Chers Présidents,

A Ypres, Belgique, en 2002, nous avons fêté les cinquante premières années de l’histoirede la COM, et je me souviens encore très bien de mon premier mondial à Antibes, France, en1974.

Avec un vieille Fiat 600 nous sommes partis, fiers, de Piacenza pour prendre une partactive au 22º Championnat Mondial et faire connaissance, pour la première fois, avec le Prési-dent de la COM, M. Van Roelen. Quelle émotion ! Quel honneur !

Tant de temps a passé, tant de kilomètres en voiture, tant d’amis rencontrés, tant de pas-sion rencontrée et quittée à chaque occasion ! Je peux dire qu’avec la FOI et la COM, j’ai fait leparcours de ma jeunesse.

Beaucoup d’amis d’hier ont disparu, la vie me les a enlevé, mais de toute façon je mesouviens toujours avec un grand sourire, des centaines d’épisodes, des centaines de per-sonnes que j’ai eu la fortune de rencontrer. Et je pense que la même chose s’est passée pourvous tous.

Aujourd’hui mon numéro magique c’est 62, ce n’est pas seulement le numéro chronolo-gique du Mondiale 2014, mais il signifie aussi bienvenus à la FOI, bienvenus dans la région desPouilles, bienvenus dans la ville de Bari.

Nous de la FOI et de la COM vous accueilleront avec sympathie, amitié, hospitalité. Nousvous attendons nombreux, de toutes les parties du monde. Bari vous embrassera avec intensitéet chaleureusement. Vous serez chez vous.

Pendant sept jours, nous ferons la fête avec tous les amis du sud de l’Italie, qui attendaientdepuis beaucoup d’années un événement particulier comme ce Championnat du Monde sur sonterritoire. Nous avons réussi à le rendre possible avec un événement non seulement particulier,mais extraordinaire:

La COM-Italie et le Comité Organisateur feront tout leur possible pour réaliser ce cham-pionnat avec une grande compétence dans l’organisation ; nous avons appris beaucoup par lepassé, et nous sommes fiers de montrer à nouveau notre disponibilité pour satisfaire chaquebesoin, renouveler les anciennes amitiés et collaborations et découvrir les nouvelles, en parta-geant aussi le travail et les émotions, et aussi les valeurs sincères dans lesquelles nous croyonscomme la solidarité, la loyauté sportive et les rapports avec la COM.

Je peux vous assurer que inondations ou tremblements de terre, qui sont record en Italie,ont été interdits (et aussi la grippe aviaire), mais le climat, la cuisine, les paysages seront extra-

ordinaires pour vous et vos familles.

Votre aide et la présence de vos éleveurssont indispensables.

Le 62eme Championnat Mondial est lacontinuité du mouvement ornithologiqueamateur, qui poursuit sa réussite aujourd’huiet dont tous ensemble, nous devons être lestémoins et protagonistes

Il y des histoires qui durent le tempsd’un battement d’ailes et il y a « l’Histoire »qui conservera avec honneur la mémoire de ce62eme Championnat Mondial COM

Dear Presidents

In Ieper, in 2002 we have celebrated the first 50 years of the COM history, but i still recallvery well my first World Show in Antibes, France, in 1974.

With an old Fiat 600, we proudly departed from Piacenza to be an active part in the 22ndCOM World Show and to meet, for the first time, the COM President L.Van Roelen: what anemotion, what an honor !

So much time has passed, so many kilometers, so many friends, so much passion discov-ered and renewed!, we can say that with FOI and COM i have made youth.

A lot of friends of yesterday and today are not present anymore, life has stolen them fromme, but I still always remember with a big smile, hundreds of episodes, hundreds of personsthat I was fortunate to meet. And I think the same happened with you all.

Today, my magic number is 62, not only a chronologic number of the 2014 World Show,but that means also welcome to FOI, welcome to Puglia, welcome to the city of Bari.

We from FOI and COM welcome you with friendship and hospitality. We await you in bignumbers and from all the parts of the World. Bari will embrace you intensely and warmly. Youare at home.

During seven days, we will celebrate with all our friends from the south of Italy, that wait-ed many years for a special event like this World Show in their territory. We have made this pos-sible with an event not only special but extraordinary.

COM-Italia and the Organizing Committee will make everything possible to excel in thisevent, we have learned a lot from past years and we are proud to renew our will to satisfy everyneed and detail, and to renew old and recent friendships, dividing also the work and emotionsand the values in which we believe: fair play and the relationship with the COM.

I can assure that floods and earthquakes (and also bird flu) in which Italy has a recordhave all been forbidden, but the climate, the food and landscapes will be extraordinary for you

and your families.

Your help and the presence of yourbreeders is indispensable

The 62nd World Show is the main proofof the vitality and continuity of the amateurOrnithological movement, that continues toprevail today and we all, together, should beactive players in it.

There are stories that will take a flap ofwing to forget and there will be « history »that will remember with honor this « 62ndCOM World Show »

Le Luxembourg est très difficile à contacteret ce pays-membre n’a pas payé sa cotisation.Une lettre sera envoyée.

Les Pays-Bas ont envoyé un message à AviRubens sur le problème de l’absence de certainesconditions lors des Championnats du Monde, etdemande une intervention et l’application desanctions s’il y a des problèmes graves. A analyserlors de la préparation des commissions decontrôle et à publier dans Les Nouvelles.

Le problème du Maroc est analysé: Le CDCOM décide d’organiser une réunion de travailau Maroc avec toutes les organisations concer-nés et charge le Président-General adjoint Ber-nardino Yeves de coordonner cette réunion etreprésenter le CD COM.

L’Irlande a envoyé une lettre en disant qu’ilssont opposés aux modifications suggérées pard’autres pays à propos de l’Irish Fancy et rap-pelle que l’Irlande est le pays d’origine de larace. Carlos informe que dans la section E, lepays d’origine de l’oiseau a le droit de veto auchangement du standard. (Voir aussi le rapportde la réunion avec OMJ)

La Colombie demande de participer auChampionnat Mondial Hémisphère, Nord etSud, ce que est accepté.

Israël á envoyé une lettre avec la communi-cation des problèmes actuels des organisationset éleveurs israéliens avec des mesures et régle-

mentations gouvernementales. Le PrésidentGénéral adressera une lettre de soutien à laCOM Israël.

Lettre reçu de la Corée du Sud: ils vontessayer de coopérer dans leur propre régionavec Taiwan et le Japon, et la Chine plus tard.

Amérique du Sud. Nous soutenons la coo-pération entre les pays du Sud de l’Amérique.Nous acceptons qu’ils puissent se présentercomme COM Hémisphère-sud jusqu’aumoment où il y aura un autre membre dans cethémisphère.

Luis Beraldi, sera présent aux réunions du CDCOM dans les Championnats du Monde et quandon aura besoin de discuter ou adresser des ques-tions concernant les pays de l’hémisphère sud. Ilsera la personne de contact pour ces pays, notam-ment les Championnats du Monde HS, les sessionsd’examens des juges OMJ, l’organisation desexpositions internationales etc.

Nous ne pouvons pas appuyer la demande dela Croatie pour donner un soutien financier à cepays pour participer aux réunions d’experts,pour des raisons statutaires.5. Autres contacts des membres.

L’Ukraine a demandé l’adhésion à la COM.Tous les documents ont été transmis par leSecrétaire adjoint Carlos Ramôa au PrésidentGénéral Salvatore Cirmi. L’acceptation de cepays-membre représenté par la fédérationZOOSVIT siége à Kiev (Président Olena Roenko)sera officielle au Congrès Statutaire de Bari2014 en Italie.

Des contacts avec la Russie, la Tunisie etl’Afrique du Sud ont été effectués en vue deleur adhésion à la COM

Sur demande de la France le CD COM adécide qu’il n’y aurait pas de frais pour unechambre individuelle pour les juges au Cham-pionnat du Monde 2014.

L’Espagne a envoyée deux propositions àl’OMJ. En outre, ils veulent avoir une meilleurecommunication avec l’OMJ et une meilleurepublicité des réunions d’experts.

Hongrie et en Slovénie, deux propositionssimilaires concernant le nombre minimum demembres requis pour adhésion à l’entité natio-nale COM: La COM ne veut pas interférer dansles situations nationales. Le règlement généralde la COM a des règles différentes.

Propositions de Belgique: envoyées à l’OMJ.6. Drapeaux

Carlos est chargé de commander des nou-veaux drapeaux COM de tailles différentes.

la Commission de Contrôle sera énorme. Le CDCOM a analysé la procédure et le problème seraaussi analysé de façon conjointe avec le CE OMJ.Le but sera d’avoir un nombre d’erreurs très fai-ble.8. OMJ

Pour Malte, des informations supplémen-taires importantes ne sont pas arrivées. Le CDCOM décide de confirmer l’Espagne commepays-membre organisateur du ChampionnatMondial 2017

Pour 2018, seule la France a présenté la can-didature. Le CD COM confirme la France commepays-organisateur pour 2018.13. Préparation du Congrès COM 2014 a Bari.

Elections/réélections dans le CD COM: Dome-nico Rosa et Carlos Ramôa sont les seuls candi-dats à leurs postes respectifs de Vice-Présidentet Secrétaire adjoint.

No remarks made about the Secretariesreport. The Secretary will make the reports, inlink with the assistant-secretary for the resumesto be published in the Nouvelles. The report willbe published in French and English. Constant willmake the English version, Carlos the French one.3. Finances

Cuba has paid all the fees due. Puerto Rico hasdemanded to be informed of their accounts.Reminder: all the bank expenses are to be paid bythe member countries when paying by banktransfer.

Luxemburg has been difficult to contact andthis member-country has not paid his fee. A letteris to be sent.

Holland has sent a message t Avi Rubens aboutthe problem of some conditions in the WorldShow and has asked for an intervention and sanc-tion applications if there serious problems. To beanalysed when the Control commission is organ-ized and to be published in Les Nouvelles.

The problem of Morocco is addressed. The CDCOM decides to organize a work meeting inMorocco with all the organizations involved andnominates the Assistant-President BernardinoYeves to coordinate this meeting on behalf of theCD COM.

Ireland has sent a letter of protest, statingthat this country is against modifications pro-posed by another country regarding the Irishfancy and reminds that Ireland is the country oforigin of the breed. Carlos informs that in sec-tion E, the country of origin has the right ofveto of any modifications to be made in theStandard. (see also the report of joint meetingwith the OMJ)

Colombia asks to participate in both worldshows, and that is accepted.

Israel has sent a letter explaining the currentproblems faced by Israeli breeders and organisa-tions regarding new laws and regulations. TheGeneral President will send a letter of support toCOM Israel.

Letter from South Korea: they will try to coop-erate more with Taiwan and Japan, and China lat-er.

South America: we support the cooperationbetween the South American countries. Weaccept that they can be represented as COMSouthern Hemisphere, until the moment whereanother member is to be affiliated in this Hemi-sphere in other continent.

Luis Beraldi will be present at the CD COMmeetings in the World Show and always thatsome subject regarding the Southern Hemispherecountries like SH World Shows, judges examsInternational shows etc..

We can not accept the request from Croatia tofinance their presence in COM or OMJ meetingsfor statutory reasons.5. Other contacts from members

Ukraine has demanded for its affiliation to theCOM. All the documents have been handed bythe Assistant-Secretary Carlos Ramôa to the Gen-eral President Salvatore Cirmi. The acceptance ofthis member-country, represented by the federa-tion ZOOSVIT seeded in Kiev (President OlenaRoenko) will be official in the BARI 2014 COMStatutory congress, in Italy.

Contacts with Russia, Tunisia and South Africahave been established in view of their affiliationto the COM.

Following a request from France, the CD COMhas decided that no extra payments will be askedfrom the judges, when staying in single rooms atthe 2014 world show in Bari.

Spain has sent two proposals to the OMJ. Ingeneral they want a better communication withthe OMJ and a better publicity regarding OMJexperts meetings.

Hungary and Slovenia sent two similar propos-als concerning the minimum number of membersrequired for a request of affiliation to the nation-al COM entity. The COM does not want to inter-fere in national problems. The General regula-tion of the COM has different rules.

La question de la possibilité de participer aumondial comme éleveur pour les membres du CEOMJ est analysée. Il y a des opinions différentes,mais finalement un consensus est trouvé. La par-ticipation reste interdite parce que les membresdu CE OMJ ont ou pourront avoir une interven-tion sur la définition des champions.9. Championnat Mondial de Bari

Le système de jugement à Bari est révisé envue d’un meilleur fonctionnement: deux lignesde tables seront prévues. Les convoyeurs peuventparticiper comme porteurs, également avec desassistants italiens.

Les hôtels ont été changés. Le CD COM et CEOMJ seront logés dans le UNA Hôtel, les jugesdans l’hôtel Barion et les convoyeurs dans l’HôtelSette Mari, à proximité du Hall. Un bus est prévupour les juges, de même pour les transferts à l’aé-roport. La soirée de Gala sera à l’Hôtel UNA, dansune salle de 500 places de capacité.

applied to the two judges. The right to punish isreserved to the CD COM. Mr. Groux does not askedfor that in his letter. It is BOU who is punishing thejudges. This is an internal situation and produces noeffect in the OMJ/COM activities of the personsinvolved.5. Malinois song canaries

The proposal from Belgium is accepted. The birdsin a pair or stam should be of the same colour (allwhite or all yellow).6. Nouvelles

The articles for the Nouvelles should be readyuntil the end of July and sent to Carlos Ramôa.7. New classes list and new recognition procedure

The new class list of the colour canaries will havea big increase. The President asks the OMJ to beattentive regarding organization aspects in vue of

report.Jaspe recognition: following a request from

Spain, the CD COM decides to accept the argumentspresented and that the OMJ should organize a sup-plementary recognition session for the Jaspe canaryat Bari8. Participation of the CD COM and CE OMJ mem-

bers in the World ChampionshipsThe CD COM members will be responsible for the

general supervision in the World Shows and the CEmembers should be responsible for the technicalsupervision in these Shows. A work system will be setfor a correct and competent distribution of all thetasks, in view of a more correct verification and toavoid major mistakes.

The question of possible participation in theWorld Show of the CE OMJ members as breeders wasaddressed. There are different opinions about thesubject, and a final consensus is reached: the partici-pation stays forbidden as these members could becalled to decide the winners.9. Bari World Show

The judging system in revised, in view of practicalreasons : two lines of tables will be set. The con-voyeurs will be called to help with also Italian stew-ards.

The hotels have been changed; The CD COM andCE OMJ will stay in the UNA Hotel, the judges in theBARION Hotel and the convoyeurs in SETTE MARIHotel. A bus will be available for the judges, also as atransfer to and from the airport. The Gala dinner willbe held at UNA Hotel in a hall with a seating of 500persons.

º At the end of the meeting all the partic-ipants have received an example of theupdate standards in French or one willbe sent by mail.

4. Changes in classes

º The new layout of classes will be sent bymail to Pierre Groux and AlessandroPapar-ella as well as all the participants. It will betranslated into English then sent byAlessandro Paparella to the COM for pub-lication in the next Nouvelles de la Com.

Résumé HistoriqueCette mutation est apparue en 1994 dans l'éle-

vage de M Maercio Laranjo dans la ville de Résen-de –RJ-Brésil.C’est une mutation autosomiquerécessive non liée au sexe, qui se caractériseessentiellement pour avoir le bec, les pattes et lapeau de couleur rouge. Elle présente une modifi-cation de la structure des plumes, qui deviennentplus soyeuses. Dans les “schimmels” le givragedevient de tonalité rose et non blanc comme chezles rouges normaux.

La mutation “urucum” donne chez le lipo-chrome le même effet que la mutation cobalt

chez les mélanines. Il est possible de transmettrela mutation à presque tous les canaris à facteurrouge, mais son intérêt majeur se résume auxlipochromes: Rouge Intensif, Rouge Schimmel,Rouge Intensif rubino et Rouge Schimmel rubino,les 4 couleurs où il est reconnu.

Principaux points abordés:1) Réunion technique des experts des sections D-

F-G-I/J.N tenues cette année, résultats et com-mentaires.a) Section D - Canaris de couleur

Analyse des différentes propositions présen-tées par les pays, la mise à jour du standard etde la fiche de jugement, l’ouverture de nou-velles classes comme reporté dans le compte-rendu de la réunion des experts section “cou-leurs”, Palaiseau (F) les 24-26 mai 2013.

b) Section F - Exotiques L’approbation, la validation et les travaux(textes et photos) effectués par les pays quiont été chargés de cette mission par l’OMJ etqui concerne l’établissement du Standard du“Moineau du Japon” et l’étude, les observa-tions, les remarques et les suggestions despays pour le Standard du “Diamant manda-rin”. Les standards ont été acceptés par touset seront en vigueur après le championnatMondial de Bari 2014. Le tout est reporté dans le compte-rendude la réunion des experts “ exotiques“ Pia-cenza (I) les 19, 20 et 21 avril 2013.

c) Section G – faune européenneLa discussion a pour objet l’analyse du tra-vail exécuté selon les directives des juge-experts présents à Almeria (E) et à S. Pierredes Corps (F) suivant le procès-verbal deCassino (I) en date 8-9 mars 2013.L’observation des travaux, la relecture desstandards, l’étude des propositions et le stan-dard de quelques espèces appartenant auxgenres Prunella, Luscinia, Erithacus, Phoenicu-rus, Panurus, Aegithalos, Cyanistes, Parus. Le CE-OMJ a pris acte que la participation desexperts à ces dernières réunions était insuffi-sant pour l’engagement de quelconque déci-sion, il décide de renvoyer la reconnaissanceà la prochaine réunion en 2014.

d) Section I - J/N - Perruches ondulées et psit-tacidés.Présentation la lecture et les modificationsdes sections et du standard “I 1”, présenta-tion des standards section “I 2”, discussiondes propositions différentes, révision des

classes J à N, modification de la fiche dejugement, publication des standards genreAgapornis (décision 2007 Piacenza), publi-cation des standards du genre Forpus (déci-sion 2007 Piacenza), révision complète desclasses des psittacidés J à N. Les décisions des experts sont reportéesdans le compte-rendu de la réunion dessections I –J/ N – “ Psittacidae “ 07-08 et 09juin 2013 à Piacenza (I).

nat Mondial de Hasselt (B) 2013 a la charge deséleveurs suivants - exposants pour bagues nonconformes: Mr. Vaudoisey Michel (France), BlokxTiny et Wegen Van De C.M (Hollande). A seule-ment été examiné le recours présenté par mr.Blokx (aussi juge OMJ) mais les bagues ont étéenlevées trop facilement, donc pas d’excuse.

Le CE-OMJ propose au CD-COM les sanctionssuivantes:

Pour tous les éleveurs 1 (un) an d’interdictionde participation aux concours COM. (Mondial etExpositions Internationales) 6) Point divers:

a) Relations avec les COM Nationales.- Pas de problèmes. b) Examens O.M.J.: lieux d’examens, Respon-

e) Nouvelles mutations et racesDécision OMJ.À la suite de la discussion pour la révisionde la procédure de reconnaissance de nou-velles races ou mutations, présentée parl’Espagne et la Hollande, le CE-OMJ pro-pose: afin d’éviter la prolifération de Raceset/ou de Mutations trop proches des exis-tantes reconnues.

1ére étape (étude)La nouvelle mutation ou race (12 sujetsindividuels) sera soumise- le 1° jour dejugement du Mondial en cours - à uneCommission de 5 experts de pays diffé-rents désignés par le responsable OMJ dela section concernant. Ce groupe d’experts + le responsable OMJse prononcent sur l’intérêt que présente ounon cette nouvelle mutation ou race.

Deux solutions1 - La Commission d’experts ne trouve pas

intéressante cette nouvelle mutationou race et argumente sa décision. Pasd’autorisation de reconnaissance.

2 - La Commission d’experts trouve trèsintéressante cette nouvelle mutationou race et indique que la procédure dereconnaissance peut commencer. Onprocédera alors officiellement dès le 2°jour de jugement du Mondial en coursau début du cycle de reconnaissance

2éme étape (Rappel)La demande doit être présentée, au plustard le 30 juin par le pays-membre qui four-nit le standard et la documentation y affé-rent.La demande doit être envoyée par lettrerecommandée au Président et Secrétaire del’OMJ.Le Secrétaire de l’OMJ devra recevoir la

demande, accompagnée de 6 copies dustandard proposé, rédigé en français, pourenvoi aux membres de la commission dereconnaissance.Présentation minimale “hors concours”(pas de médailles) de 12 sujets individuelspar 1 ou plusieurs éleveurs différents.Le jugement des oiseaux est effectué parcinq (5) juges de pays différents, (à l’excep-tion d’un juge du pays-membre présentantces oiseaux), et le responsable OMJ de lasection..

Les juges évalueront sur la base du standardprésenté et donneront leur appréciationécrite.Les oiseaux présentés doivent, au mini-mum, posséder 87 points des facteursdemandés dans le standard pendant 3années sur une période maximale de 4 ans(1 année négative n’interrompt pas la pro-cédure).Si durant cette période de 4 ans, ces condi-tions ne sont pas remplies, la procéduredoit être reprise au début.

Nota:a) A titre uniquement consultatif, à ses frais,

et afin de répondre aux éventuelles expli-cations complémentaires que souhaite-raient avoir le responsable du C.E./O.M.J.ou les cinq (5) juges experts désignés, lepays qui demande une reconnaissance demutation ou de race, peut envoyer un (1)spécialiste de ladite mutation ou race.

b) Toute nouvelle Race ou mutation qui auraéchoué 2 fois lors de sa demande de recon-naissance ne pourra pas être représentéependant une période de 3 années.

c) Tous les oiseaux non officiels (nouvellesraces ou mutations) ne sont pas autorisésdans le Championnat du Monde.

g) Décision CE-OMJSection E (Canaris de posture) Compte-tenu des énormes problèmes quenous avons rencontrés au cours des der-nières années le CE-OMJ a décidé de modi-fier les classe suivant la nouvelle liste –admis à partir des concours de cette année2013 -qui sera publiée dans «les Nou-velles». The different propositions from variouscountries were analysed, the update of thestandards and the judging slip, the addi-tion of new classes as indicated in the min-utes of the meeting of the experts from the‘coloured canary’ section. Palaiseau (F) the24th to 26th May 2013.

b) Section F –ExoticsApproval and validation of the work (textand photos) carried out by the countrieswho had been given these tasks by theOMJ, which was the preparation of thestandards for the ‘Bengalese’ and the studyand observations of the remarks and sug-gestions of various countries for a standardfor the ‘Zebra Finch’. The standards havebeen accepted by everyone and will bevalid after the World Show at Bari 2014.Everything as indicated in the minutes ofthe meeting of experts from the ‘exotic’section at Piacenza (I) the 19th to 21st April2013.

c) Section G –European BirdsThe object of the discussion was toanalyse the work carried out as directedby the expert judges who were present atAlmeria (E) and St Pierre des Corps (F) andthe minutes of Cassino (I) the 8th and 9th

- OMJ DecisionsAfter discussions on a revision of proce-dures for the recognition of new mutationsor breeds presented by National COM Asso-ciations, CE-OMJ proposes:

First Stage (study)The new mutation or breed will be submit-ted on the first day of judging at the WorldShow in progress to a commission of 5experts from different countries and theOMJ representative of the sectioninvolved.This group will decide on the validity or notof the new mutation or breed.

After - two solutions1 - The commission of experts will not find the

new mutation or breed of interest and willsummarise the reasons. No authorisationfor recognition will be given.

2 - The commission of experts will find themew mutation or breed of interest, andwill propose acceptance. These will pro-ceed for examination on the second day ofjudging at the World Show in progress. A request must be presented by the 30th

June at the latest by the member countrywho will furnish the standard and otherdocumentation.The request must be sent by a registeredpost to the President and Secretary of theOMJ.The secretary of the OMJ should receive therequest accompanied by 6 copies of theproposed standard written in French to begiven to the members of the recognitioncommission.Minimal presentation, non competitive (nomedals), 12 individual birds from one orseveral breeders.The judging of the birds will be undertakenby five (5) judges from different countries(with the exception of a judge from thecountry presenting the birds) and thesupervisor from the relevant section.The judges will evaluate the birds on thebasis of the standard presented and willgive their evaluation in writing. The birds presented shall at least gain 87points for the factors needed within thestandard for 3 years within a maximumperiod of 4 years (one negative year willnot interrupt the procedure).

C) Proposition from COM-SPAIN: Therecognition of the breed and the judg-ing procedures of the birds presentedis work that must be done by a perme-nant commission of OMJ expertjudges who will be those that evalu-ate the recognition during the rele-vant years in order to be expert judgeswho know perfectly the new breedwhich has been presented for recogni-tion.A judge representing the country whoare presenting the new breed will beable to be present during the judgingprocedures, supervised by the Presi-dent of the OMJ and he will haveaccess to the judging slips.The day prior to the judging the com-mission of experts charged with therecognition procedure of the newbreed will have a meeting with thejudge of the country presenting thebreed for prior information.(What we are trying to avoid with thisproposition is to highlight the realisa-tion that OMJ judges who have neverhad the opportunity to study a newbreed.) which before being presentedat a World Show has already been pre-sented at shows in the country of ori-gin.We believe that it is very importantthat the judges selected to evaluaterecognition know the new breed per-fectly.It is not reasonable that a judgedecides the future of a new breed if itis the first time that he has seen orjudged the breed. • Discussion sur les mutations du Moineau deJaponConsidéré qu’à Hasselt (B) ont été discutéset acceptés les standards des types suivants:NOIR-BRUN, MOKA BRUN, ROUGE BRUN,NOIR GRIS, il est décidé de passer à la discus-sion des autres types, à commencer par lePASTEL MOKA BRUN et jusqu’au Moineaudu Japon selles à dessin.Sont discutés tous les types en trouvant unecommune entente à l’exception du Moineau

du Japon Sellé à dessins où a existé une longuediscussion entre les experts présents au sujetdu dessin, qui peut être à calotte, à lunetteou à bandeau, et sur la possibilité de fondreles dessins mêmes. Comme on n’arrive pas à unaccord, le responsable de section suggère defaire une proposition à l’OMJ de manière quela décision soit prise par un grand nombre depays et non seulement par les représentantsdes six pays présents. Une suggestion estacceptée, indiquant qu’il n’est permis aucuneassociation entre les dessins. Le standard est accepté par tous avec lesmodifications apportées et Carlos Ramôa ala charge de faire une ultérieure et défini-tive version comme décidé, en envoyant àtous les experts présents le travail définitifqui sera en vigueur après le championnatMondial de Bari 2014. Le travail restera depropriété de la COM/OMJ. Les photos relatives au sujet, et pas encoreparvenue, seront fournies à titre gratuit parla Fédération Belge (KBOF). À 16h.30 après un bref break on passe àl’étude éventuelle des remarques et dessuggestions des pays du Standard du “Dia-mant mandarin“. Est faite une révision du travail effectuéedans la réunion de 25,26 et 27 mai 2012 àPiacenza et en particulier sur la structure,dessins, maintien et conditions du Diamantmandarin et à la fin se confirme l’accepta-tion du Standard définitif du Diamant man-darin qui entrera en vigueur après le cham-pionnat Mondial de Bari 2014. • Discussion on the mutations of the Bengalese.As standards were discussed and accepted atHasselt (B) for the following types: CHOCO-LATE,CHESTNUT,FAWN and BLACK GREY, itwas decided to discuss other types startingwith the DILUTE CHESTNUT up to the Ben-galese with a saddle design.

We found common agreement amongst allthe types with the exception of the Bengalesewith the saddle markings, where a long discus-sion took place amongst the experts presenton the subject of the markings.which perhapsare a skullcap, glasses or a headband, and forthe possibility of them blending together. Asagreement could not be reached, the memberresponsible for the section suggested that aproposal would be made to the OMJ to sug-gest that the eventual decision should bemade by a greater number of countries thanthe six represented at the meeting. A sugges-tion was accepted that it should not be per-mitted for the designs to blend. The standard was accepted by everyone withthe modifications made. Carlos Ramoa willmake a final and definitive version as has beenagreed and will send to all experts presentwhich will be implimented after the WorldShow at Bari 2014. The standards will remainthe property of COM/OMJ. The photographsrelative to the subject have not been received.they will be donated free of charge by the Bel-gian Federation (KBOF)At 16.30 after a brief break we passed to studythe remarks and suggestions made by variouscountries on the Standard for the «ZebraFinch».In effect it was a revision of the work carriedout at the meeting on the 25th, 26th and 27th

May 2012 at Piacenza and in particular thestructure, markings, presentation and condi-tion of the Zebra Finch and finally a definitivestandard for the Zebra Finch was acceptedwhich will be introduced after the WorldShow at Bari 2014. Eugenio De Troyer will takecare of producing photographs of the respec-tive mutations. These will remain the propertyof COM/OMJ.The experts intervened to thank President Cir-mi for the reception, the hospitality and theavailibility which they had given.The member responsible for the section fromthe OMJ thanked all colleagues for their par-ticipation.The meeting closed at 18.30.

Roberto Pagliasso distribue les standards COMde la section I.2, déjà approuvés à la dernière réu-nion OMJ (2009). Ce document a été envoyé aux

pays le 28 avril 2009 et il n’y a pas eu de retourpour modifications.

Autriche, Allemagne et Pays bas, souhaitentque la taille des oiseaux passe de 17 à 18cm. L’Ita-lie rappelle que cette taille a été approuvée en2009, que depuis les éleveurs travaillent en cesens. La France et le Portugal souhaitent rester à17 cm, une grande discussion s’engage Pas deconsensus, les travaux reprendront samedi matin.

Un consensus est trouvé, il sera indiqué dans lestandard à la rubrique taille:

Les représentants de la France indiquentqu’une commission d’étude sur les mutations despsittacidés, travaille, avec l’aide de scientifiquesde l’Ecole vétérinaire de maison Alfort (Paris) sur«un projet de nomenclature sur le déterminismedes mutations du phénotype sauvage chez lesperruches et perroquets élevés en captivité». Lesreprésentants de l’OMJ sont invités à participer àcette étude.• Propositions des entités nationales (Belgique,

En remplacement de «PERROQUET» il seraindiqué sur la fiche de jugement: J-K-L-M-N- PSITTACIDAERappel pour la rubrique 4: Pattes, doigts,ongles, on évalue ici également le bec (uni-quement la qualité de celui-ci), la couleurreste jugée dans la rubrique 1. Une discussion est engagée sur le nombrele nombre maximal et minimal de pointspar rubrique. Les avis sont partagés.Pierre Groux fait remarquer qu’il seraitsouhaitable d’établir pour chaque sectioncomme l’a fait l’Italie pour les perruchesondulées de couleur un tableau général depénalisation. 6. Standards en cours:Publication des standards genre Agapornis(décision 2007 Piacenza). Publication desstandards du genre Forpus (décision 2007 Pia-cenza). En ce qui concerne les standards des Agapor-nis, le document remis par la Belgique et lesPays Bas, est rédigé en français avec destermes parfois difficiles à comprendre.En outre, il est impossible d’obtenir les photosde la Belgique.Pierre Groux, au nom de l’OMJ, va demanderune autorisation officielle aux différentesentités signataires du document afin de pou-voir l’utiliser en remplaçant leur nom par«Standards COM OMJ»La France a également fait un excellent travailqui est présenté aux représentants des pays.Ce document est à disposition de laCOM/OMJ, il sera envoyé aux participants etfera l’objet de comparaison et de remarquespour le 31 juillet 2013. Le correspondant pour ce document estDaniel Hans.Les standards des Forpus ne sont pas présen-tés à la réunion.Pour tous les standards il est décidé de procé-der de la même façon. Etude comparative

Une révision complète des classes des psit-tacidés est engagée, elle est discutée etapprouvée par l’ensemble des partici-pants, les corrections sont faites immédia-tement, une édition papier des classes de Jà N, signée par les participants, est distri-buée. Marie Claire Tarnus et Roberto Pagliasso etAdelino Viera sont chargés de vérifier leslibellés, mettre en forme la numérotationdes classes avant publication dans les nou-velles de la COM.Les nouvelles classes seront mises en appli-cation à partir du Mondial de BARI.Le président Pierre Groux remercie tous lesparticipants pour l’excellent travail réalisédurant cette réunion. Roberto Pagliasso distributed the COM stan-dards for section I 2, which were approved at the

last OMJ meeting (2009). This document was sentto the countries on April 28th 2009 and nothinghad been sent back for any modifications.

Austria, Germany and Holland wish for thelength to be 17 to 18 cms. Italy remembered thatthis was approved in 2009, and breeders havebeen working to this size since. France and Portu-gal wish for the size to remain at 17cms. A gooddebate followed, without concensus, and thework was left to continue on Saturday morning.

The meeting closed at 20.30• Saturday June 8th commencing at 8.45

Pierre Groux, the OMJ President reminded del-egates that there was a full days agenda aheadand asked that they remained disciplined toavoid confusion.

He asked Daniel Hans to act as translator fromGerman to French. And if needed Carlos Ramoato translate from French to English.

He reminded those present of the workalready done and the discussion that had takenplace on Section I 2• Standard section I 2

Roberto Pagliasso commented that Italy had arecord of 15 years of judging whilst Germany hadonly recently accepted this species. Pierre Grouxindicated that it would be silly to put in peril 15years work.

A concensus was reached, it will be indicatedin the standard as follows:

‘’The ideal length is 17cms (birds of 18 cms willbe accepted) from the top of the head to the endof the tail; longer birds will be penalised’’• Proposal from Italy, Belgium, Holland and the

With regard to the standards for the Agapor-nis, the document sent by Belgium and Hol-land is worded in French with terms some-times difficult to understand.Also it is difficult to get photographs fromBelgium.Pierre Groux, on behalf of the OMJ will attemptto get an official signed authorisation from thedifferent entities so as to be able to substitutetheir name for «OMJ /COM Standards»France has equally completed some excellentwork which is presented to the representa-tives of the various countries.This document is at the disposal of COM/OMJ,it will be sent to the participants and will bean object for comparison and comment by 31st

July 2013.The contact for this document is Daniel Hans.The standards for the Forpus were not pre-sented to the meeting.For all standards it was decided to proceed inthe same way. Preliminary comparative studyof the standards of each country before vali-dation and publication.

• Review of the classes

A complete review of the classes for psittacineswas undertaken, it was discussed and approvedby the participants. Corrections were immediatelymade and a paper version of the classes in sectionsJ to N, signed by the participants was distributed.Marie Claire Tarnus, Roberto Pagliasso and Adeli-no Viera were charged to verify the wording, putthe classes in a numerical sequence before publi-cation in Les Nouvelles de la COM.The new classes will be introduced before theWorld Show at Bari.Pierre Groux, the President thanked all the partic-ipants for the excellent work put in at this meet-ing. He particularly thanked Daniel Hans and Car-los Ramoa for acting as translators which hadallowed for full participation from everyone.Before finishing he thanked President SavatoreCirmi and the FOI team for their excellent wel-come.The meeting ended at 20.30.

1) EXPOSITIONS INTERNATIONALES C-O.M.Directives de la C.O.M. à respecter pour obte-

nir la reconnaissance d’expositions et concoursdits «International».• Tout club désireux d’obtenir de la C.O.M., la

reconnaissance du caractère «International»de son exposition ou de son concours devraen faire la demande via la C.O.M. ou entiténationale de son pays.Celle-ci, en cas d’ac-cord, transmettra la demande au PrésidentGénéral de la C.O.M. (copie au Secretaire-Géneral C.O.M.). Par cet accord, la C.O.M. ouentité nationale, prend la responsabilitéquant aux dates fixées pour le déroulementdesdits expositions ou concours, et garantit,en plus des juges étrangers requis, la dési-gnation du nombre de juges O.M.J. natio-naux nécessaires.

• Le montant de la cotisation du a la C.O.M.sera de 500,00 euros

• Toute demande devra être en possession dela C.O.M. au plus tard pour le 31 décembre del’année qui précède l’exposition ou leconcours. Elle devra, en outre, mentionnerles dates précises de la durée de l’expositionou du concours:(enlogement. Jugement,ouverture au public, inauguration officelle,clôture et délogement).

• La demande devra également être accompa-gnée de la preuve du paiement au TrésorierGénéral de la C.O.M.(ou copie du virementbancaire), d’un montant de de 500,00 euros,montant dû à la C.O.M. par le club concerné.

• Après les jugements, le Superviseur COM pré-sent, fournira au Comité Organisateur unecopie du rapport de l’exposition.

• Toutes les demandes seront signalées lors duCongrès Statutaire de la C.O.M.- Le Superviseur, membre du Comité Direc-

teur C.O.M. ou Exécutif de l’O.M.J., devraêtre présent (ceci uniquement pendant lapériode des jugements) aux fins decontrôler le respect des présentes direc-tives par les organisateurs.

- Le Superviseur ne juge qu’en cas de situa-tion spéciale, l’exposition concernée.

- Pour permettre une bonne participationdes juges O.M.J., les organisateursdevront assurer au minimum une rotationde 50% des juges étrangers chaqueannée.

- Les Réglements de Competition des Exposi-tions Internationales C.O.M. devrontinclure la précision suivante: “En cas de non

jugement, déclassement ou disqualifica-tion, aucun remboursement sera dû à l’éle-veur-exposant, les eleveurs authorisent laphotographie des sujets en exposition»

• Les frais de voyage du superviseur (avion,train ou voiture), sont a charge de la C.O.M.,les frais de séjour (hotel, repas) seront sup-portés par les organisateurs. L’indemnitéjournalière de jugement (le cas échéant) estidentique à celle fixée, lors de la réunionC.O.M. / O.M.J. fin d’août, pour le «Mondial»de l’année en cours.Les clubs auront, dans leur demande, àconfirmer qu’ils respecteront rigoureuse-ment les modalités suivantes:

• la participation d’éleveurs-exposants d’aumoins 3 pays-membres de la COM, y comprisle pays organisateur;

• les éleveurs-exposants devront, obligatoire-ment, être membres de clubs et/ou fédéra-tions membres de la C.O.M.;

• les jugements devront être effectués, uni-quement, par des juges O.M.J. d’au moins 3pays différents, y compris le pays organisa-teur;

• la liste des juges pressentis par les organisa-teurs devra être adressée au SecrétaireO.M.J. minimum le 31 août de l’année encours.

Le Secrétaire O.M.J. confirmera aux organisa-teurs la qualité O.M.J. des juges proposés etle choix du superviseur;

• les fiches de jugement C.O.M. / O.M.J.devront, obligatoirement, être utilisées;

• le catalogue (palmarès) devra mentionner lesnoms des juges qui auront effectué les juge-ments avec, en regard, le nom de leur pays;

• un bulletin d’inscription et un catalogue (pal-marès) devront être envoyés au PrésidentGénéral de la C.O.M. ainsi qu’au Secrétairede l’O.M.J. dès que l’exposition ou leconcours sera terminé.L’attention est, particulièrement, attirée surl’importance que représente cesexigences.Un manquement pourrait amenerla C.O.M. à refuser, à l’avenir, la reconnais-sance «International» à l’exposition ou auconcours organisé par le club qui n’aurait pasrespecté les engagements pris.Le CD C.O.M. a décidé aussi qu’à partir de cemoment chaque Championnat InternationalCOM recevra de la C.O.M. sept médaillesCOM pour attribution aux éleveurs partici-pants.

2) BAGUES ET RÉGLES DE PARTICIPATIONC.O.M.Délivrance des bagues: il est rappelé aux

pays-membres que les bagues doivent être déli-vrées aux amateurs-éleveurs, au plus tôt, à par-tir du 1er octobre de chaque année, et ce pourtous les oiseaux. (voir «Les Nouvelles» Nº 85 demars 1991).

Attention: Seul l’éleveur est responsable dela dimension des bagues.

Toute bague déformée, illisible, ou tropgrande, entraînera la disqualification du sujetexposé.• Il est rappelé que pour participer au «Mon-

dial» avec des oiseaux portant des baguesdélivrées par un pays-membre, l’amateur-exposant doit, OBLIGATOIREMENT, avoir sondomicile principal dans ce pays. Il est, de plus,précisé aux pays-membres que toute infra-ction entraînera la disqualification de tousles oiseaux des contrevenants.

• Les exposants «en duo» ne sont pas reconnuslors des “mondiaux” et lors des “expositionsinternationales” organisées sous le patro-nage de la C.O.M.. Ces exposants devrontêtre refusés par les pays concernés.

• Dans les Mondiaux, il sera accepté cinq (5)oiseaux d’une même mutation/espèce danschaque classe individuelle.

• Toute infraction constatée lors desditesexpositions, sera sanctionnée par une dis-qualification des oiseaux inscrits de cettemanière.

3) EXAMENS JUGES O.M.J.• les candidats doivent être présentés par les

responsables des C.O.M. ou entités natio-nales avant le 30 juin de chaque anée.

• les candidats ont l’obligation d’effectuerleur préparation sur les standards O.M.J.

• les C.O.M. ou entités nationales ont l’obliga-tion de donner à leurs candidats une copiedes standards existants près de laC.O.M./O.M.J. pour les spécialisations respec-tives.Les examens seront supervisés par les mem-bres du C.E./O.M.J. de la section concernéeou par son remplaçant, sous la responsabi-lité du Président de l’ O.M.J. Les résultats desexamens seront communiqués le jourmême.Les examens consistent en une partie théo-rique (questionnaires seront en possessiondu superviseur) et une partie pratique

pour laquelle des oiseaux seront mis à ladisposition des examinateurs et des candi-dats [au moins 3 stams (collections) et 12individuels pour toutes les catégories saufle chant, 2 stams (collections) et 4 indivi-duels;

• les dossiers complets (formulaire d’identitéC.O.M., partie théorique et ensemble lesfiches de jugement des examinateurs et descandidats) avec un rapport d’appréciationseront transmis par le(s) superviseur(s), etcontresignés par lui, au Secrétaire de l’O.M.J.Toutes les corrections des épreuves pratiquesseront faites par le C.E./O.M.J. ;

• Chaque candidat ne peut passer l’examenO.M.J. que dans une discipline principale entenant compte que pour les exotiques et lafaune européenne, les hybrides peuventéventuellement entrer en ligne de comptecomme discipline complémentaire;

• Les candidats-juges O.M.J. doivent être jugesdans la spécialité choisie depuis au moins 5années complètes (à examiner par le supervi-seur);

• La participation aux examens est complète-ment à charge des candidats y compris lesfrais de voyage.Chaque pays-membre doit payer a la C.O.M.la somme de euro 10,00 euros par candidat al’examen O.M.J.. La copie du virement ban-caire doit être envoyé au Secretaire OMJavec la demande du pays-membre. C.O.M. RULES AND PROCEDURES

1) C.O.M. INTERNATIONAL SHOWSRules of the C.O.M. to be respected to obtainthe recognition of an “International C.O.M.Show”• All Club who desires to obtain the recogni-

tion as « International Show » from theC.O.M. must send its request by the nationalentity of its country. This entity, in case itagrees with the request must forward it tothe COM General President (with copy to theSecretary). By this request the National Enti-ty takes responsibility on the calendar anddates decided to organize the show andguaranty the presence of the foreign andnational OMJ judges required to judge theshow.

• The fee o be paid to the COM for the requestis of 500,00 euros

• All requests should be in possession of theCOM, by 31st December of the year that pre-ceeds the date of the show. The requestsshould mention the specific dates of theshow including the calendar for caging,judging, public opening hours, trophy pres-entation, official opening ceremony, takingout the birds, and closure.

• The request should also be acompaigned byproof of paymement to the General Treasu-rer (or copy of bank transfer) of the fee of500,00 euros.

• After the judgement date, the COM Supervi-ser will give a copy of the official report tothe Organising Committee.

• All requests will be announced at the COMStatutory Congress

- The Supervisor, a member of the COM Man-agement Committee or the OMJ ExecutiveCommittee, should be present (this only injudging days) to control the respect of theofficial rules by those present.- The Supervisor will not judge the show,

except in special cases.- To allow a good participation of the OMJ

judges, the Organizing Committee shouldassure at least a rotation of 50% of theforeign judges each year.

- The regulation of every COM Internation-al Show should include the following pre-cision:“In case of no judging, disqualification orwrong classing, no refund can be request-ed by the breeder, and « the breeder fullyauthorizes the photographing of his birdsin the show »

• The travel expenses of the supervisor (plane,train or car) will be paid by the COM, thehotel and food expenses will be paid by theOrganising Committee. The supervisor dailyfee is equal to the judge’s daily fee.The clubs confirm, by their request that theyagree and will respect these rules.

• The Org. Com. should ensure the participa-tion of at least breeders from 3 differentCOM member countries (including the orgcountry)

• It is mandatory that all participating breed-ers must be members of clubs/federationsmembers of the COM

• Judging is to be maid by OMJ judges only,and from three different COM member-countries (including the org country)

• The list of judges invited by the org, commit-tee to judge the show should be sent to theOMJ Secretary by the 31st of august of thecurrent yearThe OMJ Secretary will confirm to the Org.Com. the correction of the list and the desig-nated supervisor.

• It is mandatory that the COM/OMJ judgingcharts must be used.

• The name and country of all judges attend-ing must be published in the catalogue ofthe show

• A copy of the entering chart and of the cat-alogue (with prize list) should be sent to theCOM General President and also to the OMJSecretary, after the closure of the Show.We call for the respect o these rules. A failurein these procedures could mean the futurerefusal of a request from the same Organiza-tion.The COM Management committee hasdecided that every COM International Showwill receive seven special COM medals to beassigned the participant breeders.

2) RINGS AND COM PARTICIPATING RULESDelivery of rings: it is reminded to all mem-

ber-countries that rings can only be deliveredfrom the first of October each year, and this ofall birds (see «Les Nouvelles» Nº 85 march 1991).

Attention: only the breeder is responsible forthe diameter and dimensions of the rings

All deformed, non readable or too big ring,will mean the disqualification of the birdshown.• It is reminded that to be able to participate

in the “COM World Show” with birds carry-ing rings issued by one member-country, thebreeder MUST HAVE its main residingaddress in this member-country. It is recalledthat all infraction to this rule will mean thedisqualification of all birds entered by thebreeder in question.

• The breeders “in partnership” are not recog-nized in “World and International Shows rec-ognized by the COM. These “breeders”entries should be refused by the Committeesand member-countries.

• In World Shows, in each individual class only5 (five) birds of each mutation/species can beaccepted from one breeder. All infractiondetected will be sanctioned by the disqualifi-cation of the birds.

3) O.M.J. JUDGES EXAMS• The candidates should be presented by the

COM National Enities, before 30 of june eachyear.

• The candidates must prepare themselvesbased on the OMJ/COM Standards

• The COM National Entities should give theircandidates a copy of the relevant COM/OMJstandards (according to each section).

The exams sessions will be supervised by theOMJ Executive Committee members of eachsection or its appointed representative,under the responsibility of the OMJ Presi-dent. The result of the exams will beannounced the day of the exam session.

The exams will consist of a theoretical part (thequestionnaires will be in possession of thesupervisor) and a practical part, where somebirds will be made available of the examin-ing committee and the candidates, at least 3stams and 12 individuals (2 stams and 4 indi-vidual for the singing canaries section).

• The complete dossiers (COM identity forms,theoretical part, and set of judging charts ofthe examiners and candidates) with a writ-

ten report of appreciation from the supervi-sor, all signed by him, are sent to the OMJSecretary.

All the corrections of the practical tests are to bemade by the OMJ Executive Committee.

• Each candidate can pass the exam for onlyone section, bearing in mind that for the F-Exotic Birds section and G-European BirdsSection, the H Section (Hybrids) can be con-sidered as a complementary section

• The candidates must be judges with at least5 complete years as a judge (to be checked bythe supervisor).

• The participation in the exam sessions is atthe own cost of the candidate, includingtravel and accommodation expenses.Each country should pay to the COM theamount of 10.00 Euros for each candidate tobe examined. The copy of the bank transferor receipt should be sent to the OMJ Secre-tary with the exam request.Each new OMJ judge has to pay an enteringfee of 40.00 Euros.
