agency has been nominated,
by the task supervisor.
Nous communiquons en temps réel au service prévention les VOP et SAR rédigées lors de nos
visites. Un retour nous est fait par ce service spécialisé à l’unisson de la mise en place de nos actions
correctives.
Les accidents et nombre d’heures sont renseignés sur la base « Health and Safety V2 »
disponible sur l’intranet. Ces données statistiques sont présentées et commentées régulièrement
lors de nos ¼ h ¼ h.
Des films de présentations de sujets sur le thème de la sécurité sont visionnés lors de nos
amphis et commentés par l’équipe dirigeante. Les VOP et SAR des autres entités du groupe sont
régulièrement présentées et commentées lors de ces 1/4h 1/4h.
Les dernières VOP et SAR faites sur chantier sont affichés sur nos panneaux au niveau de la
base vie.
Notre plan d’action annuel QSE est mis à jour régulièrement ; un point d’étape étant réalisé
lors des visites du service sécurité programmées au rythme de 3 annuellement.

We communicate in real‐time with the prevention service the VOP and SAR written during our
visits. We get a feedback by this specialised service in unison of the setup of our remedial actions.
Accidents and numbers of hours are reported using the software "Acciline" which allows
online accident report and in which we provide, if applicable, the numbers of stoppages (of work), the
possible extensions and dates of medical examinations for work recovery.
Films on the subjects of security are watched during our lecture hall and commentated on by
the management team. The VOP and SAR of the other group’s entities are regularly presented and
commentated on during that 1/4h 1/4h.
The latest VOP and SAR done on the field are published on our display board.
Our yearly action plan QSE is updated regularly; we use this opportunity to do a phase break
during our visit of the security service; this is planned 3 times a year.
Des moyens Assainissement de notre parc matériel
Means – setting our equipment fleet to the
standard
Nos parcs de matériels qui constituent la base arrière de tous nos chantiers ont été
largement remaniés. Chaque zone a été repensée de façon à apporter à nos collaborateurs un
maximum de sécurité dans leur poste de travail.
Nous avons ainsi réaménagé l’ensemble des contours du parc afin d’en optimiser la largeur
et avons assaini les zones de roulement qui avant travaux étaient sensibles à l’eau, génératrices de
poussière, peu portante et accidentée.
Our equipment fleet that make up for the back stand of all our construction site has been
revised to a great extent. Each zone has been revamped in order to provide our collaborators a
maximum security in their work station.
We have in this way rearranged the entire contour line of the fleet in order to optimise the
width and we have sanitised the rolling zones which before construction were sensitive to water
factors of dust, not providing much load bearing capacity and were uneven.

Nous avons également repensé l’organisation de nos ateliers en séparant les taches grosses
mécaniques, électricité, chaudronnerie de façon à supprimer les risques liés à une coactivité
importante.
We have correspondingly revamped our workshops’ organisation separating the task
substantial mechanics, electricity, boiler works so as to eradicate risks linked to important concurrent
activities.
De nouveaux bureaux ont été créés transformant un espace disponible peu utilisé en salle de réunion
vecteur de nos actions sécurité puisque utilisé pour les 1/4h 1/4h utilisant les moyens de la video
projection, les causeries de début de poste, les formations CACES réalisées sur site à proximité
immédiate de nos engins. Les formations ainsi reçues peuvent être mises en pratique
instantanément sur nos matériels.
New offices have been created transforming an available underused space into a meeting
room vector of our security engagements seeing as we used them for the 1/4h 1/4h making use of the
video projection, the early job talks, CACES training courses done on a nearby site close to our
machines. The training courses received in this way can then be put into practice straightaway on our
equipments.

La sécurité reste l’affaire de tous, la direction de Bachy s’efforce de le rappeler avec des
messages clairs à l’occasion de ses différentes prises de parole et à commencer par le message de

Security remains the responsibility of all, Bachy’s management makes every effort to remind it, with clear
messages through its various interactions and to initiate it the messages sent individually to each collaborator at the
end of the first term, colleagues objective zero accident launched beginning of 2013.
Having completed the objective of “zero accident” in 2011, we have unfortunately deplored 3 accidents in
2012 and start 2013 with a very serious accident which occurred on our construction site “EDF Jarry in Guadeloupe”.
BACHY FONDACO’s goal is to revive the “zero accident” policy, which means in term of security a zero
tolerance and an exemplary behaviour at all hierarchical level”.
I remind the three unavoidable in terms of security defined by SOLETANCHE BACHY ZONE EUROFRANCE’s
management.
1. The commitment to wear the EPI
2. The setting up and the preservation of collective protection
3. The existence and the upkeep of the security measures on the machines
I consequently ask BACHY FONDACO’s management:
To carry out a thorough construction work preparation focussing on security, quality and productivity,
To carry out systematically an full induction for all of construction and warehouse staff, To carry out lecture construction work, 1/4h‐1/4h, regularly and at least every two weeks, To inform about all incidents and risky situations via the SAR forms or preventive observation
visits (VOP) as soon as you detect a potential hazard, Talk about security every day when starting the jobs daily.
Regarding the construction and warehouse staff, I expect: An even bigger involvement in the man’s security mission particularly in regards to the security of the
staff evolving alongside. A commitment to the rules and a strengthened vigilance.
I commit to giving you all the means necessary in the training, the investment of new equipment, the supply of
collective and individual gears and to give you feedback on the analysis of the accidents forms, almost‐accidents, VOP,
SAR that will be put to my attention.
Security remains everyone’s responsibility “small steps all together are better than big steps alone”, it is then together
that we have to move forward.
It is imperative that we all keep in mind that we don’t come to work to be injured and that we should be attentive to
those around us.
2013 will be a year of hard work and I hope a year of success, in line with the security of all.

Bachy Fondaco staff receives regular training to perform his job safely: we have regular CACES sessions (certificate of faculty to drive safely) and electrical authorizations and SST, habilitation for working at height.

Nous avons mis en place pour nos jeunes embauchés un système de formation par tutorat faisant
appel à des ressources internes ou externes. Sur 2014 nous avons ainsi mobilisé pendant 4 mois deux
formateurs externes à notre société exerçant en Martinique et en Guadeloupe. Ce système de
formation par tutorat s’est poursuivi sur le premier trimestre de l’année 2015 en Guadeloupe.
L’apprentissage de la rigueur de notre métier est ainsi passé par le regard sécurité de ces foreurs et
grutiers d’expérience qui ont en terme de sécurité amené un plus indéniable.
We have put in place for our new employees a training system by means of mentoring which
requires internal and external resources. In 2014 we have subsequently called on an external trainer
during 4 months working in our company in Martinique and Guadeloupe. This training system by
means of mentoring continued for the first term of 2015 in Guadeloupe. The learning of precision of
our job has therefore gone through the security vision of the experienced drillers and crane operators
which undeniably in terms of security brought a lot.
De nombreux outils de communication ont été mis en
place sur nos dépôts et nos chantiers. Chaque mois, les
statistiques sécurités sont diffusées à travers les panneaux
d’affichage.
Ces panneaux répartis sur l’ensemble de nos sites en
activité sont mis à jour régulièrement. Ils nous permettent de
tenir nos collaborateurs informés. Ils y retrouvent l’affichage
réglementaire ainsi que les fiches d’alerte au risque (FAR) et les
situations à risque (SAR).

Those prevention panels are located throughout the job site and are updated regularly. They
allow us to keep our employees informed. They can find the regulatory display, as well as the risk
alert sheet (FAR) and the risk situations (SAR).

chantiers mais aussi de banderoles spécifiques.
The construction and warehouse sites are equipped with the same prevention banners as
found on sites, but also with specific banners.

Depuis 2013 nous avons mis en place un système de primes de « participation à la marche du
chantier » pour lequel apparait distinctement un terme lié à la sécurité accolé à celui de la
productivité et de l’appréciation individuel.
Ces notes qui influencent directement le salaire perçu par l’ensemble des collaborateurs
présents sur nos sites en exploitation sont commentées en début de mois par les différents chefs de
chantier. Ces notes de comportement peuvent être individuelles, collectives, positives ou négatives
mais toujours expliquées.
Since 2013 we put in place a system of bonuses “participation on the running of the
construction site” for which appears noticeably an element linked to security place side by side with
the productivity and the individual appreciation.
Those marks that influence directly the operation staffs salaries are commentated at the
beginning of the month by the various head of construction. Those behaviour marks can be
individual, collective positives or negatives but always explained.
Fin 2014, nous avons réalisé quelques actions symboliques avec par exemple l’arrêt de la
production sur un de nos chantiers d’importance situé au cœur de la ville de Fort de France. Les
regards de chacun se sont exercés sur les différents postes de travail, des actions correctives ont été
collectivement décidé puis engagées. Le rangement global du chantier a été entrepris, une zone de
circulation piétonne aménagée, la zone de vie repensée par rapport à l’entrée et sortie des engins et
l’affichage chantier renforcé par nos banderoles internes.
At the end of 2014, we have achieved some symbolic actions with for example, the
withdrawal of the production on one of our important construction site situated at the heart of the
capital of Fort De France. Everyone’s point of view was put forward on the various workstations,
correctives actions have been collectively decided then acted upon. The overall tidying up of the
construction site has been done; a pedestrian traffic zone was set up, the life zone overhauled in
relation to the entrance and exit of the machines and the construction display reinforced by our
internal banners.

Bachy Fondaco has made mandatory wearing of EPI gears at all times by all staff (safety
helmets, goggles and safety shoe).

Afin de maximiser le respect du port des EPI, notre personnel est équipé de lunettes de
protections qui sont adaptées à la vue de chacun sur simple demande et présentation d’une
ordonnance de la part de l’opérateur.
Nous avons également équipé 100% de notre personnel permanent en protections auditives
moulées avec filtre adapté.
To maximize the compliance with the mandatory wearing of security equipment, our staffs
are equipped with goggles that are fitted to the individuals upon request and presentation of a
prescription from the operator.
We have also fitted 100% of our permanent staff of earplugs with adapted filters.
Un paquetage annuel spécifique et adapté au climat des Antilles a été distribué à l’ensemble du personnel en étroite collaboration avec le service QSE sur le choix des produits (tenue de travail, chaussure, tee shirt...).
A specific annual pack and adapted to the Caribbean climate has been distributed to the
whole staff in close collaboration with QSE department on the choices of the products (uniforms,
shoes, other clothing items…)

Nous avons créé une aire de gestion des déchets avec récupération et centralisation de
l’ensemble de nos déchets après mise à disposition sur nos chantiers de Tribox. Ces dispositions
nécessaires au développement durable de nos activités nous ont permis de mieux ranger nos aires de
travail.
We have created a waste management area with recuperation and centralisation of the
entire waste after Tribox secondment on our construction site. Those necessary arrangements to the
sustainable development of our activities allowed us to better unclutter our work area.
Nous avons acheté des échelles d’accès mise
en dotation chez nos prestataires travaillant
quotidiennement sur nos chantiers. Des protocoles de
chargement déchargement ont été élaborés par nos
équipes en relation avec le service QSE Eurofrance.
We bought some access ladders which are
used as endowment at our service providers who
regularly work on our construction site. Some loading
and unloading protocols have been produced by our
teams in relation with the QSE EUROFRANCE
department. No loading or unloading is done if the
carrier does not wear his PPE.

Identifié comme risques récurrents, les opérations de manutention et de travail en hauteur
ont fait l’objet de toutes nos attentions. Nous avons ainsi investi dans des formations, communiqués
sur ces différents sujets et investis dans des outils appropriés utilisés par l’ensemble de nos salariés.
Identified as recurring risks, the handling and working at height operations have been our focal point. We have consequently invested in trainings, communications on those various topics and also invested in appropriate tools utilised by the whole staff.

Sur 2015, nous avons décidé collégialement de déclarer la guerre à l’utilisation du portable
sur nos sites en activité. Une zone dédiée a été créée sur chaque site avec marquage au sol, un
affichage renforcé sur l’ensemble des périmètres ou nos équipes évoluent, un film de présentation a
été projeté et commenté par petit groupe avec explication des dangers et avertissement de la
tolérance zéro à l’égard d’un éventuel écart de conduite.
Une sanction avec mise à pied a été prise dès le début de l’année à l’encontre d’un chef qui
n’avait pas respecté cette consigne.
For 2015, we have decided equally to declare war to the use of cell phones on our constructions sites
during operations. A dedicated area has been provided on each site with floor markings, a reinforced
display on the entire perimeters where our teams move about, a film on the subject has been shown
and commentated upon by small groups with explanation on dangers and warnings regarding the
zero tolerance with regards to potential misconducts.
There has been an inevitable consequence with a layoff from the beginning of this year against a
manager who didn’t abide by this rule.

De la rigueur Mise en place d’un suivi documentaire

Nous avons engagé depuis 2013 un audit de notre parc matériel avec en ce qui concerne le
suivi documentaire la volonté de se mettre ad minima au niveau des textes règlementaires et de
suivre cette remise aux normes de manières centralisée et rigoureuse.
We are committed since 2013 in an audit of our equipment centres with regards to the follow
up information. We have the willpower to comply with the regulatory legal text and bring up to
standard in a centralised manner and meticulously our equipment centres.
Un serveur informatique accessible par un plus grand nombre a été créé. Il rassemble
l’ensemble des informations nécessaire à la mission des chefs de chantiers et des mécaniciens.
An information technology server accessible by a large number of people has been set up. It
assembles a large quantity of necessary information for the construction’s manager missions and the
mechanics.
On peut notamment prendre connaissance du suivi des vérifications périodiques des
machines. Un tableau récapitulatif des différents équipements soumis à vérifications réglementaires,
suivant arrêtés du 5 mars 1993 et 1 mars 2004, est mis à jour et permet d’anticiper la programmation
des différentes interventions de vérifications.

Un contrat cadre a été mise en place avec plusieurs organismes de contrôle. Ce contrat
prévoit l’envoi des audits de vérifications par courriel dès la fin de la mission. Ces contrôles sont ainsi
analysés en temps réel par nos équipes de production et de maintenance et les actions correctives
apportées au plus vite.
We can similarly have follow up information on the machines’ periodic inspections. A recapitulative
table of the different equipment subject to the regulatory inspections in accordance with statement of
the 5th of March 1993 and the 1st of March 2004 is updated and permit to anticipate the planning
for the different inspections’ interventions.
A framework agreement has been set up with several inspection companies. The agreement
stipulates sending the inspection audits via email as soon as the mission ends. Those inspections are
therefore analysed in real‐time by our maintenance and production teams and correctives actions
proposed as soon as possible.
Des valises de documentation équipent à présent l’ensemble de notre parc ; on y retrouve :
‐ La notice d’instruction contenant les informations nécessaires à l’installation, à
l’utilisation, et aux opérations de réglage et de maintenance. Ces informations
permettent de connaître les risques présentés par l’équipement et ainsi assurer la
sécurité du personnel et sa formation.
‐ Un carnet de Maintenance : où sont consignées toutes les opérations d'inspection,
d'entretien, de réparation, de remplacement ou de modification effectuée sur l'appareil.
Il est composé de feuillets d’entretien hebdomadaire donc un exemplaire est retourné au
dépôt afin de connaitre les pannes et
réparations sur chantier et ainsi être
informé au plus tôt pour programmer
les interventions qui pourraient être
nécessaires.

registre des vérifications, derniers
rapports de vérification périodique.
‐ Divers documents internes : suivant le
matériel : fiche d’expertise, constat
d’adéquation, procédure d’entretien,
etc.

A maintenance notebook: all inspection, maintenance, repairs replacement and
modification operations done on the machines are registered there. It is composed of
weekly maintenance pages consequently, a copy is sent to the warehouse in order to
discover the failures and repairs on site and then be informed as early as possible to plan
the interventions that might be necessary.

A l’occasion des journées de la sécurité du groupe, deux jours de formations sous la forme de
discussions ont été organisés en interne. Partant de présentant touchant aux thèmes de la sécurité,
opérateur, chef de chantier et encadrant réunis dans sur notre parc ont abordé les sujets d’interfaces
entre la production et la maintenance. Il a été décidé au terme de ces journées de réaliser des fiches
d’entretien spécifiques à nos machines. On retrouvera dans ces documents en cours d’élaboration
les synoptiques de fonctionnement et d’entretien des organes principaux mais aussi les procédures
ad hoc permettant de réaliser ces entretiens avec le bon geste ; i.e en toute sécurité.
During the group security days, two days training have been organised in the form of internal
discussions. From all angle / topics (security, operators, construction manager and management)
gathered in our centre have debated interface topics between production and maintenance. It has
been decided at the end of those days to create specific machine maintenance forms. We will find in
those forms that are still in working progress, the synoptic of the working and maintenance of the
main parts but also, the ad hoc procedures allowing carrying out that maintenance with the right
actions (in total safety).

A ce jour, 100% de nos foreuses ont été mises en sécurité selon les préconisations de la
CRAM et du SOFFONS avec notamment, la mise en place d’arrêts sensibles de part et d’autre des
tiges de forage. Nous tenons également compte des remarques et suggestions émanant des
chantiers en les intégrant à nos fiches d’amélioration du matériel (FAM). Nous avons ainsi suite à une
VOP réalisée sur chantier équipé une foreuse d’ancienne génération d’un bras hydraulique déportée.
To this day, 100% of our rigs have been updated according to the safety recommendations of
the CRAM and SOFFONS, in particular the setting up of sensitive halt on either side of the drill pipes.
We also consider the comments and suggestions from sites by integrating them into our data to
improve equipment (FAM). We have accordingly, following a VOP carried out on equipped site an old
generation drilling rig with external power arm.

Les spécificités Risques liés aux activités de sondages
Special features ‐ Risks linked to the
geotechnicals activities
Il a été conçu et distribué fin 2013 un classeur sécurité regroupant les éléments essentiels pouvant être consultés sur chantier. Ces classeurs, édités à chaque ouverture de chantier sont adaptés au type d’activité (forage petit diamètre, pieux, sondage…). Les équipes de sondage qui interviennent sur des travaux de courte durée bénéficient d’une note de sécurité spécifique rédigée de façon à rendre l’analyse des risques par l’encadrement de chantier obligatoire. Cette activité à risque (bord de route, talus, zone non défrichée, etc ..) nous force à accroitre notre vigilance. Nous avons depuis 2013 renforcé notre préparation faite en amont sur l’impact des sondages au sol en accompagnant nos clients dès l’élaboration de leur campagne de sol. Les points sont déplacés ou maintenus avec l’ajout d’une prestation de préparation d’une plateforme de travail. Nous avons également investi dans des dispositifs de marquage, balisage de nos chantiers mis en place aux abords des routes et acheté un système d’alerte avec GPS pour nos chantiers situés dans des zones isolées de façon à faciliter le repérage de nos équipes par les différents secouristes.
A security folder has been designed and distributed end of 2013 collecting all the essential
elements that can be viewed on construction site. Those folders edited at each opening of the
construction site are suited to the type of activity (drilling, small diameters, and stakes, welding…).

The welding teams who intervene on short duration jobs benefit from a specific security note
written to make the risk analysis by the construction management mandatory.
The risky activity (side roads embankment, area not cleared out…) force us to increase our
vigilance.
We have since 2013 reinforced our preparation carried out in advance on the impact of
ground welding by assisting our customers from their ground elaboration campaign. Elements are
moved or kept with the add‐on of a work platform preparation service.
We have furthermore invested in the markings of our construction sites set up near the side
roads and also bought a warning system with a GPS for our sites located in isolated areas to facilitate
the spotting of our teams by the different first aiders.

We are very careful to push forward our machines on quality platforms. Working upstream
with our customers, in accompanying them technologically with our presence on the different batches
that precede us or in taking the service into our own responsibility we really appoint ourselves to push
forward our workforces on safe, sound and maintained platforms.

Un affichage de ces fiches d’informations et d’analyse a ensuite été programmé sur
l’ensemble des sites en activité permettant lors des 1/4h 1/4h d’échanger sur l’incident constaté
dans le mois.
La sécurité au sein de Bachy Fondaco reste l’affaire de tous. Sa bonne mise en œuvre
requiert une exigence accrue en termes d’anticipation, de préparation, d’optimisation,
d’exemplarité. Elle précède et complémente toute démarche d’optimisation de la productivité.
A display of those information and analysis forms has afterwards been programmed
afterwards on the entire sites in activity, allowing during the 1/4h 1/4h to exchange on the incidents
noticed within the month.
The security within BACHY FONDACO remains everyone’s responsibility. Its good
implementation requires a very high level of requirement in terms of anticipation, preparation,
optimization, and an exemplary nature. It precedes and complements all optimization process of the
productivity.
