AgiciAgici Finanza d’Impresa is a research and advisory �rm specialized in

Utilities, Infrastructure and Energy Ef�ciency.

Since 1985, Agici has been working in collaboration with companies and

organizations, as well as local, national, and international institutions. Our

main goal is to foster policies and implement projects that aim at creating

value for speci�c �rms or the entire country.

The team’s approach is based on sound theoretical background and extensive

empirical knowledge of managerial, �nancial and economic issues. This

multidimensional expertise guarantees �exible and customized solutions

Prof. Andrea Gilardoni

Founder and President of Agici Finanza d’Impresa, Andrea Gilardoni is Associate

Professor of Economics and Management at Bocconi University, where he was the

director of the Master programme in Public Utilities. Active in the utility/infrastruc-

ture sectors for many years, Prof. Gilardoni has servedon the

board of various national and international companies in

these industries. He has been Chairman of AMSA Milan and

served also as Minister for Infrastructure and Mobility of the

Lombardy Government. He is the author of over 150 publica-

tions and has founded “Management delle Utilities e delle

Infrastrutture”, an Italian leading Quarterly Journal.

Four Research & Advisory UnitsThe four Research & Advisory Units (R&A Units) are dedicated to developing Agici’s presence in their respective areas of expertise.

Because of high quality and continuous research, each Unit extends its offer to a wider range of activities, including Advisory and Ad-

M&AObservatory on Alliances and Strategies in the Pan-European Utility Market

UTILITIESThe National Report. It evaluates the growth

policies of the Italian leading gas, power,

waste, and water utilities.

The International Report. It analyses and

compares the competitive strategies and the

M&A deals of the 40 European leaders in the

Gas & Power Industry.

Working Papers. They focus on the strategic

issues affecting the energy world, such as

the global gas market, the cost of renewable

energy or the role played by the grids in the

new era of sustainable electrical energy.

The Observatory was founded in 2001 by Agici; since 2005 it has been developed

in cooperation with Accenture. Its original purpose was to monitor how the Ital-

ian Utility Industry gathered and rearranged itself following the liberalisation plan

schedule. After 2004, the mission has been extended to include Europe.

Today, the Observatory’s activity focuses on alliances and mergers, but also on

the most relevant strategic issues that the companies operating in the gas, power,

waste, and water sectors must face.

Yearly results are presented and discussed during an annual conference, which,

over the years, has become a key event in the industry.

CNFObservatory on the Cost of Non-Action

INFRASTRUCTURESAnnual Report. In-depth analysis of the Italian

infrastructure-related issues that measures the

cost of non acting in several industries.

Cost Bene!t Analysis. Analysis of speci!c

projects in the framework of the most relevant

national and international methodologies and

guidelines (EIB, Ministry of Infrastructure and

Transport, European Commission, etc.)

Project’s CNF. Study of the socio-economic

impact on the cost of not building speci!c

infrastructures or plants.

Bene!ts of “Having Done”. Analysis of the

bene!ts stemming from the implementation

of a speci!c infrastructure.

Regional CNF. Estimate of the costs of not

building infrastructures at regional level

both in Italy and abroad.

The CNF Observatory is part of the Infrastructure R&A Unit. It assesses the economic,

social, and environmental impact caused by construction delays on infrastructure

projects – both in Italy and abroad. The methodology, developed by Agici researchers,

is based on the Cost-Bene!t Analysis. CNF primary focus is on infrastructural projects

related to energy, waste, transport, telecommunication and water.

Objectives:

• Analyzing reasons and disseminating information about the causes that may delay

or prevent the construction of infrastructures in Italy.

• Measuring costs of such delays affecting the country.

• Suggesting solutions to unlock the country’s infrastructures development.

QPLab

The Quality Project Lab (QPLab) is a new section within the Infrastructure R&A Unit. Its pur-

pose is to develop models and proposals aimed at designing and properly managing “Quality

Projects” in the �eld of public works and infrastructure. “Quality Projects” are �nancially sus-

tainable infrastructures expected to be useful for the territory, and achievable following prede-

termined times and costs. The QPLab covers two aspects:

• Research, which explores the key factors and the elements of risk through an in-depth

analysis describing the history of construction of a public work or an infrastructure.

• Easy Solutions, which applies a methodical approach to identify and manage risks related to the process of design and implementation of

projects on request of our partners/customers.

The activity and knowledge of QPLab are based on a 10 years empirical research and are aimed at identifying and solving the main critical aspects

affecting the �eld of infrastructure.

RENEWABLES Annual Report. An in-depth study examining

the most relevant trends and issues

related to renewables in Italy

and at the international level.

Country Reports. Country-speci!c studies

on roles, market, and potential

of the renewable energy sector.

World Local Grids Database. Database containing

500 business cases of local grids (isolated

systems, systems, micro-grid, mini-grid, grid-

tied systems) in world most relevant countries.

Dedicated Research. Customized research

services on speci!c domestic

and international projects.

OIR was established in 2008 in collaboration with GSE (the State-owned company

that manages RES and EE quali!cations and incentives schemes). It monitors and

analyzes the industry value-chain of the renewable energy sector in Italy and at the

international level. It aims at developing a comprehensive view of industrial, innovation,

and !nancial issues. OIR also promotes development-oriented solutions and proposals

addressed to representatives and policy makers. Increasing attention is given to Local

Grids based on renewable sources and to the related topic of energy storage.

Research outputs are discussed both in public workshops and closed-door seminars

(whose access is limited to the Observatory Partners) by representatives of leading

companies’ top management.

CESEFResearch Center on Energy Ef�ciency

ENERGY EFFICIENCY Annual Report. An in-depth study examining

key issues related to energy ef�ciency in

Italy and at the international level. The

research focuses on companies business

models and �nancial issues.

Focus Group. Meetings that aim at

investigating speci�c strategic issues

concerning energy ef�ciency (i.e: �nance,

regulations, technology, etc.).

Ad-hoc Projects. Analysis of speci�c

sub-sectors, projects and technologies

(monographic studies, Case Study, Cost

Bene�t Analysis, Country reports, etc.).

Today, energy ef�ciency is a key component in the �elds of energy and environmen-

tal public policy. It allows countries to address the trilemma: energy security, energy

affordability and competitiveness, and environmental sustainability.

CESEF was established in 2013, and focuses on the most relevant topics of the in-

dustry in a global and independent perspective. It develops a comprehensive view on

the following issues: players’ strategy, technology development, end-user bene�ts,

�nancial instruments, impact on the industry and the countries.

Furthermore, the Center contributes to the debate on public policies related to the

industry and submits proposals to policy makers.

Advanced Training

From our perspective, Advanced Training is closely linked to the research activity. Agici organizes several annual high pro�le seminars

and conferences to discuss the results obtained from research and studies carried out in the �eld. There are two kinds of event:

• Open-door, they are typically organised to illustrate and debate on the Annual Reports drafted by the R&A Units. The purpose is to

disseminate the results obtained through research projects through media channels such as newspapers, the Internet, and televi-

sion.

• Closed-doors, they are mainly dedicated to Agici partners and other selected guests. The objective is to discuss the key challenges

for the top-level managers – working in �elds such as industry, �nance, and government – in a controlled environment.

We organize tailor-made initiatives at the request of some of our partners.

QUARTERLY JOURNAL

Management delle Utilities e delle Infrastrutture

These sectors have a profound impact both on the competitive strength of countries and people’s quality of life.

The Journal is conceived as a tool that helps the development and the dissemination of managerial systems and

techniques applicable to public services and infrastructures. It allows also for a better understanding of industries

dynamics, corporate strategies, and national policies.

The research themes considered for publication need to demonstrate industrial relevance and include: Gas, Power,

Water, Waste, ICT; Public Transport, Infrastructure and Mobility, etc.
