Objectifs de la Normalisation en production et distribution du GNL

Améliorer la sécurité par la définition de «normes» sur les aspects production, transferts, transport et distribution de manière à en réduire le niveau de risques, Définir un cadre pour permettre la compatibilité d’équipements et les échanges au niveau international, Valider les matériaux utilisables avec le gaz en conditions cryogéniques, Développer les bonnes pratiques et valider des technologies modernes et compatibles pour les différentes opérations et manipulations nécessaires.

ISO TC67 WG10 : sTANDARDIZATION FOR INSTALLATIONS AND EQUIPMENT FOR LIQUEFIED NATURAL GAS, EXCLUDING PRODUCT OR TESTING

This Working Group 10 was launched in 2006 and directly reports to the Technical Committee TC67.

PT1 : LNG as ship fuel Infrastructure

Starting in 2011 Develop a document to provide guidance on how to:

Meet safety requirements

specified by authorities (National and Port). Reference to Guidelines for Risk Assessment (see PT3).

Establish operational and control procedures to ensure safe, practical and aligned operations in different ports. Identify requirements to components (Storage tanks, piping, hoses, loading arms, connectors etc) to ensure equipment compliance,

PT2 : Ship to shore interface – port operations

Leader: Roger ROUE from SIGTTO (UK) The team prepared the ISO/DIS 28460 voted in 2010 and published early 2011. This document is essentially an adaptation of the proposed European Norm “EN 1532: 2008” (Ship-shore interface and port operations)

PT3 is leaded by Erik SKRAMSTAD from DNV and deals with Safety and risk assessment for onshore LNG facilities (upstream or downstream). The draft of the Technical Specification (DTS 16901) is ready for ballot since beginning of this year. Publication is planned for 2013.

It makes reference to ISO17776 (Petroleum and natural gas industries – Offshore production installations - Guidelines on tools and techniques for hazard identification and risk assessment)

PT4 : Characteristics of LNG and materials suitable for construction of equipment for cryogenic uses

PT4 leader is Daniel ACHEROY (Tractebel GDF Suez).

PT4 is working on standardization for equipment in contact with LNG.

A first draft CD-DIS 16903 has been issued based on EN 1160 (General Characteristics of Liquefied Natural Gas)

PT5 : Guidance for conception, design and testing of LNG storage tanks

PT5 is leaded by Antoine GHORAYEB (SAIPEM) and deals with Onshore LNG tanks. A review of most of the existing codes and standards has been done except those related to all concrete tanks. Then PT 5 will propose a technical report (TR) in 2013 and maybe later a technical specification (TS).

PT6 : Installation and equipment for LNG Design and testing of marine transfer systems articulated arms

PT6 is leaded by Seiichi UCHINO from Tokyo Gas and deals with Transfer arms for conventional onshore terminals. This team has prepared a draft of an international standard (DIS 16904) based on EN1474-1:2008. The other parts (2&3) of this EN standard are not included in the scope of work for this PT.

PT7 : Unconventional LNG transfer systems

PT7 is leaded by José Paulo Santana de Cerqueira (BRAZIL)

New work item proposal was approved early 2011,

Objective of this project team is to prepare a document (likely TR) on non conventional LNG transfer systems.

Fifth meeting took place in Woodlands (TX) last week.

Draft to be submitted for ballot by the end of 2013.

PURPOSE: To issue standards on Design, construction and operation of stations for fuelling CNG/LNG to vehicles including equipment, safety devices and maintenance.

DIS are under preparation and final approvals are expected for 2014.

WG1: Fuelling stations for vehicules using compressed natural gas (CNG) project # ISO 16923

WG2: Fuelling stations for vehicles using liquefied natural gas (LNG) project # ISO 16924 Leaders: Vaclav CHRZ (Chart industries CZ) and Philippe FAUVEL (Cryostar FR)

Standardization of the Equipment for LNG vehicles is done by ISO TC22 SC25 WG4 (projects ISO 12614 & 12617)

ECA (Emission Control Area) requirements: Maximum level of sulphur in fuel, all ships:

1,0% by 1st July 2010 0,1% by 1st January 2015

Nitrogen emission for newbuildings: 80% reduction in NOx emission from 2016

EU fuel requirements now: 0,1% sulphur in ports and inland waterways

- 2012 (august) : max 1.0% sulphur fuel - 2015: max 0.1% sulphur fuel

NOx (newbuilds) - 2011: 20% NOx reduction from marine

engines - 2016: 80% NOx reduction

And the rest of the world is rapidly moving

California regulation already limits the use of marine bunker to either Marine Gas Oil (max 1.5%) and

Marine Diesel Oil (max 0.5%) within 24 nm of land. From January 2012 this will be reduced to 0.1%.

CONCLUSIONS

Différentes actions sont en cours pour permettre la croissance harmonieuse du GNL comme source d’énergie fossile moins polluante et destinée à remplacer partiellement l’énergie pétrole.

Besoin de définir un cadre politique et coordinateur pour favoriser une accélération de ce développement par similitude avec le développement d’autres filières (nucléaire, infrastructures de transport, chaînes GNL amont).
