Professor Samizay’s international career in the practice of architecture and urban planning extends over a period of more than thirty years. Having completed his professional education in the United States, he started his practice in architectural fi rms in Chicago and New York. In 1970 he returned to Kabul to start the Department of Architecture at Kabul University and served for two years as its Chairman, while at the same time extending his professional practice to Afghanistan. Following his departure from Afghanistan in 1981, necessitated by the unstable political situation, Prof. Samizay has worked internationally, both in the United States and in his native country. He is also currently a professor of Architecture at Washington State University and served as Director of the School from 1989-98.

In Afghanistan, he has designed a wide range of structures and facilities, from residences, to schools and health clinics, as well as business facili-ties, and most recently a wide range of justice and academic buildings. He has served as a consultant to various Afghan ministries and several international development organizations (e.g. USAID, the World Bank, UNESCO and UNDP). His research has been documented in several books and scholarly articles. As a liaison Offi cer to UNESCO in Paris, Prof. Samizay coordinated cultural and historic preservation projects for Afghanistan . Since the fall of the Taliban, he has been back in Kabul working on a variety of projects. He has served as Chief Architect/Planner for Studio Zarnegar leading a team in designing and supervising the construction of a variety of justice facilities and academic buildings. He is currently lead architect/planner on the Ministry of Justice New Headquarters project and he was chief architect for Kandahar University Design of New Academic Complex, Gender Studies Institute building (UNDP), Comprehensive Master Plan of the American University of Afghanistan.

Dr. Mahmoud Samizay has more than 19 years of experience in urban planning and systems engineering. He started with study of urban planning in Afghanistan and moved to the study of history, culture, socioeconomic structure and languages of Central Asian Soviet Republics and Eastern Europe, and. His work includes a book, “The Art of Urban Planning in Afghanistan.” He was assigned by the World Bank to the Ministry of Urban Development and Housing (MUDH) as senior advisor in 2005. As Senior Advisor in addition of other tasks Dr. Samizay established the IT and GIS departments, Resource Centre at the MUDH and worked on the development of construction codes and town planning regulations for the country and proposed reform in the structure of MUDH. Dr. Samizay initiated the PIU (Program Implementation Unit), managed development projects and reviewed the contracts at the MUDH and established mutual relationships and good communication with international donors such as World Bank, USAID and UNDP. As international consultant reviewed UNDP Alisgan Project the urban water supply part of the contract in 2010.

As Vice President of Studio Zarnegar PLLC, a US based architectural, engineering and planning firm, Dr. Samizay has been involved in managing of the company’s activities in Afghanistan, successfully runs many projects of multi-million USD in diff erent sectors and negotiation with international donors and Afghan Government of various entities for the last two years. He was involved in developing of various master plans, conceptual land use plans of Darl-ul Aman District of Kabul, Jalalabad City Land Use and Deh Sabz preliminary land use plans.

He previously worked two years for SRA International Inc., as an analyst and expert on Central Asia, and four years for Exxon-Mobil as systems engineer and information analyst from 1999 through 2006 and as senior Afghanistan Cultural Advisor in VA, USA in 2011.Dr. Samizay currently is the Vice President of Society of Afghan Architect and Engineers in Afghanistan.

Fazluddin Fazel is a Senior Engineer and General Manager with more than 20 years of progressively responsible supervisory duties, complex project management, and structural design solutions. His professional career started with the Central Institute of Projects (PMA) in the 1980’s following with work at UNOPS (Seconded to Department of RITS Ministry of Rural Rehabilitation and Development MRRD). He had worked for many years with multiple construction companies and for dif-ferent clients, including UN, World Bank, USAID and others. At Studio Zarnegar his broad based responsibilities include buildings structure design, and monitoring and supervision of structure details of projects. He is an expert in model design for administrative, institutional and other types of buildings. Engineer Fazal has comprehensive knowledge of design standards and codes. Engineer Yousaf Najib has civil engineering background graduated from Kabul Polytechnics University in 1990. His professional carrier has started with Committee for AID for Afghan Refugees (DCAAR), Pakistan in 2002-2004 as site engineer. He worked for Ministry of Urban Development for many years before joins Management Systems International (MSI) in 2004 where he was involved in Judicial Facilities and Administration Districts projects site assessment and construction monitoring. He has joined Studio Zarnegar since 2004 as construction manager. Engineer Najib was construction manager of Studio Z’s design-build projects. Mina Rashed’s professional career started with Agha Khan Trust Cultural (AKTC) Foundation in 2001, followed by employment at Management System International (MSI) and Studio Zarnegar. She has extensive experi-ence in design and documentation for administrative, public and private projects that varied in scale and complexity. Architect Mina is a 3D design expert and renderer familiar with AutoCAD, ArchiCAD and other design softwares. With Studio Zarnegar, since 2006, her responsibilities have been to lead the architectural design, development of construction drawings and details, 3D views of buildings, site planning and landscaping, anima-tion of site plan design team and training the younger architects. She was involved in renovation projects sponsored by AKTC at Kabul Old Town. She actively participated in design and management of the Support for Center of Government facility projects funded by UNDP. Architect Mina Rashed was the project architect for the design of Arg Presidential Palace Dining Hall and Gender Studies Institute Building. Currently, she leads the team of architects for Kandahar University Academic Buildings complex project as team leader and head of the department of architecture. She was involved in developing of Space Program for Kandahar University Master Plan and general plans.

Architect Najib has more than 9 years experience in architectural design. He mostly involves in the assessment of projects, site survey, computeriza-tion of fi eld data, analysis of data. Architect Najib was the lead architect of the Arg historic towers renovation project where he actively participated in the site survey and assessment of the project, measurement and analy-sis of exiting historic elements of the towers and development of drawings. Architect Stanikzai has involved 2007 in many architectural tasks projects from assessment to development of architectural drawings and design. He is currently the team leader of Studio Z at the department of architecture.

Engineer Allah Nazar Zergai is a civil engineer and has more than 25 years experience of work in civil engineering fi eld. He is a graduate of Kabul Polytechnics Institute (Kabul Polytechnics University) in 1985. Engineer Zargai’s major field is design of civil works, surveying, topography map-ping, drainage and water supply system. In addition, he is supervising construction monitoring of projects. His professional carrier has started with Ministry of Public Affairs in 1985-1987 as team leader and from 1988 to 2002 Engineer Zergai works for various engineering firms in Peshawar, Pakistan. Architect Diana Akbari graduated from Kabul University, Faculty of Engineering in 2004. Her professional carrier as university practician student has started with German Embassy funded project “renovation of girls’ Sorya High School” rehabilitation project, Management Systems International (MSI) and Agha Khan Trust Fund (AKTC) between 2003 and 2005.

Architect Akbari’s professional carrier has started with US Corps of Engineers, Kabul District (USCED) in 2006 and later she joined AKTC as renovation architect where she was involved in interior design, field work and renovation of government and historic buildings through the end of 2007. Architect Akbari worked for USAID funded project ICMA (International City/County Management Association) from June 2007 through the end of 2009 in different positions.
