Dans Le cadre de l'exécution du BIP/MlNEPAT/Chapitre 94 de l'exercice 2021, le Préfet du Département duMbéré, Autorité Contractante, lance pour le compte du Ministère de l'Economie, de la Planification et del'Aménagement du Territoire, un Appel d'Offres National Ouvert, pour la réalisation de l'opération susindiquée.

1. Objet de l'Appel d'Offres :L'Appel d'Offres porte sur l'exécution des travaux de traitement en urgence des points critiques sur la routerégionale 0805 NGANHI (InterNI) - DJOHONG - YAMBA (158,50 KM), région de l'Adamaoua.

4. Participation et origine :

La participation au présent appel d'offres est ouverte à toutes entreprises ou sociétés de Bâtiment et deTravaux Publics de droit camerounais justifiant des capacités techniques et financières pour la réalisationdes travaux objet du présent Appel d'Offres.

5. Financement :

Les travaux objet du présent appel d'offres sont financés par le BIP/MINEPAT/Chapitre 94, Exercice 2021.sur la ligne d'imputation budgétaire 55 94 709 07 110000 2250.

6. Coût prévisionnel des travaux :Le coût prévisionnel des travaux est de : Quatre - vingt - dix - neuf Millions deux - cents - quatre millesoixante - quinze (99 204 075) de francs CFA Toutes Taxes Comprises.

7. Délai d'exécution :

Le délai global d'exécution des travaux est de trois ̂ mois calend^^ ; Ce délai court à compter de ladate de notification de l'ordre de service de commencer les travaux par le maître d'ouvrage délégué.

8. Cautionnement provisoire (garantie de soumission) ;Les offres devront être accompagnées d'un cautionnement provisoire (garantie de soumission) établi selonle modèle indiqué dans le Dossier d'Appel d'Offres par un établissement ou compagnie d'assurancebancaire de premier rang agréé par le ministre en charge des finances et d'un montant égal à Un millionneuf - cents - Quatre Vingt Quatre Mille Quatre-vingt-cinq (1 984 085) francs CFA et valable pendantquatre-vingt-dix (90) jours au-delà de la date originale de validité des offres.

Sous peine de rejet, le cautionnement provisoire devra impérativement être produit en original datant demoins de trois (03) mois.

Le cautionnement provisoire sera libéré d'office au plus tard 30 jours après l'expiration de la validité desoffres pour les soumissionnaires n'ayant pas été retenus. Dans le cas où le soumissionnaire estadjudicataire du marché, le cautionnement provisoire sera libéré après constitution du cautionnementdéfinitif.

10. Acquisition du dossier d'appel d'offres ;

Le dossier peut être obtenu au Secrétariat de la Préfecture de Meiganga TEL : 699 557 064 dès publicationdu présent avis, contre versement d'une somme non remboursable de Quatre - vingt - dix - neuf mille cinqcents (99 400) Francs CFA délivrée par le Receveur des finances de Meiganga.

Cette quittance devra identifier le payeur comme représentant l'Entreprise désireuse de participer à l'Appeld'Offres.

11. Remise des offres :

Chaque offre, rédigée en français ou en anglais en sept (07) exemplaires dont un (01) original et six (06)copies marquées comme telles, devra parvenir contre récépissé au Secrétariat de la Préfecture deMeiganga. au plus tard le à 13 heures, heure locale et devra porter la mentionsuivante

12. Recevabilité des offres

Sous peine de rejet, les pièces administratives requises devront être impérativement produites en originauxou en copies certifiées conformes par le service émetteur, conformément aux stipulations du RèglementParticulier de l'Appel d'Offres.Elles devront obligatoirement etre datés de moins de trois (03) mois à la date initiale de remise des offres.Toute offre incomplète conformément aux prescriptions du Dossier d'Appel d'Offres sera déclaréeirrecevable. Notamment l'absence de la caution de soumission délivrée par une banque de premier ordreagréée par le Ministère chargé des Finances ou compagnie d'assurance.

13. Ouverture des offres :

L'ouverture des plis se fera en un seul temps.

L'ouverture des^ pièces Administratives, des offres techniques et financières aura lieule 9 6 à 14 heures précises par la Commission Départementale de Passation des Marchésauprès du Préfet du Département du Mbéré, sis à Meiganga.

Seuls les soumissionnaires peuvent assister à cette séance d'ouverture ou s'y faire représenter par unepersonne de leur choix dûment mandatée et ayant une parfaite connaissance du dossier.

14. Critères d'évaluation des offres :

L'évaluation des Offres se fera au triple plan administratif, technique, et financier selon les critèreséliminatoires, et selon les critères essentiels suivant le système binaire (OUI/NON).

Critères éliminatoires

a) Dossier administratif incomplet pour absence, et non régularisée dans les 48 heures, de :> L'attestation de non-redevance ;

> L'attestation de non-faillite ;

> L'attestation de non-exclusion des marchés publics ;> La caution de soumission ;

> La quittance d'achat du Dossier d'Appel d'Offres ;> L'attestation de domidliation bancaire ;

> L'attestation CNPS.

b) Dossier Technique pour absence de ;> L'attestation de visite des lieux ;

> Un Conducteur des Travaux ayant la qualification exigée dans le dossier d'Appel d'Offres ;> Une note d'organisation et méthodologie> Une capacité financière.

c) Dossier financier incomplet pour absence de ;> Une soumission ;

> Le bordereau des prix suivant le modèle avec indication des prix hors TVA en chiffres et enlettres, rempli de manière lisible ;

> Le détail quantitatif et estimatif des travaux;> D'un sous détails des prix et la décomposition des prix forfaitaires.

d) Fausse déclaration ou pièce falsifiée ;e) N'avoir pas obtenu au moins un total de 75%.

Critères essentiels

L'évaluation des offres techniques sera faite sur 35 critères sur la base des critères essentiels ci-dessous :> L'attestation de capacité financière d'un montant au moins égale à soixante millions

soixante millions 60 000 000 FCFA oui/non ;> Une déclaration sur l'honneur du soumissionnaire, signée et datée certifiant la visite du site

et suivant le modèle joint en annexe oui/non;> Organisation méthodologique et planning des travaux : cohérence entre la durée des tâches

et le rendement oui/non ;

> Les références de l'entrepreneur dans les travaux similaires oui/non ;> La disponibilité du matériel et des équipements essentiels oui/non ;> L'expérience du personnel d'encadrement (conducteur des travaux et chef de chantier)

NB : Tout agent public listé parmi le personnel et qui n'a pas présenté tous les documents susceptibles dejustifier sa libération de la Fonction Publique sera considéré comme non valable.

15. Durée de validité des offres :

Les soumissionnaires restent tenus par leur offre pendant quatre-vingt-dix (90) jours à partir de la dateinitiale fixée pour la remise des offres.

16. Attribution du marché :

Sur proposition de la Commission Départementale de Passation des Marchés du Mbéré, le Préfet duDépartement du Mbéré. Autorité Contractante, attribuera le marché au soumissionnaire dont l'offre, qualifiéetechniquement, aura été évaluée la moins - disante après vérification de ses prix et jugée substantiellementconforme au dossier d'appel d'offres.

- cleaning and rehabilitation of existing earthen ditches and outlets;

- wearing course;

-cleaning of the nozzles.

4. participation and origin:Participation in this call for tenders is open to ail companies or construction and public works companies governed byCameroonian law, proving technical and financial capacities for carrying out the work covered by this call for tenders.5. The estimated cost of the work is: ninety-nine million two hundred four thousand seventy-five (99 204 075) CFAfrancs ail taxes included.

7. Completion time:The overall timeframe for the exécution of the work is three (03) calendar months : this period runs from the date ofnotification of the service order to start work.8. Provisional bond (tender guarantee):The tenders must be accompanied by a provisional bond (tender guarantee) established according to the modelindicated in the tender documents by a first rank banking establishment approved by the ministry in

vharge of finance and of an equal amount at one million nine hundred eighty-four thousand eighty flve (1/ '984 085) CFA Francs and valid for ninety (90) days beyond the date of validity of the offers.

12.Admlssibility of tendersUnder penalties of rejection, the required administrative documents must imperatively be produced inoriginels or in a certified true copy by the issuing service, in accordance with the stipulations of the spécialrégulations of the call for tenders.

They must be dated less than three months from the initial date of submission of tenders.

Any incomplète tender in accordance with the requirements of the tender dossier will be declaredinadmissible. In particular, the absence of the bid bond issued by a first rate bank approved by the ministryin charge of finance.

> The attestation of non-bankruptcy;

Essentiel criteria

The évaluation of technical offers will be based on the basis of the essential criteria below;

> The certificate of financial capacity in an amount least equal to sixty million CFA francs yes/no;

> A déclaration on the tenderefs honor, signed and dated certifying the site visit and according to the modelattached in the annex yes/no;

> methodological Organization and work schedule: consistency between the duration of the task and outputyes/no;

> references of the contracter in similar work yes/no;

> The availability of essential material and equipment yes/no;

> The experience of the supervisory staff (work superviser and site manager) yes/no.

NB: AH public officiai listed among the staff and who has not presented ail the documents likely to justifyhis/her release from the Public service will be considered invalid.

15.period of validity of offers;

The tenderers remain bound by their offer during for ninety (90) days from the initial date fixed for the submission oftenders.

On the proposai of the departmental commission for the award of public contract of Mbéré, the Prefect of theDepartment of Mbéré, Contracting Authority, will award the contract to the tenderer whose technically qualified tenderwill have been evaluated as least after vérification of its prices and considered as substantially compilant in thetender dossier.
