F ake currency continued to remain in circulation in a big way in the country even after demonetisation. The value of fake Indian currency notes seized in 2017 was estimated to be at 28.1 crore, clocking a significant 76.5 per cent increase from 2016, when 15.9 crore worth of counterfeit currency was seized by law enforcement agencies, according to the lat- est data released by the National Crime Records Bureau (NCRB) for 2017. As per the data, almost 14.98 crore, more than half of the total value of money seized, was in the form of 2,000 notes, which were introduced in November 2016 after Prime Minister Narendra Modi announced the demonetisa- tion of 500 and 1,000 cur- rency notes. A total of 3,55,994 notes worth 28,10,19,294 were seized under Fake Indian Currency Notes (FICN) during 2017. As per the NCRB data, in 2017, cancelled 1,000 notes were printed as FICN, reflect- ing in seizure of 6.57 crore such notes. Similarly 5.14 core worth of cancelled 500 notes were seized from fake currency printers. In 2017, new 500 fake currency were printed for value of 44.39 lakh. The new 200 and 100 notes were also printed by fake currency oper- ators. As per the registered cases across the country in 2017, 17.7 lakh fake notes in the denomination of 200 notes and 83,000 fake notes in the denomination of 100 notes were seized. Most of the old 1,000 and 500 fake notes were found by the banks when people tried to exchange it through banks soon after demonetisa- tion. The latest NCRB data shows that the fake currency operators are engaged in 2,000 note printing. Majority of the fake note cases were registered in Gujarat in terms of the value. More than 9 crore valued fake notes were seized from Gujarat, fol- lowed by Uttar Pradesh, West Bengal, Kerala and Andhra Pradesh. The NCRB data of 2017, released on Tuesday evening shows that biggest populated State Uttar Pradesh topped in the registration of FIRs. UP is followed by Maharashtra, Madhya Pradesh, Kerala and Delhi. Overall, 30,62,579 cases were registered across the country in 2017, up from 29,75,711 in 2016 and 29,49,400 in 2015, according to the annual data which was released last night after a delay of more than one year. Uttar Pradesh also the most populous State, regis- tered 3,10,084 cases during the year and had the highest share of 10.1 per cent in the country, it stated. The data showed an upward trend for straight third year in UP, which had recorded 2,82,171 cases in 2016 and 2,41,920 in 2015. Maharashtra, which accounted for 9.4 per cent of crime in the country, registered 2,88,879 FIRs in 2017 while it was 2,61,714 in 2016 and 2,75,414 in 2015, according to the NCRB. Madhya Pradesh registered 2,69,512 FIRs in 2017 and accounted for 8.8 per cent overall cases. It had lodged 2,68,614 cases in 2015 and 2,64,418 in 2016d. The NCRB said certain States like UP and Delhi have provided citizen-friendly ser- vice of online registration of FIR under certain category of offences like “vehicle theft” and “other thefts”. “As this may have increased the crime reporting under such heads in these States, they become statistically non-com- parable with other States not having such online registration facility,” it added. Fourth on the list was Kerala which registered 2,35,846 cases, while Delhi fol- lowed it closely with 2,32,066 cases, it stated. Bihar, which had 1,80,573 cases in 2017 and 5.9 per cent share in crimes, stood sixth on the list, while West Bengal was seventh with 1,63,999 cases and 5.4 per cent share, the data stated. The NCRB, under the Union Ministry of Home Affairs, is responsible for col- lecting and analysing crime data as defined by the Indian Penal Code and special and local laws in the country. The app was extensively used by the anti-China pro- testers in Hong Kong, making it difficult for Beijing to contain the movement. According to reports, there has been an increase of 4,000 per cent in usage of the app in Hong Kong in the last two months. While the mode of com- munication through the app becomes a little circuitous due to the network range limitation, it has given a way out to terror networks to spread messages emanating from the handlers of Pakistan Army-ISI combine. The app has the potential to put a limitation on the sur- veillance and monitoring capacities of the security agen- cies that are already facing hassles in gathering technical intelligence (Techint) as the telecom networks in the Valley are operating with varying degrees of restrictions in dif- ferent districts of the State. S hares of IT services firm Infosys on Tuesday plum- meted nearly 17 per cent, wip- ing 53,451 crore from its mar- ket valuation, on concerns over a whistleblower complaint which alleged that two top executives of the company were indulging in unethical practices to increase short-term revenue and profits. The scrip tanked 16.21 per cent to close at 643.30 on the BSE. During the day, it tumbled 16.86 per cent to 638.30, the most since April 2013. On the National Stock Exchange (NSE), it plunged 16.65 per cent to close at 640. The sharp fall in the scrip wiped out 53,450.92 crore from the company’s market valuation which now stands at 2,76,300.08 crore. It was the worst-hit among the frontline companies on both Sensex and Nifty. In terms of traded volume, 117.70 lakh shares of the company were traded on the BSE and over 9 crore shares on the NSE. Infosys on Tuesday said it is investigating claims by anonymous whistleblowers accusing CEO Salil Parekh of “unethical practices” to shore up profits through irregular accounting, sending its shares to their worst intra-day fall in over six years. Infosys chairman and co- founder Nandan Nilekani pledged a full probe, saying the complaint had been placed before the audit committee on October 10 and before the non-executive members of the board the next day. Nilekani, in his statement on Tuesday, said the company was made aware of another let- ter (dated October 3) that was purportedly written to the Office of Whistleblower pro- tection programme, Washington DC. This letter referred to the September 20, 2019, complaint, and to emails and voice recordings in support of the allegations. “These complaints are being dealt with in an objective manner. The undated whistle- blower complaint largely deals with allegations relating to the CEO’s international travel to the US and Mumbai,” Nilekani pointed out. The audit committee began consultation with independent internal auditors EY, and has retained law firm Shardul Amarchand Mangaldas & Co. To conduct an independent investigation, Nilekani noted in his statement to the stock exchanges. Meanwhile, mounting troubles for Infosys, US-based Rosen Law Firm has said it is preparing a class action lawsuit to recover losses suffered by Infosys investors. In a statement, Rosen Law Firm said it is “investigating potential securities claims on behalf of shareholders of Infosys Ltd resulting from alle- gations that Infosys may have issued materially misleading business information to the investing public”. Related report on P10 T he Supreme Court on Tuesday granted bail to former Finance Minister P Chidambaram in the INX Media corruption case filed by the CBI saying he is neither a “flight risk” nor is there a pos- sibility of “his absconding from the trial”. Chidambaram is currently under the custody of the Enforcement Directorate (ED), and he can’t walk free till he gets bail in the ED case too. Brushing aside the CBI contentions, a Bench headed by Justice R Banumathi said, “The CBI has no direct evidence against the appellant (Chidambaram) regarding the allegation of appellant directly or indirectly influencing the witnesses.” The Bench said statement made by the CBI that Chidambaram has influenced witnesses and there was likeli- hood of his further influencing them cannot be the ground to deny bail to him when there was “no such whisper” in six remand applications filed by the agency before the trial court. The Bench, also com- prising justices AS Bopanna and Hrishikesh Roy, set aside the Delhi High Court’s September 30 verdict denying him bail. “The appellant is ordered to be released on bail if not required in any other case, subject to the condition of his executing bail bonds for a sum of 1 lakh with two sureties of like sum to the satisfaction of the special judge, CBI-06, Patiala House Courts, New Delhi,” the Bench said. “The passport if already not deposited, shall be deposit- ed with the special court and the appellant shall not leave the country without leave of the special court and subject to the order that may be passed by the special judge from time to time,” it said. D elhi Chief Minister Arvind Kejriwal on Tuesday announced that Delhi’s nine most congested roads will be widened, beautified and re- designed on the lines of European street model. The idea to unravel the 393.94-crore project is to pro- vide Delhiites with green ambi- ence and “zero” traffic hurdles while travelling/driving on the roads across the national Capital, said officials. The Pioneer in December 2018 had reported about the Delhi Government’s initiative to decongest Capital’s most congested roads. The Chief Minister said if the pilot project of redesigning these nine stretches is success- ful, then all other roads under PWD’s jurisdiction will be redesigned on the same lines. The city Government also claimed the project was first planned in 2015 and a creative team was set up, but the pro- ject was scrapped due objec- tions by the Lieutenant Governor. “After the creative team was disbanded in 2016, and members resigned from the PWD, then the Government engaged private consultants for re-designing and streetscaping of these nine PWD roads,” said the official. The stretches include Ring Road from Mayapuri to Moti Bagh Junction, Satguru Ram Singh (Road no. 36) Marg from Mayapuri Chowk to SD Public School, Britannia Chowk to Outer Ring Road, West Enclave, Pritampura; Road no 41 and 41-A from Wazirpur Depot Crossing (NSP) to Rithala Metro Station, AIIMS to Ashram Chowk, Ambedkar Nagar to Defence Colony Flyover, Nigam Bodhi Ghat to Magazine Road Crossing. “There is heavy traffic con- gestion on the bottleneck roads of the city. Wide roads in Delhi turn into a narrow lane after a few miles, and then back into a wide road after a few miles, which create a bottleneck situ- ation and heavy traffic at some some locations. Our priority will be to remove these bottle- necks first, for a smooth flow of traffic and an organised lane system,” said Kejriwal. The other roads whose streetscaping will be done include Sewadham Road from Road No 63 to UP Border Delhi and Shivdaspuri Marg and Patel Road (from Moti Nagar T-Point to Pusa Road about) and the 2.3 kilometres Narwana Road Mother Dairy to Punch Mahal Niwas. “There is no proper plan- ning or mapping involved in the construction of roads as of now. They will be measured and planned spaces for vehi- cles, non-motorised vehicles, footpaths, and side-lanes will be made. Footpaths will be widely mapped to an average of 10 feet for the convenience of the peddlers,” Kejriwal added. A Junior Commissioned Officer (JCO) of the Indian Army attained mar- tyrdom in a daring strike by the Border Action Team (BAT) of the Pakistan Army, comprising hardened terrorists and elite commandos of Special Services Group (SSG), in Kalal area of Nowshera sector in Rajouri district in the afternoon on Tuesday. According to ground reports, “Heavily armed BAT team breached the LoC and entered approximately 400- 500 inside the Indian territo- ry and targeted one of the for- ward posts in which one JCO succumbed to his injuries.” Before one of the forward Indian posts was targeted, mysterious blast took place in the same area, officials said. However, Indian Army authorities did not confirm the reports till the time of filing the report. Fake currency continued toremain in circulation in a

cases across the country in2017, �17.7 lakh fake notes inthe denomination of �200notes and �83,000 fake notes inthe denomination of �100notes were seized.

Delhi Chief Minister ArvindKejriwal on Tuesday

Trudeau would nowrequire at least 13 legislatorsfrom his left-leaning rival par-ties to reach the “magic num-ber” of 170 to form a LiberalParty-led minorityGovernment in the 338-seatHouse of Commons.

“The New DemocraticParty is poised to play king-maker in a minority parliamentafter Jagmeet Singh spear-headed a turnaround on thefederal campaign trail that mayhave saved his leadership andpulled his party from the brinkof irrelevance,” the TorontoStar newspaper reported.

With 24 seats in its kitty,the NDP has lost nearly 50 percent of the seats it had won in2015. The party, led by ThomasMulcair, had won 44 seats,becoming the third-largestparty in the House ofCommons in 2015.

Despite the drop in seats,Singh in a celebratory speechon Tuesday said his party willnow be “working hard” todeliver on the “priorities thatCanadians have”.

A Junior CommissionedOfficer (JCO) of the

Indian Army attained mar-tyrdom in a daring strike bythe Border Action Team(BAT) of the Pakistan Army,comprising hardened terroristsand elite commandos ofSpecial Services Group (SSG),in Kalal area of Nowsherasector in Rajouri district in theafternoon on Tuesday.

According to groundreports, “Heavily armed BATteam breached the LoC andentered approximately 400-

500 inside the Indian territo-ry and targeted one of the for-ward posts in which one JCOsuccumbed to his injuries.”

Before one of the forwardIndian posts was targeted,mysterious blast took place inthe same area, officials said.

India on Tuesday did not fallinto Pakistan’s trap despite its

provocation by firing at civil-ian inhabitations in Poonchand Rajouri even as Islamabadwas facilitating a guided tour ofenvoys and mediapersons tosome areas of PakistanOccupied Kashmir (POK)across the Line of Control(LoC). The advertisement claims “100Days Diabetes Healer” by RathiraAyurveda and Kokilaben DhirubhaiAmbani Hospital and MedicalResearch Institute advertisementclaiming to overcome Parkinson wasnot substantiated with proof. Takingnote of these false and misleadingadvts, the Advertising StandardsCouncil of India (ASCI), a regula-tory body, has issued directions for

removal of content of 299 advts fromprint, television, Twitter andYouTube.

According to the ASCI findings,the promo of 'Chernobyl' showinga bloodied hand and a patient withthe bloodied face related to nuclearenergy during the live streaming ofcricket was found violating theadvertisement norms. Similarly,promo of the “Malaal' movie featuresthe rider (male) and the pillion rider(female) on a two wheeler withouthelmets violating the traffic rules,shows dangerous practices, andmanifests a disregard for safety.

The regulatory body also foundthe YouTube Channel video intro-duces the advertisement communi-cation as “Wondering why you're sotired all the time? Watch how to takethe #RiseUpChallenge by HorlicksProtein +”.

“The video refers to complaintsof “chronic tiredness” by participantsof the Rise Up challenge, which isnot necessarily linked to musclestrength alone. Such tiredness couldbe due to other health conditionssuch as loss of muscle mass, de-con-ditioning, nutritional deficiencies,oxygen delivery and anaemia. “RiseUp challenge” is to check ability tomove which is linked to many fac-tors mentioned above as well as neu-rological normalcy, balancing appa-ratus in the brain etc. Musclestrength is one of the outcome fac-tors of the Rise Up challenge; con-necting this as a direct “screeningtest” for “chronic tiredness” by theadvertiser was considered to beincorrect,” the ASCI said in its rul-ing.

With the exit polls predicting yetanother poll debacle, tongues are

wagging within the Congress circles asto why the scheduled countrywide 10-day mass protest this month against theModi Government on economic issuesdid not take off.

The Governmentwill soon achieve

its goal of UniversalImmunization ofchildren, UnionHealth MinisterHarsh Vardhan saidon Tuesday as henoted that at present, up to 90 percent ofchildren in India are being givenfree immunization. India'sUniversal ImmunizationProgramme (UIP) is the largest inthe world.

The Minister was briefing themedia here in the run-up to theGovernment's celebration of thePulse Polio ImmunizationProgramme's Silver Jubilee, whichwill be held on the 31st of thismonth.

The Minister said that, in theearly 90s, India saw over two lakhcases of polio annually, but, afterthe polio eradication programmewas launched in 1994, Indiaattained polio-free status over thecourse of the next two decade dueto concentrated efforts and col-laboration of the Government,international partners, civil society,health workers and millions of vol-unteers. The Minister furtheradded that the best practices and

the systems estab-lished by the PulsePolio programmehave benefitted otherhealth programs, viz.the communitymobilization, logis-tics management,reaching the last mileor setting up a sur-

veillance system. The learnings from Pulse Polio

programme have helped imple-mentation of other immunizationprogramme i.e. the MissionIndradhanush (MI) and theIntensified Mission Indradhanush(IMI).

The Universal Immunization(UIP) basket of vaccines hasexpanded to cover 12 VaccinePreventable Diseases (VPDs) fromthe earlier 7. Since 2014, five newvaccines have been introduced inUIP, which includes Rotavirusvaccine, Japanese encephalitis vac-cine for adults, InactivatedPoliovirus Vaccine (IPV); MeaslesRubella vaccine (MR) and,Pneumococcal Conjugate Vaccine(PCV) in a phased manner.

As of today, “MissionIndradhanush and related driveshave successfully reached out toand vaccinated 3.39 crore childrenand 87.2 Lakh pregnant women inIndia.”

The Central Governmenthas increased the monetary

limits for accepting gifts for allits employees, relaxing theceiling by more than three-fold,officials said on Tuesday.

All officials under Groups'A' and 'B' categories shall notaccept any gift without thesanction of the Government ifthe value exceeds �5,000, theysaid, citing recently amendedrules. The limit to accept giftsfor these groups of employeeswas �1,500 earlier.

Similarly, Group 'C'employees will be able to acceptgifts up to �2,000 instead of�500 without takingGovernment approval.

Government employeesunder Group 'A' are senior offi-

cials. Government employeesunder Group 'B' could either begazetted or non-gazetted offi-cials. Most clerical posts andmulti-tasking staff fall underGroup 'C'.

Officials said the ceilinglimits were revised to bringthem on par with those for thethree all India services —Indian Administrative Service,Indian Police Service andIndian Forest Service.

Gifts include free transport,boarding, lodging or otherpecuniary advantage when pro-vided by any person otherthan a near relative or person-al friend having no officialdealings with the Governmentservant. A casual meal, lift orother social hospitality is notconsidered a gift, according toexisting rules.

The Supreme Court on Tuesday trans-ferred to itself all cases related to the

linkage of social media profiles withAadhaar pending in different high courtsand also asked the Centre to submit itsreport in January to check social media mis-use.

A bench of justices Deepak Gupta andAniruddha Bose, while allowing the trans-fer petition of Facebook, asked the registryto place all connected matters before thechief justice of India for listing before anappropriate bench in last week of January2020.

The top court also asked the Centre tosubmit its report in January on the notifi-cation of rules by which social media mis-use can be checked and liability could be fas-tened on intermediaries to decrypt mes-sages.

The bench's order came after AttorneyGeneral K K Venugopal, appearing for TamilNadu, dropped his opposition to Facebook'splea seeking transfer of all cases pending indifferent high courts to the apex court.

Solicitor General Tushar Mehta, appear-ing for the Centre, clarified that its is not aploy to breach the privacy of individuals butit is an attempt to protect national securityand sovereignty.

The attorney general then intervenedand said a terrorist cannot claim his rightto privacy. Mehta also rubbished the claim

of some petitioners, who alleged that thedraft rule under consideration of theGovernment, which would enable author-ities to fasten liability on intermediaries totrace the originator of a particular messageor a content, is Government's ploy to“trample individual's privacy”.

On Monday, the Centre had told thecourt that internet has emerged as a potenttool to cause “unimaginable disruption” todemocratic polity, and sought three moremonths for finalising and notifying the rulesthat would regulate the functioning ofsocial media intermediaries in the country.

The Ministry of Electronics andInformation Technology (MeitY) had toldthe top court that though technology hadled to economic growth and societaldevelopment, there was also an exponentialrise in hate speech, fake news and anti-national activities.

The court had taken the affidavit onrecord after counsel representing theCentre said the government had soughtthree months' time for finalisation of theInformation Technology IntermediariesGuidelines (Amendment) Rules, 2018.

Vice President M VenkaiahNaidu on Tuesday advo-

cated detailed LegislativeImpact Assessment (LIA)bringing out social, economic, environ-mental and institutional impacts of leg-islative proposals for informed law mak-ing in the country. Naidu, in his capaci-ty as Chairman of Rajya Sabha said thatit would be useful to indicate such impactassessment in the legislative proposals forwider dissemination among all the stake-holders.

Naidu elaborated on the need for suchimpact assessment while referring tolegislative process in the country duringhis address to 151 officials who haverecently joined the Rajya Sabha Secretariat.It is for the first time that Rajya SabhaChairman has interacted with newrecruits on joining the Secretariat. DeshDeepak Verma, Rajya Sabha SecretaryGeneral, was present on the occasion.

Naidu said that inter-ministerial con-sultations are held before the Cabinet con-siders and approves legislative proposalsbut the scope for undertaking and indi-cating the impact of such proposals is lim-ited in the present context. “Informed leg-islation will help in realising the stated objects of various laws

and this requires a detailedimpact assessment of legislationat the stages of both pre-legis-lation and post-legislation. Anaccount of pre-legislativeimpact assessment could be

included either in the Bill or as anAnnexure to the Bill,” said the RS chair-man.

Referring to Legislative ImpactAssessment being undertaken by someOECD countries to good effect, Naidusaid; “As the largest and vibrant democ-racy of the world, it is time that we do takea serious look at such impact assessmentfor ensuring more informed legislation.I am, hence, making this proposal forwider discussion and consideration by allthe stakeholders.”

Union Agriculture MinisterNarendra Singh Tomar on

Tuesday said there is a need toincrease the share of farm sec-tor in the country's GrossDomestic Product (GDP) to 50per cent from the current 14per cent and stressed on bal-anced use of fertilisers to pro-tect soil health as well as boostcrop yields. Tomar also urgedfarmers not to burn cropresidues as it affects solid healthand leads to air pollution. Heasked them to take advantageof various Government pro-grammes to deal with stubbleburning.

Addressing a conferencefor awareness of fertiliser appli-cation among farmers, Tomarsaid the share of agriculture in

the country's GDP is current-ly 14 per cent, but this is notenough. “Can we increase thisto 50 per cent of our GDP?” headded.

Tomar said the productiv-ity and production of all kharif(summer-sown) and rabi (win-ter-sown) can be enhancedsubstantially through properuse of fertilisers in right quan-tity and as per the soil condi-tions. The balanced use of fer-tilisers would also boost farm-

ers' income, he added.“We have also been focus-

ing on soil health and alreadydistributed 8 crore soil heathcards to farmers,” he said.

The Minister told farmersthat excessive use of fertiliserswould destroy agriculturefields. He also spoke about theneed for more usage of micro-nutrients to improve soilhealth.

Tomar highlighted that theCentre has fixed the mini-mum support price (MSP) ofcrops at least 1.5 times of pro-duction cost and is also pro-viding ��,000 per year toaround 14 crore farmers underthe PM-Kisan schem . He saidabout 8 crore farmers havealready got benefit under the�87,000 crore PM-Kisanscheme.

New Delhi: In the run up tothe creation of UnionTerritories on October 31, theCentre on Tuesday imple-mented the 7th PayCommission to theGovernment employees ofJammu & Kashmir, andLadakh.

Union Home MinisterAmit Shah has approved theproposal of payment of all 7thCPC allowances to theGovernment employees ofUnion Territory of Jammu &Kashmir and Union Territoryof Ladakh, which shall comeinto existence from October 31,an official statement said.

The move will benefit 4.5Lakh Government employeeswho are working in the exist-ing State of Jammu & Kashmirand will become the employ-

ees of UT of Jammu & Kashmirand UT of Ladakh fromOctober 31, it said.

The annual financial impli-cation of 7th CPC allowanceslike children educationallowance, hostel allowance,transport allowance, LTC, fixedmedical allowance, etc. Inrespect of 4.5 lakh Governmentemployees of existing State ofJammu & Kashmir will bearound �4,800 crore.

Of the total �4,800 crore,a modest �607 crore will be forchildren education allowance,�1,823 crore for hostelallowance, �1,200 crore fortransport allowance, �1,000crore for leave travel conces-sion (LTC), �108 crore for fixed medicalAllowance and �62 crore forother allowances. PNS

Due to formation of low pressureareas over South West and Bay

of Bengal and strengthening ofnortheast monsoon further, theIndian Meteorological Department(IMD) predicts fairly widespreadrainfall over the next four to fivedays in many parts of South India.The IMD also withdrawn the 'redalert' issued on Monday for seven of14 districts of Kerala.

According to the IMD, the lowpressure area over southwest andadjoining west central Bay of Bengalwould intensify in the next 24hours and move north-northwest-wards. This is even as a persistinglow-pressure area over the East-Central Arabian Sea awaits further

traction to intensify a round tobecome 'well-marked', before fur-ther strengthening as a monsoondepression by Wednesday.

The IMD has persisted with anoutlook for the system to North-North-East over East-CentralArabian Sea (towards the Konkan-Mumbai coast) till Thursday, andthen re-curve West-North-West(towards Oman-Yemen) with grad-ual intensification. Unlike the four-month southwest monsoon whichaccounts for over 75% of India'sannual rainfall, showers during thenortheast monsoon season is limit-ed to southern peninsula. It pro-vides rainfall to Tamil Nadu, coastalAndhra Pradesh, Rayalseema,Kerala and south-interior Karnatakaduring October to December.

of 63.84 in 2009, 63.2 per centin 2005, 59.69 per cent in2000, 68.01 per cent in 1996,63.07 per cent in 1991, 62.44per cent in 1987, 69.70 per centin 1982, 62.20, 70.36 percent in1972, 63.01 per cent in 1968and 76.29 per cent in 1967.

The state of Haryana, itselfrecorded the lowest voterturnout of 68.31 per cent in lastthree decades. 69.36 per centmale and 67.12 per cent femalevoters exercised their right tovote in the assembly elections.

A total of 1.83 crore votersincluding 98.78 lakh males,85.12 lakh females and 252transgenders were eligible tovote in the polls.

In the year 2014, when theBharatiya Janata Party had

roared to power recordingabsolute majority for the firsttime on its own in Haryana,the state had witnessed high-est voter turnout ever regis-tered since its inception.

The voting percentage was76.13 in 2014, 72.35 in 2009,71.96 in 2005, 69.01 in 2000,70.54 in 1996 and 65.86 in1991 in assembly polls inHaryana.

Interestingly, Karnal wasnot the only high-profile con-stituency which witnessed lowvoter turnout on the pollingday. Most of the assembly seg-ments represented by stateCabinet Ministers have wit-nessed low voter turnout thistime as compared to lastassembly elections.

Ambala Cantt assemblyconstituency, from whereCabinet Minister Anil Vij isseeking re-election recordedlowest ever voter turnout in itshistory. The constituency reg-istered 61.99 per cent voterturnout while the percentagewas 72.63 in 2014 assemblypolls.

In Ambala Cantt, the five-time MLA and HaryanaHealth Minister Anil Vij is pit-ted against Congress’ VenuSingla Aggarwal, Congressrebel candidate and indepen-dent Chitra Sarwara amongothers.

In prestigious Rohtakassembly segment, from wherethe BJP Minister ManishGrover is seeking re-electionfor a second consecutive term,has also seen lowest poll per-centage of 59.94 in last twodecades.

The poll percentage was65.85 in 2014, 62.17 in 2009,64.74 in 2005 and 59.68 in2000 in the constituency.

Finance Minister Capt.Abhimanyu’s constituencyNarnaund recorded poll per-centage of 78.13, which wasagain lower than last year’s83.18 per cent voter turnout.Agriculture and Farmers’Welfare Minister OP Dhankar’sBadli constituency recordedvoter turnout of 69.70 percent this time, down from70.87 percent in 2014 polls.

Similarly in CabinetMinister Kavita Jain’s assemblyconstituency –Sonipat, the vot-ing percentage was 64 as com-pared to 68.71 in 2014 assem-bly election.

In another high-profileconstituency- Panchkula, thevoter turnout fell from 65.72in 2014 to 60 per cent thistime. The Congress candidateand former Haryana DeputyChief Minister, ChanderMohan is pitted outgoing BJPMLA Gian Chand Gupta inPanchkula.

cy Kaithal recorded77.70 pollpercentage, down from 83.71during previous Assemblypolls. Tosham assembly seat,represented by seniorCongress leader KiranChoudhry saw voter turnoutof 70 per cent as against 81.39percent in 2014.

The Badhkal assemblyseat, which recorded the low-est voter turnout i.e. 49.18 percent in the state had seen60.23 percent polling in 2014.

Likewise, FaridabadAssembly segment saw lowvoter turnout of 49.63 as com-pared to 59.93 poll percentagein previous polls.

According to the pollsanalysts, the low voter turnout in high-profile con-stituencies in Haryana couldbe seen as the lack of enthusi-asm among voters to elect theoutgoing heavyweight candi-dates again.

While the voter turnouthas declined in most of theprominent Assembly seats in

Haryana, the poll percentageremained almost similar inGarhi Sampla-Kiloi, fromwhere two-time Chief Ministerand senior Congress leaderBhupinder Singh Hooda isseeking another term and pit-ted against his old rival SatishKumar Nandal.

The constituency recordedvoter turnout of 74 per cent ascompared to 73.81 per cent in2014. Nandal, who had con-tested the last Assembly poll asa candidate from the IndianNational Lok Dal – joined theBJP in June this year and wasfielded as a candidate by thesaffron party.

Hooda had defeatedNandal by 47,185 votes in2014 and by 72,100 votes in2009.

Notably, Chief MinisterManohar Lal while making hispoll debut from Karnal seat in2014 had recorded victorymargin of 63773 votes againstan independent candidate JaiParkash Gupta.

Haryana Police has made afoolproof three-tier securi-

ty arrangement for the safety ofElectronic Voting Machines(EVMs) and Voter VerifiablePaper Audit Trial (VVPAT)machines brought to the desig-nated strong rooms after pollingfor the State Assembly polls onOctober 21.

Additional Director Generalof Police (Law and Order),Navdeep Singh Virk said thatelaborate security arrangementshave been made for safe custodyof the EVMs and VVPATmachines at designated strongrooms where personnel of StatePolice and Paramilitary forcesguarding the rooms under round the clock vigil.We are strictly going by the ElectionCommission instructions regarding the safetyof EVMs and VVPAT machines till the day ofcounting, he said.

Giving details about the security measures, Virk said that in the first layer, per-sonnel of Central Armed Police Forces aredeployed near the strong rooms, HaryanaArmed Police personnel posted in second layerand district police personnel are manning theouter layer.

He said that 90 strong rooms have been

established at 59 different locations with round-the-clock vigil to ensure the safety of EVMs andVVPAT machines.

Virk further said that Haryana Policethroughout the election season kept the infor-mation flowing about security arrangements,police deployment and seizures. The idea wasto reassure the citizens of its presence and cre-ate a fear in the minds of those planning any dis-ruption, he said.

The EVMs and VVPAT machines kept instrong rooms across the state will be opened onOctober 24 for counting.

Punjab has recorded a 25 per centincrease in stubble burning incidents

as compared to 2018, which the StateGovernment attributed to early harvestingof paddy crop this year.

The number of farm fires in Haryana,however, has decreased by 10 per cent ascompared to last year, despite the "mod-erate implementation of the ban on stub-ble burning due to elections", according toofficials.

Till October 20, Punjab recorded2,482 cases of stubble burning against 1,980last year, an increase of around 25 per cent.

A significant rise in stubble burningwas recorded on October 19 and 20. While446 cases were reported on October 19, thenumber on October 20 touched the 500mark.

Only 64 cases were recorded onOctober 18 when a western disturbancecaused rainfall in parts of Punjab.

According to Punjab Pollution ControlBoard data, Tarn Taran, Amritsar andPatiala have recorded 450, 417 and 249cases, respectively.

Haryana witnessed 2,048 farm fires ascompared to 2,283 last year. Karnal,Kaithal and Kurukshetra have reported543, 503 and 422 incidents of stubble burn-ing, respectively, till October 20.

The period between October 15 andNovember 15 is considered critical as max-imum number of stubble burning incidentstake place in this span in Punjab andadjoining states, which is one of the mainreasons for alarming spike in pollution inDelhi-NCR.

Despite a ban on stubble burning inPunjab and Haryana, farmers continue todefy it amid lack of financial incentives.State governments are providing 50 to 80per cent subsidy to farmers and coopera-tive societies to buy modern farm equip-ment for in-situ management of paddystraw, and running a massive awarenesscampaign against stubble burning.

A Punjab government official, who didnot wish to be named, said the high court''sSeptember 19 order staying the recoveryof fine from farmers found violating theban on stubble burning has subdued theeffect of challans. "Not one challan hasbeen issued this year."

However, Karunesh Garg, membersecretary of the Punjab Pollution ControlBoard, said the court had only stalled therecovery of fine imposed in previous yearsand that challans will be issued this timetoo. "The single bench referred the mat-ter to the court of chief justice who has cat-egorically said that stubble burning isbanned. The government has also made itclear and issued strict directions to curb

farm fires," he said. "We have identified theerring farmers and the process of issuingchallans has been set in motion," Garg said.

Another official on condition ofanonymity said that bypolls in some partsof Punjab "prevented the governmentfrom issuing challans this year". Secretary(Agriculture) K S Pannu said the numberof farm fires seems large because of earlyharvesting of paddy crop.

"This year, the harvesting beganaround a week earlier as compared to thelast year. That''s the reason the number offarm fires looks big. I am sure the cumu-lative figure at the end of the harvestingperiod will be much smaller," he said.

The Centre and the state governmenthave made serious interventions, provid-ed farm equipment and undertaken mas-sive awareness drives to prevent stubbleburning. If not this year, the problem willbe completely resolved in the next twoyears, Pannu said.

Haryana Pollution Control BoardMember Secretary S Narayanan said 102challans have been issued against farmersfor violating the ban on stubble burning,but the recovery of fine has been put onhold following the high court order. "Thenumber of farm fires has gone down con-siderably, despite the harvesting seasonstarting early and the official machinerybeing busy in elections," he said.

BJP ally JD(U) is set to contest the Delhiassembly election on its own and Bihar

Chief Minister and party president NitishKumar will address a meeting of its workers inthe national capital on Wednesday regardingits poll preparedness.

JD(U) general secretary Sanjay Jha, who isin charge of the party's affairs in Delhi and aminister in the Bihar government, said it willcontest the assembly polls, which are likely to be held early next year, with "fullforce".

Returning to one’s roots in soldier-ing is replete with nostalgia, inspi-ration and feeling 10 years younger.Revisiting the National DefenceAcademy (NDA), Khadakwasla,

Maharashtra, after more than six decades wasre-living one’s days when well-rounded headswere being fitted on square shoulders. Wewere the pioneers, who in 1955, moved fromthe Joint Services Wing (JSW) in ClementTown, Dehradun, to the emerging militarytownship of Khadakwasla near an iconic lake— the spectacular landscape overlooked byShivaji’s impregnable Sinhagad Fort. In thesixth and final term, Sinhagad became thetouchstone for long-range patrolling, stami-na and survival. Sticking out of the earth wasthe majestic central cupola, the nerve centreof the academy, flanked by the cadets’ messand the education block. Neat rows of roadradiate from these commanding heights inthree directions — towards the Pashan Gate,the Central Vista and the Avenue to the Lake.

In January 1955, trainloads of cadets wererelocated in their new home Khadakwasla,the pride of India. It was to become the cra-dle of military leadership and excellencewhere “jointness came naturally.” All the 1,000cadets would branch out after three yearstogether for their choice of service: Army,Navy or Air Force. Potential Army cadetswere cross-trained. For example, I was senton Indian Navy frigate Cauvery for a weekwhile a Navy volunteer went to an Armyestablishment and similarly, the Air Force toa different sister service. After the sixth term,one would go to the Naval, Air Force andArmy military academies for the final yearof training. Currently, cadets indicate theirchoice of service after the fourth term.

Last week in Khadakwasla, I witnessedchange and what has not changed and is stillreminiscent of 1955. First, the change. All theway from Pune’s Southern Command OfficersMess, the 25-km stretch to Khadakwasla wasthen desolate, habitated with lush greenwoods. What took one hour on a bicycle, tooktwo hours, given the concrete jungle that hascrept towards NDA and much is in the pos-session of the Defence Research andDevelopment Organisation (DRDO) — itskingdom. Farmhouses, luxury resort hotelsand restaurants have encroached on theprecincts of Khadakwasla. The Pashan Gateis new with a massive security apparatus.

The welcome landmark is the GoleMarket — nothing has changed here. Thismarket is etched in my memory because aweek before we were to “pass out” and moveto the Indian Military Academy, Dehradun,our joyful celebration was rudely interrupt-ed by one “Major The Sandhu”, an infantryofficer who was uniformly dreaded bycadets. It was past midnight. Four riding anordnance-issued bicycle, strictly meant forone, was sacrilege, especially when MajSandhu, who was returning in his car fromPune, nearly collided with the overloadedbicycle. For breaking several military regu-

lations, Maj Sandhu used multi-lingual invectives and had fourof us charge-sheeted.

Punishment: While all of the11th course was allowed to passout on December 1, 1956, wewere detained for 14 days. Thedriver of the bicycle wasDivisional Cadet Captain JaswantSingh, who was complimented bythe Commandant, Maj GenInayat Habibullah, for “steeringa bicycle as expertly as a horse.”

The cadets’ living room isthe same except that a limitedwi-fi is now available. LikeJammu & Kashmir was put in alockdown, cadets are forbiddenthe use of cellphones. The tech-nology of the bicycle is vintagethough the satchels the cadetscarry has improved.

From 12 squadrons, theacademy now has 18 squadronsand a cadet strength of 2,000.“Item” has become “India”squadron, my “Fox” squadron to“Foxtrot” and “Dog” to “Delta.” The Ante Room has thefamiliar aquarium but now a bil-liards table, too.

Barbara Bonny, the wife ofour Squadron Commander, MajLKM Bonny, used to teach usthe Foxtrot and on the week-ends, commandeered busloadsof Pune lasses for live practice.Gen Habibullah and his wifeHamida put the cadets throughsessions of Indian cultural train-ing — music, drama, mushairaand once even Bollywood.

There was no change in thecadets’ mess. Rations and qual-ity of food match any reputablerestaurant. Outside are picturesof early times. Former President

Rajendra Prasad, dining with thecadets, flanked by GenHabibullah and Gen Moti Sagar,both drinking port… the clas-sic shows Premier Chou en Laiin a black Mao jacket in thecadets’ mess during our passingout parade.

As the chief guest, he pre-sented me with the inter-com-pany Squash trophy, which iscaptured in the film on 1962war, Hum Dono. This was theera of Panchsheel and HindiChini Bhai Bhai (India andChina are brothers) full of ban-ter and bonhomie even as theChinese had started building theroad through Aksai Chin, whichformer Prime MinisterJawaharlal Nehru divulged toParliament only in 1959.

There are fabulous pictures,which must be the envy of mem-orabilia collectors — PanditNehru and Gen Habibullah,both on horseback, surveying theacademy from a vantage point asit was being built. It is clear fromother pictures of Nehru that theKhadakwasla project was hisbaby. Another picture is of Lt GenJN Chaudhury and Nehruengaged in serious conversa-tion. Army Chief Gen KSThimayya and Nehru in a tete-e-tete. Thimayya and Nehruwere good friends, enjoyedimmense rapport despite profes-sional differences.

Today, like yesterday, thereis total lack of rapport andconversation between top mil-itary leaders and the politicalelite. The last Army Chief, whocould chat up politicians, wasGen Bipin Joshi. The absence of

meaningful dialogue betweenthe political and military lead-ership has let the bureaucracyusurp critical advisory space.Today, the Prime Minister can-not find the time to have a use-ful conversation with his ServiceChiefs.

The Habibullah Museum,meagre in space, contains richmemories and souvenirs, includ-ing a stunning ornamentalkhukuri, presented by C in CRoyal Nepal Army, GenSurendra Bahadur Sahib (mustbe Shah) in January 1966. Theonce-splendid Bombay Stadiumhas alas gone to seed. So have theSquash courts near it. The cadetsplay individual sports likesquash, tennis and golf. The GolfCourse doubles as the militarytraining area and is named afterthe legendary Russian languageteacher Jaouralov.

Notwithstanding our fear ofMaj Sandhu — he wouldfamously counsel “do not trustwife, rain and enemy” — hetaught us the best field craft to bea cat burglar, poacher and marks-man that saved our lives andthose of the men under our com-mand in all the skirmishes andwars. NDA is truly tri-service anda unique training institution,which sows the seeds of cama-raderie, military ethos, customsand traditions. That is how DCCJaswant Singh became theDefence Minister of India.

Sir — The story of the life andstruggles of Pranjal Patil, thecountry’s first visually challengedwoman IAS officer, reminds usthat nothing is impossible if onehas the determination to perse-vere against all odds. Patil hastruly struggled far more than oth-ers to achieve her goal of becom-ing an IAS officer. Losing visionat the age of six did not deter theyoung girl from Ulhasnagar,Maharashtra, from pursuing herdreams. In spite of several hur-dles, Patil has become the firstvisually-challenged woman inthe country to hold such a highpost in the bureaucracy. Sir — According to NationalCrime Records Bureau (NCRB)data, India saw a total of 100deaths in police custody in 2017,which is up by eight, comparedto 2016. Police are known toapply third-degree methods toelicit confession from “crimi-

nals” to buttress their case in thecourts. There are many caseswhere undertrials have suc-cumbed to physical and mentaltorture from cops. Unable tobear the torture, there are alsocases of people resorting to theextreme step of committing sui-cide. Sadly, even natural deathsin police custody are treated ascustodial death.

Deaths of these kind wouldhave, perhaps, occurred even ifsuch a person was not in custody.In the case of undertrials, thecourts are also to be blamedsince many cases drag on for yearsbefore they are even listed forhearing. It is appalling that out of56 cases registered, only three of48 people were chargesheetedand convicted for human rightsviolation. The fall in custodialdeaths is not possible unless thepolice involved in the crime ofphysical and mental torture areconvicted of the offence.Expeditious disposal of cases incourts can substantially con-tribute to drastic reduction in cus-todial deaths.

Last week I had the pleasure of releasing TheStatus of Women in India report in Nagpur,which is a comprehensive survey conduct-

ed by the Sangh-linked organisation Drishti Stree.I share my reflections in two parts on this verythought-provoking survey: The problems red-flagged in the report and how most of the solu-tions can be addressed through the big digital rev-olution in the offing in the country.

While the sample size of 74,000 is large, thefact remains that had more people from metro-politan cities and States with high literacy rateslike Karnataka, Tamil Nadu, Kerala been includ-ed and more inputs been taken from profession-als like bankers, lawyers, corporate executives andso on, the report might have arrived at betteraverages. Because while the real Bharat residesin its villages, it also comprises the aspirationalclass in the cities. In some areas the report is aneye-opener, while in some it just confirmed pre-conceived notions.

The following findings did not surprise any-one: Recently, India slipped 10 places in theWorld Economic Forum’s (WEF) GlobalCompetitive Index. This was attributed to a pooremployable skill base, lack of worker protectionrights and critically-low participation of womenin the workforce. All three factors were accurate-ly captured in this survey conducted last year,confirming the authenticity of the Dristhimethodology.

Workers from tribal areas are given low wagesand subjected to trafficking and inhumanexploitation in the unorganised sector of domes-tic staff. Therefore, employment agencies mustbe accredited and regulated and the Governmentmust ensure that statutory provisions for med-ical coverage, dignity of labour and minimumwages are enacted.

The survey revealed that there is an increasedparticipation by women in voting, which showsthat there is more understanding of local andnational issues, enough for them to assert theirelectoral preference.

According to the survey, there is also a needto ensure that women, especially in the ruralareas, are equipped to handle every adverse sit-uation in life. Any social scientist would confirmthat over-dependency is a complacent state ofbeing, hence women must also learn how to copewith every contingency.

Because, with life expectancy increasing —and wives are known to outlive their husbands— in order not to be economically vulnerable,women need to be included in the decision-mak-ing process of deployment of family savings andunderstand the basics of matters like title-deed,financial securities and savings instruments. Thereport confirmed the healthy trend that “todayone-third of the women participate in decision-making in the family”, which was earlier a maledomain.

The survey captured high dropout rates upto high school and that women were falling offthe employment curve due to family responsi-bilities between the ages of 18 to 30 years, whichis also the peak earning period for most people.The future success of globalised economies willlie in the increased participation of women.Regrettably, on the Gender Inequality Index,India ranks as low as 132 out of 136 countries.Gender parity is a basic human right and its

achievement has multiplier socio-eco-nomic implications. Empoweringwomen makes for thriving economies,elevates their self-worth and protectsthem from domestic violence. Further,according to the survey, Jan DhanYojana figures revealed that 79 per centwomen have individual bank accounts,which is a step towards financial inclu-sion. However, just opening a bankaccount without earning adequateincome is not enough. The Drishtistudy confirmed the NABARD’s(National Bank for Agriculture andRural Development) pan-India findings— which had a larger sample size —that median income was between�5,000 and �20,000.

Most actionable solutions toDristhi’s findings on literacy, health andemployment will come through the bigdigital revolution that is in the offing.

Low per capita income and low percapita savings can only increase throughincreased economic opportunities. Thesolution is rapid industrialisation ofrural India by bringing employment tothe villages. This can happen throughincreased digitisation and advancementof online commerce. Because ruralwomen are hesitant to travel far insearch of jobs and for skilling or edu-cational purposes, we need to lower thecost of smartphones and increase inter-net penetration.

It is heartening that literacy ratesimproved to 79.63 per cent up tograduation levels. But acceleration isneeded to improve the figure of 46 percent in achieving primary literacy. Tofurther improve India’s low ratings inthe Human Capital Index, NITI Aayoghas proposed to increase education out-lays from the current three per cent ofthe Gross Domestic Product (GDP) tosix per cent by 2022.

Our education system hasremained static for too long and we are

ill-equipped for the Fourth IndustrialRevolution.

The solution, according to the lat-est McKinsey report, lies in lifelonglearning and upgradation of skills, soas to be continuously prepared for chal-lenging technological disruptions anda paradigm shift from theoretical toexperiential learning in specialiseddomains like agriculture, InformationTechnology, tourism and so on.

Online education through e-class-es and skill training through distantlearning will bridge the gaps in teach-ing quality of Government schoolswhere there is a shortage of brick andmortar schools in villages, and bridgethe low student-teacher ratio. There aremega e-learning platforms like Byju’sand so on that have sprung up in thecountry, but awareness of these insti-tutions is low. Increased digitisation willprovide “stay-at-home employment”through e-commerce jobs for womenin rural areas and Tier-1 and Tier-2cities. Digital commerce bought mil-lions out of poverty in China, as itlinked the remotest craftsmen andfarmers to the global marketplace. InIndia, we have the successful model ofKhadi Gramodyog, that linked clustersand communities to national market-ing networks, so as to get a market-linked price for their commodity.

As India progresses from being ahigh-cash economy towards a digitaleconomy, even dispensing credit tothose that lack credit histories and col-laterals will become easier, as algo-rithms in future will determine cred-itworthiness of borrowers.

As regards healthcare, becauseIndia has a low patient-doctor ratio, andpoor patient-hospital bed capacity, weneed to progress to online doctor con-sultations. This will help take medicalexpertise to remote areas and fulfil theneed for preventive care and diagnosis.

With this in mind, the NITI Aayoghas proposed increased outlays forhealth from a paltry 1.5 per cent tothree per cent of the GDP. Also, med-ical insurance premiums must be low-ered for women, as only 20 per cent ofthem are covered by it at present.

However, the findings of the sur-vey that surprised were that the GrossHappiness Index (GHI) scores were ashigh at 80 per cent, regardless of try-ing circumstances and stresses of dailylife.

What was hard to endorse was thatthe survey found that “income has noinfluence on levels of happiness.” I amsure that most would agree that moneyis not everything, but is surely a neces-sity for self-sufficiency.

To the contrary, the World HealthOrganisation’s (WHO’s) 2017 report ondepression, shows India in the top 10slot. It also states that depression hasrisen by 50 per cent in the last eightyears.

Look at Punjab and Delhi, wheresubstance abuse is on the rise and drugsare available freely in betel shops, theincrease in farmer and student suicidesand rise in divorce rates.

How can we be high on the GHI?There exists a powerful correlationbetween a country’s economic develop-ment and social progress, and GHI isa composite picture of multiple feel-good factors linked to increased liter-acy levels and employment opportuni-ties; increased per capita incomes andsavings; advanced amenities for betterliving conditions; decrease in inci-dence of lawlessness and crime; socialsecurity; high quality and accessiblehealthcare; physical exercise and nur-turing spiritual practices.

Ayodhya is getting ready to facethe impact of the SupremeCourt (SC) ruling on the Ram

janmabhoomi-Babri Masjid title suit,next month. The verdict is expectedto put a lid on the dispute between thetwo communities on the right of own-ership of the site.

A violent mob of Karsevaks andprominent politicians had pulleddown the mosque adjacent to the Ramtemple in Ayodhya on December 6,1992, which has tested the communalfabric of the country since then. TheHindus — represented by seven par-ties — have argued in the apex courtthat there was a temple dedicated tothe birthplace of Lord Ram before theBabri Masjid was erected during

medieval times. The verdict is likelyto be delivered before November 17,by which time the present ChiefJustice of India Ranjan Gogoi will beretiring.

The BJP leaders are upbeat andhoping for a favourable ruling. Theparty is happy that their “Mandirwahin banayenge (we will constructthe temple on that spot)” slogancould at last become a reality, after await of nearly three decades.

Local BJP leaders claim that over65 per cent of the stone craving workfor the proposed temple has beencompleted and a lot of Karsevaks havevolunteered to work for its construc-tion. According to BJP MP SakshiMaharaj, if the verdict goes in favourof the Hindus, Prime MinisterNarendra Modi could lay the founda-tion stone on December 6.

Uttar Pradesh (UP) ChiefMinister Yogi Adityanath has also saidthat he is hopeful of a favourable rul-ing. He has already prepared the Stateadministration to face a post-verdictscenario. The Faizabad District hasbeen renamed as Ayodhya, which is

being developedas a tourist attrac-tion with widerroads, spruced upghats and refur-bished heritagetemples.

The Ayodhyaverdict wouldhave legal, politi-cal and religiousramif ications.Though the apexcourt’s ordermight put a lid onthe legal aspect, its impact on politicsand communal harmony will beequally significant.

It is likely that the two sides mightaccept the SC’s judgment. Muslim reli-gious scholars and leaders have alsosaid that parties on both sides of thedispute should accept the verdict,whatever it may be.

It will be a big gain for the BJP, asthe party’s political and electoral for-tunes in the past three decades owetheir rise to it, as the BJP began itscampaign for the Ram temple in the

’90s. The razing ofthe Babri Masjidin 1992 was aturning point inthe history of theBJP and itsHindutva politics.In fact NarendraModi, who was asenior Gujaratleader at that time,had a role to playin BJP stalwart LKAdvani’s Ram rathyatra, which began

from Somnath in Gujarat to Ayodhyain 1990. However, the yatra did notculminate in Ayodhya as planned, asAdvani was arrested.

The Babri Masjid demolition notonly changed the political narrative ofthe country but it also helped the BJPestablish itself in national politics.

Post the Babri Masjid demolition,the BJP acquired a national identityand stature. The party, which wasknown as a Bania–Brahmin party andhad a strong presence only in theHindi belt, has expanded as a pan-

national party now, replacing thegrand old party, the Congress.

The Ayodhya agenda has been arecurring theme, to which the SanghParivar and its affiliates, most impor-tantly the BJP, have returned to againand again. The party has been consis-tently talking about building the Ramtemple and had included it in its pollmanifesto since 1996.

However, after the demolition,Advani had said that “the agitation isnot just for constructing a temple, butto propagate Hindutva’s foundation-al idea — cultural nationalism.”

Other political parties, includingthe Congress, Samajwadi Party (SP),the Bahujan Samaj Party (BSP) andthe Rashtriya Janata Dal (RJD) havebeen treading on the issue very cau-tiously.

Seeing the phenomenal rise of theBJP, the Congress has also been try-ing to play soft-Hindutva politics inrecent times, with party leaders likeRahul Gandhi visiting temples beforeelections. The SP, BSP, RJD and otherparties relevant in the ’90s have losttheir sheen now.

The BJP’s future agenda dependson how it plays its Hindutva card. Atpresent, the party would primarily liketo consolidate its base all over thecountry. It has to expand in theNorth-East and the South and it is alsoplanning to expand in West Bengal,Andhra Pradesh and Tamil Nadu.Moreover, the economic agenda needspriority as it is slipping beyond its con-trol. Creation of jobs and boosting theeconomy needs immediate attention.It is easier said than done when theglobal economy is also facing a slow-down.

The saffron party’s next agendais likely to be Pakistan OccupiedKashmir (PoK). In fact, BJP chief AmitShah and the Minister for ExternalAffairs S Jaishankar have gone pub-lic on reclaiming the PoK after therevocation of Article 370. But there isenough time for this until the nextelections. Of course, one week is saidto be long time in politics and fiveyears are a very, very long time andthere could be other issues, which maycome up.

The Assam Cabinet onMonday decided that no

Government jobs will be givento persons having more thantwo children after January 1,2021.

The important decisionwas taken at a Cabinet meetingheld late Monday evening thatalso adopted a New LandPolicy, which will give threebighas of agricultural land tolandless indegenous peopleand half a bigha for construct-ing a house.

Siliguri: West Bengal ChiefMinister Mamata Banerjeeon Tuesday said religiousfanatics have set up schools inthe northern part of the Stateto “brainwash” younger gen-erations.

Speaking at an adminis-trative review meeting ofCooch Behar, Alipurduar andJalpaiguri districts inUttarkanya (branch secretariat)here, Banerjee said, "A radicalreligious outfit has set up sev-eral schools in these three dis-tricts of north Bengal to be ableto take control of our State.

"The money (to run such

their votes in the Nanguneriby-election has cast a shadowon the confidence of both theleading contenders, RubyManoharan (Congress) and VNarayanan (AIADMK).

According to Tamil NaduElection Commission,Nanguneri recorded 66.35 percent polling on Monday whilethe constituency had seen 71.35per cent polling in the 2016assembly election.

Notably, the amendmentbill was passed by both theHouses of Parliament in August2018.The central Governmentalso increased 25 per cent com-pensation amount for dalits whoare victim of atrocities, he said.

November 6 as next date ofhearing.

The SIT had booked thelaw student and three others ona complaint made byChinmayanand that they haddemanded �5 crore from him,while threatening the release ofobjectionable videos.

The videos mostly relate tothe massages Chinmayanandgot from the woman, whoclaims she secretly filmed themas evidence of sexual abuse sheallegedly suffered.

The woman studied at acollege run by the BJP leader'sashram.Meanwhile, the SITalso submitted in the highcourt a status report in the caseagainst Chinmayanand. Thecourt fixed November 28 asnext date of hearing and askedthe SIT to submit a furtherreport by that day.

The bench of JusticesManoj Mishra and PankajBhatia directed that the SITshould also submit the forensic report by the nextdate if it has received it.

The forensic report ismainly required to match voices heard in the video clipswith those involved in thecase. PTI

Apprehending “tampering”of the Electronic Voting

Machines (EVMs) ahead ofthe counting of votes onOctober 24, the OppositionCongress in Maharashtra onTuesday demanded that “net-work jammers” be installed inand around strong roomswhere the EVMs are stored andthat “certain” VVPAT machinesbe made available for physicalverification of votes polledthrough EVMs.

A day after the StateAssembly polls, MaharashtraPradesh Congress Committee(MPCC) president BalasahebThorat— in a representationmade to the Chief ElectoralOfficer (CEO), Maharashtra,said that “a large section of ourcitizens apprehend that theseEVMs can be tampered with”and sought installation of “net-work jammers” in and aroundstrong rooms storing EVMs in

all 288 Assembly constituenciesin the State.

“The citizens of our coun-try at large fear that the saidEVMs can be tampered via var-ious wireless networks likemobile towers, Wi-Fi networksetc. Hence we feel that theinstallation of `network jam-mers’ is highly necessary in andaround strong rooms wherethese EVMs are stored tillcounting. These jammersshould be installed during thecounting process as well,”Thorat said, urging the CEO toinstall network jammers in all288 Assembly constituencies inthe State immediately.

Thorat also requested theelection authorities “to makeand declare the result sheet foreach round of counting andfor that particular round.“Only after result sheet for thatparticular round is prepared,duly signed by the returningofficer and provided to all theparties, then the EVMs ofnext round should be openedfor counting. Prior to this, anyrequest for recount should beconsidered round-wise,” hesaid.

The MPCC chief said thatas per the guidelines of theElection Commission, “certain” VVPATs be madeavailable for physical verifica-tion. “We hereby request you togrant our candidates liberty toselect the EVMs to be testedagainst the VVPAT slips out ofthe total EVMs available,” hesaid.

In another request to theCEO, Thorat said-“in anydoubtful EVM case, the same

machine be allowed for count-ing four times in a row at thatmoment”.

The MPCC chief went onto reiterate the Oppositionparties’ demand for testing 50per cent of EVMs againstVVPAT for physical verification.The MPCC’sdemand for installation of “net-work jammers and for “physi-cal verification of votes polledin EVMs through “certain”VVPAT machines should seenin the context of an electoralrout of the OppositionCongress-NCP alliance pre-dicted by the exit polls whichhave suggested that the twoparties would win collectivelyanywhere from the 41 to 90seats in Monday’s stateAssembly polls.

The Congress and NCP, itmay be recalled, had won 42and 41 seats ( out of the total288 Assembly seats in the state)respectively in the 2014 StateAssembly polls.

Pune: Voters in a Maharashtravillage have claimed that anEVM malfunction during LokSabha bypoll on Mondayresulted in votes cast for anycandidate going into BJP'saccount, a claim denied byelection officials.

Kirti Nalawade, the return-ing officer for the KoregaonAssembly segment in WesternMaharashtra, where this villageis located, said the EVM wasreplaced but it (replacement)had "nothing to do" with theclaims.

IT services giant Infosys Ltdon Tuesday said it is investi-

gating claims by anonymouswhistleblowers accusing CEOSalil Parekh of “unethical prac-tices” to shore up profitsthrough irregular accounting,sending its shares to their worstintra-day fall in over six years.

Chairman and co-founderNandan Nilekani pledged afull probe, saying the complainthad been placed before theaudit committee on October 10and before the non-executivemembers of the board the nextday.

A September 20 letter,signed by “Ethical Employees”,had alleged that Parikh as wellas Chief Financial OfficerNilanjan Roy engaged in forcedrevenue recognition from largecontracts not adhering toaccounting standards.

Its American DepositaryReceipts were trading nearly 2per cent down on the New YorkStock Exchange on Tuesday.

US-based Rosen Law Firmhas said it is preparing a classaction lawsuit to recover loss-es suffered by Infosys investors.In a statement, Rosen LawFirm said it is “investigatingpotential securities claims onbehalf of shareholders of

Infosys Ltd resulting from alle-gations that Infosys may haveissued materially misleadingbusiness information to theinvesting public”.

“Rosen Law Firm ispreparing a class action lawsuitto recover losses suffered byInfosys investors,” the state-ment added.

The letter — datedSeptember 20 — addressed tothe board claimed that recentbig deal wins carried negligiblemargins and that Roy directedcertain people to make wrongassumptions to show margins.

The latest allegations came

just two years after Infosysendured an internal turmoilthat saw its then head VishalSikka resigning from the com-pany.

In a statement to stockexchanges, Nilekani said theaudit committee has begunconsultation with independentinternal auditors EY and hasretained law firm ShardulAmarchand Mangaldas & Coto conduct an independentinvestigation.

He said one board memberhad received two anonymouscomplaints on September 30,2019 - one dated September 20,

2019, titled “Disturbing uneth-ical practices” and an undatednote with the title“Whistleblower Complaint”.

He said both had beenplaced before the audit com-mittee on October 10, 2019,and before the non-executivemembers of the board the fol-lowing day.

“Post the board meeting ofOctober 11, 2019, the auditcommittee began consultationwith the independent internalauditors (Ernst & Young) onterms of reference for theirprima facie investigation. Theaudit committee has nowretained the law firm of ShardulAmarchand Mangaldas & Co(October 21, 2019) to conductan independent investigation,”Nilekani noted in his statement.

The board, in consulta-tion with the audit committee,will take such steps as may beappropriate based on the out-come of the investigation, headded. The whistleblower com-plaint by a group that calls itself“ethical employees” had allegedCEO Salil Parekh and CFONilanjan Roy were indulging in“unethical practices” to boostshort-term revenue and profits.

“We have high respect forall of you and bring to yournotice the unethical practices ofCEO in recent quarters. The

same measures are taken up inthe current quarter also toboost short term revenue andprofits,” the letter addressed tothe board of directors datedSeptember 20, read.

The whistleblowers saidthey have emails and voicerecordings on these matters.

Infosys on Monday hadsaid the whistleblower com-plaint has been placed beforethe audit committee as per thecompany’s practice, and that itwill be dealt with in accordancewith the company’s whistle-blower policy.

Nilekani, in his statementon Tuesday, said the companywas made aware of another let-ter (dated October 3) that waspurportedly written to theOffice of Whistleblower pro-tection programme,Washington DC. This letterreferred to the September 20,2019, complaint, and to emailsand voice recordings in supportof the allegations.

“These complaints arebeing dealt with in an objectivemanner. The undated whistle-blower complaint largely dealswith allegations relating to theCEO’s international travel tothe US and Mumbai,” Nilekanipointed out.

“Although we have notbeen provided any of the emails

or voice recordings, we willensure that the generalisedallegations are investigated tothe fullest extent. Additionally,to ensure independence inthese investigations, the CEOand CFO have been recusedfrom this matter,” Nilekaniadded.

He also noted that Infosys’statutory auditors, Deloitte,India, have been “completelyupdated” on this matter postthe October 11 Board meeting.

In 2017, Infosys had wit-nessed a protracted stand-offbetween its high profilefounders and the previousmanagement over allegations ofgovernance lapses and issuesrelating to severance packagedoled out to former executives,including ex-CFO Rajiv Bansal.

Following the tussle, thethen CEO Vishal Sikka quit fol-lowed by some board mem-bers. Infosys co-founderNandan Nilekani was thenbrought in as Chairman tosteer the company. Parekhjoined the company in Januarylast year as the CEO.

Top vegetable oil trade bodycalled on Tuesday for the

government to close a SouthAsian regional free-trade pactloophole it said had been usedto circumvent tax by re-routingpalm oil and soyoil importsthrough Nepal and Bangladesh.

The Solvent Extractors’Association of India said sometraders were sourcing palm oiland soyoil from Nepal andBangladesh under the SouthAsian Free Trade Agreement(SAFTA), even though bothrely on imports from othercountries.

“The palmolein beingimported from Nepal is ofIndonesian and Malaysian ori-gin and soybean oil is of SouthAmerican origin, routedthrough Nepal or Bangaldesh... for getting the duty exemp-tion for such imports,” it saidin a statement.

India charges 50% tax onrefined palm oil and 45% onrefined soyoil and another 10%surcharge on the duty.

Nepal imported 54,076tonnes of palm oil from July toAugust and exported 35,706tonnes to India during theperiod, the trade body said, cit-ing import data as evidence.

AMumbai court on Tuesdayextended the ED custody

of HDIL promoters RakeshWadhawan and his son SarangWadhawan, arrested in con-nection with Rs 4,355 crorePunjab and MaharashtraCooperative (PMC) Bankscam, till October 24.

The EnforcementDirectorate (ED) producedHousing DevelopmentInfrastructure Ltd’s (HDIL)chairman and managing direc-tor Rakesh Wadhawan and hisson before special Prevention ofMoney Laundering Act courtjudge P Rajvaidya, after theirremand ended on Tuesday.

It sought further custody ofthe father-son duo to probethem further in connection withthe scam. The probing agency’scounsel Kavita Patil said theaccused played a crucial role inlaundering huge amount ofmoney and were concealingmaterial from investigation.

The money trail of pro-ceeds received from the bankand properties derived fromthe same were yet to be ascer-tained, the ED said.

Banking operations acrossIndia were partially hit on

Tuesday as 4 lakh employees ofpublic sector banks, a few oldgeneration private and foreignbanks went on a one-day striketo protest the government’smega- merger plan and reduc-tion in interest rates on depositsby banks.

In Maharashtra, 40,000bank employees from around10,000 branches of variousbanks were on strike. The one-

day strike has been called bytwo bank employees unions-All India Banks EmployeesAssociation (AIBEA) and BankEmployees Federation of India(BEFI). In August, the govern-ment announced a plan tomerge 10 public sector lendersinto four to create fewer andstronger global-sized banks.

“Spin was always our strength, batting wasnever a problem for us. Ishant (Sharma) was theonly experienced bowler for us. We said we canplay an extra bowler, and as batsmen we said we’llget the job done.

“We’ve got runs in every Test match, our catch-ing has been good too. (Goal) As I said, even with-out much experience, we travelled very well. Webelieve we can win anywhere,” the skipper added.

His counterpart Faf du Plessis also agreedthat it was high quality pace bowling from India.

“I think it’s the skill of the bowlers. They havea skiddy nature and they hit the right spots andthe stumps at all times. Those are the things wetalked about before we came here, but natural-ly the length in South Africa has to be a littleshorter, and that takes time to adjust,” Du Plessissaid.

The fight tapered off after the first Test inVisakhapatnam and du Plessis acknowledged thathis side wasn’t up to it.

“That’s the frustrating part of the tour. Therewere some really good signs, but it went the otherway,” the Proteas skipper said when dissectingperformance on the tour.

“Every Test, we made more mistakes. But wehave to give credit to the Indian team. They wereruthless and they were better than us in everydepartment — spin bowling, fast bowling, bat-ting and even the fielding. They are a difficultteam to overcome.

“The mindset after 2015 was to prepare our-selves for really spinning tracks, but it’s been theopposite. Really sporting tracks — fantastic forfast bowlers and even for batsmen. There’s a lotto learn for us,” he added.

The visiting skipper said that this is a youngteam which wold learn to fight its way out of trou-ble in adverse conditions.

“It’s important that we have some young guys,and they’ll experience this in 3-4 years ago. It wasimportant for us to take something back again.
