A few guidelines Lyon tries to keep in mind
A new line must be considered as part of a network :- Some routes serve long distance trips with high commercialspeed but do not serve entire corridor.- Other routes serve short trips at low speed and serve wholecorridor.- Network strength depends on integration of different types.
Passenger service qualities are prime :- Modal choice is not a prerequisite, but quality objectives arecommercial speed, regularity, punctuality, passenger comfort, safety.
Environmental and urban objectives playan important role :- Available street space- Urban regeneration programs in corridor- Local and global pollution objectives.
