C&E Community Awards and Recognition Program / Programme des prix et distinctions de la communaut des C & E

Seeking nominations the following Branch Community Awards:

1. Colonel-in-Chief Commendation - The Colonel-in-Chief Commendation is the top honour that the C&E Branch can award to a unit/organization or to a member of the Branch, serving or retired or a member of the immediate family of a serving or retired Branch member. It is a commendation awarded by our Colonel-in-Chief, HRH, The Princess Royal, The Princess Anne, in recognition of having provided exceptional service and selfless dedication in the interests of the Branch and a lasting contribution to its objectives.

1. Branch Commendation - The Branch Commendation is awarded to a unit, organization or member of the Branch, serving or retired, or to a member of the immediate family of a serving or retired Branch member. It is a commendation awarded by our Branch Leader in recognition of having provided outstanding service and dedication in the interests of the Branch.

1. Heritage Recognition Award - The Heritage Recognition Award is to recognize an individual, a team, or an organization in acknowledgment of an accomplishment, project or effort which contributes in a meaningful way to the C&E Heritage. Examples could include recognition of volunteers who have given their time and talent, usually over a considerable period of time or for school projects commemorating C&E history/heritage during Remembrance Day activities.

1. Collective Heritage Award - The Collective Heritage Award is to recognize the role of a team or an organization in the planning, development, execution and delivery of a capability, product or project that makes a significant and lasting contribution to Canada C&E Heritage.

1. Individual Heritage Awards with grades:

Lifetime Achievement - This grade recognizes an enduring commitment, manifested in many ways and over a number of years, which has led to a significant and lasting contribution to Canada's Military C&E Heritage. The individual recipient's efforts and results have brought credit to the individual and distinction to the C&E community.

4. Honour - This grade recognizes an exceptional effort and outstanding contribution to Canada's Military C&E Heritage, which reflects well on the award recipient and the C&E community.

4. Merit - This grade recognizes a significant contribution to Canada's Military C&E Heritage.

Des exemples pourraient inclure la reconnaissance des bnvoles qui ont donn leur temps et leur talent, habituellement sur une priode de temps considrable ou pour des projets scolaires commmorant l`histoire des C & E ou le patrimoine au cours des activits du jour du Souvenir ou semblables.

Prix du patrimoine collectif - Le Prix du patrimoine collectif est pour reconnatre le rle d'une quipe ou d'une organisation dans la planification, l'laboration, l'excution et la prestation d'une capacit, d'un produit ou d'un projet qui apporte une contribution importante et durable au patrimoine canadien des C & E.

1. Prix du patrimoine individuel avec degr:

1. Reconnaissance vie - Ce degr reconnat un engagement durable qui se manifeste de plusieurs faons et sur de nombreuse annes et qui conduit une contribution durable et significative au patrimoine canadien des C & E. Les efforts et les rsultats du rcipiendaire ont fait honneur l'individu et la communaut des C & E.

1. Honneur. Ce degr reconnat un effort exceptionnel et une contribution en dehors de l`ordinaire pour le patrimoine canadien des C & E et qui reflte bien sur le rcipiendaire et la communaut des C & E.

1. Mrite. Ce degr reconnat la contribution significative au patrimoine canadien des C & E.

C&E Association Retired Officers and Senior NCMs Annual Dinner 2017

Dner annuel de lassociation des C & pour officiers et MR sniors la retraite 2017

Welcome to the C&E Association Retired Officers and Senior NCMs Annual Dinner. This event will again be held without spouses/guests and will take place at the Vimy Officers Mess (VOM) on Friday, 2 June 2017 commencing at 1800 for 1915 hours. The dress for the evening in order of preference is dinner jacket, mess dress, jacket and tie or equivalent for female officers. Wearing of miniatures is encouraged.

The traditional focus of this dinner is to provide a forum for reminiscing, camaraderie, renewing old friendships and making new ones. It is a most pleasurable annual gathering, which we are privileged to attend in the beautiful and nostalgic surroundings of the Vimy Officers Mess. It will be an opportunity to acknowledge the retirement of senior members of the Branch and receive a brief update on activities of the C&E Association, including the C&E Battlefield Study Tour

Keeping with the traditions of the original dinner, a formal seating plan will be in place.

Eventbrite will be used to register your menu choice, your dietary concerns and post nominal. Payment will be through e-transfer/ PayPal at the following email: [email protected]. If unable to do so, cheque in the amount of $75.00 will be accepted in advance payable to the Canadian Military C&E Association and mailed to C&E Branch Adjutant, 9 Byng avenue, Kingston, ON, K7K 7B4. Your payment will need to be received by 24 May 2017 when the food order needs to be placed. As always, accommodation, on and off Base, will be at a premium so you are advised to book as soon as possible. Those who wish to book a round of golf should indicate their intentions on the registration form. If there is enough interest, an OPI will be appointed.

As an adjunct to the C&E Association Retired Officers and Senior NCMs Annual Dinner., Mrs. Shirlene Richard will once again organize a no-host dinner at a Delta Hotel Harbourview Room ($60 all included) in downtown Kingston on Friday, 2 June 2017 for spouses / partners who wish to attend an evening out. Spouses / partners who wish to attend this dinner are requested to contact Shirlene Richard by 24 May 2017 at 613-382-8825 or by e-mail: [email protected].

Bienvenue au dner annuel de lassociation des C& pour officiers et MR sniors la retraite. Cet vnement sera encore une fois sans laccompagnement de vos conjoints(es). Cest un rassemblement annuel des plus agrables auquel nous avons le privilge dassister dans la belle et nostalgique ambiance du Mess des officiers Vimy. Cette soire nous offrira lopportunit de reconnatre des membres sniors de notre Branche qui prendront sous peu leur retraite en plus de recevoir une mise jour des activits de lassociation, incluant ltude commmorative des champs de batailles.

Conformment aux traditions de ce dner, nous utiliserons un plan de table formel.

C&E Branch 2017 Educational Bursaries Competition /

Concours 2017 de Bourses dtudes de la branche des C&E

Introduction

1. The C & E Branch Education Bursary is offered on an annual basis to offset the cost of post-secondary education.

1. The C & E Branch Educational Bursary is intended to provide financial assistance for deserving candidates entering of post-secondary education program. This may include but is not limited to university, community college and technical school for their first undergraduate degree, college or technical school diploma.

Conditions

3. The C&E Branch Education Bursary competition is only open to serving military personnel, retired personnel, civilian employee of the Department, their spouse and dependents who are contributing to the Military C&E Museum Fund either through monthly pay allotments to the C&E Museum Foundation or by making monthly or yearly donations to the Military Communications and Electronic Museum Foundation: https://www.canadahelps.org/en/charities/the-military-communications-and-electronics-museum-foundation/ . The applicants must be in or have completed their final year of high school and are preparing to attend or are currently attending a post-secondary institution where the tuition is not otherwise reimbursed.

4. Application is by filling out Educational Bursary Application on the C & E Branch Internet website: http://www.forces.gc.ca/en/caf-community-branches-comm-elec/forms.page . The instructions to the applicant are included in the application form and all parts of the form must be filled out in full. If you are already attending a post-secondary education program, a proof of the courses that you have taken and are currently taking including the grades that you have received should be included.

5. Applications will be accepted in either official language and must be received no later than Friday 9 June 2017 for the fall school year.

Selection

6. The winners of the bursariesare going to be chosen by a selection committee based on school achievements, their personal attributes, their community involvements with the cadets, scouts, guides, the Reserves, clubs or organizations along with demonstrated leadership potential in coaching, leading camps, team captain etc.. In the event that no applicants are found suitable, the bursaries may be held back for this year.

La Branche des communications et de l`lectronique accepte prsentement des nominations pour le concours 2017 de bourses d'tudes o la Branche accordera deux bourses d`tudes de $1000.00 et deux de $500.00. La date limite pour soumettre votre application est le vendredi 9 juin 2017. Les dtails sur la faon d'appliquer sont les suivant:

Programme de bourses d`tudes de la Branche des communications et de l'lectronique (Br C & E)

1. Les bourses d`tudes de la Branche des C& sont offert sur une base annuelle pour compenser le cot des tudes postsecondaire.

2. Ce programme de bourse d`tude vise fournir une aide financire aux candidats mritants qui entreront dans un programme d`tude postsecondaire ou qui poursuivent prsentement un tel programme. Cela peut inclure, mais ne se limite pas l'universit, un collge communautaire, ou une cole technique pour l`obtention d`un diplme d`un premier diplme postsecondaire.

3. Ce concours de bourses d'tudes est ouvert uniquement aux militaires en service, le personnel retrait, employ civil du ministre, leur conjoint et personnes charge qui contribuent au Fond du Muse militaire des C& soit par les allocations de salaire mensuel ou ceux qui font des dons mensuels ou annuels la Fondation du Muse des communications militaire et de l`lectronique: https://www.canadahelps.org/en/charities/the-military-communications-and-electronics-museum-foundation/ . Les candidats doivent tre en train de termin leur dernire anne d'tudes secondaires et se prparent continuer des tudes postsecondaires ou ils/elles sont actuellement en train de poursuivre un programme d'tudes postsecondaire o les frais de scolarit ne sont aucunement rembourss.

4. Pour appliquer, veuillez complter le formulaire de bourse d`tudes sur le site internet de la Branche: http://www.forces.gc.ca/fr/communaute-fac-branches-comm-elec/formulaires.page . Les instructions pour l`appliquant sont inclus dans le formulaire de demande et toutes les parties du formulaire doivent tre remplis au complet. Si vous tes dj inscrit un programme d'tudes postsecondaires, une preuve des cours que vous avez complts ou ceux que vous tes prsentement en train de complter ainsi que les notes que vous avez reus doit tre inclus avec votre application.

5. Les demandes seront acceptes dans les deux langues officielles et doivent tre reues au plus tard le vendredi 9 juin 2017 pour le programme dtude de cet automne.

6. Les gagnants des bourses d`tudes vont tre choisis par un comit de slection bas sur leurs rsultats scolaires, leurs qualits personnelles, leurs activits communautaires avec les cadets, les scouts, les guides, la rserves, les clubs ou les organisations ainsi que leur potentiel de leadership dmontr comme entraineur, assistant de camp, capitaine de l'quipe, etc. Dans le cas o le comit dterminerait qu`aucun candidat n`est convenable sur les demandes qu`ils nous avons reu, les bourses d`tudes pourraient ne pas tre accordes pour cette anne.

Wing Telecommunications and Information Services Squadron (WTISS) Greenwood will be hosting the 15th Annual Atlantic Region Communications and Electronics (C&E) Golf Invitational Tournament 15th and 16th of June, 2017. Last years event attracted 18 teams of military and civilian personnel involved in the telecommunications and IT line of work as well as local industry representatives.

2. The tournament will consist of 18 holes on the 15th and 18 holes on the 16th at the 14 Wing Golf Course, an evening event 15th June 2017 at the 14 Wing Annapolis Mess, and an awards ceremony 16th June 2017at the 14 Wing Golf Club. The format for the tournament will be a four person scramble. Additional information, such as how to register, can be found online at www.wtis.ca.

CONVINCE HIM IT WAS INDEED TIME TO HANG UP THE CLEATS. THE INCREDIBLE

PEOPLE HE WAS FORTUNATE TO LEAD, WORK WITH AND FOR, THE FRIENDS HE

HAS MADE, HAS MADE HIS EXPERIENCE OF SERVING AS A MILTARY OFFICER A

COMMITMENT HE WILL RELISH FOREVER.

MILITARY MANTEL OVER TO HIS SON, 2LT KIERAN MOORE AT CFB WINNIPEG,

After 32 years plus of loyal and dedicated service to the Canadian Armed Forces Sgt William Haig (ATIS Tech) will retire. His last day in uniform will be 16 May 2017. Sgt Haig joined the Cameron Highlanders of Ottawa on January 1985. From there he transferred to the regular forces on 19 June 1986 as Radar Technician (Heavy RADAR). Throughout his career he served in various locations as Kingston, St. Margarets NB, Petawawa, North Bay, Germany and Ottawa. On 12 July 1995 he received his first posting to 76 Comm Gp where he did a number of assignment including TACAN Maintenance, LineScan maintenance, desktop support and finally in 2000 he became a server administrator. On 6 Aug 2001 he was posted to 76 Comm Det Selfkant in Germany where he looked after all telecommunications support for all CF members in Europe. After a 4 years Instructor posting at CFSCE in Kingston, on 12 July 2010 he was posted back to Ottawa with DGIMT/SP as the Hardware Maintenance TA Assistant. A year later, he moved to DIMCIA as the National PKI administrator. Through a number of reorganisation he moved from 76 Communication Group HQ, to 765 Comm Sqn, back to 76 Comm Gp HQ, then to CFSSG and finally found himself with 7 Communication Group HQ.

Bill has accepted a public service position and will not be moving far as he will

continue working for the 7 Communication Group in the PKI field of work at the same cubicle.

The depart with dignity ceremony will taking place at the Mill St. Brew Pub, 555

Wellington St, Ottawa, on the 19 May 2017 at 1130.Hrs. We asked that people who would like to participate to confirm their attendance before 15 May 2017. Retirement messages, stories and anecdotes can be sent to MWO Stphane Chnier at ([email protected]).

Un an plus tard, il a dmnag DAICGI en tant qu'administrateur national dICP. Suite un certain nombre de rorganisations, il a t mut du quartier gnral du 76e Groupe des communications, la 765e Escadron des communications, retourn au quartier gnral du 76e Groupe des communications, puis au GSPFC et s'est enfin retrouv au QG du 7e Groupe des communications.

Bill demeurera avec nous car il a accept un poste dans la fonction public et continuera travailler pour le 7e Groupe des communications dans le domaine ICP dans le mme bureau. Une crmonie de dpart dans la dignit aura lieu au Mill St. Brew Pub, 555 Wellington St, Ottawa, le 19 mai 2017 11 h 30. RETIREMENT BRIGADIER-GENERAL RUTHERFORD, CD

1. Brigadier-General Paul Rutherford will retire from the Canadian Armed Forces (CAF) on 26 June 2017 after 37 years of loyal service to Canada, the Canadian Armed Forces, the

Canadian Army, and the Communications and Electronics Branch.

2. Brigadier-General Rutherford joined the CAF on 1 June 1980, graduating from the Royal Military College of Canada in 1985 with a Bachelor of Applied Science. After

completing his Signal Officer training, he served with the 1st Canadian Signal Regiment

in Kingston, and then with the 4th Canadian Mechanized Brigade Group in Germany as

the Signal Officer for the 1st Regiment, Royal Canadian Horse Artillery. From January

1995 until August 1997, Brigadier-General Rutherford served on Exchange with the

British Army at the Royal School of Signals. Operationally, Brigadier-General

Rutherford deployed with the United Nations Disengagement Observer Force in the

Golan Heights in 1988. In 1994, he served as Officer Commanding the Canadian Signal

Squadron for Canada's deployment to Rwanda. From August 2006 until May 2007 he

served in Headquarters ISAF in Kabul as the CJ6 Plans and Acting Chief CJ6. His

command appointments included 1 Line Troop from 1991 to 1993, the Combat Training

Centre Signal Squadron in Gagetown from 1997 to 1999, 73 Communication Group in

Edmonton from 2003 to 2005 and Base Commander at Canadian Forces Base Gagetown

from 2011 to 2012. His staff appointments included Adjutant of the 1st Canadian

Division Headquarters and Signal Regiment, G6 for the Combat Training Centre,

Directing Staff and Dean at the Canadian Land Force Command and Staff College,

Director of Army Doctrine in Kingston, and Army Adviser, Canadian Defence Liaison

Staff in London, UK. He graduated the Canadian Land Force Command and Staff

College in 1992, the Canadian Forces Joint Command and Staff Program in 2000, the

Royal College of Defence Studies in London in 2009, and Kings College London in

2010 with a Master of Arts in International Studies. In September 2012, he was promoted

to Brigadier-General and appointed as Director General Security Transformation. From

August 2013 to July 2015, he served at the HQ United States Central Command in

Tampa in the role of Deputy J5 Strategy, Policy, and Plans. Brigadier-General Rutherford

currently serves as Director General Information Management Operations and

Commander of the Joint Force Cyber Component Command at NDHQ.

3. Brigadier-General Rutherford and his wife Brenna are planning to remain in the Ottawa area with frequent travel to Kingston to visit their daughter Damie, son-in-law Ben and

two grandchildren. He will continue to experience the excitement of military service

through their son, Private Trevor Rutherford, 2nd Battalion, Royal Canadian Regiment.

Brigadier-General Rutherfords immediate plans will include spending quality time with

Brenna and taking her to all the countries he has travelled to, enjoying the company of

family and friends, getting terribly fit, all while considering his next contribution to

Canada.

4. A Depart with Dignity function will be held in Brigadier-General Rutherfords honour at the Hylands Golf Club (2101 Alert Road in Ottawa, Ontario) starting at 1200 hrs on

20 June 2017. A friendly golf tournament will be occurring from 0730-1130hrs,

followed by a luncheon at 1200hrs. All ranks who wish to attend are invited to one or

both events. The cost to attend the luncheon is $35, to be paid the day of the event, and

includes the price of a meal and a small contribution towards a retirement gift. The cost

to attend the golf tournament ranges from $36 to $43, also to be paid the day of the event.

Seating for the luncheon and golf foursomes are limited, therefore guests are encouraged

1. Le Brigadier-gnral Paul Rutherford prendra sa retraite des Forces armes canadiennes (FAC) le 26 juin 2017 aprs 37 ans de loyaux services envers le Canada, les FAC,

au 1er Rgiment de transmissions du Canada Kingston, puis en Allemagne avec le 4e

Groupe-brigade mcanis du Canada en tant qu'officier des transmissions du 1er

Rgiment, Royal Canadian Horse Artillery. De janvier 1995 aot 1997, le Brigadier-

gnral Rutherford participe un programme d'change avec l'Arme britannique dans le

cadre duquel il est affect la Royal School of Signals. Sur le plan oprationnel, en

1988, le Brigadier-gnral est dploy avec la Force des Nations Unies charge

d'observer le dsengagement du plateau du Golan. En 1994, il participe au dploiement

du Canada au Rwanda titre de commandant de lEscadron canadien des transmissions.

D'aot 2006 mai 2007, il a servi en tant que CJ6 Plans et chef CJ6 intrimaire au

Quartier gnral de la Force internationale d'assistance la scurit Kabul. Ses

nominations des postes de commandement comprennent la 1re Troupe de poseurs de

lignes de 1991 1993, lEscadron des transmissions du Centre d'instruction au combat de

poste de Directeur gnral - Oprations (Gestion de l'information) et Commandant du

commandement des forces interarmes cyberntique au QGDN.
