ENR 1.10 PLANIFICATION DES VOLS (Restrictions, limitations et conseils) /FLIGHT PLANNING (Restriction, limitation or advisory information)

ENR 1.10.1 Procdures de dpt de plan de vol

Le plan de vol est obligatoire pour tous les vols devantse drouler en tout ou en partie lintrieur de lespacearien tunisien.Toutefois, des drogations spciales peuvent treaccordes par la Direction Gnrale de l'Aviation Civileaux vols VFR voluant l'intrieur de l'espace ariennon contrl.

1.1 Heure de dptSauf pour le plan de vol rptitif, le plan de vol doittre dpos au moins 30 minutes avant lheureestime de dpart , toute en tenant compte de lancessit de le dposer plus tt pour rpondre des besoins ATFM.

1.2 Lieu de dpta) Les plans de vol seront dposs l'ARO

de larodrome de dpart.

b) Toutefois, pour les vols dvacuation sanitaire,les vols SAR et certains vols militairesdurgence en circulation arienne gnraledont la mission ne peut souffrir daucun retard,le plan de vol peut tre transmis par radio lorgane des services de la circulation ariennedesservant ou charg de desservir larodromede dpart.

c) Faute dun ARO larodrome de dpart, unplan de vol sera dpos par tlphone lAROle plus proche :

ENR 1.10.1 Procedures for the submission of theflight plan

The flight plan is compulsory prior to operate any flightentirely or partly within the Tunisian airspace.

However, special exceptions could be granted by " LaDirection Gnrale de l'Aviation Civile " for VFR flightsoutside the controlled airspace.

1.1 Time of submissionExcept for repetitive flight plan, a flight plan shall besubmitted at least 30 minutes prior to the expecteddeparture time taking into account the requirementof an earlier submission for ATFM purposes.

1.2 Place of submissiona) Flight plans shall be submitted at the ARO at

the departure aerodrome.

b) However, for medical evacuation flights, SARflights and certain urgent military flights opera-ted in general air traffic, the mission of whichcannot be subject to any delay , the flight planmay be transmitted by radio to the concernedATS unit serving the departure aerodrome.

c) In the absence of an ARO at the departure ae-rodrome , a flight plan shall be submitted bytelephone to the nearest ARO :

d) Au cas o larodrome de dpart est dpourvu detout moyen de communication et o il estimpossible de communiquer le plan de vol avant ledpart, le pilote doit transmettre son plan de vol envol par radio lorganisme ATS intress soitdirectement soit par lintermdiaire dautres stationsde tlcommunications aronautiques.

1.3 Teneur et forme dun plan de vol

a) Les formulaires de plan de vol OACI sont disponi-bles aux AROs. Les instructions relatives lamanire de les remplir devront tre respectes.

b) Quand un plan de vol est dpos par tlphone,tltype ou tlfax, lordre des rubriques du plande vol doit tre strictement respect.

1.4 Autre exigence de planification de vol

En plus des exigences de planifications des volsrelatives aux plans de vol dposs et rptitifs delOACI, lexigence suivante, dcrite dans ledocument Procdures ComplmentairesRgionales de lOACI (Doc 7030/4 EUR), estapplique :Outre les oprations militaires, les exploitantsdaronefs de la sret et des douanes doiventinscrire la lettre M dans la case 8 du formulaire deplan de vol OACI.

ENR 1.10.2 Systme de plans de vol rptitifs

2.1 GnralitsLes plans de vol rptitifs (RPL) couvriront latotalit du vol depuis larodrome de dpart jusqularodrome de destination.Lexploitant d'aronef devra vrifier que toutes lesautorits ATS intresses acceptent les RPL.

Dans le cas o la procdure RPL nest pasapplique dans une ou plusieurs FIR/UIR sur laroute, la liste RPL dpose sera uniquement vala-ble pour la Tunisie, charge de lexploitantdaronef dadresser les donnes de vol sousforme FPL tous les autres organismes ATSconcerns.

2.2 Adressage RPLLes plans de vol rptitifs doivent tre envoys endeux exemplaires ladresse suivante:

d) In case of absence of any communication means atthe departure aerodrome, the pilot shall transmit hisflight plan during the flight by radio to the concernedATS unit either directly or through aeronautical tele-communication stations.

1.3 Contents and form of a flight plan

a) ICAO flight plan forms are available at the AROs.The instructions for filing those forms shall befollowed.

b) When a flight plan is submitted by telephone, tele-type or telefax , the sequence of items in the flightplan form shall be strictly followed.

1.4 Other planification requirement

In addition to the flight planning requirements relatedto the submitted and repetitive ICAO Flight Plan, thefollowing requirement, contained in the ICAO EURRegional Supplementary Procedures (Doc 7030/4 EUR), will be applicable :

In addition to military operations, operators ofcustoms or security aircraft shall insert the letter M inItem 8 of the ICAO Flight Plan Form.

ENR 1.10.2 Repetitive flight plans system

2.1 GeneralRepetitive flight plans (RPL) will cover the whole flightfrom the departure aerodrome to the destinationaerodrome.Operator shall insure that all ATS authorities along theroute accept RPL.

In case the RPL procedure is not applied in one ormore FIR/ UIR on the route, the submitted RPL listwill be only valid in Tunisia, the aircraft operator musttherefore send the flight data in FPL form to all otherconcerned ATS units.

2.2 RPL AddressingRepetitive flight plans are to be forwarded in twocopies to the address hereafter:
