    CAB organized a workshop on

    “Presentation of Concept Note- Financial

    Reporting Framework for Public Sector

    Entities” on 8 September 2015 at Pan Pacific

    Sonargoan, Dhaka. The workshop was

    financed by The World Bank under the Project

    Strengthening Financial Reporting Framework

    and Audit Practice which was signed on 28

     April 2014 between ICAB and the World Bank.

    The main components of the Project are:

    updating and implementing a reportingframework for the PSE, strengthening

    professional education standards and

    enhance audit quality assurance and

    monitoring system.

    M A Mannan, MP, Hon’ble State Minister,

    Ministries of Finance & Ministry of Planning,

    GoB, graced the program as the Chief Guest

    and inaugurated the workshop. President

    ICAB – Masih Malik Chowdhury FCA delivered

    the welcome speech.

    he Project Management Unit (PMU)

    of the Local Governance Support

    Project – II (LGSP-II) entrusted

    ICAB to organize an Orientation &

    Training Program on “Financial Audit,

    Performance Assessment, Fiduciary &

    Safeguards Compliance” for the Audit

    Firms and Audit Reviewer Firms prior to

    commencement of the field audit by the

     Audit Firms for the year 2014-2015.

     Accordingly, ICAB assured the

    inauguration of training was held at

    ICAB auditorium. The orientation &

    training from the 13 September to 18

    September 2015 in its New Academic

    Campus.

    The objective of the training program is

    to ensure effectiveness, efficiency and

    quality of the audit & assurance services

    of all the 4550 Union Parishads (UPs)for the FY 2014-2015 commenced from1

    October, 2015.

    FCA inaugurated the 1st session of the

    training at the ICAB Auditorium 13

    September 2015 where ICAB President

    Masih Malik Chowdhury FCA was the

    Chief Guest.The technical sessions was

    held everyday in the ICAB AcademicCampus between 13 and 18 September

    which formally ended on 18 September

    2015. A total number of 1236 LGSP field

    auditors participated in the training &

    orientation program.

    The resource persons for the training

    were from PMU Office of the LGSP-II,

    Reviewer Firms and ICAB.

    ICAB organized Orientation and Training for AuditFirms and Reviewer Firms

    for public sector entities. The Concept

    Note is the research work of Project

    Team to identify the present status of

    the Financial Reporting Framework of

    PSEs and the findings with appropriate

    recommendation to improve the

    present status. Before preparing the

    Concept Note the Project Team

    communicated with Ministry of

    Finance, Monitoring Cell of MOF, SOE

    wing of MOF and different PSEs and

    collected relevant information.

    Together with Finance Ministry, ICAB is

    working to strengthen Financial

    Reporting Framework for Public Sector

    Entities under this project of the World

    Bank.

    State Minister M A Mannan said, ICAB

    is relentlessly working towards bringing

    financial discipline in the country. In this

    regard it has succeeded in some areas;

    however it requires to improve in many

    areas specially in financial reporting in

    both public & private sector. He said the

    World Bank has come forward to

    strengthen the financial reporting in

    public sector entities in Bangladesh

    which is very appreciable. He also

    thanked the finance ministry for joining

    hands in the tripartite efforts.

    ICAB President said we believe that if

    ICAB and the Regulatory Bodies

    responsible for auditing in public

    entities, work together, the financial

    regime of the

    country will be

    stronger. This

    would also

    ensure best use

    of public

    revenue. He also

    said although

    ICAB is now

    working in

    financial reporting in private sectors, it

    is willing to work in public sector too.

    For this government has to create an

    environment so that ICAB and other

    auditing authorities in public sector

    entities could work together.

    Bangladesh has advanced in manyaspects, it would not remain behind in

    this area, he hoped. The World Bank

    CAB Center for Professional

    Excellence (ICPE) organized a

    day-long workshop on "How to

    Maintain Quality in Audit and Assurance

    Services" for CA Students for the second

    time on 8 September 2015 at its

     Auditorium. Earlier the 1st workshop

    was held in August of this year.

     A total number of 50 students

    participated in the workshop. ICAB Vice

    President AF Nesaruddin FCA

    inaugurated the workshop and President

    Masih Malik Chowdhury FCA awarded

    certificate to the participants.

    In the workshop the discussion topics

    were current status of quality assurance

    and its requirements as per BSQC 1,

    brief on different stages of audit and

    contents of audit working files re-audit

    practice manual: Audit planning and

    control evaluation, audit completion and

    audit compliance review (ACR).

    2nd Workshop on QAD for CA Students

    3rd phase of the training program on

    IFRS & IAS for Bangladesh Bankofficials which started on 2 August and

    ended on 14 September 2015 in a gala

    ceremony at hotel Pan Pacific

    Sonargaon. Nazneen Sultana, Deputy

    Governor, Bangladesh Bank graced the

    closing ceremony as the Chief Guest.

    In her speech, she said Bangladesh

    Bank has taken various initiatives to

    forge the officials with knowledge and

    skills particularly in accounting &

    auditing standards with a view to make

    the central bank of international

    standards. With this purpose,

    Bangladesh Officials are taking part in

    the training of ICAB, she added.

    Bangladesh Bank is working to improve

    human resources, she further said and

    urged the BB Officials to use the

    knowledge acquired from the training in

    day to day work of the central bank.

    ICAB President Masih Malik Chowdhury

    FCA said the training was organized

    mainly to distribute International

    Financial Reporting Standards (IFRS)

    and its intricacies & relevance. He also

    said that ICAB will continue the training

    in future for the central bank officials. He

    later noted down the opinions from the

    participants about the training.

    This month we observed the festivity of Eid

    ul Azha with due solemnity and religious

    colors. May Allah (SWT) accept our

    devotion & sacrifice with satisfaction. I

    hope my dear fraternity and the fellow

    members had a very pleasant Eid with

    their families amidst near and dear ones.

    Due to Eid holidays in this month, we had

    tried our best to make lesser number of

    equally working days more eventful as

    before.

    Dear members my journey as the President

    of the Institute of Chartered Accountants of

    Bangladesh 2015 has begun with a spade

    work with a view to get the Strategic Plan

    2015 for the year 2015 ahead as best as

    possible. Our efforts dedicated in the last 9

    months have now started reaping results.

    Students are knowingly complacent with

    their new campus amidst its modern

    facilities & library at CA Bhaban. The day

    to day operational works is smoothly going

    in ICAB. Every month in one ManCom

    meeting and two Member Secretaries’

    meetings amidst presence of Vice

    Presidents, all concerned managers are

    showing their proactiveness. We discuss

    the activities, development &

    implementation of our Strategic Plan 2015

    & the way forward in those meetings.

    improvements in their respective working

    areas. I put on record their active parts

    with high acclamation. However, consistent

    ongoing of activities with good governance

    is a sine qua non, which is still a far cry.

    With a somber note we also mention here

    that only our efforts towards FRA came up

    with an outcome not really expected by us.

    However, our efforts & endeavors had

    made the authority understood in

    incorporating some important amendments

    & clauses in FRA which would put the

    Institute in a better place in the long run.

    Rather optimistically however, we shall

    have to be prepared to reap the benefit

    from it. We shall have to be vigilant against

    any odds that would likely occur from The

    FRA. We have to stand united to ensure

    that the professionalism comes first to

    ensure transparency and accountability &

    good governance in the financial sector.

    Now let me try to elaborate the activities of

    the month of September 2015 for your

    glance. Judgment & comments from you

    would be highly appreciated.

    Workshop on Financial Reporting

    Framework for Public Sector Entities

     A workshop on “Presentation of Concept

    Note- Financial Reporting Framework for

    Public Sector Entities” was held on 8

    September 2015 at Pan Pacific Sonargoan,

    Dhaka under the project; “Strengthening

    Financial Reporting Framework and Audit

    Practice” of the World Bank. The main

    components of the project are; updating

    and implementing a reporting framework for

    the PSE, strengthen professional education

    with his in-depth knowledge presented the

    concept paper on strengthening financial

    entities. This has made a baseline for

    Orientation and training for Audit Firms

    and Audit Reviewer Firms under LGSP-II

    The Project Management Unit (PMU) of the

    Workshop on Communication Skills and

    Integrity Practices for Members 

     A day long workshop on "Communication

    Skills and Integrity Practices "organized by

    ICAB Center for Professional Excellence(

    ICPE) was conducted by Bangladesh

    Public Administration Training Center

    (BPATC) on 12 September 2015 at BPATC

    premises in Savar. Mr. AKM Abdul Awal

    Mazumder, Rector, BPATC inaugurated the

    workshop. He conducted two sessions on

    Communication Skills and Public Speaking

    and Mr. Sish Haider conducted the session

    on Integrity. In my address at the

    conclusion I assured ICAB’s cooperation

    for holding such a training for BPATC staffs

    in future. In reply, Rector, BPATC echoed

    his interest for such arrangements. During

    this time I was accompanied by Vice

    President (E & T) Mr. AF Nesaruddin FCA.

    Training on IFRSs & IASs for

    Bangladesh Bank officials

    3rd consecutive year of the training

    program on IFRSs & IAS for Bangladesh

    Bank officials started on 2 August. It had

    ended on 14 September 2015 in a gala

    ceremony at hotel Pan Pacific Sonargaon.

    Ms. Nazneen Sultana, Deputy Governor,

    Bangladesh Bank graced the closing

    ceremony as the Chief Guest.

    In her speech she said Bangladesh Bank is

    working professionally to improve human

    resources through participating in such

    training. She also urged the BB Officials to

    use the knowledge acquired from the

    training in the day to day work of the central

    bank. During my turn of speech I have

    mentioned that ICAB organised the training

    mainly to disseminate the International

    Financial Reporting Standards (IFRS), its

    intricacies & relevances. ICAB will

    continue to conduct such trainings in

    future for the central bank officials, I

    reiterated. Vice President Mr. AF

    Nesaruddin FCA and Council Member &

    Past President Mr. Md. Syful Islam FCA

    also spoke in the program. Few other

    Council Members were also present.

    Workshop on Import-Export

    Procedures and International Trade

    Day long workshop on Import-Export

    Procedures, Financing Opportunities and

    International Trade for members of the

    Institute was organized on 19 September

    2015 at ICPE auspices where Mr. Md.

     Azhar Ali Miah from the Institute of

    Bankers, Bangladesh was the resource

    person. Vice President (E&T) AF

    Nesaruddin FCA inaugurated the

    workshop and at the end the certificates to

    the participants were awarded through

    me.

    Our members had the opportunity to gain

    practical knowledge of the International

    Sales/ Purchase Contract, Imports &

    Exports under Collection

    Procedure/Contract Procedure,

    Documentary Draft Transaction, Banking

    Relationship, Role of Banks in Imports &

    Exports Business, Parties involved in

    Documentary Credit (LC) Operation,

    Types of LC, etc through this workshop.

    Meeting with delegates from CPA

    Ireland

    On a 5 days visit in UK, I along with my

    team mates Council Member & Past

    President Mr. Md. Syful Islam FCA and UK

    Chapter Chairman Mr. AKM Fazlur

    Rahman FCA held a meeting with

    delegates from CPA Ireland on 26

    September 2015 to discuss about Cash

    Basis IPSAS and IFRS in the hotel.

    In the meeting, Director (Member

    Services), CPA Ireland Mr. Fitz Gerald

    assured that CPA Ireland assured us that

    they would continue its cooperation in

    education, certification and training on

    implementation of both cash and accrual

    basis IPSAS for ICAB Members. Other

    stakeholders of ICAB in Bangladesh

    would also be benefited. Technical

    Director of Nelson Croom Ltd Mr. Nelson

    Croom was also present in the meeting.

    Both ICAB and CPA Ireland expressed

    solidarity to work together for mutual

    collaboration and professional

    development in coming days.

    Meeting with UK Chapter Management

    Committee 

    We had a meeting with UK Chapter

    Chairman Mr. AKM Fazlur Rahman FCA

    and other members of the Chapter in UK

    on 27 September 2015. We shared our

    views on professional issues and the key

    developments of ICAB, matters regarding

    FRA and FRC in Bangladesh. They

    submitted a representation.

    IASB World Standard Setters Program

    & Brief Meetings

    IASB World Standard Setters Meeting on

    Financial Reporting Standards held at

    Grange City Hotel London on 28-29

    September 2015. It was a convergence of

    persons in positions alike IASB Chairman

    and Board Members, Executive Technical

    Director and other Technical Executives of

    IASB, Executive Director of IFRS

    Foundation and President, Council

    Members & Technical Staffs from more

    than 60 Countries. This was full of

    technical sessions on latest development

    of IFRS and relevant issues.

     Apart from participating in the technical

    sessions, we held exclusive but brief

    meetings with the Executive Director of

    IFRS Foundation, Research Director of

    UK, FRC Andrew Lennard and President

    of German Accounting Standards Setting

    Board Prof. Dr. Andreas Barckow. ICAB

    Member Council and Past President Mr.

    Syful Islam FCA & Director Technical Mr.

    Mahbub Ahmed Siddique FCA

    accompanied me in the meeting.

    Courtesy Call on ICAEW Deputy

    President

    On a courtesy call from ICAEW Deputy

    President Dr. Hilary Lindsay on 30

    September 2015 at Chartered

     Accountants' Hall, Moorgate Place,

    London, we discussed the current status

    of accountancy profession in Bangladesh.

    We enlightened about ICAB’s major

    initiatives towards professional

    development to her. She is the 2016

    ICAEW President. During the meeting

    ICAEW Head of New Business

    Development, Mr. Justin West and

    International Affairs Manager Ms.

    Christina Pavlis were present. On our side

    ICAB Council Member & Past President

    Md Syful Islam, Chairman ICAB UK

    Chapter Management Committee Mr.

     AKM Fazlur Rahman, Dr. Jamshed

    Sanyiath Ahmed Chowdhury and Mr.

    Mahbub Ahmed Siddique, Director

    Meeting with ICAEW Top Officials

    On the same day at same venue I along

    with the same ICAB delegates had

    another meeting where ICAEW Executive

    Director Vernon Soare, Head of New

    Business Development Justin West,

    International Affairs Manager Christina

    Pavlis were present. We discussed with

    them in details about the current status of

    ICAB and the professional matters like

    signing of revised MoU between

    ICAB-ICAEW, online education and library

    facilities for ICAB students and members,

    arrangement of training for ICAB members

    who are candidates for ICAEW exam,

    online IFRS and clarified ISA certification

    program, etc.

    We briefed on ICAB’s role to promote

    transparency and governance in

     Accountancy and Audit services in the

    meeting. Such meeting will be continued in

    future for the benefit of the two

    organizations.

    Discussion and Way Forward Meeting

    on Financial Reporting Act 2015 

    Members’ conference & discussion meeting

    on Financial Reporting Act 2015 and the

    Way Forward was held at ICAB auditorium

    on 20 September 2015 where we

    discussed the brief outline of the initiatives

    taken by the Institute regarding Financial

    Reporting Act (FRA), background of

    emergence of the FRA since 2013 through

    World Bank’s ROSC Reports and its

    implication.

    2nd Workshop on QAD for CA Students 

    Earlier, we held first ever QAD workshop

    for CA students in August of this year. In

    continuation of that, ICAB Center for

    Professional Excellence (ICPE) organized

    the second workshop on "How to Maintain

    Quality in Audit and Assurance Services"

    for CA Students on 8 September 2015 at

    ICAB auditorium. Inaugurated by Vice

    President Mr. AF Nesaruddin FCA, the

    certificates to the participants were

    distributed by me at the conclusion.

    Resource persons of the workshop were

    very young & bright members Mr. Md.

    Kamruzzaman ACA , Mr. Sk. Md. Tarikul

    Islam ACA, Ms. Farhana Sultana ACA and

    Mr. Muhammad Aminul Hoque FCA(ok).

    The Japanese delegates informed us about

    Japan Bank for International

    Cooperation(JBIC)’s study on Bangladesh

    regulatory, legal, accounting standards and

    banking services including Sharia Banking

    in Bangladesh.

    Cooperation(JBIC) on Bangladeshi

    During the meeting , they discussed the

    agenda items like characteristics, recent

    meeting on Financial Reporting Act 2015 and the Way

    Forward at its auditorium on 20 September 2015. ICAB

    President Masih Malik Chowdhury FCA presented the brief

    outline of the initiatives taken by the Institute regardingFinancial Reporting Act (FRA). The Jatiya Sangsad has

    passed the FRA Act on 7 September 2015. The President

    also drew a background of emergence of the FRA since

    2003 through World Bank’s ROSC Reports. Vice

    dhury is one of the members of the Jury Board for the Daily

    ICAB Council Member Md Shahadat Hossain FCA participated

    in Ekushey Business program on capital market which was

    broadcast live in Ekushey TV on 7 September 2015. In an

    exclusive interview Mr. Shahadat spoke on current capital

    market trend & its related phenomenon, the FinancialReporting Act 2015, accounting & auditing standards, etc.

    On a query he described some sections of Financial Reporting

     Act which he said definitions of auditor and professional

    accountant are not clear. He also highlighted some core

    functional areas of the Act including provision for punishment

    for auditor which are inconsistant and impracticable.

    ICAB Academic Campus NewsThe Pre-examination Classes for

    Professional Stage-Knowledge Level(12th Batch, Sections: G-I), Application

    Level (11th Batch, Sections: A-D) and

     Advanced Stage (10th Batch, Section:

     A) have started from 06 September

    2015 for Examination Session:

    November-December 2015 at ICAB

    New Academic Campus. These batches

    will be concluded on 29 November 2015.

    There are 512 students enrolled for the

    Class Session: September-November

    2015 and 133 teachers will conduct the

    classes.

     As a result, the cumulative number of

    participated students of ICAB under new

    curriculum has come to 9,476 till

    September 31, 2015.

    On the other hand, a- new session for

    the students of Professional Stage-

    Knowledge Level (13th Batch) will

    commence from Tuesday, 01 December

    2015 at ICAB New Academic Campus. A

    Notice has already been issued in this

    regard, and all concerned students are

    advised to enroll the classes by 10

    November 2015 at ICAB New Academic

    Campus.

    The notice of Special Classes for the

    Students of Professional Stage-

    Knowledge & Application Levels for

    Examination Session: November-

    December 2015, who are now engaged

    in Union Parishad Audit Works and

    staying outside Dhaka, has been issued

    on Tuesday, 29 September 2015 at

    2015 due to Hepatitis –B disease.

    He was 88.

    He left behind his wife, 03 sons and

    6 daughters. On behalf of the

    Masih Malik Chowdhury FCA expressed deep sorrow at the

    demise of Mr. Gomes and prayed for the salvation of his

    departed soul. May Allah give the bereaved family the

    ICAB delegates paid a courtesy call on

    ICAEW Deputy President and held a

    meeting with Senior Executives at

    Chartered Accountants' Hall, Moorgate

    Place, London on 30 September 2015.

    The meeting with ICAEW Deputy

    President Dr. Hilary Lindsay, Head of

    New Business Development, JustinWest and International Affairs Manager

    Ms. Christina Pavlis discussed various

    professional issues.

    ICAEW Deputy President acknowledged

    the importance of mutual collaboration

    between the two institutes and she

    showed her interest to enhance the

    strength of this relationship.

    ICAB President shared

    the current status of

    a c c o u n t a n c y

    profession in

    Bangladesh andICAB’s major initiatives

    towards professional

    development. He also

    congratulated the

    Deputy President of ICAEW in advance

    to her presidency for the year 2016. He

    invited her to visit ICAB at a suitable

    time.

    members for online IFRS and clarified

    ISA certification program, support in

    development of ICAB’s SIG and

    faculties, World Bank Project, etc werethe dominant issues in the meeting.

    They visited London Stock Exchange

    (LSE) on 30 September. On the way

    back from UK, ICAB President and Past

    President Syful Islam FCA visited Qatar

    for exploring new career opportunity for

    the members of the Institute, in a brief

    stop over.

    coordination meeting between

    Bangladesh Bank high officials and

    ICAB working group was held on

    20 September 2015 to discuss the

    expectation gaps and way forwards to

    reduce the gaps.

     Abu Hena Mohd. Razee Hassan,

    Deputy Governor, Bangladesh Bank

    briefed about background of the

    meeting. ICAB President also briefed on

    ICAB’s role to promote transparency

    and governance in Accountancy and

     Audit services. He said ICAB is

    committed to disseminate technicalknowledge and practical implementation

    of various Accounting and Auditing

    Standards like IFRS, ISA and the related

    laws, regulations and fiscal matters

    such as income tax, VAT, customs duty

    among various stakeholders and

    institutions.

    ICAB has been arranging and strictly

    monitoring the training programs,

    workshops, round table dialogues

    organized its premises for the

    stakeholders, he further said. The

    President also mentioned that the

    meeting between the two organizations

    is very important. He hoped that such

    dialogue and interaction between ICABand Bangladesh Bank will continue in

    future for mutual benefit.

    In the meeting, Director (Member

    Services), CPA Ireland Fitz Gerald

    assured that CPA Ireland would continueits cooperation in education, certification

    and training on implementation of both

    cash and accrual basis IPSAS for ICAB

    Members and other stakeholders of

    ICAB in Bangladesh. Technical Director

    of Nelson Croom Ltd, Nelson Croom

    was also present.

    Both ICAB and CPA Ireland showed

    their high interest to work together for

    mutual collaboration and professional

    development in coming days.

    Meeting with UK Chapter 

    ICAB delegates held a meeting

    London on 27 September 2015.

    They shared their views on

    professional issues and the key

    developments of ICAB.

    In the meeting ICAB President shared

    the matters regarding FRA and FRC in

    Bangladesh. Other participants also

    expressed their views and suggestions

    on the challenges of FRA. ICAB

    delegates also sought continued

    cooperation from UK Chapter in this

    regard.
