WELCOME FROM CIMVHR / BIENVENUE DE L’ICRSMV

On behalf of the Canadian Institute for Military and Veteran Health Research (CIMVHR), we welcome you to the second annual MVHR Forum. We are proud to announce that this year’s Forum has doubled in size with over 400 researchers, clinicians, military personnel, veterans, industry stakeholders and government representatives gathering in an overwhelming show of support for the health and well-being of our Canadian military personnel, veterans and their families.

The Forum 2011 agenda is exceptional, and highlights Canada’s strong national capacity with over 110 quality research presentations and scientific posters. Researchers from across Canada applied to present on topics including: mental health, physical health, social health, rehabilitation, transitioning from military life, family health issues, and combat casualty care, to name a few, and the breadth of research offered for presentation was extensive and impressive.

Over the next three days we hope that you will take advantage of this truly unique opportunity to learn about existing research projects, engage with other research resources, and exchange valuable knowledge. Our hope is that through this Forum, you will discover opportunities for collaboration on new research endeavours for the health and well-being of our military personnel, veterans and their families, and we look forward to working with you.

Senator Hugh SegalHugh Segal joined the Canadian Senate in 2005, after four decades of public service which included Chief of Staff to the Prime Minister of Canada, Associate Cabinet Secretary (Ontario) for Federal-Provincial Affairs and Policies and Priorities, Legislative Assistant to the Leader of the Opposition (Ottawa), President of the independent Institute for Research on Public Policy. Chair of the Special Senate Committee on Anti-Terrorism, he is a former Chair and present member of the Senate Committee on Foreign Affairs. He headed a NATO parliamentary delegation to Washington and is a former Chair (Calgary 2004) of the annual Canada-UK Colloquium.

A University of Ottawa graduate in history, he is a Senior Fellow at the Queen’s Schools of Policy Studies and Business, the Canadian Defence and Foreign Affairs Institute and a member of the Working Group on National Security at Cranfield University’s Centre for Security Sector Management. He chaired the Canadian Institute for Strategic Studies and was the founding Vice-Chair (Research) of the Canadian International Council. He sits on the Council of the International Institute for Democratic and Electoral Assistance (Stockholm) and sat on the Council of the International Institute of Strategic Studies (London).

He was appointed to the Order of Canada in 2003 and holds honourary doctorates from his alma mater and the Royal Military College of Canada.

Senateur Hugh SegalHugh Segal a été nommé au Sénat du Canada en 2005 après avoir travaillé une quarantaine d’années dans le secteur public, notamment comme chef de cabinet du premier ministre du Canada, secrétaire associé aux affaires fédérales-provinciales et secrétaire du Conseil des politiques et des priorités du Cabinet ontarien, adjoint législatif du chef de l’opposition (Ottawa) et président de l’Institut de recherche en politiques publiques, organisme indépendant. Aujourd’hui, il est président du Comité sénatorial spécial sur l’antiterrorisme et siège au Comité sénatorial des affaires étrangères et du commerce international, qu’il a déjà présidé. Il a conduit une délégation parlementaire de l’OTAN à Washington et assuré la présidence du colloque annuel Canada-Royaume-Uni (Calgary 2004).

Diplômé en histoire de l’Université d’Ottawa, il est agrégé supérieur aux écoles d’études politiques et de commerce de l’Université Queen’s, et membre du Canadian Defence and Foreign Affairs Institute ainsi que du groupe de travail sur la sécurité nationale au Centre for Security Sector Management de l’Université de Cranfield. The Honourable Steven Blaney - Minister of Veterans AffairsFirst elected to the House of Commons in 2006, as the Member of Parliament for the Quebec riding of Lévis-Bellechasse, the Honourable Steven Blaney was re-elected in 2008 and 2011. On May 18th, 2011, Mr. Blaney was appointed as Minister of Veterans Affairs.

Mr. Blaney has served on various standing committees including the Standing Committee on Aboriginal Affairs and Northern Development, and on the Standing Committee on Environment and Sustainable Development. In light of the importance of the mission in Afghanistan, Mr. Blaney later joined the Standing Committee on National Defence and participated in a visit to Kandahar.

From May 2007 to March 2011, Mr. Blaney was the Chair of the Standing Committee on Official Languages, which strives to promote linguistic duality throughout the country.

Since being appointed Minister of Veterans Affairs, Mr. Blaney has joined the Cabinet Committee on Social Affairs, as well as the Cabinet Committee on Foreign Affairs and Defence.

After he graduated from the Université de Sherbrooke, Mr. Blaney became a civil engineer in 1988, and then obtained a Master of Business Administration in 2002 in Lévis. After his studies, he worked as a consultant, an entrepreneur, an advisor for urban infrastructure and environmental technologies. Before his first election, Mr. Blaney was working for Aboriginal Affairs and Northern Development Canada.

M. Blaney a siégé au Comité permanent des affaires autochtones et du développement du Grand Nord ainsi qu’au Comité permanent de l’environnement et du développement durable. Compte tenu de l’importance de la mission en Afghanistan, M. Blaney s’est joint au Comité de la défense nationale et a participé à une visite à Kandahar.

De mai 2007 à mars 2011, M. Blaney s’est vu confier la présidence du Comité permanent des langues officielles qui vise à promouvoir la dualité linguistique partout au pays.

Depuis sa nomination en tant que ministre d’Anciens Combattants Canada, M. Blaney s’est joint au Comité du Cabinet chargé des affaires sociales et au Comité du Cabinet chargé des affaires étrangères et de la défense.

Diplômé de l’Université de Sherbrooke, M. Blaney est devenu ingénieur civil en 1988 et a complété une maîtrise en administration des affaires en 2002 à Lévis. Rear-Admiral Andrew Smith - Chief of Military Personnel, Canadian ForcesRear-Admiral Smith entered the College Militaire Royal de St-Jean in 1979 and graduated from the Royal Military College in Kingston, Ontario, in 1984, with a bachelor’s degree in Mechanical Engineering. He completed the Marine Engineering Applications Course at the Royal Navy Engineering College in Plymouth, UK, in 1985. Upon return to Canada, he completed further systems training and attained his Marine Systems Engineering Head of Department qualification in HMCS ATHABASKAN. Promoted to Lieutenant(N) in 1987, he was appointed the Detachment Commander of the Marine Engineering Technician Training Program in Rimouski, Québec.

In 1990, he undertook a two year post-graduate program at the University of Michigan, and attained master’s degrees in Naval Architecture and Marine Engineering, and Industrial Engineering. He was promoted to Lieutenant Commander in 1991, and joined the Ship Repair Unit (Atlantic) in Halifax, Nova Scotia, as the Industrial Engineering Officer in 1992. In 1994 he was appointed as the Marine Systems Engineering Officer in HMCS IROQUOIS. Following two years at sea, he was posted to the Canadian Forces College in Toronto, Ontario, to attend the Canadian Forces Command and Staff Course. Upon promotion to Commander in 1997, he was posted to National Defence Headquarters on the staff of Director General Maritime Equipment Program Management (DGMEPM).

In 2001, he was posted to the Canadian Fleet Atlantic Headquarters in Halifax, Nova Scotia, as the Task Group Technical Officer, and subsequently spent six months deployed in Southwest Asia in support of Canada’s contribution to the war against terrorism.

Following his promotion to Captain(N) in 2003, he was appointed the Commanding Officer of Fleet Maintenance Facility Cape Scott in Halifax, Nova Scotia. Upon promotion to Commodore in June 2006, he was appointed Director General Maritime Personnel and Readiness. He was posted to the position of Assistant Chief Military Personnel on 16 April 2008. Following his promotion to Rear-Admiral in 2010, he was appointed Chief of Military Personnel on 24 June 2010.

Promu au grade de lieutenant de vaisseau en 1987, il est nommé commandant de détachement du Programme de formation des techniciens de marine à Rimouski, au Québec.

En 1990, il entreprend un programme d’études universitaires supérieures à l’Université du Michigan, et obtient des maîtrises en architecture navale et en génie industriel. Promu au grade de capitaine de corvette en 1991, il rejoint l’année suivante l’Unité de radoub (Atlantique) à Halifax, en Nouvelle Écosse, à titre d’officier du génie industriel. En 1994, il est nommé officier du génie des systèmes de marine à bord du NCSM IROQUOIS.

Après deux années gratifiantes en mer, il est affecté au Collège des Forces canadiennes à Toronto, en Ontario, où il suit le cours de commandement et d’état-major. Après sa promotion en 1997, il est affecté au Quartier général de la Défense nationale, au personnel du Directeur général - Gestion du programme d’équipement maritime (DGGPEM) à titre de chef de section chargé de l’équipement et des machines auxiliaires de marine et de l’organisation sécurité. En 1998, il est nommé, au sein de la DGMEPM, Directeur - Gestion des classes de navire (Iroquois et AOR).

En 2001, il est affecté au quartier général de la Flotte canadienne, Atlantique à Halifax, en Nouvelle Écosse, à titre d’officier du service technique, et passe six mois en déploiement en Asie du sud-ouest dans le cadre de la participation du Canada à la lutte antiterroriste.

En 2003, il est promu au grade de Capitaine de vaisseau et affecté à l’État-major des Forces maritimes, à titre de Directeur - Besoins en capacité de soutien maritime. À l’été 2003, il est nommé commandant de l’Installation de maintenance de la Flotte Cape Scott à Halifax (Nouvelle-Écosse). Après as promotion au grade de commodore en juin 2006, il est nommé Directeur général - personnel et état de préparation maritimes.

Il a été muté à la position de Chef-adjoint Personnel Militaire le 16 avril 2008. Il a été promu à son grade actuel le 10 juin 2010 et a assume la position de Chef du Personnel Militaire le 24 juin 2010.

Commodore H.W. Jung, OMM, CD Surgeon General, Commander CF Health Services GroupCommodore H.W. Jung joined the Canadian Forces in 1981. He completed his medical training at the University of Toronto and the Toronto East General and Orthopaedic Hospital.

In 1985, as a Lieutenant(N), Commodore Jung was posted to CFB Esquimalt, serving both on the base and on HMCS PROVIDER as the ship’s Medical Officer. Posted to Germany, he served as Base Surgeon in Lahr and Baden. In 1990, then-Lieutenant-Commander Jung was the Senior Medical Officer to the Canadian Air Task Group (Middle East) Qatar, serving through the air campaign of the 1991 Persian Gulf War.

During his five-year tenure at Canadian Forces Europe, he was a member of the NATO Tactical Evaluators. Upon returning to Canada in 1993, he attended French language training in Ottawa. This was followed by a tour as a medical Detachment Commander at NDHQ Medical Inspection Room.

In 1995, he was posted to Air Command Headquarters in Winnipeg. During his tenure at Air Command, he assumed multiple roles that included the posts of the Command Flight Surgeon and A1 Medical Operations. In the summer of 1997, he was posted to Maritime Forces Pacific Headquarters in Esquimalt as the Maritime Pacific Surgeon. In July 2000 as a Captain(N), Commodore Jung was appointed Maritime Command Surgeon and Medical Advisor to the Chief of Maritime Staff at NDHQ. Commodore Jung was appointed to the Order of Military Merit in 2001.

Subsequently, Commodore Jung assumed responsibilities as Director Health Services Operations, then as Director Health Services Personnel and later as Deputy Surgeon General at the Canadian Forces Health Services Group HQ. Commodore Jung was also the principle officer responsible for achieving Canadian Medical Association recognition of Physician Assistants as a health care professional in Canada.

Commodore Jung was promoted to his current rank in June 2009 and appointed Surgeon General, Commander of the Canadian Forces Health Services Group and Queens Honorary Physician.

Commodore Jung completed his Masters of Arts in Leadership from the Royal Roads University in 2005. He is a graduate of National Securities Studies Program at the Canadian Forces College.

Commodore H.W. Jung, OMM, CD Commandant du Groupe des Services de santé des FCLe Commodore H.W. Jung joint les aux Forces canadiennes en 1981. Il compléta sa formation médicale à la University of Toronto ainsi qu’au Toronto East General and Orthopaedic Hospital.

En 1995, il est affecté au Quartier général du Commandement aérien à Winnipeg. Durant son mandat au Commandement aérien, il exerce de multiples fonctions, dont celles de médecin de l’air du commandement ainsi que celles d’A1 opérations médicales. Au cours de l’été de 1997, il est affecté comme médecin-chef du Commandement maritime au Quartier général des Forces maritimes du Pacifique à Esquimalt. En juillet 2000, à titre de capitaine de vaisseau, le Commodore Jung est nommé médecin-chef du Commandement maritime et conseiller médical du chef d’état-major des Forces maritimes au QGDN. Le Commodore Jung devient officier dans l’Ordre du mérite militaire en 2001.

Subséquemment, le Commodore Jung exerce les fonctions de Directeur - Opérations des Services de santé, Directeur - Personnel des Services de santé et Médecin-chef adjoint au QG du Groupe des Services de santé des Forces canadiennes. Le Commodore Jung a été également le principal officier responsable de la reconnaissance par l’Association médicale canadienne des adjoints au médecin comme professionnels des soins de santé au Canada.

Suzanne Tining, Deputy Minister, Veterans Affairs CanadaSuzanne Tining was appointed Deputy Minister of Veterans Affairs Canada as of January 22, 2007. Prior to her appointment, she was Associate Deputy Minister of Indian Affairs and Northern Development, and the Executive Director and Deputy Head of the Office of Indian Residential Schools Resolution Canada.

From 2003 to 2004 she was a Visiting Executive with EnCana Corporation, Canada’s largest oil and gas producer, through an innovative public-private sector exchange initiative. From January 2002 to December 2003, she worked with Canada Economic Development Agency for Québec regions as the Assistant Deputy Minister, Policy, Planning, and Information initially and then Assistant Deputy Minister, Operations.

After a career spanning more than 20 years at Transport Canada, she left her position as Regional Director General for the Québec Region in November 1997 to serve as Director of Operations in the Social Policy Secretariat and subsequently the Economic Policy Secretariat of the Privy Council Office.

She then worked in the field of communications as the Assistant Executive Director of Planning, Research and Regional Coordination, from 1999 to 2001 at the Canada Information Office, later known as Communication Canada.

Suzanne Tining, Sous-ministre, Anciens combattants CanadaSuzanne Tining a été nommée sous-ministre d’Anciens Combattants Canada le 22 janvier 2007. Avant cette nomination, elle était sous-ministre déléguée des Affaires indiennes et du Nord canadien et directrice exécutive et administratrice générale du Bureau du Canada sur le règlement des questions des pensionnats autochtones.

De 2003 et 2004, elle occupait les fonctions de cadre supérieur invité au service d’EnCana Corporation, le plus important producteur de gaz et de pétrole au Canada, dans le cadre d’un projet d’échange novateur entre le secteur public et le secteur privé. De janvier 2002 à décembre 2003, elle a travaillé au service de l’Agence de développement économique du Canada pour les régions du Québec, dans un premier temps à titre de sous-ministre adjointe, Politiques, Planification et Information, puis de sous-ministre adjointe responsable des Opérations.

Après une carrière de plus de vingt ans à Transports Canada, elle quittait son poste de directrice générale régionale au Québec en novembre 1997 pour occuper celui de directrice des opérations au Secrétariat des politiques sociales, puis au Secrétariat des politiques économiques au Bureau du Conseil privé.

Elle a ensuite travaillé dans le domaine des communications à titre de directrice administrative adjointe chargée de la Planification, de la Recherche et de la Coordination régionale, de 1999 à 2001, au Bureau d’information du Canada, qui allait devenir Communication Canada.

(Hon.), D.Sc.Mil (Hon.), D.U. , Senator, Senate of Canada Roméo Dallaire is a Canadian Senator, a retired Canadian Army Lieutenant-General, a devoted humanitarian, and an outspoken advocate and champion of human rights.

During his distinguished military career, General Dallaire commanded the United Nations peacekeeping mission in Rwanda prior to and during the 1994 genocide. His courage and leadership during this ill-fated mission has earned him recognition, affection, and admiration from around the globe.

A graduate of the Royal Military College of Canada, General Dallaire holds honorary doctorates and fellowships from over two dozen universities in Canada and the United States.

He is author of two best-selling books: Shake Hands with the Devil – the Failure of Humanity in Rwanda and They Fight Like Soldiers; They Die Like Children – the Global Quest to Eradicate the Use of Child Soldiers.

General Dallaire is an Officer of the Order of Canada, a Grand Officer of the National Order of Quebec, a Commander of the Order of Military Merit, recipient of the Pearson Peace Medal, the Meritorious Service Cross, the United States Legion of Merit, the Aegis Award on Genocide Prevention, and the Harvard Secular Society Humanism Award.

Rear Admiral Bruce A. Doll, Senior Health Care Executive, U.S. Navy Medical Advisor, Allied Command Transformation (NATO) Command Surgeon, Joint Forces CommandA graduate of Colgate University, Rear Adm. Doll began his Navy service when he was competitively selected for the 1925I program and was commissioned as an ensign in the U.S. Naval Reserve. Upon graduation from the State University of New York at Buffalo, School of Dentistry with a DDS in 1981, he was commissioned a lieutenant. He completed a general practice residency at the Buffalo General Hospital in 1982. His first assignment was the Naval Branch Dental Clinic, China Lake, Calif., as an assistant dental officer in 1982. A year later, Doll was assigned to 1st FSSG, Camp Pendleton as the officer in charge, 1st Battalion Service Support Group. He served as dental department head in USS Juneau (LPD 10) from 1985 to 1987. During WESTPAC he earned the surface warfare officer qualification.

Doll attended the Naval Dental School and received a certificate in periodontology in 1989. He was reassigned as Periodontics department head and training officer at the dental clinic, U.S. Naval Academy (USNA), Annapolis, Maryland. He also qualified as an offshore sailing captain for the USNA midshipmen sailing program.

In 1992, Doll affiliated with the Naval Reserve, NR BUMED 106, Washington, DC, and served as training officer. While assigned to NR Norfolk 106 from 1994-1996, he served as administrative officer. In his next assignment, he reported to the 14th Dental Company as the officer in charge, Detachment 2, 14th Dental Company. In 1998, he reported as the executive officer and later (acting) commanding officer, 14th Dental Company, Fort Dix, New Jersey. The 4th Dental Battalion awarded him the Officer of the Year. He received a Ph.D. in Cell and Molecular Biology from Pennsylvania State University in 2000.

Commencing in October, 2001, Doll assumed command of the 4th Dental Battalion. In October, 2003, he reported to REDCOM Mid-Atlantic as the REDCOM dental officer. In October 2005, he served as commanding officer, NR OHSU NNMC Bethesda. In September 2007, he deployed as the commanding officer, Navy Expeditionary Medical Unit. The unit participated in joint support of Landstuhl Regional Medical Center, Germany during OEF/OIF. Upon his return in October 2008, Doll served as the deputy commander, Navy Medicine East and deputy chief, Navy Dental Corps. Prior to reporting to his current assignment, Doll served as chief operating officer, Rutgers University/Cleveland Clinic research consortium focusing on regenerative medicine for the wounded warrior.

Doll is a member of many professional societies and a diplomat of the American Board of Periodontology. He is also a grantee of the National Institutes of Health. He has received fellowships from Omicron Kappa Upsilon, the International and American College of Dentists.

Doll’s decorations include the Legion of Merit, Meritorious Service Medal, Navy and Marine Corps Commendation Medal (2 awards), Navy Achievement Medal, Meritorious Unit Commendation (3 awards), Fleet Marine Force Ribbon, Arctic Service Ribbon and other awards.

Colonel Geoffrey Ling, Defence Advanced Research Projects AgencyCOL Geoffrey Ling, M.D., Ph.D., comes to DARPA from a recent tenure as professor and Acting Chair of the Department of Neurology at the Uniformed Services University of the Health Sciences (USUHS). He received his doctorate in pharmacology from Cornell University’s Graduate School of Medical Sciences and his medical degree from Georgetown University. He completed his neurology residency at Walter Reed Army Medical Center, conducted further studies under a neuropharmacology research fellowship at Sloan-Kettering Cancer Center, and completed a neurointensive care fellowship at Johns Hopkins Hospital. In addition to his DARPA programs, he serves on the critical care staff at Walter Reed Army Medical Center and Johns Hopkins Hospital. His research interests focus on brain and spinal cord injury, particularly that which is relevant to the military. His work studied diagnostic and therapeutic responses as well as elucidation of the basic mechanisms of penetrating injury.

Senator Pamela WallinThe Honourable Pamela Wallin, O.C., S.O.M., was appointed to the Senate of Canada on December 22, 2008. She serves on the Senate’s prestigious Foreign Affairs & International Trade Committee and is Chair of the Defence & National Security Committee. Pamela is also the Chancellor Emeritus of the University of Guelph. She serves on several corporate boards, including Gluskin Sheff & Associates; Oilsands Quest; and Porter Airlines. Pamela is also a member of a special Advisory Board for BMO Harris Bank.

Pamela is an Officer of the Order of Canada, Canada’s highest civilian honour. She also served, at the request of Prime Minister Harper, on the special Independent Panel on Canada’s Future Role in Afghanistan.

Pamela was Consul General of Canada in New York from 2002-2006. She continues her work as the Senior Advisor on Canada-US relations at the Americas Society and the Council of the Americas in New York.

Dr. Arya Sharma, President, Canadian Obesity NetworkAs Scientific Director of The Canadian Obesity Network, Dr. Sharma and his colleagues have built a successful “network of networks” which has coordinated the previously fragmented and uncoordinated research and treatment efforts of individuals and organizations across Canada. The Canadian Obesity Network- Réseau canadien en obésité (CON-RCO) was established as a Networks of Centres of Excellence New Initiative in 2006 and Dr. Sharma will present his insight into the building of this successful network. Arya M. Sharma is Professor and Chair of Obesity Research and Management at the University of Alberta. He is also the Medical Director of the Edmonton Regional Weight Wise Program, the Scientific Director of the Canadian Obesity Network, and President of the Canadian Association of Bariatric Physicians and Surgeons. His research focuses on an evidence-based approach to managing obese patients. Dr. Sharma is on the editorial boards of several international journals and has authored or coauthored more than 275 scientific articles. He has also lectured widely on the aetiology and management of hypertension, obesity, and related cardiometabolic disorders. Dr. Sharma is regularly featured as a medical expert in national and international TV and print media including the CBC, CTV, New York Times, and MSNBC. Professor Simon Wessely MA, BM BCh, MSc, MD, FRCP, FRCPsych, F Med Sci., Director, King’s Centre for Military Health Research and Vice Dean, Institute of Psychiatry, King’s College LondonSimon Wessely is Professor of Psychological Medicine and Vice Dean at the Institute of Psychiatry, King’s College London, Head of the Department of Psychological Medicine, and Honorary Consultant Liaison Psychiatrist at King’s and Maudsley Hospitals. He is Director of the King’s Centre for Military Health Research (KCMHR) at King’s College London (www.kcl.ac.uk/kcmhr), and of the Academic Centre for Defence Mental Health (ACDMH), a partnership between MOD and King’s College London. He is Honorary Consultant Advisor in Psychiatry for the British Army, and a member of the Defence Scientific Advisory Council. He is one of the new Foundation Senior Investigators of the National Institute of Health Research, and is a Trustee of the charity Combat Stress.

His research interests are in the grey areas between medicine and psychiatry, clinical epidemiology, psychiatric injury and military health. His first paper was called “Dementia and Mrs Thatcher”, but since then he has published over 650 papers on many subjects, including epidemiology, post-traumatic stress, psychological debriefing, chronic fatigue syndrome, history, chronic pain, somatisation, Gulf War illness, shell shock, military health and terrorism.

KCMHR’s main current research is around various aspects of military health, including psychological stressors of military life, PTSD, risk communication, risk and benefits of military service, screening and health surveillance within the Armed Forces, social and psychological outcomes of ex service personnel, offending, and historical aspects of war and psychiatry.

Dr. Kellie Leitch, Orthopaedic Surgeon, Humanitarian, Member of ParliamentDr. Kellie Leitch was first elected to the House of Commons in May 2011.

Dr. Leitch is a pediatric orthopedic surgeon and an associate professor of surgery. In addition to her work as a surgeon and professor, she also serves on various councils and boards, including the YMCA and Community Living.

Dr. Leitch has been recognized with the Order of Ontario for her advocacy work on behalf of Canadian children, and in 2005, she was selected as one of Canada’s “Top 40 Under 40” for her work in both medicine and business.

Kellie Leitch, MD, Chirurgienne orthopédique, Diplomatie humanitaire, membre du ParlementKellie Leitch a été élue à la Chambre des communes pour la première fois en mai 2011.
