Ainsi, le programme européen HORIZON 2020 est le programme definancement dédié à la recherche et à l’innovation.

Il est doté d’un budget de 79.4 Mds d’euros sur une période de 7ans (2014-2020).

Il s’agit du seul programme européen à avoir vu son budgetaugmenter par rapport à la précédente période.

Strategic orientation 2. Stepping up support to Gender Equality in Research & Innovation policy

1) Gender equality in scientific careers : Removing barriers to the recruitment,retention and career progression of women researchers;

2) Addressing gender imbalances in decision making processes;3) Integrating the gender dimension in research and innovation content

Gender equality is a key priority for the European Research Area. This will enhance thesocietal relevance of the produced knowledge, technologies and innovations and contributeto the production of goods and services better suited to potential markets.

Research funding and performing organizations, including universities, are invited toimplement institutional change through Gender Equality Plans (GEPs).

Scope:

• Implementing Gender Equality Plans in RFOan d RFOs including universities, as"drivers" for systemic institutional andcultural changes.

• Participation of professional associations inthe consortium is recommended.

Budget: EUR 2.50 million and 3.00 million and a duration of 48 month

• Collect data on forms of GBV in EU highereducation systems & research organisations(staff & students) in min. 15 Member States

• Identify the role of universities andresearch organisations, including researchfunding organisations, in preventing GBV,protecting victims, and prosecuting theperpetrators

• Develop case studies of implementedmeasures at organisation-level

Expected Impact:

-Better understanding of GBV in Europeanuniversities and research organisations incl.RFOs-Effective policies and measuresimplemented at universities and researchorganisations- Increased capacity of staff and students toaddress GBV- Reduction of GBV in academicenvironments and research workplaces inEurope

Budget: EUR 2,8 million and 3,2million and a duration of 48 month

→ Formulate concrete recommendations and develop prevention plans, hands-on tool-kits, training material and dissemination material

Strategic orientation 4. Exploring and supporting citizen science

.

Citizen science :-is emerging as an important policy orientation- it covers a range of different levels of participation: from raising public knowledgeabout science, encouraging citizens to participate in the scientific process byobserving, gathering and processing data, right up to setting scientific agenda and co-designing and implementing science-related policies.

Open Science provides"new approach to the scientific process based on cooperativeworkparticipation of citizens in the scientific process (citizen science), open access topeer-reviewed scientific publications and scientific research data open peer reviews andmetrics for measuring research output (e.g. altmetrics)

The ethics of organoïds SwafS-28-2020 (CSA)

Scope:-Explore the attitudes of stakeholderstowards this type of research and itsethics implications.- Comparative analysis of the ethicsimplications and technologies roles.

-Compare the legal/regulatory andprocedural framework in the EU andbeyond

Actions and results:

- Operational guidelines for researchers, ethicscommittees

- A code of responsible conduct forresearchers, taking into account theexpectations of the different stakeholders.

-Provide support to the ethics committees andother organizations.

-The guidelines for informed consentprocesses as well as guidance for the clinicalapplications (governance of organoidbiobanks)

-> Civil society organizations and panelsof citizens from different socio-economicgroups including vulnerable populations.

Responsible Open Science: an ethics and integrity perspective SwafS-30-2020 (CSA)

Scope:-The action will: - examine and map the ethics,legal and social implications and related to O- address issues including the need to developappropriate infrastructure and tools for handlingsensitive personal data.-explore ethics issues related to the implicationsof OS on reproducibility, on the evaluation ofscience and scientific reputation and on theinvolvement of citizens in the scientific process.-Approaches for handling sensitive personal data( anonymisation/pseudonymisation, informedconsent of the data subject in case of furtherresearch, data storage and security measures inplace).

Actions and results:

Set up of operational guidelines tosupport the work of researchers.(C) Guidance and Code of Conduct onRI.

The action will provide a comprehensiveoverview of the ethics and researchintegrity issues and opportunitiesrelated to Open Science.Promote a model balancing the need

for openness with relevant ethical,legal, social and research integrityconsiderations.

Budget: EUR 3.00 million

The ethics of technologies with high socio-economic impact SwafS-29-2020 (CSA)

Scope:- New technologies impact raising complex ethical issues must be analysed from an ethical perspective to maximise their societal benefit and minimise harm (e.g. gene editing, DNA digital data storage, Artificial Intelligence, etc).- The action will identify 3-4 (families of)technologies and, for each of them, will :• explore the attitudes of the various

stakeholders (e.g. researchers and public)andits ethical implications.• compare the legal/regulatory and proceduralframework in the EU and beyond as well as onthe level of societal awareness andacceptance.

Actions and results:

-Operational guidelines for researchers,ethics committees and RI bodies, toensure “ethics by design”.

-A code of responsible conduct forresearchers, taking into account theexpectations of the differentstakeholders.

-Ways to enhance the existing ethicsand normative frameworks should beproposed.

Budget: EUR 4.00 million
