申請摘要 (內文如有差異,以英文版本為準) 本規劃申請書是代表申請人達豐企業有限公司及 Cathay Motion Picture Studios Limited ( 下稱「申請人」 ) 根據城市規劃條例第 16 條,向城巿規劃委員會 ( 下稱「城規會」 ) 就擬議酒

店發展(擬議發展)提出申請。擬議發展位於川龍及下花山分區計劃大綱草圖 ( 下稱「大綱

草圖」 ) 編號 S/TW-CLHFS/1 的「康樂」地帶。

申請地點座落於大帽山山腰、川龍荃錦公路旁。申請地點佔地約 13,852.3 平方米,並分為東、

西兩個發展部分,透過內部通道連接。西部現時設有一座三層高的空置高爾夫球場會所,並

已於 2009 年獲發佔用許可證 (亦即早於 2013 年 12 月第一份發展審批地區核准圖前已獲發

佔用許可證)。其餘露天地方已鋪設作行車道和停車位用途,或被雜草和植物覆蓋。

川龍一直是遠足愛好者的熱門地點,因該處是多條通往大帽山和大欖郊野公園行山徑的起點

或終點。此外,附近亦設有以下的休閒娛樂設施:

• 川龍燒烤場地

• 川龍家樂徑

• 川龍村茶樓(中式點心)

• 扶輪公園自然教育徑

擬議方案將申請地點發展成一間設有 141 間客房的酒店,合共樓面面積約 5,232 平方米(以

淨面積 13,082.9 平方米計算,地積比率約為 0.4 倍)。擬議酒店發展旨在發展成一間對環境友

善的酒店,透過提供充足綠化緩衝區,並採用環保建築設計和各種措施,包括廢物處理以減

少對周邊環境的影響。此外,擬議酒店發展期望透過細意設計各種活動,以維持現時的寧靜

環境。擬議酒店發展連同川龍及其周邊地區的現有康樂活動,將會經營成為一個度假勝地

(“Staycation”)。“Staycation”的意思是人們可在自己家中或住所附近度假,而不用前往另

一個地方,這與「康樂」地帶的規劃意向(即「主要是進行康樂發展,為市民提供所需設施」)

相符。

擬議酒店發展有充份理據支持,其原因如下:

• 擬議發展與「康樂」用途地帶的規劃意向相符; • 擬議發展能促進本地旅遊,並為市民帶來獨特的體驗; • 分區計劃大綱草圖的「說明書」指出川龍及下花山「有良好潛力用作本地生態旅遊發展」,

擬議酒店正能夠帶出此意向; • 擬議酒店有利於該區社會經濟; • 擬議用途與周邊環境及鄰近郊野公園互相協調; • 擬議發展參數與川龍及下花山分區計劃大綱草圖中訂明的發展參數相符; • 擬議發展不會影響集水區; • 擬議發展不會帶來不良視覺影響; • 擬議發展不會帶來不良園景影響; • 擬議發展不會帶來不良生態影響; • 擬議發展不會帶來不良交通影響; • 擬議發展不會帶來不良排污上的影響; • 擬議發展不會帶來不良渠務影響;及 • 擬議發展不會帶來不良土力工程上的影響。

基於上述各種理由,我們懇請城市規劃委員會批准是次規劃申請。

Executive Summary This Application is prepared and submitted on behalf of Tat Fung Enterprises Company Limited and Cathay Motion Picture Studios Limited (the “Applicants”) to seek approval from the Town Planning Board (“TPB”) under section 16 of the Town Planning Ordinance for the Proposed Hotel Development at Tsuen Wan Town Lot 389 (Part) and the adjoining Government land in Chuen Lung, Tsuen Wan (“Application Site”/“the Site”). The Application Site is zoned “Recreation” (“REC”) in the Draft Cheun Lung and Ha Fa Shan Outline Zoning Plan No. S/TW-CLHFS/1 (“Draft OZP”) and does not encroach into the boundary of Tai Lam Country Park. The Application Site is located halfway up Tai Mo Shan, off Route Twisk in Chuen Lung. The Site is 13,852.3sqm is size. It is separated in two portions, the eastern and western portions, which are connected by an internal access. There is a vacant three-storey golf club building erected in the western portion with an Occupation Permit issued in 2009 (i.e. before the first DPA plan in December 2013) The remaining open area is either hard-paved for driveway and parking spaces, or covered by weeds and other vegetation. Chuen Lung has been a popular spot for hiking lovers being the starting/ending point of a number of hiking trails across the Tai Mo Shan and Tai Lam Country Parks. On top of that, the following leisure/recreational facilities can be found within accessible distance:

• Chuen Lung Barbeque Sites • Chuen Lung Family Walk • Tea houses (Chinese Dim Sum) in Chuen Lung Tsuen • Rotary Club Park Nature Trail

The proposal is to develop the Site into a 141-room hotel, with a total GFA of about 5,232sqm (at a plot ratio of about 0.4 at a net site area of 13,082.9sqm). The site coverage and building height of the buildings would not exceed 20% and 3 storeys respectively. The Proposed Hotel Development is targeted to be an environmentally-friendly hotel. There will be sufficient peripheral green buffers, sensitive building design and various measures including waste disposal to reduce its impact on the surrounding environment. Not least, the Proposed Hotel Development aims at maintaining the current tranquil environment by carefully designed activities within the Site. The Proposed Hotel Development, in conjunction with many existing recreational activities in and surrounding Chuen Lung, would be a great place favourable for a staycation – a holiday that you take at home or near your home rather than traveling to another place; thus in line with the planning intention of “REC” zone which is “intended primarily for recreational development for the use of the general public”.

The Proposed Hotel Development is justified based on the following: • The Proposed Hotel Development is in line with the planning intentions of the area

and the “Recreation” zone; • It helps to promote ‘Staycation’ and bring a unique living experience to the public; • The proposal can realise the “Potential for local-based ecotourism” as stated in the

Explanatory Statement of the Draft OZP; • The Proposed Hotel Development would bring socio-economic benefits to the local

community; • The proposed use is compatible to the surrounding land uses and the neighbouring

country parks; • The development quantum are in line with the restrictions stipulated in the Draft

Chuen Lung and Ha Fa Shan OZP; • The Proposed Development Scheme would bring no adverse impact to the water

gathering ground; • The Proposed Development Scheme would bring no adverse visual impact; • The Proposed Development Scheme will enhance the landscape quality; • The Proposed Development Scheme would bring no significantly adverse

landscape impact; • The Proposed Development Scheme would bring no adverse ecological impact; • The Proposed Development Scheme would bring no adverse traffic impact; • The Proposed Development Scheme would bring no adverse sewerage impact; • The Proposed Development Scheme would bring no adverse drainage impact; and • The Proposed Development Scheme would bring no adverse geotechnical impact. With the justifications and merits presented above, we sincerely request TPB to give favourable consideration to this planning application.
